Problems of Insufficient Detailed Inspection and Precision Safety Diagnosis and the Improving Direction for the Evaluation System (부실 정밀점검 및 정밀안전진단의 문제점과 평가제도의 개선방향)

  • As importance of the field of maintenance and management come to the fore because of collapses of the Seongsu bridge and the Sampoong department store, "Special Act for the Safety Control of Public Structures" was established in 1995 and the major maintenance and management system began taking effect "Detailed inspection and Precision safety diagnosis". However, a technical standard of "Detailed inspection and Precision safety diagnosis" was low because its history was not long, and also the results of research were not enough so anxiety for "Insufficient Detailed inspection and Precision safety diagnosis" was continuously left. While its evaluation system introduced in 2002, the ratio of "Insufficient Detailed inspection and Precision safety diagnosis" has been getting lower. However, according to the evaluation result after carrying out "Detailed inspection and Precision safety diagnosis" recently, it seems difficult to become lower for the ratio of "Insufficient Detailed inspection and Precision safety diagnosis" in future. Therefore, it is considered of questionary survey of the concerned organization and the mechanism side in connection with "Insufficient Detailed inspection and Precision safety diagnosis". So it is arranged the fundamental problems caused by an "Insufficient Detailed inspection and Precision safety diagnosis" that is to show the improving direction of the existing evaluation system in a based on this.

  • This study was carried out to establish the database system by using the safety inspection and in-depth inspection results for infrastructures such as bridges, tunnels, dams, and water supplies. A classification system of each facility was proposed by standardizing items for inspection & diagnosis in order to automatize work process. Also, it justifies data structure based on database from pre-investigation to field survey, evaluation of facilities, and report making. In addition to this, it suggests improvement plans of relative regulations and guidelines such as Facility Management System(FMS), operational regulation, and inspection detailed guideline to make inspection result database of infrastructures which can be used effectively.

  • In this paper, an on-line multi-sensor visual inspection technique for seamless steel pipe´s straightness is developed. The basic principle of the visual measuring method is detailed. The modeling of visual sensor, measurement system and data processing are presented. In order to test the accuracy of the multi-sensor visual inspection, an experiment inspecting the straightness of a 1500mm long seamless steel pipe is made. The experiment results show that the visual inspection technique can achieve on-line measurement and offers high precision and stability.

  • This paper presents the real-time PCB(Printed circuit board) inspection system that can detect thin open/short error using the line scan camera. After a overall introduction of our system, the outline of our inspection methods are described. The goal of our inspection system is the real time and detailed inspection using the line scan camera. To perform inspection processing in real-time, we utilize double buffering structure. In order to solve the problem of unexpectable pixels of PCB, we propose melting process which eliminates unexpectable pixels of PCB. The design and development of our prototype of PCB ins- pection system is discussed and test results are presented to show the effectiveness of the developed inspection algorithm.

  • KEPCO Research Institute developed a GIS-based autopilot drone inspection system for electric power facilities and since its pilot application in 2017, it has been successfully used to detect defects in power transmission lines. This paper presents how to operate this system in the field of power line inspection. Power transmission lines are located in a wide variety of environments such as plains, mountains, river crossings, sea crossings, and industrial areas. Among these, some transmission lines are difficult for human workers to access because of their geographies and some should be checked more often due to their severe contamination. Considering these field conditions, we classified drone operation in two categories to increase its effectiveness and efficiency - patrol surveillance and detailed inspection tasks. This paper describes the detailed procedures of the two tasks above and their field application experiences. In addition, this paper newly proposes how to construct public drone roads by using the information of KEPCO's power transmission lines.

