A Study on the Analysis of Officials' Cognition on the Management of Green Belt - With Special Reference to Seoul Metropolitan City - (개발제한구역 관리에 대한 공무원 인식 분석 - 서울특별시를 대상으로 -)

  • This study aimed to propose the base data to promote the green belt(thereafter GB) regulations and management in Korea. The research took the methods of analysis of citizen's official petitions to the once, of interviews and questionnaire to the of officials of Seoul Metropolitan City who is under the job of managing the GB. The conclusions were as follows. The officials did understand function and necessity of GB well. They especially, put the importance of the purpose of GB on the prevention of the environment of the city and prevention of concentration of population, They recognized that they suffered from the overloaded job on the management of GB in quantity and quality. The seriousness of illegal action of the change of land use, piling-up of materials and productions on the forbidden land, using exclusively of warehouses for agriculture as for commerce and enlarging the area of warehouse with application of leased land for agriculture instead of the agricultural land in law were detected in the officials' cognition. The officials proposed some ideas to prevent above mentioned illegal actions including forcing a person who did illegal actions to punish money to restore environment etc..

A Study on the Altitude Restrictions of Obstructions outside Airport Obstacle Limitation Surfaces of Korea (한국의 비행장 장애물 제한구역 밖의 장애물이 항공안전에 미치는 영향에 관한 연구)

  • The effective utilization of an airport is considerably influenced by natural features and man-made structures inside and outside its boundary. These obstacles affect the airspace available for approaches and departures and the weather minima which dictates the necessary weather conditions for aircraft to be allowed to take-off or land. Certain areas of the airspace near airports must be regarded as the integral parts of the airport system. The availability of the required airspace is as important as are the runway and their associated strips to the safe and efficient use of the airport. For these reasons, ICAO and the member states have established the standards regarding the obstacle limitation surfaces and regulated the construction of the man-made structures in and beyond the surfaces. Existing objects that extend above a obstacle limitation surfaces should as for as practicable be removed except when, in the opinion of the appropriate authority, an objects is shielded an existing immovable objects, or after aeronautical study it is determined that the object would not adversely affect the safety or significantly affect the regularity of operations of airplanes. However, Korea's aviation law does not specified the outer horizontal surface in the obstacle limitation surfaces, while ICAO and most member states do. The absence of the outer horizontal surface regulation has created legal disputes between regulating agencies and private parties. The case study in this paper found that a skyscraper planned beyond Korea's obstacle limitation surfaces does affect the flight safety and the efficient use of an airport. Therefore, in areas beyond the obstacle limitation surfaces. those objects which extend to a height of 150m or more above ground elevation should be regarded as obstacle, unless a special aeronautical study indicates that they do not constitute a hazard to airplanes. We proposed low alternative regulatory schemes for resolving the issues raised in this paper, and we recommended to adopt ICAO's standards and recommended practices.

A Study on the Integrated Management System of Municipal Solid Waste from Seoul Metropolitan City (서울시 일반폐기물의 통합적 관리체계에 관한 연구)

  • The integrated solid waste management for Seoul Metropolitan city can be established on the basis of the following hierarchy of priorities: 1. Efforts for source reduction should be propelled by both government and citizens to achieve the effects of resource conservation. The adequate production and consumption which are environmentally amenable and sustainable can be induced by the reasonable imposition of deposit money for waste treatment to one-time use products. To accomplish source reduction effectively, the induction of legal and institutional regulation of producer and consumer participation is requisite. 2. For resource recovery, wastes generated should be recycled as far as practicable. Community residents are responsible to separate discharge, the authorities concerned have responsibility of separate collection, and recycling industry should be assissted through tax reduction and financing. Resource separation facilities can be constructed at Kimpo Metropolitan landfill site for wastes not separately collected due to some unavoidable circumstances. 3. Garbage should be composted. Garbage is uneconomical for incineration, because it has high moisture content and low calorie, thus there is no reason for the incineration of garbage even though garbage is classified into combustibles. Composting facilities can be located at sites which are not densely populated and easily accessible to transportation, for example, Kimpo Metropolitan landfill site. Compost produced can be managed by the authorities for the use of fertilizer to a green tract of suburban land and farms. 4. Nonhazardous combustible wastes not recyclable can be utilized for thermal recovery at the incinerators which are completely equipped with pollution control devices. According to the trend of local autonomy and the equity principle of local autonomous entities, incineration facilities of minimal capacity required can be constructed at each districts of Seoul Metropolitan city which have organized local assembly. In case of Yangcheon district, the economically combustible waste quantity is about 260 tons/day which exceeds 150 tons/day, the incineration capacity of existing facility. But, from now on, waste quantity can be reduced substantially by the intensive efforts of citizens for source reduction and recycling and the institutional support of administrative organizations. Especially, it is indispensable for the government to constitute institutional and technological bases that can recycle paper and plastics form 43% of waste generated. A good time for constructing of incineration facilities for municipal solid waste can be postponed to the time that pollution control technologies of domestic enterprises are fully developed to satisfy the standards of air pollution prevention, because the life expectancy of Kimpo Metropolitan landfill site is about 25 years. Within this period, institutional improvements and technological advancements can be attained, while the air qual. ity of Seoul Metropolitan city can be ameliorated to the level to afford incineration facilities. 5. For final disposal, incombustibles and ash are landfilled sanitarily at Kimpo Metropolitan landfill site.

