A Study on the Selection of VTS Marine Incident Classification Criteria at the Busan Port (VTS 관점의 준해양사고 분류기준 선정에 관한 연구 - 부산항을 대상으로 -)

  • In order to prevent the dangers of major marine accidents, it is very important to be aware of in advance through marine incidents in the background of Heinrich's law, formulated by the safety pioneer who is credited with focusing on workplace safety with emphasis on the human element. At least 11 cases of collision accidents occurred in the Busan VTS area from January 1st to December 31st, 2019, and 24 cases of VTS marine incidents were reported during the same period. According to Heinrich's law, there could be many more potentially risky situations besides the 24 reported cases. In this study, the criteria for VTS marine incidents were established through advanced research and a survey of VTS operators, and analysis of 24 cases of VTS marine incidents in the Busan VTS area. Traffic surveys were conducted for three days to identify potentially hazardous situations. According to the survey, there were 216 cases of VTS marine incidents, and within a year, it is estimated there could be about 26,280 cases. Even if conditions such as "missing VHF communication feedback" which is an important cause of marine incidents, are not reflected, there are many potential risks in the VTS area. Thus, it is vital to strengthen the VTS marine incident reporting system.

  • Rapid Development and adoption of AIS as a survailance tool has resulted in widespread application of data analysis technology, in addition to AIS ship trajectory clustering. AIS data-based clustering has become an increasingly popular method for marine traffic pattern recognition, ship route prediction and anomaly detection in recent year. In this paper we propose a route waypoint extraction by clustering ships CoG variance trajectory using Density-Based Spatial Clustering of Application with Noise (DBSCAN) algorithm in both port approach channel and coastal waters. The algorithm discovers route waypoint effectively. The result of the study could be used in traffic route extraction, and more-so develop a maritime anomaly detection tool.

Estimation of the Traffic Flow in the Korea Coastal Waterway by Computer Simulation (우리나라 연안의 해상교통관제시스템 설치를 위한 기초연구 시뮬레이션에 의한 우리나라 연안의 해상교통량 추정)

  • From the point of view of safety of life and property at sea and the protection of the marine environment, the Vessel Traffic Management System along the Korea coastal waterway is inevitably introduced. But the establishing priority per area must be evaluated under the restricted budget. In this case, the estimated traffic flow has a major effect on priority evaluation. In the former paper , an algorithm was proposed for estimating the trip distribution between each pair of zones such as harbours and straits. This paper aims to formulate a simulation model for estimating the dynamic traffic flow per area in the Korea coastal waterway. The model consists of the algorithm constrined by the statistical movement of ships and the observed data, the regression analysis and the traffic network evaluations. The processed results of traffic flow except fishing vessel are summarized as follows ; 1) In 2000, the traffic congestions per area are estimated, in proportion of ship's number (tonnage), as Busan area 22.3%(44.5%), Yeosu area 19.8%(11.2%), Wando-Jeju area18.1%(6.8%), Mokpo area 14.9%(9.9%), Gunsan area 9.1%(9.3%), Inchon area 8.1%(7.7%), Pohang area 5.5%(8.5%), and Donghae area 2.2%(2.1%). 2) For example in Busan area, the increment of traffic volume per annum is estimated 4, 102 ships (23 million tons) and the traffic flow in 2000 is evaluated 158, 793 ships (687 million tons). 3) consequently, the increment of traffic volume in Busan area is found the largest and followed by Yeosu, Wando-Jeju area. Also, the traffic flow per area in 2000 has the same order.

  • Generally, the development of shipping is characterized by the amount of traffic flow (traffic volume) and seaborne cargo in the sea. Movement of ships is an essential element of constructing the traffic flow which is represented the dynamic movement of ships in the sea, but on the other band the numbers of arriving and departing the port is the basic factor consisting of the static movement of ships. The amount of cargoes by coastal vessels and ocean trade vessels have increased tremendously with the great growth of the Korean economy these days. This increase of the seaborne cargoes has made the Korean coastal traffic flow so congested that this can be a cause of large pollution as well as great marine casualities such as a loss of human lives and properties . And also the future coastal traffic is expected to increase considerably according to our economic development and high dependence upon foreign trade. Under the circumstance, to devise the safety of coastal traffic flow and to take a proper step of a efficient navigation, there is a necessity for analyzing and surveying the coastal traffic trend and the characteristics of cargo movement. In order to grasp the dynamic movement of ships in the Korean coast, O/D analysis is executed. This paper aims to secure the basic data necessary for a comprehensive plan and estimation of vessel traffic management system for the enhancement of safety, order and efficiency of vessel traffic in the Korean coast. The analyzed results of the traffic flow and seaborne cargoes of the Korean coast are summarized as follows : 1) The congestion by the vessels occurred around the ports such as-in proportion of ship's number (proportion of tonnage) -Incheon 18.5%(14.8%), Pohang 5.9% (9.9%), Samil 5.2%(8.3%), Mokpo 8.6%(0.8%), Pusan 13.5%(36.4%), Ulsan 9.1%(16.2%). 2) It is found that the area adjacent to Incheon, Pusan, Ulsan, Channel of Hanryu and South-western area are heavily congested. 3) It is confirmed thatthe area adjacent to Incheon, Pusan, Ulsan, Channel of Hanryu and South-western area are heavily congested. 3) It is confirmed that the coastal vessels are main elements constituting the coastal traffic and that there are much traffic flow among five ports as following through the precise O/D analysis of ship's coastal movement. Incheon-Samil, Ulsan, Pusan, Jeju Pusan -Samil, Ulsan, Incheon, Jeju Pohang -Samil, Inchoen, Jeju Pohang -Samil, Incheon, Jeju Ulsan -Samil, Incheon, Jeju Samil -Ulsan, Pusan, Incheon 4) The amount of cargoes to abroad are in proportion about 81% of total and the amount of coastal cargoes are about 19%. Of those, cargoes in and out to Japan are about 26% and to South-east Asia are about 27%. 5) The chief items of foreign cargoes are oil(38.33%), iron ore(13.98%), bituminoous coal(12.74%), grain(8.02%), lumber(6.45%) in the import cargoes and steel material(21.96%), cement(17.16%), oil(6.81%), fertilizer(3.80%) in the export cargoes. 6) The 80.5% of total export cargoes and 92.4% of total import cargoes are flowed in five main ports. 7) The chief items of coastal cargoes are oil (42.45%), cement(16.86%), steel material (6.49%), anthracite(6.31%), mineral product(4.3%), grain, and fertilizer. Almost 92.24% of total import and export oil cargoes in Korea is loaded and unloaded at the port of Samil & Ulsan.

