The Debate on Net Neutrality: Evidences, Issues and Implications (망중립성 논의의 쟁점과 함의)

  • The Federal Communications Commission voted to repeal net neutrality protections on December 14, 2017. This is the very opposite decision of the net neutrality rule that the Obama administration has consistently maintained. The ensuing storm from the repeal of net neutrality protections has an extensively effect enough on individuals and businesses to cover the entire spectrum, and the impact is hard to assess in the U. S. content industry, which dominates the worldwide Internet content and platform market. On the other hand, Korea's net neutrality protections have been firmly pursued, and there is no sign of change even after the decision happened in the U. S. Net neutrality is not a simple theme that is associated with the Constitution, such as freedom of expression, as well as the issue of network enhancement to prepare for 5G. Accordingly, this study examines how the net neutrality has been carried out in the U. S. and Korea over the years, and provides the issues of Internet enhancement, perspectives of ISP and ICP, and implications for the Constitution, market economy, fair competition and zero rating. This research delivers future direction and implications of domestic net neutrality policies.

  • The Koreanology as well as a study of the classics should start from the correct understanding of certain words or concepts. Inaccurate or even misinterpreted explanation is bound to lead to failure. If you read a classic text, if the object does not come up to indicate clearly what the bar often. Bout, are seen refer to the translation or commentary, sometimes encounter cases of very serious misunderstanding. If a simple mistake or error, and if you recognize and fix it, but eopget a big problem, described by early to conclude identified by the fact that the amount of problem becomes serious. Besides, if the trend will spread to quote it, the situation is not out of control. One sample is "Nodongchwibyeong(老松翠屛)" in "Kyoungdojapji(京都雜誌)" "Poonsock(風俗)" "Jetaek(第宅). In some places, it is called "Booyeon(附椽), it has been described elsewhere as a kind of "chwibyeong(翠屛)". This short manuscript clarified by reviewing the old literature closely, it was "songcheom", "songboong(松棚), another expression of Bungga(棚架). More precisely, it was a nickname of Hanyang Yangban in the 18th and 19th century. However, the historical research is just not as having a meaning only one explanation for the particular word. Dare to be confident that these study are meaningful. In the extremely weak division in the understanding of the original text, the cases of applying blindly without a reflection occurs frequently. This short manuscript is to give warning to recent trends. Humanities and classical field researchers made very carefully, taking into account the impact of translation and annotations, and the other branch to accommodate the research of classical humanities disciplines should try to see this information must be verified meets the facts.

Anti-Inflammatory Effect of Grateloupia imbricata Holmes Ethanol Extract on LPS-Induced RAW 264.7 Cells (꽃지누아리 에탄올 추출물의 LPS로 유도된 RAW 264.7 세포에 대한 항염증 효과)

  • Algae is a potential resource with various biological activities. In this study, the anti-inflammatory effect of Grateloupia imbricata Holmes ethanol extract (GIHEE) from red algae was investigated in LPS-induced RAW 264.7 cells. As a result, reduced secretion of pro-inflammatory cytokines [tumor necrosis factors-${\alpha}$, interleukin (IL)-$1{\beta}$, and IL-6] and nitric oxide (NO) was observed in a dose-dependent manner. Expression of nuclear factor-kappaB (NF-${\kappa}B$) as well as inducible NO synthase and cyclooxygenase-2 proteins was reduced by GIHEE, suggesting that the anti-inflammatory activity of GIHEE is related to suppression of NF-${\kappa}B$ signaling pathways. In addition, GIHEE reduced phosphorylation of mitogen-activated protein kinases. These results suggest that GIHEE can be used as a potential anti-inflammatory therapeutic.

