A Study on the Negotiation on Management Normalization of GM Korea through the Two-Level Games (양면게임 이론으로 분석한 한국GM 경영정상화 협상연구)

  • This study examines the normalization of Korean GM management between the Korean government and GM in terms of external negotiation game and internal negotiation game using Putnam's Two-Level Games. In addition, GM's Win-set change and negotiation strategy were analyzed. This analysis suggested implications for the optimal negotiation strategy for mutual cooperation between multinational corporations and local governments in the global business environment. First, the negotiation strategy for Korea's normalization of GM management in Korea can be shifted to both the concession theory and the opposition theory depending on the situation change and the government policy centered on the cautious theory. Second, GM will maximize its bargaining power through 'brink-end tactics' by utilizing the fact that the labor market is stabilized, which is the biggest weakness of the Korean government, while maintaining a typical Win-set reduction strategy. GM will be able to restructure at any time in terms of global management strategy, and if the financial support of the Korean government is provided, it will maintain the local factory but withdraw the local plant at the moment of stopping the support. In negotiations on the normalization of GM management in Korea, it is necessary to prepare a problem and countermeasures for various scenarios and to maintain a balance so that the policy does not deviate to any one side.

Consideration on coexistence strategy of GM with non-GM, environmentally friend crops in South Korea (GM과 non-GM, 친환경작물의 공존을 위한 제도 보완의 필요성)

  • The current legislation in South Korea clearly states that the tolerance threshold on the adventitious presence of GMO in environment-friendly agricultural products is 3.0% and no GM seed should be detected in their planting seed batches. To date, in Korea, there is no approved GM crop for commercial cultivation in field. However, several GM crops including rice, Chinese cabbage, potato and wild turf grass are currently under risk assessment for their environmental release. Also Korean government (Rural Development Administration, RDA) announced that 11 institutes including universities have been currently certified to carry out a risk assessment of GM crops. Meanwhile, the cultivated area and certified quantities of environment-friendly crops (organic, pesticide-free and low-pesticide) are sharply increasing every year according to the report of National Agricultural Products Quality Management Service (NAQS). In detail, in 2007, the certified quantities of environment-friendly agricultural products were elevated up to 100-fold for organic, 171-fold for pesticide-free and 2,324-fold for low-pesticide crops when compared with those in 1999. The total certified quantity of environment-friendly cereal crops in 2007 was equivalent to 6.4% of total production of cereal crops. Moreover, 24% of total production of root and tuber crops such as potato and sweet potato were certified for environment-friendly agricultural products. In these circumstances, I strongly suggest that current legislations on GM crop's safety management should be revised to include strategies for the coexistence of GM with non-GM crops, especially environment-friendly crops before GM crop is approved to be cultivated for commercialization. Since all types of crops are grown in an open environment, the adventitious presence of GM crops among non-GM crops is inevitable if appropriate measures for coexistence are not established for species by species such as isolation distance, workable management measures to minimize admixture.

재조합 인간 GM-CSF의 수용체에 관한 연구

  • 본 실험에서는 유전자 재조합으로 제조한 〔$^{125}$/I〕-labeled human GM-CSF를 사용하여 GM-CSF의 HL-60 cell의 표면에 존재하는 GM-CSF 수용체의 특성을 밝히고 수용체에 대한 binding parameter를 확인하고 Immunex(미국) 사에서 제조한 Prokine(Sargramostim)과 Sigma사에서 구입한 GM-CSF(C-9666)를 표준물질로 하여 (주) Lucky에서 제조한 GM-CSF(LBD-005)의 수용체에 대한 결합율을 측정, 각각 비교하고자 하였다. 한편 LBD-005는 glycosylation된 form과 안된 form의 혼합물이므로 당화의 정도가 수용체에 대한 결합에 미치는 영향을 알아보기 위해 glycosylated form과 혼합물(LBD-005)의 수용체에 대한 결합율을 측정 비교하였다.

Increased production of human granulocyte-macrophage colony stimulating factor (hGM -CSF) by the addition of stabilizing polymer in plant suspension cultures

  • The effect of stabilizing polymer on hGM-CSF production was investigated in suspension cell cultures of transgenic tobacco. Secreted human GM -CSF from cell suspension cultures was detected in the medium at a maximum concentration of 180 ${\mu}g/L$ by ELISA. However, the secreted hGM -CSF was unstable in the medium, and rapidly degraded after day 5. In order to stabilize the secreted hGM-CSF, three stabilizing polymers were tested, polyethylene glycol, polyvinylpyrrolidone and gelatin. Gelatin was the most effective in stabilizing the secreted GM-CSF. Following the addition of 5% (w/v) gelatin, the maximum GM -CSF concentration reached 783 ${\mu}g/L$, a 4.6-fold increase over control.

