  • The Research of local governments in addressing climate change policy formulation and enforcement role in the formulation of local governments, and faithful to the role of local governments when addressing climate change to policy issues and is aimed to provide direction. The role of local governments' Star Statement by looking at best practices, through which more realistic and effective climate change response measures would be able to set aside. Local party organizations in addressing climate change and understanding the role and establishment and enforcement of the policy must be balanced community and residents more comfortable and be able to provide a comfortable life.

지자체 유형별 사회경제적 특성에 따른 온실가스 배출특성 분석 (Characteristics of GHG emission according to socio-economic by the type of local governments, REPUBLIC OF KOREA)

  • Local governments are establishing their own greenhouse gas reduction goal and are playing a important role to respond to climatic changes. However, there are difficulties in quantitative analyses such as estimation of future greenhouse gas emission and computation of reduction potential, which are procedures required to establish mid to long term strategies to realize of low carbon society by each local governments. Also, reduction measures must reflect characteristics of each local government, since the reduction power of each local government can differ according to characteristics of each. In order to establish strategies that reflect characteristics of local governments, types of greenhouse gas emission from cities were classified largely into residential city, commercial city, residential commercial city, agriculture and fishery city, convergence city, and industrial city. As a result of analyzing basic unit of greenhouse gas emission by local government during 2007 in terms of per population, household and GRDP based on the type classification, significant results were deduced for each type. To manage the amount of the national greenhouse gas, reduction measures should be focused on the local governments that emits more than the average of each type's GHG emission.

지자체 기후변화 적응대책의 현황과 과제 : 건강분야를 중심으로 (The Present Status and Issues of Local Government Adaptation Plans for Climate Change: Focusing on the Health Sector)

  • Objectives: In this study, an analysis was performed on local government adaptation plans for climate change focusing on the health sector. The limitations of past study results have been summarized and new research subjects for preparing for the advanced second period (2018-2022) of the local government adaptation plan for climate change have been suggested. Methods: First, a review of the literature related to vulnerability assessment and adaptation plans was performed. Next, a comparison among the 16 metropolitan governments' vulnerability assessment results and adaptation plans was made. Lastly, a classification of the adaptation policy and budgets to compare with their real budget amounts was performed. Results: The results show that there is a categorizing discrepancy between vulnerability assessment and adaptation policy. In addition, their adaptation budget amounts turned out to be too large in comparison with the actual budget amounts. Conclusion: The first period (2013-2017) local government adaptation plans for climate change had some limitations. This is because there was a rapid driving force for establishing adaptation plans under the green growth strategy in Korea. Now, we are confronting a risk of adaptation to climate change. By expanding this approach, the government would be able to set up a detailed policy to improve the plans during the second period.

공간기후모형을 이용한 농업기상정보 생산 (Visualization of Local Climates Based on Geospatial Climatology)

  • The spatial resolution of local weather and climate information for agronomic practices exceeds the current weather service scale. To supplement the insufficient spatial resolution of official forecasts and observations, gridded climate data are frequently generated. Most ecological models can be run using gridded climate data to produce ecosystem responses at landscape scales. In this lecture, state of the art techniques derived from geospatial climatology, which can generate gridded climate data by spatially interpolating point observations at synoptic weather stations, will be introduced. Removal of the urban effects embedded in the interpolated surfaces of daily minimum temperature, incorporation of local geographic potential for cold air accumulation into the minimum temperature interpolation scheme, and solar irradiance correction for daytime hourly temperature estimation are presented. Some experiences obtained from their application to real landscapes will be described.

지방자치단체 기후변화 적응 거버넌스 변화 연구 - 기후변화 적응대책 세부시행계획 수립 단계와 이후를 중심으로 - (A Study on Change in Climate Change Adaptation Governance of Korean Local Governments - Focusing on the Process of Developing the Climate Change Adaptation Action Plan and Its Implementation Stage -)

  • This study aims to analyze the features of adaptation governance of local governments by applying a multi-level governance framework, and to draw policy implications. We analyzed changes in governance of 17 metropolitan cities/provinces, and 33 municipalities in terms of horizontal and vertical cooperation in the process of developing 'The Climate Change Adaptation Action Plan' and its implementation stage. The result shows that the plan contributed to the higher level of vertical cooperation between the central and the local governments to a certain extent, however, during the implementation stage, the level of the partnership decreased due to the absence of governance mechanism. These trends were statistically significant at the level of municipalities. The role of Korea Adaptation Center for Climate Change (KACCC) was also diminished after establishing the plan. The horizontal partnership level among the relevant departments of the local governments showed no significant change as the level was low even in the planning stage. Though Public-Private Partnership (PPP) has increased a bit, it was statistically significant only in the municipalities. Moreover, there was no governance mechanism for PPP or it did not work properly. Based on the results above, it is recommended that the effectiveness of the plans should be increased and support for climate change partnerships or forums at a local level that promotes adaptive capacity is needed. The role of metropolitan cities and provinces should be strengthened through building a multi-level partnership structure. Governance institutionalizing for monitoring and evaluation is also needed.

