  • Urban land use information is the base data for the urban planning, district-level planning, traffic impact assessment and environmental impact assessment, etc. The level of detail of the current land use information is not enough to analysis and planning. In this study, the status and problems of the current land use information is analysed. The advanced abroad cases, such as LBCS(Land Based Classification System) of American Planning Association, are studied. The purpose of this study is to develop the coding system for urban land use information classification. Through this system, it is anticipated to standardization of land use classification system and improvement of data compactability.

  • Among legal unit of land registration, the minimum unit of land is one parcel. We give the parcel number according to numbering system to confirm the specification of the parcel. In Korea, this parcel number is used for daily life such as the sign of fixed place(address) and the property, of the place of register, of identification card and of legal action. It also plays the important role as a key item connecting the layer of other information system in organizing Land Information System. It is also valued as the sources looking for the process of developing of the country. This study will devote to cadastral history, reform and reestablishment of the country.

  • The use of private property occurs fatally to achieve public work such as road construction and appropriate compensation for land expropriation must be performed to use private property such as land. Since compensation of land expropriation is complicated and compensation target is various, electronic processing system development for land compensation processing business is required. The land compensation system for Regional Construction Management Office applied geographic information system (GIS) technology to land drawing that becomes basis of compensation business when constructing roads. It can perform the establishment of compensation planning, the understanding of the present state of compensation and the management of compensation business by connecting with land position information on drawings. We also implemented our system so that it can effectively accomplish various kinds of works such as compensation by agreement, expropriation, decision and deposit etc. Development of the land compensation system that can reduce time for processing civil affair administration and decrease costs efficiently to handle land compensation business

Analyzing the Implement System Shift of Land Policies (토지정책 추진체계 변화 연구)

  • The goal of this research is to suggest the desirable directions of the land policies implement system based on analysis of existing those of Korea with the paradigm shift of land policies. We classify the land policies into land ownership, land use, land development and land management ones, and then analyze their implement system characteristics. The results are follows : firstly, the land policies implement systems have been set to large scale and rapid development. Secondly, although the systems have been specialized by their areas, the comprehensive manage systems for the harmony between development and conservation are lacking. Thirdly, the parts of the central government powers related to land use has been hand covered to local governments. And the participations of residences private companies have enlarged in the land development. Fourthly, the purposes of the information management on land use have been changed from tax collection into planned land use, but the information management has not met the need of planned land use. This study shows that firstly, the implement system focusing on large development projects might be no longer effective because of high possibility of the property prices stabilization, so moderately small ones must be found. Secondly, the system cope with the climate change and to realize the efficient utility of land is needed. Thirdly, it is necessary to take the actual measures to participate a variety of subjects. Fourthly, the system modification of the land information manage system as land policies infra is also needed to establish integral land policies.

  • For the exact status of the land such as land cover classification and land use classification, feature classification system has been utilized in several organizations and agencies. However, those classification systems are limited to detection of land change and it's also not suited for the extraction of land changed. In this study, we would proposed a standard feature classification system which presents both in natural and artificial change of land effectively. Based on comparison and analysis of domestic and foreign relevant feature classification system, we proposed a standard feature classification system. In order to validate the applicability of the proposed feature classification system, we evaluated the accuracy with using automatic feature classification based on supervised classification and pre-knowledge hierarchical classification.

  • The Public Noticed Land Price system was developed in order to establish a practical and consistent land price information system, where land prices are appraised and publicly noticed according to the Law Governing the Public Notice of Real Estate Prices and Appraisals.The appraisal process for evaluating and appraising the public noticed land price in conducted in phases, where the nation's land is divided into human and spatial portions according to administrative districts. Depending on the subjective judgement of the appraiser, it is therefore possible for discrepancies to occur in land prices for lots near the boundaries of administrative districts. There is the computerized support system to maintain the public noticed land prices balance between the boundaries of cities, counties, and districts (the units in which evaluation and appraisal are conducted to determine public noticed land prices). But, due to that system is divided into attribute and spatial data information, it is possible for discrepancies to occur in land prices for lots near the boundaries of administrative districts. The purpose of this study to suggest the reasonable methods on discrepancies in public noticed land prices through spatial analysis using GIS.

  • These days, the value of the limited land rises in the city according to the increase of the population and the industrial development. And various studies on estimating the land price have been accomplished for the purpose of using the land efficiently. As a result, the officially assessed land price system was arranged. However the system is insufficient to reflect realities. Therefore, in this study, we examined the spatial distribution of the land price by joining spatially the officially assessed land price of Haeundae-gu, Busan from 2004 to 2008 to the map of lot number. We also computed and compared the change rate of the land price for 5 years. And we analyzed the relation between factors including the distance from the subway station, the land use and the land category which have an effect on the officially assessed land price and it using GIS technology.

  • Land is the only immovable property that can be used, as a means for agricultural production as well as a means for mortgage for financing industrial or commercial enterprises. Spatial technologies play a key role in managing our land, water and natural resources. Cadastral data is a major component for the development of Land Information System. Therefore, systematic land registration system based on accurate and scientific cadastral map are found inevitable for poverty alleviation, good governance and women empowerment through security of their rights on property, as well as the planning and development of a sustainable environmental protection within Metropolitan city. Digital cadastral parcel is the fundamental spatial unit on which database is designed, created, maintained and operated. Availability of accurate and updated cadastral maps is a primary requisite for successful planning, policy formulating and maintenance of city utility services, which need cadastral and utility information together. Flawed cadastral maps can put land, revenue and taxation system at stake. Kathmandu the capital city of Nepal still is lacking utility maps combining cadastral information with the utility. There is an urgent need to have an effective, accurate and easy to access land revenue and utility services system within the urban areas which could be achieved after the production of reliable base maps and land registration system to guarantee land allocation and property rights which can well be achieved by digital conversion and correction of base cadastral maps. This paper highlights the drawbacks of the conventional cadastral maps and the possible advantages of digital cadastral maps over these. Also the problems, issues and implications during digital conversion and creating database of the same will be discussed.

  • The u-GIS national land information providing technology is the technology which maximizes the application of u- GIS data through the national land information platform technique of the next generation web and provides a user with the on-demand national land information in the ubiquitous environment. Recently, as the environment emphasizing the web as a platform 'Web 2.0' emerges, the where 2.0 which is paradigm is diffused in the spatial information area. And the Geo-spatial Web technology develops in a center. Moreover, it is changed to the open platform of the user participation trend. And the consumer of the geo-spatial information is changed to the end-user center from the public institution. The geo-spatial technique is technologically faced with the new challenge. In this paper, we analyze the technical tendency about a paradigm, And we present the u-GIS national land information platform technique, the u-GIS national land information visualization technology, the u-GIS national land information GeoDRM integrative technique, and the u-GIS national land information mobile application technology as the essential elemental technology for overcoming this.

  • This study aims to provide the system to help decision making by finding key indicators used in land supply and demand surveys, and by developing storage priority areas and projects. As problems arose such as the rising cost of public projects or disruptions to business progress due to the rapid rise in land prices and the cost of compensation for public projects in the past, a new land policy was adopted and the land reserve system was established in 2009. At that time, The bank's goal was to conserve 2 trillion won of land per year, but the result was sluggish as it accumulated a total of 1.6 trillion won from 2009 to 2015. The reason for this sluggish result is that the type and quantity of indicators are still extensive and the survey of land supply and demand has a problem of poor utilization. In order to make up for the sluggishness, we made key indicators used in land supply and demand surveys using the question investigation, and analyzed the priority of the project areas. This study provide the system to help decision making by finding key indicators used in land supply and demand surveys, and the priorities of project areas.