Case Study on Verbal Interactions of Teacher-Small Group Students in Science Experiments (과학 실험에서 교사-모둠학생의 언어적 상호작용 사례연구)

  • The purpose of this study is to investigate the aspects of verbal interactions of teacher?small group students by categorizing those interactions which affect students' thinking thus to improve teacher's interaction. First, verbal interactions of teacher-small group students were divided into two categories ?Behaviors related to problem-solving, and Others. Behaviors related to problem-solving were also classified into two elements?Receiving opinion based on the students' thinking process, and Giving help based on the teacher's thinking process. Receiving opinion consists of agreement, question, correction, objection while giving help consists of information, hint, question, summary, and ask & answer. Most of teacher-small group students' interactions were in the form of teacher's questions and students' answers, and teacher's questions tended to require simple answers rather than answers from deep thought. In addition, there was a tendency that the teacher focused more on her own thinking process than students' and that she interacted with only a couple of students who gave correct answers. As a result, even after teacher's scaffolding, many students were often unable to understand the particular contents. However, through the interactions, the teacher made students to have confidence by restating their opinions and agreeing or praising them. She also created an atmosphere where students can give their opinions freely. From the observation of interactions, we can find that students' thinking process is affected by the characteristics of teacher's interactions such as expression of agreement and encouragement, hint giving rise to thought, interactions based on the students' thinking process, permission of students' activities and questions, allowing time for students' thought, and correction of wrong opinions. At this point, educational implications of teacher-small group students' interactions were drawn.

Cloning of porcine chemerin, ChemR23 and GPR1 and their involvement in regulation of lipogenesis

  • Chemerin is a novel adipokine which is abundant in adipose tissue to promote adipocyte differentiation and with significant relativity to BMI and insulin sensitivity. We report here the molecular characterization of porcine chemerin and its receptors ChemR23 and GPR1, as well as their transcriptional regulation during lipogenesis. Chemerin was mainly expressed in liver, intestine, kidney and adipose tissue, consistent with the expression pattern of GPR1, but not ChemR23, which was predominantly present in spleen and temperately in adipose tissue. We further investigated the lipogenesis-related transcriptional activation of $PPAR{\gamma}$ and KLF15 on chemerin and its receptors. The data showed that KLF15, but not $PPAR{\gamma}$, can up-regulate the mRNA level of chemerin, ChemR23 and GPR1, which was consistent with the results of luciferase assay that confirmed the effect of KLF15 on ChemR23 promoter. Taken together, our data provide basic molecular information for the further investigation on the function of chemerin in lipogenesis.

Diagnostic Application of p53 IMMUNOSTAINING in Bronchial Brush Specimens (기관지도말 표본에서 p53단백 발현의 진단적 의의)

  • Abnormalities of p53 gene are common in lung cancers and are associated with immunologically detectable p53 protein. p53 immunoreactivity is uncommon in normal cells but is frequently seen in neoplasia. Therefore, assessment of p53 expression may assist in the cytological diagnosis of malignancy. The usefulness of p53 immunostaining as a marker of malignancy in the cytological analysis of bronchial brush specimens from the patients with lung cancers was investigated in this study. A total of 71 bronchial brush samples submitted for cytologic diagnosis were immunostained with D07, a monoclonal antibody to recombinant p53 protein. Resultant p53 data were correlated with cytologic diagnosis and clinical information. Of the 17 smears with a benign cytodiagnosis, all were p53 negative. Of the 40 cases with a malignant cytodiagnosis (histologically confirmed), 35 were p53 positive and 5 were negative. Of the 14 cases that were cytologically suspicious but nondiagnostic for malignancy, 11 were p53 positive, 9 of which were subsequently proved to be malignant by histologic examination, and the remaining 2 cases were tuberculosis clinically. Forty four of 51 histologically confirmed lung carcinomas were p53 positive, including 25 of 28 squamous cell carcinomas, 13 of 17 small cell carcinomas, 3 of 3 adenocarcinomas, and 3 of 3 large cell undifferentiated carcinomas. These results suggest that p53 immunostaining could be of value as a marker of malignancy in the cytologic examination of bronchial brush specimens. Furthermore, we have shown the possible clinical utility of p53 immunostaining in cytopathological diagnosis, that is, as a valuable adjunct to morphological assessment in the analysis of cytopathologically suspicious cases.

