This paper overviews different exit strategies for the U.S. from the debt-overhang, and analyses their implications for emerging markets and global stability. These strategies are discussed in the context of the debates about secular-stagnation versus debt-overhang, the fiscal theory of the price level, the size of fiscal multipliers, prospects for a multipolar currency system, and historical case studies. We conclude that the reallocation of U.S. fiscal efforts towards infrastructure investment aiming at boosting growth, followed by a gradual tax increase, aiming at reaching a modest primary fiscal surplus over time are akin to an upfront investment in greater long-term global stability. Such a trajectory may solidify the viability and credibility of the U.S. dollar as a global anchor, thereby stabilizing Emerging Markets economies and global growth.

In the 21st century, information collection and information provision based on digital informatization and intelligent automation are emerging as one of the social problems in the society for the elderly and the vulnerable groups in the welfare society including the disabled, and various methods are being studied to find realistic alternatives. Among these factors, the problem of the elderly living alone is emerging as the most serious, and as a realistic approach to solve some problems by applying information devices, it is a monitoring system using the Internet of Things(IoT). The need for an optimized system is emerging. In this study, the state of the elderly and the elderly living alone can be measured remotely by applying IoT technology. We present the research cases of a Breathing Sensor-based Smart Monitoring System that is used as a smart information system and used as a monitoring system for the elderly and infirm when it is identified as deceased through state detection

The global market is facing numerous changes nowadays, and also is the Southeast Asian market. Among those of some other regions, the Southeast Asian market is especially important to Korea for many reasons since it is one of the rapidly emerging markets, is geographically close to Korea, and has fair conditions for investigation. And in order to succeed in Southeast Asian markets, thorough examination about the countries is in need. This article catches a glimpse of the global market, the current status and changes of Southeast Asian markets, and Korean firms now doing business in these markets. Also, the article suggests some tips for successful marketing strategies.

본 연구에서는 영국의 파운드화, 일본의 엔화 등 선진 통화선물시장과 한국의 원화, 멕시코의 페소화, 브라질의 리알화 등 신흥 통화선물시장의 효율성을 측정 및 비교하고자 하였다. 본 연구의 분석에 이용된 자료는 시카고상업거래소(CME)에 상장되어 있는 영국 파운드화, 일본 엔화, 멕시코 페소화, 브라질 리알화 통화선물가격과 한국증권선물거래소(KRX)에 상장되어 있는 한국 원화 통화선물가격과 이에 대응되는 각 국가의 현물환율 자료이며, 각 국가의 선물가격과 현물환율은 미국달러를 기준통화로 하는 유럽식 표기법으로 표시하였다. 선물가격은 잔차항의 자기상관 문제를 야기할 수 있는 중복된 기간을 피하기 위하여 표본기간동안 동일한 간격인 만기 14일전과 만기 28일전의 선물가격으로 구성하였다. 본 연구의 주요결과는 다음과 같이 요약할 수 있다. 첫째, 신흥통화 선물시장의 한국 원화 선물 가격은 선진통화 선물시장의 일본 엔화 선물가격과 함께 예측기간에 관계없이 만기일 실현 현물 환율의 불편추정치로서, 위험프리미엄이 없이 만기일 실현 현물환율을 예측하고 있다. 둘째, 한국 원화 선물가격은 브라질 리알화와 멕시코 페소화 등 다른 신흥통화 선물시장의 선물가격과 달리 위험프리미엄이 없이 만기일 실현 현물환율을 예측하고 있다. 셋째, 통화선물의 종류, 예측기간, 검증방법에 따라 불편기대가설의 검증 결과는 달라질 수 있음을 보여주고 있다. 넷째, 일본 엔화와 영국 파운드화 등 선진통화 선물시장간의 상대적 효율성을 비교하면, 일본 엔화 선물시장의 효율성 측정치는 27.06%로 영국 파운드화 선물시장의 효율성 측정치 26.87% 보다 높게 나타나고 있어 일본 엔화 선물시장이 영국 파운드화 선물시장보다 효율적임을 보여주고 있다. 다섯째, 한국 원화, 브라질 리알화와 멕시코 페소화 등 신흥통화 선물시장간의 상대적 효율성을 비교하면, 한국 원화 선물시장의 효율성은 20.77%로 측정되어, 멕시코 페소화 선물시장의 효율성 측정치 11.55%, 브라질 리알화 선물시장의 효율성 측정치 4.45% 보다 높게 나타나고 있어 한국 원화 선물시장이 다른 멕시코 페소화 및 브라질 리알화 등 다른 신흥통화 선물시장보다 효율적임을 보여주고 있다. 끝으로 통화선물시장의 상대적 효율성 측정치는 예측기간에 따라 영향을 받으며, 예측기간이 짧을수록 효율성 측정치가 개선되고 있음을 보여준다.

