The South Korean society has experienced many changes since the sinking of ROKS Cheonan. The government reviewed its defense posture and adopted the 5·24 Measure in its relations with North Korea. As a result, the people of South Korea became more conscious of security situations on the Korean peninsula while North Korea's economy suffered badly. Meanwhile, the South Korean government has taken a flexible stance toward North Korea in terms of exchange and cooperation since September 2011. The flexible stance was to manage inter-Korea relations in a stable manner and relieve the hardships of the North Korean people while preserving the spirits and purposes of the 5·24 Measure. The UN Security Council adopted twenty-six resolutions and statements on North Korea since June 25, 1950. They include thirteen U.N. Security Council resolutions including those concerning nuclear weapons or missile programs, nine Presidential statements, and four press statements. Resolution 82, the first U.N. resolution on North Korea, came when the Korean War broke out. Resolution 825, the first one related to nuclear or missile programs, was adopted in response to North Korea's withdrawal from the NPT. Apart from these U.N. resolutions, the United States has imposed separate sanctions against North Korea. North Korea's nuclear weapons program can be considered in comparison with that of Iran in terms of the consequences they create for the regional security. The Security Council has adopted six resolutions on Iran so far. One should note that the resolutions on Iran have had much stronger sanctions compared to those imposed on North Korea. That is, while the North Korea case may be viewed as a more serious threat to international security from the perspective of nuclear weapons development or proliferation, tougher sanctions have been placed on Iran. There are two approaches that South Korea should take in addressing the related issues. First, we should aim to reduce the gap between sanctions imposed on Iran and North Korea. It is difficult to understand that a country with more serious problems is rewarded with lighter sanctions. We should take measures through the Security Council Sanctions Committee to make individuals and groups in North Korea that play a central role in developing nuclear weapons and missiles subject to additional sanctions. Second, we have to change. Other countries in the international community have become tired of North Korea's nuclear issue and now they look to South Korea for initiative. We should correctly understand this current situation and play a leading role within our capacity. Knowingly and unknowingly, the notion that the North Korean nuclear issue may be left to South Korea has been spread around the international community. Although the situation is grave, we should try to open a new horizon in ushering in the unification era by taking the initiative with confidence that there is a looming hope ahead of us. For these tasks, we should stop thinking in the old way that has been ossified for the last two decades. We should not be pushed around by neighboring great powers in dealing with North Korea related issues anymore; we should take the initiative with resolution that we will play our role at the center of four great powers and with confidence that we can do it. Based on the confidence that the Republic of Korea has become a country with enough capacity to take the initiative, we should establish a 'National Grand Strategy' representing South Korea's strategic vision that the unification is the ultimate solution to the problems related to North Korea's nuclear weapons program.
Recently, planning road construction in South Korea is focused on upgrading of the existing road by rerouting or restructuring. For this, roads under current construction in Korea go for more straight in its alignments and routing. Straight routing makes it all the more required to construct many mountain tunnels and bridges in Korea where mountains are so widely spread. Some portal of mountain tunnel is not rarely planed at high steep slope of mountain valley where it is not easy to secure working space for tunnel excavation. Reverse excavation is an alternative measure for excavation of tunnel portal at high steep slope. Construction in reverse excavation method has three important points requiring careful consideration: 1)planning of pilot tunnel in proper width, height, and length etc., 2)measure against the effect of one-side earth pressure to the direction of tunnel portal, 3)securing tunnel safety against shallow ground condition at portal zone. This paper intends to suggest applicable range of pilot tunnel for reverse excavation at the portal zone located at high steep slope, and shows result of study on the appropriateness of a reverse excavation by means of 3D numerical analysis. Result of 3D numerical analysis for reverse excavation at high steep slope shows that pilot tunneling will be applicable to start from the point $20{\sim}25m$ before the portal from inside the tunnel.