Complex Terrain and Ecological Heterogeneity (TERRECO): Evaluating Ecosystem Services in Production Versus water Quantity/quality in Mountainous Landscapes (산지복잡지형과 생태적 비균질성: 산지경관의 생산성과 수자원/수질에 관한 생태계 서비스 평가)

  • Complex terrain refers to irregular surface properties of the earth that influence gradients in climate, lateral transfer of materials, landscape distribution in soils properties, habitat selection of organisms, and via human preferences, the patterning in development of land use. Complex terrain of mountainous areas represents ca. 20% of the Earth's terrestrial surface; and such regions provide fresh water to at least half of humankind. Most major river systems originate in such terrain, and their resources are often associated with socio-economic competition and political disputes. The goals of the TERRECO-IRTG focus on building a bridge between ecosystem understanding in complex terrain and spatial assessments of ecosystem performance with respect to derived ecosystem services. More specifically, a coordinated assessment framework will be developed from landscape to regional scale applications to quantify trade-offs and will be applied to determine how shifts in climate and land use in complex terrain influence naturally derived ecosystem services. Within the scope of TERRECO, the abiotic and biotic studies of water yield and quality, production and biodiversity, soil processing of materials and trace gas emissions in complex terrain are merged. There is a need to quantitatively understand 1) the ecosystem services derived in regions of complex terrain, 2) the process regulation occurred to maintain those services, and 3) the sensitivities defining thresholds critical in stability of these systems. The TERRECO-IRTG is dedicated to joint study of ecosystems in complex terrain from landscape to regional scales. Our objectives are to reveal the spatial patterns in driving variables of essential ecosystem processes involved in ecosystem services of complex terrain region and hence, to evaluate the resulting ecosystem services, and further to provide new tools for understanding and managing such areas.

  • According to an apartment house environment and the service provide method of major telecom operators, is providing optic-LAN service with installing the equipments of optical office center and optic distribution at MDF(Main Distribution Frame) and under-ground of apartment. therefore the distribute is deepening between service providers because of space securement to install equipments and spare pipe securement to reinstall UTP cable. These were reasons that operators leaned to subscriber collection and neglected to maintenance, in addition, insist the facilities invested by each operators is his own assets for all that in-plant of apartment house is private land. So, would not being touched by others. Accordingly, this study will search it through the field current condition examine that service's types and methods which various telecom operators and broadcast operators are providing, the current conditions of being maintained, the problems of being happened. etc. and would like to improve that the users could use the services safely by making the information & communication facilities maintenance mandatory under the regular size of apartment house circumstances through the analysis of various laws relations which are managed information & communication construction work law, telecommunication basis law, home network. etc. technical standards by the Ministry of Information and Communication and are managed housing law, construction law, the regulation related to house construct standards. etc. by the Ministry of Construction and Transportation.

Spatial Demand Estimation for the Knowledge-Based Industries in the Capital Region of Korea (지식기반산업의 입지수요추정)

  • There is very high preference for the firms to locate in the Capital region, the City of Seoul and its surrounding areas, which inevitably meets diverse types of regulations to prevent over-concentration in Korea. In order to suggest an urgent need to reform these regulations, the demand for knowledge-based industries is estimated. A legit model is employed to estimate the demand of relocation of the current firms based on a survey conducted in 2001. A logistic curve is used to forecast the demand of new start-ups in Korea. The lands for industrial use only are estimated as many as 2.1 million~3.9 million pyung(1 pyung=3.3$m^2$) in nation-wide. Considering affiliate facilities and infrastructures, 3.1 million~5.9 million of industrial area should be developed in Korea for next five years. Since the rents are very high and the available land is short in the southern parts of Seoul, where most knowledge-based firms locate right now. Many firms have considered relocating on any other places where there exist a plenty of lands available and cheaper rents and cheaper wage rates, but still not far away from Seoul so that they could obtain new advanced information, skilled labors, venture capitals, and high quality of producer services. The Capital region, especially Gyeonggi and Incheon, is the only place to meet those conditions in Korea.

