식품산업체의 위기관리 조직 및 위기대응 절차 (Organization of Crisis Response Teams and Operating Procedures for Crisis Response Activities in the Food Industry)

  • Objectives: Promotion of food safety/eradicating adulterated food has been listed as one of the four major issues recently identified for action by the Korean government. Due to the related seriousness, the food industry has been encouraged to take steps to restore consumer confidence. In order to set guidelines for the creation of manuals for the response to a food safety crisis by the food industry, this study provided a suggested organization for a crisis response team and operating procedures for crisis response activities. Methods: The prototypes of an organizational structure and a set of standard procedures for a crisis response system were provided. Results: The results of the study suggested that a crisis response team should be comprised of four divisions of responsibility: information analysis, site response, communication and operational support. The organization chart and the role and functions for each division of the crisis response team should be indicated. Response activities will be more effective when the team features multi-disciplined staffing, such as public relations, food safety/technology/quality, sales/marketing, purchasing, production, distribution/logistics, regulatory affairs/legal, and consumer service specialists. This study created a flow chart for the total crisis response system, which included crisis and normal situations. A crisis response team should be continuously operated for both crisis and normal conditions. This study also suggested a scenario to explain the procedures for crisis response activities. Conclusion: In order to cope more effectively with a food safety crisis, the organizational structure and its functions should be defined clearly, and a detailed set of standard procedures for response activities should be offered.

식품산업체가 겪는 위기의 분류와 위기 수준 판단 (Classification of Food Safety Crises and Standard Setting for Crisis Level in Food Industry)

  • Objectives: Food safety has become one of the major public-concerning issues in Korea. In order to set guidelines to create manuals for the response to a food safety crisis by food industry, this paper classified food safety crises and suggested techniques to determine crisis level. Methods: This study clarified common terminologies and definitions including in food safety crises. It reviewed various food safety crises and described characteristics, types, and states of crises. Results: The results of this study suggested that a food safety crisis implied a situation in which hazards/risk spreading in the food supply chain was widely described, causing strong public concern followed by a socioeconomic impact, and therefore, requiring the implementation of a prompt and full response regarding the situation. In terms of seeking response plans, food safety crises might be classified according to the penalties resulting from violations of laws and regulations, causative substances, stages of the food supply chain, and first contact point for incidents. The crisis level for a food safety crisis could be classified according to its severity parameters. The guideline matrix was divided into four major stages: Blue/guarded, Yellow/elevated, Orange/high, and Red/severe. This study also suggested several methods for determining the crisis level, such as the simple judgement method, scoring methods using a check-list and a weighted check-list. Conclusion: The severity of related parameters might be of great importance in understanding a crisis and determining response options/challenges for crisis levels.

식품 및 의료제품 위기 대응역량 향상을 위한 연구 (A study on Improve the Response Capability during the Crisis of Food and Medical Products)

  • 본 연구의 목적은 식품 및 의료제품의 위기상황 발생 시 신속하고 효과적으로 대응할 수 있는 공무원의 역량을 향상시키기 위한 것이다. 위기대응 역량을 향상시키기 위해서는 식품 및 의료제품 위기발생시 필요한 대응활동과 필요한 역량이 무엇인지를 파악하는 것이 선행되어야 한다. 이를 위해 본 연구에서는 식의약 관련 위기에 대한 정의를 살펴보고, Emergency, Crisis 등과 관련된 역량에 대한 국내외 선행연구 및 자료를 조사 분석하였다. 분석결과를 토대로 위기 시 대응역량을 '위기 시 조치사항을 신속하게 수행하는 능력'으로 정의하고, 식약처 위기매뉴얼을 분석하여 조치사항을 도출하였다. 조치사항을 명확히 도출하는 것은 교육훈련 및 연습과 평가 환류의 기준이 되어 직접적이면서도 실질적인 역량을 제고하는데 기여할 것으로 기대된다.

IMF 경제위기 전후의 대학생의 음식소비 실태의 변화 (The Change in Undergraduate Students' Food Consumption Behavior due to Korean Economic Crisis in 1997)

  • This paper was carried out to investigate the change of food consumption behavior of 733 undergraduate students due to the Korean Economic Crisis in 1997. After the economic crisis, undergraduate students in Ulsan statistically and significantly reduced the intake frequency of almost all foods except rice, kimchi, the Korean tea and the frequency of fast food restaurants used compared with before the economic crisis. The results show that the Korean economic crisis significantly effected the food consumption and restaurant use behavior of the undergraduates in Ulsan.