Mobile learning, which provides educational services with a mobile platform, has been greatly expanding with the increasing spread of digital devices. The transition from PC-based online education to mobile-based education enables users to access online education anytime and anywhere. Despite this expansion of mobile learning, there is a lack of user-oriented content design. Therefore, this study intends to derive a measure to evaluate usefulness of the content design. We conducted a literature survey to reflect characteristics of existing measures, which evaluate usefulness and content of mobile learning. As educational mobile applications have both educational service and mobile device features, they can be representative of pedagogical usability criterion and can be divided into system and content areas to further develop effectiveness of learning. We conducted questionnaires on the use of these applications on 15 experts using the del phi technique. The analysis suggests the ease of use, learning efficiency, aesthetics, and ease of learning to be criteria of pedagogical usability. This study expects to serve as a basis to improve the usability of mobile learning users.

This study aims to analyze categorically social and ethical problems related to the recent development of information technology and, then to propose measures to prevent the spread of the problems. For this purpose, the study examines the information ethics and information-related ethical education in some of the advanced countries and suggests a measure to establish a desirable information ethics which, through the roles of information experts can increase the convenience of the information society. Particularly, information should have been used in the right manner but it is not. This has caused legal and technical problems and now there is a need for cultural, societal and ethical changes. In fact, new technology and legal - institutional devices may solve those problems caused by the development. However, we should recognize the importance of human in life by taking expected social efforts into broader consideration. it is to be desired, above all, that ethical problems should be discussed toward respecting the interests of both indivisuals and society with the protection of the illegal circulation of unlawful and unhealthy information. Consequently, in order to solve those problems, it is required that remove the negative effects both information providers and users themselves through the enactment and enforcement of information ethics doctrine. The reason is that professionals' decision may be more specific than others. Therefore, specialists who work information fields including computers should reevaluate the a n.0, pplication of ethics and make new regulations. By doing this the rightful advancement of information culture can be accomplishmented and responsible infortizen can be created. Futhermore, primary schools and other institutions, which train technical communication specialists, should teach technical skills, computers, as well as ethnological consciousness when they use information mediums.
As an efficient method to detect blending of general gravitational microlensing events, it is proposed to measure the shift of source star image centroid caused by microlensing. The conventional method to detect blending by this method is measuring the difference between the positions of the source star image point spread function measured on the images taken before and during the event (the PSF centroid shift, ${\delta}{\theta}$c,PSF). In this paper, we investigate the difference between the centroid positions measured on the reference and the subtracted images obtained by using the difference image analysis method (DIA centroid shift, ${\delta}{\theta}$c.DIA), and evaluate its relative usefulness in detecting blending over the conventional method based on ${\delta}{\theta}$c,PSF measurements. From this investigation, we find that the DIA centroid shift of an event is always larger than the PSF centroid shift. We also find that while ${\delta}{\theta}$c,PSF becomes smaller as the event amplification decreases, ${\delta}{\theta}$c.DIA remains constant regardless of the amplification. In addition, while ${\delta}{\theta}$c,DIA linearly increases with the increasing value of the blended light fraction, ${\delta}{\theta}$c,PSF peaks at a certain value of the blended light fraction and then eventually decreases as the fraction further increases. Therefore, measurements of ${\delta}{\theta}$c,DIA instead of ${\delta}{\theta}$c,PSF will be an even more efficient method to detect the blending effect of especially of highly blended events, for which the uncertainties in the determined time scales are high, as well as of low amplification events, for which the current method is highly inefficient.
The continuing growth of transportation and communication has resulted in the spread of transportation information interlocked with the Internet. General users are actively seeking web-based transportation information and are trying to apply it into their lives. Now the implementation of user-centered transportation information services are becoming the essential activity for pertinent companies or public institutions. In this paper the author tried to measure the quality of web sites featuring transportation information using the robust measurement tool called WebQual. In addition, the author investigated the relationship between the components of WebQual (usability, information quality, and interactivity) and satisfaction/intention to revisit. According to the results, WebQual had the effectiveness of confirming the service quality for the web sites of transportation information. Also the components of WebQual had positive influences on satisfaction and intention to revisit.
