During the last two decades, the rapid increase in aquaculture world wide, particularly in finfish and shellfish culture, is the result of both area expansion and production intensification. Under these conditions, the prevalence and spread of infectious diseases have increased as a result of higher infection pressure and decreased resistance of the aquatic animals. Accordingly, the effective control of infectious diseases has become more and more important to development of aquaculture. Recently the Pathology Team of National Fisheries Research and Development(NFRDI), has played pivotal roles in establishing the national management and control system of aquatic animal health and disease by new legislative works and technical guidelines. Under the national aquatic animal disease control framework, the Pathology Team of NFRDI and MOMAF(Ministry of Maritime Affairs and Fisheries) should also establish effective management and regulations, with the support of enforcement and monitoring policies. In conjunction with effective aquatic disease national management, financial assistance or alternative compensation options for aquaculture should also be available in the event of production losses or eradication system.

본 논문에서는 최근 들어 많은 연구가 진행되고 있는 지식의 정의 및 지식관리에 대해 살펴보고 지식관리시스템의 단계적 절차를 분석함으로써 효율적인 지식관리 방안을 제시하고 있다. 또한, 본 논문은 효율적인 지식관리를 위해 이용자, 지식관리자, 지식관리 기술전문가가 하나의 파트너쉽을 구축해야 한다고 제시하고 있으며 특히, 지식관리자로써 사서의 역할변화에 대해 기술하고 있다. 이러한 연구는 미래의 기존문서, 웹문서 및 각종 멀티미디어 자료등 비정형정보를 지식시스템으로 축적, 유통시킬 수 있는 지식관리시스템 구현을 기초자료로 활용할 수 있을 것이다.

This study examines a normative model of project management systems, PPMS, to provide information for directing R&D activity in order to increase R&D productivity. The PPMS (Project Process Management System) is a disciplined and systematic framework to manage R&D projects effectively and efficiently under the assumption of a strategic decision making and long-range planning. The purpose of PPMS is to provide for the management of research organization at different levels an effective management tool; first, for the planning system which deals with rational selection and authorization of R&D projects, second, for the control system which concerns monitoring and controlling the execution of R&D projects, and finally, for the evaluation system which attains evaluation of the performance results of R&D projects and determination of the necessary follow-up. A view for the future development of project management within the context of a project-performing organization is also elaborated to exhibit the progress and phase description of the project management system.

Effective knowledge sharing and creating requires human networking as well as system. Corporation 'S' organized 'community of practice(CoP),' which is a virtual group based on work process, skill, and interest. The purpose of this study is to suggest effective CoP establishment and implementation methods, based upon 'S' experience. The effective methods this study suggests are : setting up clear CoP objectives by each CoP; dual CoP system with career centered and subject centered; alignment with business strategy; guide by knowledge integrator, and professional competence development as CoP purpose. Key success factors to CoP activities also include effective communication, facilitators' competency, and managers' support.

Large dams are managed with operation standard and flood forecasting systems, while small dams do not have management method generally. Shortage of water resources and natural disasters due to drought and flood raised public concerns for management of small dams. Most of small dams are irrigation dams, which need diversified water uses. However, the lack of systematic management of small dams have caused serious water wastage and increased natural disasters. Storage management method and system were developed to solve these problems in small dams. The system was applied to Seongju dam for effective management. The storage management method was established considering hydrology simulation and statistical analysis using the system. This method can bring additional available water, even in the same conditions of the water demand and the supply conditions of watershed. It can improve the flood control capacity and water utilization efficiency by' the flexible operation of storage space.

본 연구의 목적은 우리나라의 해양보호구역 제도를 개관하고 제도의 문제점을 도출한 후 해양보호구역의 효과적인 관리를 위한 대안을 제시하는 것이다. 연구결과, 우리나라에는 다양한 법률에 기인해 여러 형태의 해양보호구역이 존재하고 있으나 이를 통합적으로 관리할 수 있는 제도는 마련되지 못한 실정이며 보호구역내 유해행위의 규제에 대한 규정이 미흡하며 해양보호구역의 기능을 제대로 활용하지 못하는 것으로 나타났다. 이들 문제점을 해결하기 위한 방법으로 해양보호구역 지정 및 관리를 총괄하는 단일법률의 제정, 국가차원의 전담 관리기구 조직, 어업금지 해양보호구역 설정 및 해양보호구역 네트워크 구축 등 네 가지의 정책이 제안되었다.

