An Empirical Study on General Deterrence Effects of the On-site Investigation System in the Korean National Health Insurance (건강보험 현지조사제도에서 일반적 억제이론에 대한 경험적 연구)

  • Background: This study aimed to examine whether cases of punishing false claimants threat general physicians to check their medical cost claims with care to avoid being suspected, and identify empirically general deterrence effects of the on-site investigation system in the Korean National Health Insurance. Methods: 800 clinics were selected among a total of 15,443 clinics that had no experience of on-site investigation until June 2007 using a stratified proportional systematic sampling method. We conducted logistic multiple regression to examine the association between factors related to provider's perception of on-site investigation and high level of perceived deterrence referring to fear of punishment after adjusting provider's service experiences and general characteristics. Results: The probability of high perceived deterrence was higher 1.7 times (CI: 1.13-2.56), 2.73 times (CI: 1.68-4.45) each among clinics exchanging the information once or more per year or once or more for 2-3 months than among clinics no exchanging the information about on-site investigation. Also, the probability of high perceived deterrence was higher 2.27 times (CI: 1.28-4.45) among clinics that knows more than 3 health care institutions having experienced an on-site investigation than among clinics knowing no case. Conclusion: A clinic knowing more punishment cases by onsite investigation and exchanging more frequently information about on-site investigation is likely to present high perceived deterrence. This result will provide important information to enlarge preventive effects of on-site investigation on fraud and abuse claims.

South Korea's strategy to cope with local provocations by nuclear armed North Korea (핵위협하 국지도발 대비 대응전략 발전방향)

  • North Korea's continuous threats and provocative behaviors have aggravated tension on the Korean peninsula particularly with the recent nuclear weapons test. South Korea's best way to cope with this situation is to maintain the balance among three policy directions: dialogue, sanctions, and deterrence. Among the three, I argue that deterrence should be prioritized. There are different sources of deterrence such as military power, economic power, and diplomatic clouts. States can build deterrence capability independently. Alternatively, they may do so through relations with other states including alliances, bilateral relations, or multilateral relations in the international community. What South Korea needs most urgently is to maintain deterrence against North Korea's local provocations through the enhancement of independent military capability particularly by addressing the asymmetric vulnerability between militaries of the South and the North. Most of all, the South Korean government should recognize the seriousness of the negative consequences that North Korea's 'Nuclear shadow strategy' would bring about for the inter-Korea relations and security situations in Northeast Asia. Based on this understanding, it should develop an 'assertive deterrence strategy' that emphasizes 'multi-purpose, multi-stage, and tailored deterrence whose main idea lies in punitive retaliation.' This deterrence strategy requires a flexible targeting policy and a variety of retaliatory measures capable of taking out all targets in North Korea. At the same time, the force structures of the army, the air force, and the navy should be improved in a way that maximizes their deterrence capability. For example, the army should work on expanding the guided missile command and the special forces command and reforming the reserve forces. The navy and the air force should increase striking capabilities including air-to-ground, ship-to-ground, and submarine-to-ground strikes to a great extent. The marine corps can enhance its deterrence capability by changing the force structure from the stationary defense-oriented one that would have to suffer some degree of troop attrition at the early stage of hostilities to the one that focuses on 'counteroffensive landing operations.' The government should continue efforts for defense reform in order to obtain these capabilities while building the 'Korean-style triad system' that consists of advanced air, ground, and surface/ subsurface weapon systems. Besides these measures, South Korea should start to acquire a minimum level of nuclear potential within the legal boundary that the international law defines. For this, South Korea should withdraw from the Nuclear Non-proliferation Treaty. Moreover, it should obtain the right to process and enrich uranium through changing the U.S.-South Korea nuclear cooperation treaty. Whether or not we should be armed with nuclear weapons should not be understood in terms of "all or nothing." We should consider an 'in-between' option as the Japanese case proves. With regard to the wartime OPCON transition, we need to re-consider the timing of the transition as an effort to demonstrate the costliness of North Korea's provocative behaviors. If impossible, South Korea should take measures to make the Strategic Alliance 2015 serve as a persisting deterrence system against North Korea. As the last point, all the following governments of South Korea should keep in mind that continuing reconciliatory efforts should always be pursued along with other security policies toward North Korea.

  • South Korea should not be in subordinate position in international relationships like the past. As the status of middle power. South Korea achieves peaceful unification through overcoming North Korea's nuclear and conventional threats, and builds military power in Northeast Asia as a 'balancer'. This can firstly be achieved by constructing "attack systems triad". 'attack systems triad' can be established through integrating the C41SR as a common strategy for the purposes of preemptive deterrence and retaliatory deterrence against the dangers of the present and the future. Second, denial deterrence can be achieved by establishing "defense system triad" by combining common military power and defensive weapon system. Finally, development of independent advanced technological strategies can be achieved by building defense industry and combination of research and development through constructing "Infra triad". As for constructing and reinforcing the future of the ROK military, a unilateral principle and policy efforts to achieve the aforementioned force construction models are needed. This can only be achieved through the government's national vision to take on the role of mediator and a basis founded upon the consensus of the public.

