The construction industry is a representative high levels of hazardous work environment, and the number of disasters in the construction industry is the highest compared to other industries. Information & Communication Technology(ICT) convergence technologies are being introduced worldwide, and this study considers ICT-based safety management cases at domestic and foreign, resulting in a list of technologies to recognize and resolve to construction site hazards. Technologies such as 「Development of hazard map considering cause, age, proficiency, type and timing of accident in construction industry」, 「Development of hazard map-based accident prediction platform using AI」, 「Development of smart safety management plan for whole construction work cycle」, 「Development of intelligent safety devices and smart safety equipment for mitigating hazard factors」 were derived as smart construction technologies that could solve this problem.

The purpose of this study is to investigate the types of domestic safety accidents involving children and to verify the difference of safety knowledge according to variables of parents. Subjects include 226 parents who have 3-5 year old infants enrolled in kindergartens and day care centers in I-city, Jeollabuk-do. The study tools are modified and complemented questionnaire for the study purpose referred to the preceding research data and the literature. For the processing of collected data, frequency analysis, descriptive statistics, one-way ANOVA, and the Duncan post-test were utilized using the SPSS program. The results of this study are as follows: First, safety accidents occurred at the majority of homes which have infant children. On average, the occurrence frequency was 1.78 times per six months. The accidents involving infants occurred in the order of drop or slip, crash or impact, stricture or jamming, fall, stab or cut, burn, swallow or inhalation. Second, both parents had an average level of safety knowledge. There was a distinction in the areas of 'fall' and 'first aid' according the mother's age. In addition, stay-at-home mothers had the higher level of safety knowledge compared with working mothers in the areas of 'general safety knowledge' and 'fire'. There was a distinction in the area of 'fire' according to the father's age. Given these findings, safety training programs for parents to improve safety knowledge needs to be developed.

Although the domestic industrial accidents have been decreased gradually, deaths in the construction sites have been occupied 49.9 percent of the total industry and deaths from fall accident have been accounted for 59.7 percent of the construction industry. In order to prevent fall accident, various safety activities and policy have been carried out. However, the impact on the domestic construction industry was inadequate. On the other hand, in advanced countries, such as the United States, Japan, EU, and Singapore Industrial accidents have been lower than domestic industry due to safety activities, the regulations and policies appropriate for each country's situation. In this study, we compare the major points of the Industrial Safety and Health Act in developed countries with those in South Korea to reduce the number of falls, and propose a revision. As a result of conducting research, three revisions have been proposed as 1) Enhance standards for fall height, 2) Improvement of upper safety rail height on guardrail, 3) Revision and research on Horizontal Sarety bar attachment system. This study will be utilized as a basic study for the analysis of cases in advanced countries.
In the event of an air accident, the media and members of the general public pay attention to the victim of the accident and are deeply concerned about their actions and rewards. However, through the accident of Air China(CCA) Flight 129, which occurred in 2002, we were able to confirm that it is a real problem that the victims of the air accident as well as the victims suffer much suffering and serious aftermath. Nevertheless, Korea's system for assistance the families of victims of air accident is very poor. On the other hand, when Trans-World Airlines(TWA) Flight 800 exploded and crashed over the Atlantic Ocean in 1996, the United States enacted a law to assistance the families of the victims of the accident. According to this law, systematic assistance and management of not only the victims of the accident but also their families, minimize the additional damage of victims and victims' families and help them to get rid of the accident after the accident. In particular, the measures taken by the US authorities in response to an accident in which an Asiana Airlines flight(AAR) 214 crashed during a landing at San Francisco International Airport in 2013, made a lot of suggestions for us to assistance the victims and their families in an air accident. The purpose of this paper is to suggest the necessity of improving the system for victims and victim's family assistance in air accident. In this paper, we analyze the domestic and foreign legal systems and related cases in past accidents, identify the deficiencies of the Korean system, and derive the necessity to improve the related system. It is also important to make sure that victims' families are relieved from early psychological and economic shocks and that the results of accident investigations are reliable. Relevant ministries, airlines, and related agencies should recognize that prompt and systematic assistance and cooperation is needed to ensure that victims and families are relieved of the impact and confidence in the investigation, as is the case in the United States. In addition, efforts should be made to supplement the related laws for the assistance of aircraft victims and victims' families, to establish manuals for implementation, to plan and to implement them promptly in the event of an accident. To achieve this, it is necessary to establish regulations for the legal institutionalization of the roles and responsibilities of national and state agencies on victims of aviation accidents and family assistance. And the victim and family assistance plan that the airline has to submit to it, as specified in the current law, need to specify that item. In addition, new and supplemented contents should be integrated into a single clause or proposed as a separate special law for the purpose of applying a clear law.
Doctoral Candidate, Department of Communication, Pusan National University This study analyzed the political and social significance of the disaster accident news with the frame and bias concept. In particular, this study confirmed theoretically how domestic media biased frame when it presents problem definition, causing interpretation, moral evaluation, and post-prescription on the ferry Sewol accident, In addition, the bias of the frame was analyzed comparing what is the difference between the conservative newspapers and liberal newspapers. Findings are as follows. First, in diagnosis of ferry Sewol accident, news slanted fragmentation frame>personalization frame>authority-disorder frame. The Chosun Ilbo focus on fragmentation bias, meanwhile Hankyoreh focus on the authority disorder relatively. Second, in accident evaluation, responsibility frame> moral frame> problem-solution frame. The Chosun Ilbo focus on responsibility frame and moral frame. But Hankyoreh focus on responsibility frame and problem-solution frame. Third, in the matter of responsibility, government frame>personal frame>organizational frame. Chosun Ilbo biased responsibility of the government and individuals, while the Hankyoreh is relatively more emphasis on government responsibility and the responsibility of the organization also showed. Fourth, in problem solving, thematic frame and episodic frame bias appeared as rough and level. Chosun Ilbo showed episodic frame, Hankyoreh showed thematic frame. News frame and bias as well as ideological differences of media on ferry Sewol accident was discussed in the context of the social dimension.
Korea's elevator industry is one of the world's eighth-largest industrial sectors and the third largest in the world by new installations. This year, the number of elevators has exceeded 700,000, and the number of new installations is 30,000-40,000 every year. However, the news of elevator-related accidents is reported continuously through the media and the accident rate is not decreasing. In particular, among the recent accidents related to elevators, accidents related to elevator workers are increasing, causing social problems. This year, the National Assembly's Environmental Labor Relations Commission's National Auditors lost five lives a year and 12 elevator workers were killed in fall and stenosis accidents during the installation, maintenance and replacement of the elevators for about two years since 2018. It took place to adopt the representatives of four domestic elevator companies as witnesses. An elevator worker is a collective term for workers involved in the design, manufacturing, installation, replacement, maintenance, inspection, management, and supervision related to the elevator industry, and the related accidents are called elevator worker accidents. Analysis of elevator-related accidents in the past has shown that the fault of the user accounted for 70% of the total, and the fault of the worker accounted for about 2.5%, and the accident occurred to the user or the user due to carelessness of the worker during the lift-related work. Currently, elevator-related accidents are reported by the Korea Elevator Safety Agency under Article 48 of the Elevator Safety Management Act under the Ministry of Interior and Safety. If deemed necessary for the prevention and prevention of recurrence of an elevator accident, the cause and condition of the elevator accident may be investigated. However, the current draft law is limited only to elevators after installation inspection, and is separated from the Ministry of Employment and Labor's data on accidents occurring in the manufacturing and installation stages related to the elevator industry. This study analyzes the recent safety accidents of elevator workers and prepares safety measures to prevent them through the risk analysis, and also draws out the problems and improvements of the current elevator worker accident investigation to find the elevator worker accident rate that is on the increase trend.

