K-Trade : Data-driven Digital Trade Framework (K-Trade : 데이터 주도형 디지털 무역 프레임워크)

  • The OECD has assessed Korea as the third highest in trade facilitation worldwide. The paperless trade of Korea is world class based on uTradeHub : national e-trade service's infrastructure for trade community. Over 800 trade-related document standards provide interoperability of message exchange and trade process automation among exporters, importers, banks, customs, airlines, shippers, forwarders and trade authorities. Most one-to-one unit processes are perfectly paperless & online; however, from the perspective of process flow, there is a lack of streamlining end-to-end trade processes spread over many different parties. This situation causes the trade community to endure repetitive-redundant load for handling trade documents. The trade community has a strong demand for seamless trade flow. For streamlining the trade process, processes with data should flow seamlessly to multilateral parties. Flowing data with an optimized process is the critical success factor to accomplish seamless trade. This study proposes four critical digital trade infrastructures as a platform service : (1) data-centric Intelligent Document Recognition(IDR), (2) data-driven Digital Document Flow (DDF), (3) platform based Digital Collaboration & Communication(DCC), and (4) new digital Trade Facilitation Index (dTFI) for precise assessment of K-Trade Digital Trade Framework. The results of new dTFI analyses showed that redundant reentry load was reduced significantly over the whole trade and logistics process. This study leads to the belief that if put into real-world application can provide huge economic gains by building a new global value chain of the K-trade eco network. A new digital trade framework will be invaluable in promoting national soft power for enhancing global competitiveness of the trade community. It could become the advanced reference model of next trade facilitation infrastructure for developing countries.

Problems on Examining the Electronic Records in Letter of Credit Transactions (신용장거래에서 전자기록의 심사에 따른 문제점에 관한 고찰 - e-Nego 시스템과 전자선화증권을 중심으로 -)

  • A comprehensive electronic trade portal such as the electronic bills of lading, e-negotiations and so on, is developed by the Korea Ministry of Knowledge Economy and International Trade Association and serviced by KTNET. The portal, so called u-TradeHub, formally started to provide its services on 22nd May, 2009. If the shipper issues electronic bills of lading, the negotiating bank examines it through the established e-Nego system. However, the issuing bank overseas cannot examine the electronic bills of lading, because any interactive system does not exist. So, after the e-Nego, the electronic bills of lading gets automatically transformed into the paper-type electronic bills of lading and issuing bank examine paper B/L. In process of examining documents, the beneficiary using electronic means in letter of credit transactions may face some risks such as the corruption to the electronic bill of lading after its issuance by the carrier, the corruption after e-Nego and the corruption after the presentation to the issuing bank. In this paper, we studied the problems on corruptions to occur in the middle of the examination process of the electronic bills of lading and suggestions how to solve them are discussed.

Dynamic Perspectives on the Advancement of Korea's Electronic Customs Clearance System (한국의 전자통관시스템에 관한 연구)

  • This thesis examines the problems faced in the clearance procedures of Korea's e-customs system for which improvements are necessary, and suggests various ways of overcoming those problems. Practical implications regarding the advancement of Korea's e-customs system are as follows. First, the substructure of the e-customs clearance system, which is the basis for the establishment of a global single window, should be developed into a more modern and advanced system. Second, additional improvements in the law are required to render the broad array of Internet-based export and import documents legally binding. Third, customized services should be provided in order to improve the operating efficiency of the e-customs clearance system. Fourth, the reputation of Korea's e-customs clearance system should be raised via the strengthening of a cooperative system between concerned parties, including exporters and importers. This innovative approach to systematic improvements will come about when we can simplify current customs clearance procedures and establish a fairer customs inspection administration regime. Additionally, when we review the methods intrinsic to our customs system, we must emphasize the urgency of proper completion of related systems and arrangements in the trade business and similar fields.

  • The terms electronic trade, electronic trading and electronic commerce are often used interchangeably, and refer to trading transactions conducted using electronic media. Electronic trade is business-to-business transactions in an industrial context, while electronic commerce refers to retailing and the consumer sector as well as mass marketing. The Electronic trade process is defined as a flow of information (documents) exchanged between enterprises and trade-related firms (shipping companies, foreign exchange banks, forwarders, etc.) in the course of implementing a series of export and import procedures. Electronic trading systems exploit information technology to improve the efficiency of communications and/or to alter the nature of inter-organizational transactions. Many studies exist about the adoption of inter-organizational systems (IOS) and electronic data interchange (EDI), but few focus on electronic trade. The literature on exporting companies's electronic trade adoption and implementation, although extensive, consists mainly of exploratory studies focusing on technological characteristics such as barriers, benefits and usage. The purpose of this study is to broaden this perspective by investigating the environmental, organizational and technological drivers of business-to-business e-commerce adoption.

Trends in Digital Security Policies and Trade Rules in Major Overseas Countries (디지털 보안에 대한 해외 주요국의 통상 규범 동향)

  • Trade rules in service and digital sectors mainly focus on reducing regulatory uncertainties by improving transparency and minimizing unnecessary requirements. Recognizing the importance of digital trade rules and trade in information and communication technology (ICT) sectors, governments worldwide have rapidly adopted and expanded rules on free flow of data, personal data protection, electronic authentication, and cybersecurity. On the other hand, advances in technology have led governments to face multiple threats related to cybersecurity, intellectual property (including that related to source code and algorithms), and unauthorized access to proprietary information of their suppliers. This study presents digital trade rules related to digital security emphasizing cybersecurity, source code, and ICT products that use cryptography in different trade agreements. Additionally, it introduces various approaches that major countries are taking to both address digital security issues and seek balance between security enhancement and trade liberalization.

