  • Many railway safety measures are carried out after Daegue subway fire accident. Such as replacement of train interior material, fire extinguish and toxic gas evacuation facilities, exercise on emergency response, setting up of national safety management system, and safety technology research. But these safety measures are not considered by system safety due to lack of risk and hazard information. In order to assess fire risk on system level, we proposed hazard events and causes classification for railway fire accident risk analysis.

  • Recently, development of IT technology and enhancement of spatial information technology increases the necessity about effective technology of damage investigation in the area of disaster prevention. Quick damage investigation is necessary to deal with the natural hazard and plan the recovery. To do this, UAV is the useful mean for quick damage investigation. In this study, it was evaluated based on UAV that utilization of real-time aerial monitoring system for effective damage investigation of natural hazard. Accuracy analysis was implemented to evaluate the application of this system. And utilization of damage investigation was evaluated based on the domestic regulations that is appled the system according to the type of hazard. As a result, damage investigation was possible about house, farmland, agriculture and forestry facilities and public facilities. Henceforth, it will be effectively possible to inspect damage for natural disaster and to establish restoration plan through utilization of acceptable image data by Real-time Aerial Monitoring System in real various natural disaster.

Inundation Hazard Zone Created by Large Lahar Flow at the Baekdu Volcano Simulated using LAHARZ

  • The Baekdu volcano (2,750 m a.s.l.) is located on the border between Yanggando Province in North Korea and Jilin Province in China. Its eruption in 946 A.D. was among the largest and most violent eruptions in the past 5,000 years, with a volcanic explosivity index (VEI) of 7. In this study, we processed and analyzed lahar-inundation hazard zone data, applying a geographic information system program with menu-driven software (LAHARZ)to a shuttle radar topography mission 30 m digital elevation model. LAHARZ can simulate inundation hazard zones created by large lahar flows that originate on volcano flanks using simple input parameters. The LAHARZ is useful both for mapping hazard zones and estimating the extent of damage due to active volcanic eruption. These results can be used to establish evacuation plans for nearby residents without field survey data. We applied two different simulation methods in LAHARZ to examine six water systems near Baekdu volcano, selecting weighting factors by varying the ratio of height and distance. There was a slight difference between uniform and non-uniform ratio changes in the lahar-inundation hazard zone maps, particularly as slopes changed on the east and west sides of the Baekdu volcano. This result can be used to improve monitoring of volcanic eruption hazard zones and prevent disasters due to large lahar flows.

  • The main goal of this study is to develop the system of multi-hazard risk assessment tools based on major inventories and functions. As a first step, designing and building a Korean inventory of the loss assessment was performed due to earthquake disasters. We focused on the special features, taking account of the possibly conflicting features of the various conditions such as different type of formats, environmental differences, and collected data relevant to the use of proposed risk assessment system in terms of constructing the Korean inventory including buildings and population.

  • This paper analyzes the hazard related to train control, the functional requirements for atrain control system(TCS) and the automatic train protection(ATP) functional allocation that ensures the interoperability of a radio communications-based TCS. In addition, the interoperability can be obtained using wireless communications technology standards and standardized functional allocations of TCS performed on the wayside and onboard. Using this information, an integrated operating system for a rail network can be constructed. The functional allocations of TCS that support interoperability, require hazard analysis of TCS and definition of the system requirements. The hazard factors for a TCS are confirmed through setting the train safety space control and train speed limit excess. Furthermore, this paper determines the impact of the hazard factors on the TCS and, defines the functional requirements for the TCS subsystems and the ATP wayside and onboard functional allocations.

Seismic Scenario Simulation and Its Applications on Risk Management in Taiwan

  • This paper introduces various kinds of applications of the scenario-based seismic risk assessment in Taiwan. Seismic scenario simulation (SSS) is a GIS-based technique to assess distribution of ground shaking intensity, soil liquefaction probability, building damages and associated casualties, interruption of lifeline systems, economic losses, etc. given source parameters of an earthquake. The SSS may integrate with rapid earthquake information release system to obtain valuable information and to assist in decision-making processes to dispatch rescue and medical resources efficiently. The SSS may also integrate with probabilistic seismic hazard analysis to evaluate various kinds of risk estimates, such as average annual loss and probable maximum loss in one event, in a probabilistic sense and to help proposing feasible countermeasures.

Preparation of Landslide Hazard Map Using the Analysis of Historical Data and GIS Method (GIS 기법 및 발생자료 분석을 이용한 산사태 위험지도 작성)

  • In this study, we performed a GIS-based landslide hazard analysis by employing historical landslide data in Korea, coupling with geomorphological, geological, climatic and rainfall data. Based on 596 landslide data from 2001 to 2003, the correlations between landslide occurrence and various factors (elevation, slope angle, slope aspect, soil type and rainfall) that affect the occurrence were estimated by the statistical analysis, zonal statistics. The weights and hazard indices of 6 raster layers were derived from the estimated correlations in order to generate a landslide hazard map by applying raster calculation technique. As a result of this study, GIS technique can be used effectively to incorporate the landslide hazard contributions from various data sets simultaneously.

  • Railway signaling systems are so vital to ensure the safe operation of railroad and the assurance and demonstration of the safety is so important. The safety management process shall consist of a number of phases and activities, which are linked to form the safety life-cycle. The basic processes of safety management and safety activity throughout the lifecycle are 'risk analysis' and 'hazard control'. The safety managements and activities for the two kinds of aspects are implemented throughout the whole steps of system lifecycle. The risk analyses and hazard controls like those are needed, these activities have to be carried out through the whole of system lifecycle.

  • Recently, Geographical Information System (GIS) has been progressed in the fields of not only earth sciences and disaster problems, but also medical sciences, economical and social sciences. the southern region of Mid Niigata Region was attacked by intensive earthquake of M.6.8 on Richter Scale on October 23, 2004. The aim of this study was to improve efficiency of restoration operation for early victims relief. Significant issue is achieving the information processing required in restoration operation by spatial temporal information system.
