Ever more so than any other times, today's corporations today face an ultimate issue of acquiring highest work expertise for their employees. However, most of current academic researches try to focus on what factors comprise an expertise while they fail to tackle the very issue of detailed numerical measurement of the expertise factors recommended improvement paths, and goals for each measured expertise level. Hence, this study suggests more objective and highly reliable identification of work competence measurement factors and the correlation among the identified factors. For details, it tries to propose a methodology of expertise measurement by developing into the definition of experts and expertise, reestablishment of expertise factors, determination of reference points of the expertise factors, and weighting of the factors. This measurement methodology finds that it itself has significant correlation with existing work competency level measurement and test tools. Therefore it is identified to justify its effectiveness. Finally, this study proposes an action point of establishing a national expertise architecture and its frameworks for various societies in general.

Recently, the acquisition and production of information using digital tools and the creation of new knowledge are emphasized as important educational elements. Therefore, in this study, the effect of learning achievement according to the digital literacy level of college students was analyzed. For the analysis, a questionnaire is conducted with college students majoring in aviation services attending universities in Seoul Capital Area and Chungcheong area. To verify the hypothesis of the study, demographic characteristics are identified based on the questionnaire, reliability and validity of measurement items are verified, and structural equation model analysis is performed to verify the hypothesis. The analysis results are as follows. First, among the sub-factors of digital literacy competency of college students majoring in aviation service, 'technology use' is found to have a positive effect on 'cognitive flow' and 'emotional flow' of learning flow except 'behavioral flow'. Second, among the sub-factors of digital literacy competency, 'self-learning' is found to have a positive effect on 'cognitive flow', 'emotional flow', and 'behavioral flow' in learning flow. Third, the sub-factors of learning flow, 'cognitive flow', 'emotional flow', and 'behavioral flow' have a positive effect on 'learning satisfaction'. Fourth, 'learning satisfaction' is found to have a positive effect on 'learning outcomes'. Based on the research results, practical support measures and strategies for educational success are presented.

The present study aimed to develop a self-reported measurement instrument - the Empathetic School Community Competency Inventory (ESCCI)-to better understand members' empathetic sense to schools as their community in the context of secondary schools in South Korea. Based on a synthesis of the literature on the school community, empathy, and competencies, and a series of preliminary analyses with a panel of expert judges and pilot tests, initial ESCCI items were developed. In total, 435 students and 134 teachers from secondary schools in South Korea provided usable data as measured by the ESCCI. The results of EFA and CFA suggested a five-factor model: culture of respect ( α = .94), empathetic community identity ( α = .93), communication structure (α = .91), emotion immersion (α = .91), and caring process (α =.89) with χ² (980, n = 285) = 3080.169; p-value < .0001, RMSEA = 0.068; 90% CI [.059, .064], p-value < .0001; CFI = .88; SRMR = 0.04; and TLI = .88, leaving 46 items out of initially developed 76 items. The ESCCI model developed based on the findings of the study can be used to assess schools' competency as an empathetic community and design programs to promote empathetic school cultures in secondary schools in South Korea. Implications and limitations of the study are discussed.

This is a methodological study that verifies the validity and reliability by translating and modifying the Korean version of Behavior Health Care Competency (BHCC) tool. This study verified the content validity, construct validity, and reliability of 230 nurses working in general hospitals. The BHCC tool was analyzed using a total of 4 factors and 16 items. The tool had a high level of reliability and validity. The BHCC is a measurement tool considering the mental health care of non-psychiatric nurses, and it has meaning in that it establishes basic material so non-psychiatric nurses can manage the patient's physical and potential psychiatric problems effectively.

Purpose This research aims to study the changes in recruitment needed for the growth and survival of companies in the rapidly changing industry. In particular, we built a real company's worklist accounting for the rapidly advancing data-driven digital transformation, and presented the capabilities and conditions required for work. Design/methodology/approach we selected 37 jobs based on NCS to develop the employment search requirements by analyzing the business characteristics and work capabilities of the industry and company. The business specification indicators were converted into a matrix through the TF-IDF process, and the NMF algorithm is used to extract the features of each document. Also, the cosine distance measurement method is utilized to determine the similarity of the job specification conditions. Findings Companies tended to prefer "IT competency," which is a specification related to computer use and certification, and "experience competency," which is a specification for experience and internship. In addition, 'foreign language competency' was additionally preferred depending on the job. This analysis and development of job requirements would not only help companies to find the talents but also be useful for the jobseekers to easily decide the priority of their specification activities.