  • Tugboat has carried out the important role and service in the maritime industry construction, such as port and sea bridge construction, fairway dredging and sea reclamation etc. Furthermore, tugboat takes the largest portion in number of vessel at the domestic registry and barges as big as the general merchant vessel, which are getting specialized and larger, are in operation. In spite of the increase of marine accident under this situation, there has been no proper measure for the safe navigation of tugboat in the aspect of a nation. This paper aims to propose the measure for the safe navigation of tugboat according to the frequent marine accident of tugboat with sea bridge. Therefore, we show a example of the sailing schedule and operation checklist based on the analysis of statistics and precedent of marine accident and the investigation of the actual operation state of tugboat in the aspect of a contract of carriage and a personnel setup, which should be checked by the operator of tugboat, pass through sea bridge safely and propose the safe traffic supporting system based on electronic chart system to improve the safe navigation of tugboat.

  • As the increase in maritime traffic and leisure, the marine accident risk has increased in the domestic coast. In this study, the cause and the environment of domestic marine accidents from 1990 to 2009 have been investigated and analyzed by using the statistics issues of Korean Maritime Safety Tribunal. Based on the analysis of most domestic marine accidents such as engine damage, collision, capsizing of small vessels, we propose how to use mobile telecommunication terminals for preventing marine accidents and the best countermeasures.

  • Nowadays, it is planning to establish a coastal VTS in Korean southern coastal waters in order to enhance the safety of vessel traffic and to protect the marine environment. But, it surely needs over ten billions Won to establish, operate and maintain the above mentioned coastal VTS. Therefore, this paper proposes the VTS cost-benefit analysis model to confirm the reasonability and decide the priority of the project. This model has three distinct processes. Fist, it is the identification in qualitative terms of the effects of a given proposal. Second, it quantify the specified effects in physical terms. Third, it is the evaluation of the total effects of project. The proposed model in this Paper will contribute to the confirmation and the priority of the project in future.

  • This paper estimated the future traffic volume incoming and outgoing in Incheon port, and analyzed the value of information serviced by tidal current signal operation center in Incheon. The cargo traffic in 2020 will increase twice as much as in 2005 according to the national ports basis plan. The maritime traffic will increase greatly consequently. Also, MOMAF has operated tidal current signal operation center to prevent marine accidents caused by current influence on vessels navigating through Incheon. However the quantitative effect is not known because there is no analysis about its value. Therefore the value of information serviced by tidal current signal operation center in Incheon was calculated with contingent valuation method(CVM), and the information value was analyzed considering future traffic in this study. Thus, the annual information value was calculated at about $170{\sim}280$ million won, considered traffic volume using the information of tidal current directly in 2020 since 2006.

  • The navigation area approach to Mokpo port consists of narrow channels with 30mile section, and the route is crossed with many fairways. Specially, except Mokpo-Gu fairway routeing is not assigned and there are many threatening factors against the safe operation of vessel because fishing and mining areas are designated Therefore, this paper proposed a plan for safe passage through a maritime transportation environmental assessment with the analysis of surrounding environment, danger element of navigation, traffic observation and marine accidents.

  • With the development of digital technology, the marine environment is expected to change rapidly. In the case of autonomous vessels, technology is being developed in many countries, and the international community has begun to discuss ways to operate it. Changes in ships cause changes in the marine traffic environment and urge changes to aids to navigation. This study aims to analyze the cyber security management awareness of VTS personnel to improve the cyber security system for aids to navigation. To this end, the current status of cyber security management was reviewed with a focus on VTS, and a survey was conducted on VTS personnel. The survey analysis used the IPA methodology, and as a result of the analysis, a clear difference was observed in the perception of cybersecurity between those with experience in security and those without experience. In addition, technical measures related to cyber-attack detection and blocking should be implemented with the highest priority. The results of this study can be used as basic data for improving the cyber security management system for aids to navigation.