Global status of GM crop development and commercialization (글로벌 GM작물 연구개발 및 상업화 동향)

  • Global GM crops continue to grow. They have reached 181 million hectares. A total of 28 countries have approved biotech crops for planting. More than 60 countries have approved biotech crops to be imported as food and feed since 1996, meaning that biotech crops are now commonly accepted in those countries. Although biotech crops provide key solutions for the challenge of global food security in the future due to population growth and climate change, there are still some debates on whether biotech crops should be accepted in many countries including Korea. Therefore, it is very important to make people understand that GM crops will provide benefits to both farmers and consumers. In this review, current global status of GM crop development and commercialization are summarized.

재조합 인간 GM-CSF의 수용체에 관한 연구

  • 본 실험에서는 유전자 재조합으로 제조한 [$^{125}$ I]-labeled human GM-CSF을 사용하여 GM-CSF의 HL-60 (promyelocytic leukemic cell)의 표면에 존재하는 GM-CSF의 수용체의 특성을 알고 GM-CSF의 수용체에 어떤 parameter로 결합하는지를 밝히고 나아가 현재 사용되고 있는 유전자 재조합으로 제조된 Prokine(Sargramostim)과 Lucky에서 제조된 GM-CSF (LDB-005)의 수용체에 대한 결합율을 측정, 비교하고자 하였다. 본 실험의 결과를 보면 유전자 재조립으로 제조된 Human[$^{125}$ I] GM-CSF가 HL-60 cell에 대하여 선택적으로 결합하고 표면수용체에 saturable하게 결합함을 알 수 있었으며 scatchard analysis 결과한 종류의 GM-CSF의 K3값은 2.03$\times$$10^{9}$/M로($IC_{50}$/=~493pM) 세포당 결합부위의 수는 75개 정도로 J. DiPersio et al과 Linda S. Park et al.의 보고와 비슷한 결과를 얻었다.

Effect of GM-CSF on Porcine Parthenotes Development (GM-CSF가 돼지 처녀 생식 배아 발달에 미치는 영향)

  • Granulocyte-macrophage colony-stimulating factor (GM-CSF) is an important hematopoietic growth factor and immune modulator. The aim of this study was to evaluate the effects of GM-CSF on the development and cell number of porcine parthenotes, as well as on their expression of implantation-related genes. In the present study, porcine parthenogenatic activated embryos were cultured in a protein-free culture medium in the absence or presence of 5, 10 and 20 ng/ml GM-CSF for 7 days. The percentage of blastocyst formation, total cell number and gene expressions were evaluated. The results showed that the addition of 20 ng/ml GM-CSF to protein-free culture medium significantly increased the blastocoel formation ($26.14{\pm}2.03%$ vs. $3.55{\pm}0.51%$, p < 0.05). In addition, the cell number also increased when they were cultured in the presence of 20 ng/ml GM-CSF ($43.51{\pm}3.6%$ vs. $30.68{\pm}5.51%$, p < 0.05). A real time reverse transcripts polymerase chain reaction (RT-PCR) showed that GM-CSF enhances mRNA expression of the interleukin-6, but does not influence the leukemia inhibitory factor (LIF) receptor mRNA expression in blastocyst stage parthenotes. These results suggest that GM-CSF may enhance the viability of porcine embryos developing in vitro in a defined culture medium.

Detection of Genetically Modified Soybean in Tofu and Biji using PCR and Immunological Methods (PCR 방법과 면역학적 분석법을 이용한 두부와 비지에서 GM 콩의 검출법)

  • To monitor GM soybean in soybean processed foods, tofu and biji, we prepared tofu and biji containing 0%, 1%, 3%, 5% and 100% GM soybean, respectively. We examined epsps gene inserted in soybean by PCR and EPSPS protein expressed in soybean using western blotting and lateral flow strip test to compare the sensitivity of these methods. A PCR product of 123 bp inserted in GM soybean was detected in all tofu and biji containing 1%, 3%, 5% and 100% GM soybean with the exception of 0% samples; however, the size of 600 bp inserted in GM soybean was only detected in tofu containing 100% soybean and in biji containing 5% and 100% soybean. In the protein level, GM soybean product was only detected in tofu and biji containing 100% GM soybean by western blotting. In addition, only biji containing 100% GM soybean was detected by lateral flow strip test. We concluded that in order to detect GM soybean efficiently in processed food, the PCR method is more sensitive than immunological methods. With the PCR method, small size product with approximately 100 bp in PCR product is sensitive to detect GM soybean in processed foods.