Analysis of Staple Food Price Behaviour: Multivariate BEKK-GARCH Model

  • This study examines the behaviour of staple food price using Multivariate BEKK-GARCH Model. Understanding of staple food price behaviour is important for determining the unpredictability of staple food market and also for policy making. In this paper, we focus on the commodity prices of sugar, rice, soybean and wheat to examine the volatility behaviour of those commodities. The empirical results show that the own-volatility spillover are relatively significant for all food prices. The own-volatility spillover effect for sugar price is relatively large compared with the volatility spillover of other staple food commodities. The findings also highlight that the price volatility of wheat increases during food crisis more than it does when the condition is stable. Also, the own-volatility of rice and wheat in the period of the food crisis is significant and higher compared to the period before food crisis indicates that the past own-volatility effects during food crisis are relatively more difficult to predict because of the uncertainty and high price volatility. Policy recommendations that can be proposed based on the findings are: (1) a better trade agreement in food commodity trade, (2) lower the dependence on wheat importation in Indonesia, and (3) reliable system to minimize food price volatility risks.

  • Since 1985, the growth rate of population of the world is over that of the food production. The cultivated land and the grain production rate are decreasing every year. Therefore, the most serious crisis which we will meet in the 21st century will be food shortage. In order to solve this desperate shortage of food, besides trying to produce more food, the technology of post-harvest, food processing, and food packaging should be developed to reduce and make the best use of the amount of the already produced agricultural products for which a lots of cost and labors were invested, but are being wasted during food distribution channel due to their undeveloped technology.

인과지도로 본 한국의 성장의 한계: 인구, 경제, 자원, 환경, 식량 위기요인을 중심으로 (Korea's Limit to Growth from Circular Causation Perspective: Focusing on Crisis Factors, Population, Economy, Resources, Environment, and Food)

  • The paper examines dynamic relationship among 'Limit to Growth' factors in Korea using causal loop diagram. It also aims to explore policy implications for Korea in overcoming current difficulties and future crisis we may face. For this purpose, five factors -economy, population, resource, environment, food- used in the were adopted as an analytical framework. Findings show that Korea is fragile to external shock such as world economic crisis, food price surge, and resource price -including energy price- hike. High dependency of energy, food and resource on foreign market was found to be a major source of limit to growth in Korea. Furthermore, environmental problems like global warming could be a major external shock that could hit Korea harder than the rest of the world. Policy implications and measures for these problems were discussed too.

An Economic Perspective on Food Security

  • The concept of food security has gained increasing attention during the food crisis period between 2006 and 2011. According to the FAO, food security is defined as an access by all people at all times to the food needed for healthy and active life. Achieving food security means that sufficient food is available, food supply is relatively stable, and those in need of food can afford food at a reasonable cost. After a short period of stable food prices the world is facing another food crisis due mainly to the COVID-19 pandemic and the Russian invasion over Ukraine. Food security has re-emerged as an urgent problem to the world. There have been two conflicting opinions about how to achieve food security. Agricultural exporting countries insist diversification of food sources and freer trade on the top of domestic self-reliance. On the other hand, food importing countries emphasize self-sufficiency of major food crops. This study investigates whether domestic agricultural production contributes to strengthening food security. The panel data analysis shows that the increase in food self-sufficiency raises the Global Food Security Index and lessens the probability of food riots, while lower import tariffs (implying freer trade) do not. Some related issues are discussed accordingly.

정부의 위기 상황에서 의제설정과정 참여자들의 메시지 분석: 파라벤 치약 논란과 정부의 대응을 중심으로 (An Analysis of Messages Produced by Participants in the Agenda Setting Process during a Government's Crisis Situation: Focusing on the Ministry of Drug and Food Safety's Response to Paraben Toothpaste Issue)

  • 위기 커뮤니케이션에 있어 SNS를 비롯한 뉴미디어 활용의 중요성이 강조되고 있지만 구체적인 활용 방안에 대한 고찰과 논의는 부족한 실정이다. 이 연구는 지난 해 논란이 되었던 식약처의 '파라벤 치약' 사례를 중심으로 정부의 위기관리 체계를 커뮤니케이션 관점에서 살펴봄으로써, 위기 시 대언론관계 관리와 뉴미디어의 역할에 대해 실무적 함의를 제공하는 것을 목적으로 한다. 이 연구는 정책 이슈의 확산 과정을 SNS 중심의 의제설정 관점에서 살펴보고, 정책결정과정의 주요 참여자인 정부, 언론, 국민들이 정부의 위기 상황에서 어떤 메시지를 생산하였는지 비교하였다. 이를 위해 파라벤 치약 이슈가 논란이 되었던 한 달여 동안의 사건 전개 과정을 4단계로 구분하고, 단계별로 식약처의 해명 자료와 주요 언론의 보도 기사(총 45건), 관련 트윗(총 645건)을 텍스트 분석, 어절 분석, 네트워크 분석을 통해 살펴보았다. 정부, 언론, 국민이 생산한 메시지를 분석한 결과를 토대로 식약처의 위기 커뮤니케이션에 있어서의 문제점에 대해 논의하고, 위기 발생 시 정부의 대언론 관계 관리 및 뉴미디어 활용 방안을 제시하였다.