최근 신흥개발국들은 한국형 경제개발 정책에 관심을 갖고 한국의 지역혁신 모델을 접목하고자 노력하고 있다. 한국도 신흥국의 수요에 맞추어 지역혁신 모델을 수출하고 해당국과 경제협력을 강화하는데 관심이 있다. 본 연구는 신흥국에 대한 한국형 지역혁신모델 전수사업을 분석하고 정책을 제시하고자 한다. 이를 위해 태국, 키르키즈공화국, 베트남, 멕시코 등 신흥 4개국의 혁신기관 실무자들이 공동학습 - 네트워크- 상호작용 활동에 참여하는 행태를 표적집단면접법에 의해 분석하였다. 한국의 혁신기관에서 제공하는 전수사업에서 현지국가 혁신주체의 초기 활동을 분석한 결과, 전수사업의 연수 시간과 이후 현지인들에 의한 자체 공동학습 참여율의 관계는 가장 밀접한 상관관계 (0.975)가 있음을 발견하였다. 그러나 이들의 자체 공동학습과 현지의 네트워크 참여율의 상관계수는 다소 낮아 (0.667), 현지에서 공동학습을 네트워크로 연결하는 정책이 필요하다. 네트워크 참여율과 혁신주체의 상호작용 참여율은 높은 상관관계 (0.950)로 나타나, 네트워크 구축이 지역혁신 모델의 관건이라는 것을 보여준다. 본 연구는 교육과 컨설팅 형태의 연수보다는 현지의 혁신 네트워크 활동을 촉진하는 사업을 추천한다. 본 연구는 충남테크노파크의 사례와 같이 혁신주체들이 스스로 학습 네트워크를 구축하여 지역에 맞는 혁신모델을 창출하고 지역혁신플랫폼을 직접 운영하는 단계까지 추진하는 전수사업 정책을 제안한다.

Emergence of the Interned, World Wide Web (WWW), and multimedia services accelerates the demand for broadband access to mass market. As the demand for broader bandwidth for local access rapidly increases, new types of services for local access have been offered or are being developed. However, nothing has yet been shown up for a definite long-term solution. In this article, we address some issues and technological perspectives of such emerging local access demand.

In this study, we define r-circulant, circulant, Hankel and Toeplitz matrices involving the integer sequence with recurrence relation U_n = pU_n-1 + U_n-2, with U₀ = a, U₁ = b. Moreover, we obtain special norms of above mentioned matrices. The results presented in this paper are generalizations of some of the results of [1, 10, 11].

Engineering problems are inherently imprecision tolerant. Biologically inspired soft computing methods are emerging as ideal tools for constructing intelligent engineering systems which employ approximate reasoning and exhibit imprecision tolerance. They also offer built-in mechanisms for dealing with uncertainty. The fundamental issues associated with engineering applications of the emerging soft computing methods are discussed, with emphasis on neural networks. A formalism for neural network representation is presented and recent developments on adaptive modeling of neural networks, specifically nested adaptive neural networks for constitutive modeling are discussed.