기후변화대응을 위한 미국 포틀랜드시 기후변화 실천계획의 주요 특성 분석에 관한 연구 (Analysis on Climate Action Plans of Portland, Oregon, USA)

  • As climate change is increasingly recognised as an important global problem, a wide variety of policies and measures are emerging at global and local level to deal with the challenges from the anthropogenic global warming. While national and inter-national efforts characterized by limiting GHG emissions shows very little progress because of their expanse spatial scale and complicated political situations, local efforts have the potentials to ensure effective implementation, monitoring and continual improvement. In the context of local-scale climate policy, the city of Portland is known as one of the best leading cities for its progress of implementing climate change strategies. This paper will briefly discuss the city's efforts to solve the climate change problem and its achievements. The latest climate action plan is selected for the analysis on the followings; the framework of the action plan, the types of implementation methods, and the coordinating agencies. The progress status of each action plans is also reviewed. The purpose of this paper is to describe the main characteristics of the climate action plans and their implications from the intensive analysis on the city of Portland's case.

지리산 개서어나무림에서의 12년간 지역기후의 변화에 따른 연간 종자생산량의 변동 (Twelve Years Changes in Local climate Factors and Annual fluctuations of Seed Production of the Carpinus tschonoskii Forest in Mt. jiri in Southern Korea)

  • Changes of annual seed production related to climate change were studied for 12 years in Piagol, a riparian valley in Mt. Jiri. Sixty-four seed traps (sized 0.5 ${\times}$ 0.5 $m^{2}$) were set up on the forest floor of surveyed area. Seeds were collected from these traps at an interval of 15 days from September to November since 1984. Vegetation of the study area was mainly consisted of the naturally regenerated Carpinus tschonoskii in the tree layer. Acer mono, Quercus serrata, Carpinus laxiflora and Symplocos chinensis also appeared in the same layer. Maximum production occurred in 1984 and 1994. As a result of comparing seed production with local climate factors for 12 years, seed productivity and the year of maximum production of Carpinus forest were merely related with precipitation, air temperature and duration of sunshine among local climate factors. Duration of sunshine was, however, not contributed to periodically high productivity of seed of riparian valley carpinus forest.

Climate Change Adaptive Implementation Assessment Proposal for Local Governments Utilizing Vulnerability Index

  • This study applies the concept of climate change vulnerability assessment in order to suggest climate change adaptation effects in a quantitative manner, given that previous studies have hitherto rely on qualitative assessment, as climate change adaptive policies are currently being implemented by local governments of Korea. The vulnerability assessment tool used in this study is VESTAP ("Vulnerability assESsment Tool to build a climate change Adaptation Plan"), which was developed by the Korea Adaptation Center for Climate Change (KACCC), and applied to gauge the vulnerability of pine trees to diseases and pests within Chungcheongnam-do. The climate change adaptation project for vulnerability improvement was assessed only in terms of forest disaster prevention and change in regional climate change vulnerabilities within 16 regions of Chungcheongnam-do as the result of 2016 Climate Change Adaptation Project (Forest Disaster Prevention Project). As a result, it was observed that climate change adaptive capacity has improved according to change in the area of forestland with disaster prevention, and the vulnerability indicator decreased, confirming the impact of the climate change adaptation (forest disaster prevention) project. Also, analysis of regional climate change adaptation project scales and change in vulnerabilities allowed us to determine the regional propriety of climate change adaptation (forest disaster prevention) projects launched in 2016.

VESTAP 기반 기후변화 취약성 평가 지침 (Guidelines for the VESTAP-based Climate Change Vulnerability Assessment)

  • The Korea Adaptation Center for Climate Change (KACCC) located in Korea Environment Institute has serviced a climate change vulnerability assessment support tool (VESTAP) since 2014 in order to help local governments to establish their own adaptation plans. Owing to its easy usage, the VESTAP has been utilized by not only local governments but also academia for examination of climate change vulnerability in various fields. However, the KACCC has not suggested a standard usage how to compose indices for climate exposure, sensitivity, and adaptation capacity which are main components of vulnerability although the KACCC manages operation and application of the VESTAP. Many users had no choice but to compose indices based on their own interpretation on the components of vulnerability. This technical note suggests the standard usage of VESTAP by reevaluating some vulnerability assessments previously developed. This may help users to correctly compose indices for climate change vulnerability assessment, and may minimize possibility of inter-user inconsistency in definition of vulnerability assessments.

기후변화 리스크의 지역 불평등 모니터링 : 폭염을 중심으로 (Monitoring regional inequalities in climate change risk - A Focus on Heatwave -)

  • Abnormal climate caused by climate change causes enormous social and economic damage. And such damage and its impact may vary depending on the location and regional characteristics of the region and the social and economic conditions of local residents. Therefore, it is necessary to continuously monitor whether there are indicators that are weaker than other regions among the detailed indicators that constitute the risk, exposure and vulnerability of climate change risk. In this study, the concept of climate change risk was used for heatwave to determine regional inequality of climate change risk. In other words, it was judged that inequality in climate change risk occurred in regions with high risk but high exposure and low vulnerability compared to other regions. As a result of the analysis, it was found that 13 local governments in Korea experienced regional inequality in climate change risk. In order to resolve regional inequality in climate change risks, the current status of regional inequality in climate change should be checked based on the analysis proposed in this study, there is a need for an evaluation and monitoring system that can provide appropriate feedback on areas where inequality has occurred. This continuous evaluation and monitoring-based feedback system is expected to be of great help in resolving regional inequality in climate change risks.