Hydrogen is emerging as a next-generation energy source and development and supply of FCEV (hydrogen fuel cell electric vehicle) is expected to occur rapidly. Accordingly, measures to respond to hydrogen car accidents are required and researches on the safety of hydrogen cars are being actively conducted. In this study, In this study, we developed a hydrogen car accident scenarios suitable for domestic conditions for the safety evaluation of hydrogen car in road tunnels through analysis of existing experiments and research data and analyzed and presented the hazard distance according to the accident results of the hydrogen car accident scenarios. The accident results according to the hydrogen car accident scenario were classified into minor accidents, general fires, jet flames and explosions. The probability of occurrence of each accident results are predicted to be 93.06%, 1.83%, 2.25%, and 2.31%. In the case of applying the hydrogen tank specifications of FCEV developed in Korea, the hazard distance for explosion pressure (based on 16.5 kPa) is about 17.6 m, about 6 m for jet fire, up to 35 m for fireball in road tunnel with a standard cross section (72 m2).

Along with an increase in marine activities every year, the frequency of marine accidents is on the rise. Accordingly, various research activities and policies for marine safety are being implemented. Despite these efforts, the number of accidents are increasing every year, bringing their effectiveness into question. Preliminary studies relying on annual statistical reports provide precautionary measures for items that stand out significantly, through the comparison of statistical provision items. Since the 2000s, large-scale marine accidents have repeatedly occurred, and case studies have examined the "accident response." Likewise, annual statistics or accident cases are used as core data in policy formulation for domestic maritime safety. However, they are just a summary of post-accident results. In this study, limitations of current marine research and policy are evaluated through a literature review of case studies and analyses of marine accidents. In addition, the ontology of the marine accident information classification system will be revised to improve the current limited usage of the information through an attribute analysis of boating accident status reports and text mining. These aspects consist of the reporter, the report method, the rescue organization, corrective measures, vulnerability of response, payloads, cause of oil spill, damage pattern, and the result of an accident response. These can be used consistently in the future as classified standard terms to collect and utilize information more efficiently. Moreover, the research proposes a data collection and quality assurance method for the practical use of ontology. A clear understanding of the problems presently faced in marine safety will allow "suf icient quality information" to be leveraged for the purpose of conducting various researches and realizing effective policies.
Against major release of radioactive material in nuclear power plant, Emergency Planning Zone(EPZ)s are typically established around nuclear power plants to effectively perform the public protective measures. The domestic methodology to determine the size of the EPZ is similar to that of Japan established in 1980, where calculations were based on the conservative accident source term. The objective of this study is to re-evaluate the validity of established EPZ, the area within the radius of $8{\sim}10km$ around domestic nuclear power plants, using the source terms covering full spectrum of accidents obtained from PSA study of ULJIN 3&4. To evaluate the risks of health effects, the computer code MACCS2(MELCOR Accident Consequence Code System2) was used. The result shows that the existing EPZ can reduce the probability of early fatality adequately for most of the source term categories(STCs) except for STC-14 and STC-19. In case of STC-14 and 19, the evacuation distance of 16km and 13km, respectively, are required. These distances can be reduced by improving emergency preparedness since the sensitivity studies for the public protective actions show that the magnitude of early fatality is largely affected by the time delays in notification and evacuation.