Trade Finance and Trade Collapse during the Global Financial Crisis: Evidence from the Republic of Korea

  • This study examines the role of trade finance in the trade collapse of 2008-09 from the perspective of the Korean economy. We use two approaches. Firstly, as background to a more formal analysis, we make a casual observation on the behavior of aggregate data on trade finance, on which Korea has relatively abundant data. Aggregate data do not convincingly support the view that trade finance played an active role in causing the trade collapse. The measures of trade finance and the value of trade both dropped sharply, but the ratio of trade finance over trade was stable and in some cases increased during the crisis period. Secondly, using quarterly data on listed firms in Korea, we conduct panel estimations to test whether firms that are more dependent on external finance experienced greater export contraction during the crisis. Our regression analysis suggests that the financial vulnerability of firms, measured by various financial ratios, did not contribute to export contraction during the financial crisis. This observation largely applies even to smaller firms, who are usually thought of as being more vulnerable financially. However, we find that small exporters that relied heavily on cross-border trade payables or receivables suffered larger drops in export growth during the crisis.

A Study on the Research Trends in Int'l Trade Using Topic modeling (토픽모델링을 활용한 무역분야 연구동향 분석)

  • This study examines the research trends and knowledge structure of international trade studies using topic modeling method, which is one of the main methodologies of text mining. We collected and analyzed English abstracts of 1,868 papers of three Korean major journals in the area of international trade from 2003 to 2019. We used the Latent Dirichlet Allocation(LDA), an unsupervised machine learning algorithm to extract the latent topics from the large quantity of research abstracts. 20 topics are identified without any prior human judgement. The topics reveal topographical maps of research in international trade and are representative and meaningful in the sense that most of them correspond to previously established sub-topics in trade studies. Then we conducted a regression analysis on the document-topic distributions generated by LDA to identify hot and cold topics. We discovered 2 hot topics(internationalization capacity and performance of export companies, economic effect of trade) and 2 cold topics(exchange rate and current account, trade finance). Trade studies are characterized as a interdisciplinary study of three agendas(i.e. international economy, International Business, trade practice), and 20 topics identified can be grouped into these 3 agendas. From the estimated results of the study, we find that the Korean government's active pursuit of FTA and consequent necessity of capacity building in Korean export firms lie behind the popularity of topic selection by the Korean researchers in the area of int'l trade.

A Study on the Ways of Realization of e-B/L in Korea (국내 전자선하증권의 구현방안에 관한 연구)

  • Since 1970s, there are many tries to realize electronic bills of lading(e-B/L) in the world and great attention has been shown to the question of law, international trade customs and realizing strategy concerned that instrument. However that tries, include Bolero which is most famous company serving e-B/L, don't succeed yet. Meanwhile, Korean government amended commercial code in order to realize e-B/L on August 3, 2007. Also The Korea Paperless Trade Center set to develop the e-B/L system by spring of 2008. So far, however, no definitive answer has been given to the way of realization of e-B/L in Korea. Getting bigger the importance of analysis to the ways of realization of e-B/L in Korea, in this paper the author attempt to examine the requirements after briefly outlining and analysing the results and problems of the tries and suggest thereby policy and strategy about the realization classified three categories.

  • 본 논문에서는 일반적인 전자상거래 비즈니스 모델을 준용하여 "글로벌 B2B 전자상거래"로서의 사이버무역(Cyber Trade) 내지 전자무역(e-Trade)의 비즈니스 모델에 대한 개념, 유행 및 사례 등을 살펴보고 향후의 발전방향을 검토하였다. 특히 무역거래알선 사이트로 대표될 수 있는 무역 부문의 국내 e-마켓플레이스에 대한 심층적인 사례분석을 통해 고객 중심의 바람직한 사이버무역의 비즈니스 모델은 계약 이전은 물론 계약 이후의 모든 무역업무 처리에 필요한 각종 정보와 서류가 전자적으로 교환이 가능한 이른바 "단절없고 전 무역과정이 유통되는 네트워크(Seamless & Fully Circulated Network)"의 구축을 지향하고 있다는 점을 지적하고 있다. 이와 관련하여 인터넷과 EDI의 통합, 온라인과 오프라인의 통합, 국내와 외국과의 네트워크 통합 등이 매우 중요함을 강조하고 있다.

  • Trade portal site is one of the tools which makes it possible for small and medium-sized enterprises(SMEs) to manage international trade activities more efficiently by using the newest information and telecommunication technology. So Korean SMEs should utilize trade portal sites more actively to promote global competitive power. Based on the theory of service quality and an existing research related to using information technology. this research analyzed the primary factors which affect user's utilization satisfaction in using trade portal sites. According to the results of the empirical study on actual users of the representative trade portal sites by using multiple regression analysis, The primary factors, such as service quality, government policy and cost have affected user's utilization satisfaction in using trade portal site. and user's utilization satisfaction have positive effect on continuous using intention. These research results will provide many useful insights to the managers of trade portal sites, e-trade system developers and government policy makers.