Purpose - Appropriate project management knowledge as well as its effective application in the construction industry increase construction quality and, therefore, reduce fatalities and destruction. Research design, data, and methodology - This study was conducted through a comparative analysis of earthquake fatalities in Iran, Turkey, Pakistan, Indonesia, China, Haiti, Japan, and the United States of America. The data was analyzed using a frequency study. The analysis contrasts the fatalities of some of the strongest earthquakes around the world between 1960 and 2010. Results - Poor quality construction practices and a lack of effective application of project management knowledge play a major role in the vast destruction, high death toll, and dismal tragedies that are associated with earthquakes, especially in Iran. Conclusions - Despite the history of tragic earthquakes and their continuing recurrence, this study attempts to make governments, companies, and disaster management personnel aware of the dangers of poor quality construction and the deficient application of project management knowledge and, further, accentuates effective ways to prevent the probability of serious damage in future. This study contains valuable information on the effects of project management application towards reducing earthquake fatalities and destruction.

The major issues that higher education has recently faced are the shortage of students of school age, the changing environment of higher education and the evolving technology. These challenges have urged the university facilities and space to be managing more efficient and more effective. This study assures that the strong strategy is to operate more like business while retaining unique higher education values and a sound facilities management system and appropriate budget help to ensure that university facilities are good for student and teacher's demand. With such faith, this study explores the facilities/space maintaining status and the facility management system of national universities and collages. It finds that there are some problems to adapt new managing methodologies in national universities and that there are also some gaps and perceived constraints to effective space management. This study proposes the alternatives for the facilities managing system that involves the improvement of manpower structure, the expansion of budget scale and the establishment of appropriate facility management system. Finally it provides the practical tools for the effective space and facilities management such as space charging, space standards, central timetabling, space utilisation survey and facilities performance indication.

Analytical Hierarchy Process (AHP) is a famous method amongst Multi Criteria Decision Making (MCDM), set up by Saaty in 1980. AHP can be determined as a methodology of hierarchical analysis following reasonable decision making with make simpler a difficult crisis. Decision making in systems of Safety management concerned multipart challenges. AHP is process for get better the composite decisions understanding with analyzes of the problem in a structure of hierarchy. The integration all of applicable decision criteria, their pair wise judgment permits the decision maker to establish the trade-offs amongst objectives. In recent years, Malaysian's economy and infrastructure development have significantly and rapidly risen. The construction industry continues to play a major role in this development as many construction activities have been carried out to meet the high demands of the expansive market. However, the construction industry has faced a wide range of challenges, one of which is the frequent occurrences of accidents at the workplace. An effective safety program can substantially reduce accidents because it can help management to build up safer means of operations and create safe working environments for the workers. Furthermore, by having an effective safety programs, good safety culture can be embedded in organization because it can encourage mutual cooperation between management and workers in the operations of the programs and decisions that affect their safety and health. The focus of this research is development methodology of Analytics Hierarchy Process (AHP) in construction safety factors and investigates the levels of some effective elements in SMS in Malaysian construction industries.

For the continuous growth of firms, the contributions of effective risk management system are required. This research analyzes the impact on the firm's performance related to risk management structure which includes the risk management system, risk management activity and risk management competency. In this research, the structural equation model considering the variable which contains enterprise risk management system, risk management activity and risk management competency was suggested. Also risk management organization and management procedures are identified as in enterprise risk management system. The implementation activity and control activity were the factors related in risk management activity. And risk management competency can be described as the response level of managing risk in outside and inside the firms' environment. Finally this model was analysed empirically for 112 firms in Korea using SPSS 18.0 and Amos 16.0. As the results, the suggested hypothesis were adopted. So as to manage risk performance for their firms, the development of systematic Risk Management Framework is important for their risk management activity and risk management competency. Ultimately, we can conclude that the focusing to the systematic risk management approach could be effective on the firm's risk management performance.