제초제저항성 GM 들잔디(JG21)의 포장시험을 통한 생물학적 안전성평가

  • GM 들잔디의 환경위해성평가는 유전자변형생물체의 국가간이동등에 관한 법률 (2008년)에 안전관리 및 시험평가가 수행되었다. 일반적으로 GM 작물의 환경위해성평가는 도입 유전자의 안정적 발현여부, 일반적으로 사용되어온 식물과의 실질적 동등성, 화분비산에 의한 유전자이동성 검정, GM재배작물 주변 환경에 미치는 영향, GM작물 및 유전자의 인체 및 동물에 대한 안전성 평가, 위해성 관리 등이 있다. 본 발표에서는 제초제저항성 GM 들잔디를 실용화 하기위한 환경위해성평가의 내용을 소개하기 위하여 GM 들잔디의 안전성평가를 수행한 포장시험에 대해서 간략히 발표하고자 한다. GM 들잔디는 제초제저항성 유전자가 식물체내에 1개의 복제수를 갖으며, 후세대에서도 안정적으로 발현되었다. 또한 TAIL PCR을 통한 도입 유전자의 삽입 부위를 확인하였고, 주변염기서열을 이용한 JG21 들잔디 만의 특이적 염기서열을 얻었다. GM 들잔디의 실질적 동등성검정은 격리온실 수준과 격리포장 수준에 생물학적, 화학적 특성을 조사하였고, 일반 들잔디와 큰 차이가 없음을 확인하였다. GM 들잔디의 화분은 일광조건하에서 약 1시간 이내에 불활성 되었고, 실내의 실온조건에서는 3시간까지 활성이 유지되었다. GM 들잔디 재배포장 ($12m{\times}6m$ 크기)으로부터 화분비산 밀도는 3 m 이내에서 높게 나타났고, 9 m 이상의 거리에서는 낮은 빈도로 일정하게 나타났다. 화분비산에 의한 GM 들잔디 유전자이동성은 근접거리에서 약 15%가 관찰되었고, 반경 3 m 이내에서 거리에 따라서 2 ~ 0.12%의 유전자이동성이 관찰되었다. 각각의 시험모형에 따른 GM 들잔디와 일반들잔디 간의 교잡율을 조사한 결과 들잔디 교잡율은 GM 잔디의 면적과 거리에 의존적이었고, GM 들잔디 면적에 따라서 6-21%의 교잡율이 나타났다. GM들잔디의 인체위해성평가는 독성 및 알레르기 반응성을 검정하였고, 도입유전자 산물인 PAT 단백질은 독성 및 알레르기 반응성이 없음이 알려져 있다. 본 연구에서는 GM들잔디의 독성 및 알레르기 반응성을 검토한 결과 아플라톡신 등의 독성은 검출되지 않았으나, GM과 일반 들잔디 모두에서 화분 알레르기 반응성이 양성으로 나왔다. 그러나 GM들잔디에 도입된 유전자에 의한 알레르기 반응이 아닌 일반들잔디 화분에 가진 알레르겐에 의한 반응성이라 할 수 있다. GM들잔디의 비의도적 방출가능성을 조사하기위하여 시험포장외부의 자연환경에 대해서 환경모니터링을 수행한 결과 GM 들잔디의 유출 및 유전자이동 의한 제초제저항성 들잔디는 나타나지 않았다.

Current status of comparative compositional analysis for GM crop biosafety assessment (유전자변형작물 안전성평가를 위한 영양성분 비교연구 동향)

  • Approvals for cultivation and import of genetically modified (GM) crops have dramatically increased around the world. Comparative compositional studies are an important aspect of safety assessments of products from GM crops and are based on substantial equivalence. Compositional analyses focus on determining similarities and differences between the compositions of the GM crops and their conventional counterparts, and thereby assessing the compositional equivalence of GM crops and their conventional comparators. The analytes, such as major constituents, key nutrients, and antinutrients, are generally determined on a crop-specific basis according to the OECD consensus document. The use of standard methods throughout the processes, such as selection of comparators, field trials, analytical methods, and statistical data analysis, is crucial. In this study, we showed the general framework of compositional studies. Literature for compositional studies of GM crops conducted abroad and in Korea was reviewed to obtain information about analytes, conventional counterparts, cultivation year, location, and statistical methods. The studies conducted abroad assessed for commercial release of GM crops such as soybean, maize, and cotton, while domestic studies were mainly performed for research in rice. In addition, we suggested a guidance for conventional comparators and field trials applicable to the domestic situation.