  • This paper provides a simple microeconomic model of terrorist attcks and anti-terrorism policies. The terrorists can be characterised as rational actors, choosing between legal activities and terrorist activities to promote their political goals. Since their resources are limited, one can think of anti-terrorist policies by examining how such policies affect the objectives and constraints of terrorists. Deterrence policy seeks to reduce terrorist attacks by raising the cost of undertaking terrorist acts. Proactive policy aims at preventing attacks by destroying terrorists' resources (fund, personnel, leadership). This paper suggests another type of anti-terrorist policy which is to reduce the benefits of (or in other words, raising the opportunity costs of) terrorist acts. Such a policy is based on decentralisation in political decision-making and economic power.

  • For the last two decades, there has been much research on computer abuse from the perspective of the general deterrence theory based on objectism, which covers security policy, security awareness programs, and physical security system. The traditional view offered by the general deterrence theory indicates that security policy, security awareness, and security system play a major role in preventing computer abuse. In spite of continuous organizational efforts and investments based on these systematic factors, the incidence of computer abuse in organizations is still rapidly increasing. This paper proposes another perspective-the social control theory based on subjectism-in preventing computer abuse. According to the social control theory, organizational trust, which comprises organizational attachment, commitment, involvement and norms, can prevent computer abuse by reducing insider's computer abuse. The aim of this article is to assess the role of organizational trust come from attachment, commitment, involvement, norms in preventing computer abuse. The results indicate that both organizational trust and deterrent factors are effective in preventing computer abuse.

  • PL law seeks consumers'just compensation and effective deterrence through shirting liability principle from negligence to strict liability. Impact analysis of Product Liability(PL) Low requires consumers' perspectives. This paper performed a policy delphi to predict the impact of PL law on consumers. The study surveyed the opinions of 30 specialists in PL area, ranging from government, officials, professors, researchers, consumer activists, to business executives, for three times. The consumer are as follows: first of all, PL law can contribute to damage compensation significantly in that it stimulates consumer complaints through non- court procedures. It is very unlikely that suits will be increased rapidly due to PL because of the current law environment. The degree of influence of PL law on damage compensation will very according to the content of PL law. Secondly, PL law can contribute to deterrence in that it encourages companies' efforts for product safety while it doesn't undermine consumers' attentions to safety. The influence on companies' efforts will vary according to the content of PL law.

Effects of Expressive Sexual Coping Behavior on the Prostitution Attitude of Spouseless Men (무배우자 남성의 표현적 성 대처행동이 성매매 태도에 미치는 영향: '범죄억제에 대한 인식'의 조절효과를 중심으로)

  • This study used 286 men living without a spouse in the regions of Daejeon, Sejong, Chungnam and Chungbuk to review the effects that expressive sexual coping behavior have on the prostitution attitude. During this process, the moderating effect of the factor, 'perception of crime deterrence', was verified. The data were analyzed using PASW Statistics 18.0.Major findings are as follows; First, the attitude towards prostitution found in study subjects was higher than average, showing that they had a positive perception. Second, factors affecting the attitude towards prostitution were identified to be education level, health status, employment status, social participation, sexual coping behavior, official and unofficial deterrence as part of crime deterrence. Third, official deterrence as part of crime deterrents appeared to have a moderating effect in the relation between sexual coping behavior and prostitution attitude. Based on these findings, the study presents practical measures to deter prostitution of spouseless men.

Defending Multiple Terrorist Targets (대테러전략의 게임이론적 분석)

  • This paper analyzes a situation where multiple targets are exposed to a potential terrorist attack. The probability of an attack is determined endogenously in a game where a terrorist chooses the target while the targets independently determine the level of deterrence. As each target tries to divert an attack to others, the symmetric equilibrium becomes suboptimal and exhibits dispersion in the level of deterrence. The analysis shows that the first best deterrence level may be achieved when the targets can write a binding risk-sharing contract. Such a contract has limited applicability however as it suffers from a potential verification problem.

  • While the importance of information security policies is heightened, numerous empirical studies have been conducted to investigate the factors that influence employee's willingness to comply organizational security policies. Some of those studies, however, were not consistent and even contradictory each other. Synthesizing research outcomes has been resulted as qualitative literature reviews or quantitative analysis on individual effect sizes, which leads to meta-analyze on whole research model. This study investigated 28 empirical research based on the deterrence theory with sanction certainty, severity and celerity. The analysis with random effect model resulted in well-fitted research model as well as all of significant paths in the model. Future research can include informal deterrent factors and contextual factors as moderator variables.

  • With the spread of Internet personal broadcasting service, the number of personal broadcasting hosts (BJs: Broadcasting Jockeys) and viewers is increasing, and immediate communication between them is also actively taking place. This study examines whether the mechanism to suppress deviant behavior of BJ works effectively and how viewers interacting with BJs affect the intentions of deviant behaviors of BJs. Through the structural equation model, the effect of formal and informal sanctions of deterrence theory on BJs' intention of deviant broadcasting through their policy compliance attitude was investigated. The moderating effect of social pressure on the relationship between BJs' policy compliance attitude and their deviant broadcasting intention was confirmed. A total of 234 data were analyzed by surveying Africa TV BJs. As a result of the analysis, it was found that informal as well as formal sanctions increased the BJs' attitude toward policy compliance. However, it was confirmed that the social pressure perceived by BJs from Internet personal broadcasting viewers reduced the effect of policy compliance attitudes on reducing deviant broadcasting intentions.
