Gerrymandering and Malapportionment in Redistricting for National Assembly Election by Politics of Regional Cleavage Interference (지역균열정치와 국회의원선거구 획정의 게리맨더링과 투표 등가치성 훼손)

  • This study investigates the interference of politics of regional cleavage in the redistricting for national assembly election and its effects on gerrymandering and malapportionment. Since the Constitutional Assembly election, the argument about gerrymandering and malapportionment continues and the single-member election district with simple plurality system in Korea has aggravated the problem of cleavage and unfairness. Especially, redistrictings for national assembly election in 2008 and 2012 are suspected of gerrymandering by Saenuri party and Democratic United party. Yeongnam region where Saenuri party is dominant and Honam region where Democratic United party is, are over-represented compared to population, while the districts in Gyeonggi-do are under-represented and the need for increasing the number of districts has been ignored. These redistrictings might come from unfair and collusive interference of politics of regional cleavage, and consequently malapportionment has been brought about.

Analysis of Management Performance Change of Korean Agricultural Co-operatives around CEO turnover (국내농협 경영성과 변화와 최고경영자 교체에 대한 분석)

  • This paper aims to determine whether the changes in management performance of domestic agricultural cooperatives had an effect on the election results of Korean Agricultural Cooperatives in 2015. Financial performance data (2012-2015) prior to the Nation-wide Cooperatives elections in 2015 were reviewed to determine the impact of the election outcome on the election results. 2SLS Probit regression analysis shows that the significant parameters for incumbent president turnover in the 2015 election were the candidates' age, net profit decrease in 2014, and ROA comparison to similar asset-size group. These results support the conclusion that the union members of KAC consider whether the age of president is over 60, whether the net profits of the cooperatives are worse than the previous year, and compare the results of similar groups' managerial performance (ROA).

The Smart Contract based Voting Model for Internet Community Election (인터넷 커뮤니티 선거에 적합한 스마트계약 기반 투표 모델)

  • As Internet voting can take place regardless of a voter's location, the participation rate of the voters would be increased and economic costs will be reduced. But the drawback of it is that all participants have to trust the election management server. If the server colludes with the specific candidate, the other candidates cannot prove rigged election. In addition, majority of researches on Internet voting are mainly focused on the voting restricted by the region and the country. Thus, it's not appropriate for the election in Internet community such as YouTube channels. As the Internet community is composed of members from all around the world, the new type of voting model is needed. In this study, we propose the smart contract based Internet voting model applicable on the blockchain network. The proposed smart contract model consists of candidate registration, voter registration, voting and counting stages. In the proposed model, anonymity of the voter is assured in the voter registration and voting stages, and all candidates can confirm the fairness of the election in the counting stage.

  • Propensity score adjustment(PSA) has been suggested as approach to adjustment for volunteer internet survey. PSA attempts to decrease the biases arising from noncoverage and nonprobability sampling in volunteer panel internet surveys. Although PSA is an appealing method, its application for internet survey regarding Korea presidential election and its effectiveness is not well investigated. In this study, we compare the Ni Korea internet survey with the telephone survey conducted by MBMR and KBS for 2007 Korean presidential election. The result of study show that the accuracy of internet survey can be improved by using PSA. And it is critical to include covariates that highly related to the voting tendency and the role of nondemographic variables seems important to improving PSA for Korea presidential election prediction.

Analysis of the Influence of Presidential Candidate's SNS Reputation on Election Result: focusing on 19th Presidential Election (대선후보의 SNS 평판이 선거결과에 미치는 영향 분석 - 19대 대선을 중심으로 -)

  • Smartphones and PCs have become essential components of our daily life. People are expressing their opinions freely in SNS by using these devices. We are able to predict public opinions on specific subject by analyzing the related big data in SNS. In this paper, we have collected opinion data in SNS and analyzed reputation by text mining in order to make a prediction for the will of the people before 19th presidential election in South Korea. The result shows that our method makes more accurate estimate than other election polls.

Autologistic models with an application to US presidential primaries considering spatial and temporal dependence (미국 대통령 예비선거에 적용한 시공간 의존성을 고려한 자기로지스틱 회귀모형 연구)

  • The US presidential primaries take place sequentially in different places with a time lag. However, they have not attracted as much attention in terms of modelling as the US presidential election has. This study applied several autologistic models to find the relation between the outcome of the primary election for a Democrat candidate with socioeconomic attributes in consideration of spatial and temporal dependence. According to the result applied to the 2016 election data at the county level, Hillary Clinton was supported by people in counties with high population rates of old age, Black, female and Hispanic. In addition, spatial dependence was observed, representing that people were likely to support the same candidate who was supported from neighboring counties. Positive auto-correlation was also observed in the time-series of the election outcome. Among several autologistic models of this study, the model specifying the effect of Super Tuesday had the best fit.

