Construction projects are full of risks. This is particularly the case in civil construction projects that are often featured with large scale, complexity and involving a large number of participating parties. The eventuation of risks typically results in extended project durations leading to an increase in the total project budget. The consequence can be amplified considering the significant impacts of civil construction projects on the society, from economical, environmental and social perspectives. This research investigates the significance of risks within civil construction projects and approaches to deal with risks. Semi-structured interviews were undertaken with local industry practitioners in South Australia on this matter. It is found that the industry is fairly aware of risks associated with civil construction projects and subsequently has procedures in place to attempt to minimize the impacts of these risks on the project outcomes. The interview results also indicate that there is limited utilization of software for the risk management purpose from the cost estimation perspective.

국내 대기업 물류회사(2자 물류기업)의 물류시장 대거 잠식으로 국내 물류시장의 3자 물류 비중은 약 30% 수준으로 매년 축소되고 있다. DP, DHL 등 글로벌 3자 물류기업은 글로벌 물류시장 장악력을 강화하고 있는 반면 국내 중, 소규모의 3자 물류 기업은 성장의 한계에 부딪혀 세계 물류시장에서 차지하는 비중은 극히 미미하다. 다행스럽게도 새 정부의 중소기업 육성 강화정책과 UN의 아시아지역, 개도국 공급선 확대 추세는 아주 긍정적인 환경이라고 할 수 있다. 이러한 때에 국내 중소 물류기업이 유엔 조달 물류시장에서 글로벌 네트워크를 가진 유럽, 미국계 기업들과 경쟁하여 입찰에 성공할 수 있게 도움을 주기 위하여 운송사례 연구와 SWOT 분석으로 국내외 물류환경 여건을 분석하여 세부적인 산학협력방안 및 정부의 지원 방안을 제안하고자 한다.

In this paper we present a teleoperation system of an internet-based mobile robot based on H.263 image compression algorithm. We control remotely the networked mobile robot with vision over the internet under unknown environments in the real time. The main feature of this system is that local operators need to download and install a client program and so they can command the robot in a remote location. Image information of remote location is compressed by H.263 video codec algorithm and then transmitted to a local operator. We constructed and tested a networked autonomous mobile robot in the real field. The experimental results show the usefulness of the robot under test.

We have developed WinBioDBs with Windows interfaces, which include importing modules and searching interfaces for 10 major public databases such as GenBank, PIR, SwissProt, Pathway, EPD, ENZYME, REBASE, Prosite, Blocks, and Pfam. User databases can be constructed with searching results of queries and their entries can be edited. The program is a stand-alone database searching program on Windows PC. Database update features are supported by importing raw database files and indexing after downloading them. Users can adjust their own searching environments and report format and construct their own projects consisting of a combination of a local databases. WinBioDBs are implemented with VC++ and its database is based on MySQL.

It is important to know phase offsets of PN(Pseudo Noise) sequences in spread spectrum communications since the acquisition is equivalent to making a phase offset between a receiving PN sequence and a PN sequence of local PN generator be identical. In this paper, a phase offset enumeration method for PN sequences with error detection, and its application to the synchronization are proposed. The phase offset enumeration for an n-tuple PN sequence and its error detection are performed when one period of the sequence is received. Once the phase offset of the receiving sequence is calculated, we can easily accomplish the synchronization by initializing shift registers of a local PN generator according to the phase offset value. The mean acquisition time performance of the proposed scheme was derived analytically. Since this synchronization scheme can be realized by using simple circuit and acquires very rapid acquisition in high SNR but shows performance degradation in low SNR, it can be especially useful in indoor and office environments.

Since Risk Based Inspection(RBI) was introduced to quality the risks for jet engine and nuclear power, the technique has been expanded to the area of petrochemical plant. Recently among USA and Europe, window-based computer programme for RBI has been rapidly developed. When local companies procure such program to apply to their plants, it is difficult to build up a proper database as well as expect a good result. In this regards, K-RBI programme accustomed to Korean environments was developed. After completion of the programme in 2004, it was tested by 2 local petrochemical plants and was produced fruitful results. By using these programme, we are expecting accident prevention through risk based planning and implementing of equipment inspection, and saving dollars caused by procuring foreign expensive programme.

The hypertext document is used for information exchange in the Web environments. Its structure is considered as having graph structures with links, which makes nonlinear processing of documents possible. This paper proposes an indexing method for information retrieval system using XML links. We define new attributes that control links of a remote document and assign an unique identifier for the attribute of each link. Each identifier has a different weight according to its occurrence position that is local or remote documents. We index a word not only from a local document but a remote document based on the given weight. Experimental results show that the proposed method outperforms conventional retrieval systems that ignore links.

According to increase of personal incomes, spread of automobiles, a five-day only work week and expansion of cultural life, modern people today are increasingly showing leisure time interests. Under such social circumstances in which people's spare time are gradually increasing, weekend trips accompanied with hotel staying are increasing to a greater extent rather than one-day trips. In Korea where differences between regions and four seasons are remarkable, the resort industry has developed in harmony with seasonal environments and regional characteristics. In particular, an increasing number of modern people living in the wellbeing era tends to visit spa resort hotels for recreation and health. This study intends to compare realities of local and foreign spa resort hotels and investigate space characteristics of local spa resort hotels for promotion of use. In this study, it has been found that the proposed addition of characteristic-oriented spaces to the existing recreation, service and basic facilities beside the fundamental accommodations would be able to remarkably elevate use of the hotels.

We analyze the information level of local small and medium business in the base of Nolan's growth stage model. To estimate information level we do separate level analysis for six sections and integrated total level analysis. After analyzing information level of business, we focus on the factors of this result to understand the most influential environments. The local business we were studying are the third stage-control stage. But Organization of information department and Planning and control of information are the second stage. The number of computer system application field is very related to information level. We present the critical factors of information level of small and medium business.

The purpose of this study is to provide an remodification method for elementary school complex facilities in Seoul Metropolitan city. This study analyzes the questionnaire survey for 568 entire elementary schools and the questionnaire survey for school facility complex project operated 44 elementary schools. Then the result of this study was deduced from the comparison between the 568 entire survey data and 44 survey data in terms of the cognition of school facility complex project, the required type of facility and the problems of complex facility maintenance and operation. Four major findings were revealed as the result of research. First, there is a very high agreement with the school facility complex projects. Second, it was need that the process of planning and design was remodified to enhance participation of parents of students and local residents for selecting an appropriate complex facility. Third, education environment and student safety should be protected from any other school facility complex environments. Fourth, an agreement and regulation is needed for more effective maintenance and operation of school complex facilities.