  • Cerebrovascular diseases in Korea is an important health problem since mortality and mobidity have been increased rapidly. It marked the 2nd cause of specific death rates in 1993. The subjects of the study were seventeen citizens who are using to the Oriental Medicine. The data were collected from Apr. to Oct. 1996. The researcher as a caregiver and volunteer made confidence of them and asked for their agreement on the purpose of the study. The subjects expressed their experience as openheartedly as possible. The researcher described closely the experiences of using to the Oriental Medicine with there words themselves and under the observation of the reseacher. A tape-recorder was used under the permission of the subjects to prevent the leakage of the spoken information and communication. The analysis of the data was made through the phenomenological analytic method suggested by Van Kaam, which is as follows; as an unit of description which include the subject' expressions and the researcher's observation. Point Symbols on Tourist Maps: Cognitive Characteristics with Levels of Symbolization and Preference (관광지도 점기호의 상징수준과 선호도에 나타난 인지특성 연구)

  • This research deals with cognitive characteristics of point symbols on the current tourist maps in terms of the communication theory in considering levels of symbolization and those of preference. The levels of symbolization are examined on the basis of the meaning of point symbols between map-makers and map-users. Preferences of point symbols are investigated by the tourist objects. As a result, when point symbols are expressed in conciseness, the meaning and interpretation about those symbols are highly accorded. And the point symbols that have familiarity by visual experience are preferred. Also, the higher symbolical levels symbols have, the more likely they are preferred. Through that fact, familiarity from the visual experience, conciseness in expression, concreteness of figures expressed in maps, and representativeness of visualized properties were deduced as factors that affect preferences. Those factors work to affect preference complicatedly, but familiarity is prior to simplicity in preferences. Likewise, ways that visualize information, contents that are expressed as images and familiarity in terms of cognitive characteristics make a relative difference in preferences and the levels of symbolization. On the basis of those cognitive characteristics, visual complexity and ambiguity should be removed and the higher symbolical level of point symbols for efficiency of map-reading should be developed.

Product Form Alignment Method Based on the Analysis of Formative Parameter Disposition (조형변수 성향 분석에 의한 정합적 제품 형태 전개 방법)

  • Corporate design activities have expanded from being exclusive and passive responsibilities to active participation in planning, marketing, technology and corporate brand image differentiation for successful business. Thus the communications between designers and other functions come to include critical decision making, information sharing, and objective reasoning. Given that design activities now have to involve various functions in product development, the styling-related design process, which is still developed by designer's intuition and experience, poses as an obstacle not just between various functions involved, but even within the design function. To overcome this obstacle and to lead more effective design decision process, a means for product form development assessment and management is necessary. This research proposes a foundation for managing and assessing product form based on the hypothesis and demonstration of discovering a system of formative factor and order a product form expresses that can be shared as an objective and logical system. As a result of this demonstration, the form as a unique visual expression and the factors related to the form and its co-relationship are examined. The factors are called formative parameters and the system is named as the product form alignment method. Based on the logic derived from the system, the process for developing an image that aligns with the predefined goal is explained. The method defines a balance between a designer's intuitive creativity and the extracted logic, which can act as a basis for designers to share design language among themselves and for communication between design and other functions. Based on this system, designers are able to align design work with the set goal, and focus and limit the range of form development, which is anticipated to result in lead-time reduction and minimizing unnecessary obstacles and mistakes.

  • The innate immune system is important for the first line of host defence against infectious agents, which have penetrated the mechanical barriers. Mannose-binding lectin (MBL or mannan-binding protein, MBP) is a serum protein that is synthesized in the liver as a part of the acute phase response. MBL binds to carbohydrate structures presented by a wide range of pathogenic bacteria, viruses, fungi, and parasites. MBL is synthesized as a monomer that has a carboxy-terminal carbohydrate recognition domain, a neck region and a collagen region. Low MBL level was reported to be the most frequent immuno-deficiency syndrome. Although extensive studies have yielded detailed information on the structure of MBL, functions of the MBL complex are not fully understood yet. We, here, present cloning process of MBL cDNA from the rat liver and production of truncated recombinant MBL protein using a bacterial expression system in order to produce anti-MBL polyclonal antibody. Anti-MBL polyclonal antibody was raised in a New Zealand rabbit and its affinity was tested against recombinant protein using western blot technique. MBL cDNA, recombinant protein and anti-MBL antibody could be used as great arsenals to dissect cellular biochemistry of MBL.