  • To prevent illegal building work in advance, regional building safety centers were introduced to perform technical investigations and management. The purpose of this study is to propose the detailed operational directions of the regional building safety center through the analysis on the current status of parameters, such as the operation of designated confirmation and inspection bodies in Japan. We consider the role, building administrative process and establishment criteria of regional building safety centers through the analysis the introduction background and the designation criteria of designated confirmation and inspection bodies. In establishing the center's professional manpower qualifications, we refer to the criteria for the professional qualifications of the designated confirmation and inspection bodies. In addition, the calculation method of required manpower of verification inspectors in Japan was used as a reference in setting the scale of regional professional manpower. Finally, we propose the detailed operational directions of the regional building safety center such as (1)roles of the center, (2)establishing management plan of the center, (3)work scope (4)scale of the professional manpower, (5)qualification of the professional manpower, and (6)funds.

Development of an Improved Inspection System for Slopes adjacent to Educational Facilities (개선된 교육시설 인접 사면 점검체계 구축)

  • This study presents an improved inspection system for slopes adjacent to educational facilities. For this, field investigations for 5 schools and 3 universities were performed to analyze the engineering stability of infrastructures, which ensure the safety of students and educational officers. Educational laws and the relevant enforcement are reviewed to understand the problems of current laws and enforcement. The results reveal that the engineering measures and reinforcement are required for the slopes of 36%. Also, the improvement of social awareness and regular inspection is needed to maintain the educational infrastructures. The suggested inspection system includes the fundamental and detailed checklists and guidance for non-engineering specialists.

Positioning and Inspection of SMD : Comparison of Morphological Method and Hough Transform Method (SMD의 위치와 방향 계산 및 검사 알고리듬 : 형태학적 방법과 Hough 변환 방법의 비교)

  • New morphological positioning algorithm and inspection method are presented and compared with a method by means of the Hough transform. The positioning algorithm is the process of finding the center and the rotated angle of the surface mounted device (SMD). The inspection method is capable of detecting the location of broken or bent leads. In order to obtain the center and the orientation of the SMD rapidly, the Hough transform method utilizes feature points (concave points) and is executed on a DSP board. The proposed morphological method is implemented by using the morphological skeleton subsets, and an ultimate orientation is decided by the Hit-or-Miss transform (HMT). In the inspection process, two inspection methods also are presented. The first method utilizes the morphological methods, i.e., opening and closing. It is performed before the positioning process and called an initial inspection. The second method follows the positioning process and is performed by an inspection of intersections of rulers and the lead edge (or the skeleton). It is a ruling technique which is referred to as a detailed inspection. We find the morphological approach is preciser and faster than the Hough approach by the comparison of the proposed algorithms.

  • This paper informs the standard guideline of electrical inspection for the University laboratories and R&D institutes. A routine electrical inspection is there to prevent an electric shock and electrical fire accident in the Lab. The main issue of this paper is to check the problem of a routine electrical inspection and this paper provides a detailed guideline of a checklist for the Lab which do not have detailed instruction. It mentions the standard model of an effective routine inspection to upgrade the weak electrical environment in the Lab. One of the main purposes of this paper is to develop a routine checklist to control the electrical environment in the Lab. The evaluation checklist we develop will then be applied to every Lab. Introducing an electrical safety checklist builds a clear standard guideline for a real safety check. This will be used as a regular routine check-up for every Lab. The goal of this paper is to enforce safety from electrical accidents in the lab and it will provide safety guidelines for every Lab.

  • An apartment house, a private facility, is a house built for many persons to live independently in a building. An apartment house is a building where life damage can happen most in case of a safety accident due to insufficient inspections. However, formal inspections are being realized due to awareness shortage of managing bodies about safety inspection and low-price order-receiving of diagnosing enterprises via the lowest bidding method. This is because it is judged that remarkable costs are inputted in repairs and reinforcement such as maintenance of a structure and that there is a large possibility of human damage in case of a safety accident in a structure. So, this paper aims to derive the points to improve in the current criterion to execute an efficient detailed inspection. As its method, the design price and execution price situation of 66 buildings inspected in detail for recent 3 years for the class 2 facilities in Gwangju Metropolitan City and Jeonranam-do are examined and analyzed. The state2 object buildings to inspect are selected through this. And this paper aims to present the points to improve through the analysis of current problems by evaluating the detailed inspection report and the detailed inspection execution price calculation criterion for the selected 10 apartment houses.