Strength Map of Presidential Candidates 2019 in Indonesia Based on a NodeXL Analysis of Big Data from Twitter

  • Leading up to the 2019 presidential election in Indonesia, campaigns have emerged through social media, particularly Twitter, using various hashtags, such as #2019GantiPresiden (2019 Change President) and #TetapJokowi (Always Jokowi). This paper tries to understand the presidential candidates' power map in forming opinions and influencing voter behavior by analyzing Twitter from August 6, 2018 to September 15, 2018, just before the beginning of the official campaign period, by searching for the keyword "pemilihan presiden RI Tahun 2019" (RI presidential election in 2019). According to our NodeXL's analysis, there were 1,650 active Twitter users talking about the 2019 presidential election. The 1,650 Twitter users have formed a communication network of 46,750 relationships formed from messages in the form of tweets, comments, and retweets. Our analysis found that those mentioning "pilihan presiden 2019" form large communication networks around four clusters: one for each of the two candidates (Jokowi and Prabowo) and two for opinion leaders who are undecided about the election (Gus Mus and Mas Piyu). GusMus is a religious leader, as an official of the PBNU Rais Syuriah (an Islamic organization) and has a large following both on and off Twitter. "MasPiyu" is an unidentified Twitter user; he only has a large following on Twitter, but does not have support offline.

SNS as a Method of Election Campaign: A Case study of the 2015's Special Election in South Korea (정치인들의 선거 캠페인 수단으로서의 SNS 활용: 2015년 4·29 재·보궐선거를 중심으로)

  • Considerable research over the years has been devoted to ascertaining the impact of social media on political settings.In recent days, Social Network Sites (SNS) such as Facebook allowed users to share their political beliefs, support specific candidates, and interact with others on political issues. This study examines the role of SNS as the means of political campaign. The study tasks the case of the 2015'sspecial election, Seoul Korea. The analysis aims to identify how candidates use Facebook or Twitter to interact with voters by applying functional theory of political campaign discourse developed by Benoit. In this study, we analyzed the candidates' SNS messages in terms of political behavior such as self-expression, informing policy, asking voters to participate in political events. Among them the results indicated that two candidates, Jung, Dong Young and Byun, Hee Jae, both of them used SNS to express themselves the most. The study also found that two candidates used mainly the strategy called 'acclaim' which praises their own strengths. In terms of topics of SNS messages (policy versus character) there was different between two candidates. Jung, sent message in relation to 'character' the most, while Byun contained 'policy' message on SNS the most. Based on these findings implications and directions for future studies are discussed.

An Efficient Election Protocol in a Mobile Computing Environment (이동 컴퓨팅 환경에서 효율적인 선출 프로토콜)

  • The Election protocol can be used as a building block in many practical problems such as group communication, atomic commit and replicated data management where a protocol coordinator might be useful. The problem has been widely studied in the research community since one reason for this wide interest is that many distributed protocols need an election protocol. However, despite its usefulness, to our knowledge there is no work that has been devoted to this problem in a mobile computing environment. Mobile systems are more prone to failures than conventional distributed system. Solving election in such an environment requires from a set of mobile hosts to choose a mobile host or a fixed host based on the their priority despite failures of both mobile computing and/or fixed hosts. In this paper, we describe a solution to the election problem from mobile computing systems. This solution is based on the Garcia Molina\\`s Bully algorithm.

  • Many areas of human activities are computerized with the wide spread use of computers and communication networks.Electrinic voting is an important social activity in democtatic society.The realization of electronic democracy is based on the sectrity of edectronic voting scheme.Therefore, it is necessary to use the cryto-graphic technique for secure electronic voting scheme.Therefore, it is necessary to use the cryto-graghic technique for secure election.In this stusy, an dedctronic voting scheme sutiable for large election is proposed.In order to make practi-cal volting scheme, we assume that the voting authorization center is trustful and the chaum's anonymous com-munication channel[6] prepared before the election day.The center authorizes the ballot of eligible voter by using the ID based digital signature scheme in the registeation stage.During the voting stage, undeniable chal-lenge/ response prorocol is performed between the center and the boters to ensure that the intemediate voting results should not affect the entire.The proprsed scheme fully conforms to the requirments of large scale election such as privacy of the voters, fairness, unresuability, unforgeability and eligbility.