This study was conducted to evaluate the quality characteristics and the hypoglycemic effect of cookies containing Helianthus tuberosus powder (HTP). To examine the effect of adding HTP, cookies with various HTP contents (0%, 10%, 20%, 30%, 40%) were made and compared for their quality characteristics. The pH of cookie doughs decreased significantly (p<0.05) as the content of HTP increased. However, the density did not show significant difference among samples. The spread ratio and loss rate in cookies showed significant increase (p<0.05) as the content of HTP increased. However the leavening rate and the hardness of the cookies decreased significantly (p<0.05) when HTP content increased. Color measurement also showed significant difference among samples, although the cookie sample with 10% HTP powder showed the highest scores from consumer tests and liking score, the cookie samples with 30% HTP were selected to measure the hypoglycemic effect of Helianthus tuberosus compared to control cookies and bread. Ten healthy subjects in their twenties participated in measuring blood glucose levels after intake of bread, control cookie, or 30% HTP cookie. Blood glucose level was measured after fasting 12 hours, before eating, and 30, 60, 90, and 120 minutes after taking the samples. As a result, the blood glucose levels at 30min after meals showed significant (p<0.05) difference among treatments: the lowest when taken the cookies added 30% HTP. However there was no difference in the blood glucose levels at 60min, 90min, and 120min after the sampling.

In this paper generating algorithms of the conventional chaos code sequences and a new chaos code sequence derived from the real and imaginary parts of FFT of one chaos code sequence, and the time-frequency function characteristics of generated code sequences to measure the signal resolution, are considered. And two chaos based QCSK digital communication systems-one with two different chaos code sequences, the other with FFT of one chaos code sequence-are analyzed in AWGN and fading communication channels. After analyzing the correlation functions of such sequences, the delta-like autocorrelation and near zero crosscorrelation functions of them are very suitable for chaos based spread spectrum communication systems, is verified. Through evaluating the performance of two chaos based QCSK systems above using Monte-Carlo simulation, the improvement of performance in the latter QCSK system compare favorably with that of the former system, is shown.
Starch gel electrophoresis was used to estimate genetic diversity and population structure of Pyrola fauriena H. Andr. in Korea. The percentage of polymorphic loci within enzymes was $57.1\%$. The values of genetic diversity at the species level and at the population were higher than average values for herbaceous with similar life history traits (Hes : 0.149; Hep = 0.134, respectively), whereas the extent of the population divergence was relatively low $(G_{ST}=0.082)$. $F_{IS}$, a measure of the deviation from random mating within the 12 populations, was 0.298. An indirect estimate of the number of migrants per, generation (Nm = 2.81) indicates that gene flow is moderate among Korean populations of the species. Analysis of fixation indices revealed a substantial heterozygosity deficiency in some populations and at some loci. This indicates that some populations sampled may have been substructured largely due to rhizotamous spread and decrease of population sizes.
Foot and mouth disease (FMD) is highly infectious disease of cloven-hoofed animals, particularly problematic in cattle, sheep, pigs and goats for economic reasons. Last FMD outbreak in February, 2017 caused tremendous social and economical impacts. The Korean FMD policy aims to vaccinate intact animals and euthanize and bury infected animals to prevent the disease spread. However, there was a problem that the buried livestock did not decompose after several years. Therefore, the study was purposed to investigate the effect of Corynebacterium glutamicum and Bacillus licheniformis on the degradation of buried cow carcasses and on the soil condition; such as temperature, decomposition course of carcasses, composition of amino acids in the soil around carcasses, and plant root elongation to measure soil conditions. As a result, the composition of amino acids in the soil treated with C. glutamicum and B. licheniformis was generally higher than those in the untreated soil. Plant roots in soil treated with C. glutamicum and B. licheniformis grew longer than in non-treated soil. The results suggested that the toxic effect on a grave land buried with FMD infected livestock is reduced when treated with C. glutamicum and B. licheniformis in regard of odor reduction, promoted decaying process, and soil fertilization.