Rearrangement of the Designated Area and Modification of Features of Buryeongsa Valley as a Scenic Site (불영사계곡의 명승 지정구역 조정 및 현상변경 방안 연구)

  • Since ancient times, Korea has been called a land of beauty. Scenic sites under the Cultural Properties Protection Act include picturesque places that are famous for their natural scenic beauty as well as their historical and cultural value. Scenic sites are managed as natural assets to promote their preservation and use. However, the management of scenic sites can produce adverse effects on regional development and ownership rights. Moreover, the purpose of their designation as cultural assets is not fully understood because scenic sites are managed by focusing on restraint on users' act the same as was applied to historic sites. Therefore, the purpose of this study is to protect inhabitants' rights of ownership by arranging the boundaries of designated areas and by providing standard permission for condition changes in the Buryeongsa Valley, which was designated as a Scenic Site in 1979. The results of this study can be summarized as follows: First, arranging the boundaries of the designated area includes the arrangement of the edge lines standardized on the visual range of the mountain ridge, preventing the loss of landscape beauty in the designated district; the internal clearing district focuses on the existing settlement. Gearing the designated areas after the arrangement of the boundaries results in $11,928,932m^2$, 38.6% compared to the existing designated areas. Second, it establishes a 500m buffer zone inside the radius of the boundary of the cultural asset as a standard for condition changes that seriously affect landscape preservation. Third, the standards for permission on building 'height regulations' are divided into flat and gable, according to the roof shape. The adopted standard is 8m high for 2 story flat roofs, and 12m high for 2 story gable roofs.

An Analysis of the Spatial Structure Changes according to the Reorganization of Metropolitan City Using Population Potential : Focused on Busan Metropolitan City (인구잠재력을 이용한 광역도시 개편에 따른 공간구조변화 분석 : 부산광역시를 중심으로)

  • Busan Metropolitan City, a research site of this study, was promoted to a metropolitan city in 1995 with the implementation of the local autonomy system, and the overall change was made as it absorbed the surrounding areas to address the shortage of population and space. Twenty-five years after the introduction of the local autonomy system, it is necessary to diagnose whether balanced development of the entire city is being made in accordance with the reorganization of the metropolitan city in terms of spatial structure. In this study, changes in spatial structure and regional characteristics were analyzed by applying population potential, which means potential for future spatial interaction, in time and space. According to the analysis, the development was taking place around the center area and the sub-center established by the urban master plan, but Gangseo-gu and Gijang-gun, which were incorporated in the past, remained stagnant. In addition, it was shown that the spatial expansion of the city was suppressed by the green belt surrounding the city. However, in other regions where the green belt is located, the city has been expanded, which is different from Gijang-gun or Gangseo-gu, which was incorporated into the metropolitan city. Therefore, the cause of the decline in incorporated areas should not be limited to the institutional dimension of land use regulation. Growth management and balanced development plans will be necessary for the development of declining old downtowns and underdeveloped incorporated areas.

Environmental Direct Payments and Water Emissions (친환경직불제에 따른 농작 선택과 수질오염)

  • Types of agricultural policy can be catagorized into two general cases: price and income supports. Income supports are any government program designed to provide farmers with higher incomes than they would receive otherwise. These direct cash payments to farmers are known as "deficiency payment" or "direct payment" because they compensate the farmer for the failure of the market to provide farmers with adequate prices. The direct payment to environment-friendly agriculture is a form of income supports for the agriculture production using less pesticides and chemical fertilizers. Because no significant regulation exists on the use of fertilizers substituting chemical fertilizers for crop, the role of the payment on reducing environmental impacts of agriculture is not entirely clear. This uncertainty is likely to be particularly severe in the case that farmers with low-quality land showing greater demand for fertiliser have an incentive to transition to environment-friendly agriculture. The paper shows the case of the current payment system in Korea.

Categorization of Citiesin Gyeonggi-do Using Ecosystem Service Bundles (생태계서비스 번들을 이용한 경기도 도시의 유형화)

  • The concept of ecosystem services is important for the effective management of regional ecological resources. Multiple ecosystem services provided by regional ecosystems are represented as ecosystem service bundles, which define the co-occurrent ecosystem services in a specific region. Bundles provide useful information to identify regional characteristics of ecosystem services and categorize sub-regions with similar patterns of ecosystem service provision. We assessed eleven ecosystem services using modeling approaches and statistical data and produced bundles of cities in Gyeonggi-do.We also conducted principal component analysis and cluster analysis to categorize these cities according to the characteristics of ecosystem services. The results indicated that the cities in Gyeonggi-do were categorized into three groups depending on the types of provision,regulation, and cultural services, and were designated as urbanized, urban-forest, agriculture, or forest cities. These groups were influenced by land use patterns reflecting regional social-environmental features. The results provide useful information for identifying regional ecosystem services and facilitate decision-making in regional ecosystem service management.