In this study, we designed and developed new Blog community for the improvement of Self-directed learning competency. We analyzed the effect through series of tests on Self-directed learning competency to obtain the following results. As a result of inspecting the same quality of Self-directed learning competency, this study shows the learning in utilizing weblog suggested that it has more significant difference in improving Self-directed competency than utilizing the normal homepage for learning. Moreover, according to the inspection of low measurement, motivation control and acting control made a significant difference, but the cognitive area has no significance. In conclusion, the proper learning and operation in the class in utilizing Blog community suggested that through the study of Self-directed learning competency is the best because it affects the learner's motivation and behavior.

To drive construction project successful, a construction manager with good competency is needed. In order to select appropriate construction manager, there should be a standard and a method for appropriately evaluating the competency of construction manager. There have been many researches on the competency of construction managers, but there are two points to be supplemented. One is that construction manager's competency measurement was not concrete and objective, and the other is that construction project performance directly reflects individual manager's performance. The purpose of this study is to derive a construction manager competency evaluation index by using the Notational Analysis technique that is used when deriving an indicator that measures the athlete's competency in sports. This analysis was drawn with Delphi method. Finally, the 'measurable behaviors'were derived that can evaluate the competency of construction managers. Through this, it is possible to express each manager's expertise, leadership, and personal characteristics in numerical expression. This will help decision makers when selecting construction managers. It is anticipated that decision makers will be able to make the decision to select the necessary construction managers easier because it can evaluate the construction managers through a scientific approach based on the record by supplementing the existing method which only relied on intuition.

Problem solving competency has always been a prime issue in education, and it is defined as core skills of a life competency or as 21st century skills that students need to successfully learn. This study aims to discover the scope and impact of digital textbooks on students' competencies. This study also examines meaningful differences brought about using digital textbooks and taking lessons specifically adapted to improve 5th grade students' problem solving competencies. The pretest-posttest control group design was adopted and a performance-based measurement tool for problem solving competency was developed and applied. The results indicate that the classes using digital textbooks achieved higher scores in problem solving competency. Also, a lesson that was specifically adapted with the aim to improve students' problem solving competency had a positive influence on students' achievement. Moreover, there was reciprocal influence between using digital textbooks and adapting instructions to improve problem solving competency. In conclusion, the effect of digital textbooks should be discussed further while also considering the influence of teachers' instructional strategies.

This study aims to identify implications for the role of home economics in consumer education in middle schools focusing on building consumer competency. To this end, the content in middle school textbooks of home economics and other subjects, written according to the 2015 revised curriculum, were analyzed. This study examined consumer education content based on the consumer competency measurement index developed by the Korean Consumer Agency, and reviewed different foci presented by subjects. This study also investigated how the knowledge, attitude and practice, which are components of consumer competency, are presented. The major findings of this study can be summarized as follows: First, consumer competency content, presented in textbooks of home economics and other subjects, were comprised of citizenship competency(65.3%), transactional competency(27%), and financial competency(7.7%). Second, in terms of content on the consumer's citizenship competency, little attention was paid to consumer rights, revealing an imbalance between responsibilities and rights. Third, despite its importance, the "utilization of information and communications technology" in transaction competency, and "consumer participation" in citizenship competency are insufficiently covered in the home economics. Fourth, social studies was the subject that most extensively covered the content of consumer competency. In terms of scope, home economics dealt with most of the sub-fields. Fifth, even when the same content of consumer competency was covered, it was presented differently by subject. Sixth, there was a lack of connection between components of consumer competency-knowledge, attitude, and practice, with a disproportionately high emphasis on knowledge. In conclusion, this study concluded that consumer education content of middle school subjects is insufficient to enhance consumer competency.

Recently human resources who have core competencies are regarded as an important factor in the labor market. However, there are few limitation about instruments to measure university students' core competencies. Recognizing this limitation, this study aimed to develop and validate the tests that could measure core competencies of students in universities. Among NCS core competencies, this study primarily focused on the self-development skill, organizational skill and resources management skill. This study concluded the proper definition of core competencies for university students, sub factors of 3 domains and questionnaire and validated its measurement. Implications of this study were discussed.
