This study is aimed at the development of ubiquitous based road disaster management system. The fundamental technologies used for developing this system are classified into three modules - wireless internet communication module, mobile module and server module. These fundamental technologies can be used not only for developing road disaster management system but also for developing various mobile or ubiquitous systems. With this system, workers can download many DB (Digital map, Attribute information etc.) from server to the field in realtime. The accuracy and objectivity of the DB could be improved with these informations collected at fields because these data can be used as basic data for road disaster information collection. Because in the web based server module - Web based Road Disaster Management System (URDMS) - field disaster information was showed link up with exist DB on road by absolute coordinate, the decision making with all of the field information was made and it sent to a field staff in realtime. The problems of current road disaster management rule ran be solved by this URDMS.
Epidemiological studies have shown the association between transportation of live animals and the potential transmission of infectious disease between premises. This finding was also observed in the 2014-2015 foot-and-mouth disease (FMD) outbreak in Korea. Furthermore, slaughterhouses played a key role in the global spread of the FMD virus during the epidemic. In this context, in-depth knowledge of the structure of direct and indirect contact between slaughterhouses is paramount for understanding the dynamics of FMD transmission. But the social network structure of vehicle movements to slaughterhouses in Korea remains unclear. Hence, the aim of this study was to configure a social network topology of vehicle movements between slaughterhouses for a better understanding of how they are potentially connected, and to explore whether FMD outbreaks can be explained by the network properties constructed in the study. We created five monthly directed networks based on the frequency and chronology of on- and off-slaughterhouse vehicle movements. For the monthly network, a node represented a slaughterhouse, and an edge (or link) denoted vehicle movement between two slaughterhouses. Movement data were retrieved from the national Korean Animal Health Integrated System (KAHIS) database, which tracks the routes of individual vehicle movements using a global positioning system (GPS). Electronic registration of livestock movements has been a mandatory requirement since 2013 to ensure traceability of such movements. For each of the five studied networks, the network structures were characterized by small-world properties, with a short mean distance, a high clustering coefficient, and a short diameter. In addition, a strongly connected component was observed in each of the created networks, and this giant component included 94.4% to 100% of all network nodes. The characteristic hub-and-spoke type of structure was not identified. Such a structural vulnerability in the network suggests that once an infectious disease (such as FMD) is introduced in a random slaughterhouse within the cohesive component, it can spread to every other slaughterhouse in the component. From an epidemiological perspective, for disease management, empirically derived small-world networks could inform decision-makers on the higher potential for a large FMD epidemic within the livestock industry, and could provide insights into the rapid-transmission dynamics of the disease across long distances, despite a standstill of animal movements during the epidemic, given a single incursion of infection in any slaughterhouse in the country.
Previous research on loyalty program has verified the factors that influence redemption behavior and the understanding of the mechanism of redemption behavior with academic and practical implications. However, these research has not proven boundary conditions in which the phenomena can be strengthened or weakened- that is, the moderating effect remains unclear. The inclusion of moderating variables can provide a more extensive understanding of the mechanism of this behavior from academic and managerial perspectives alike. Therefore, this current research proposes regulatory focus as a moderating variable, which has received scarce attention in the study of loyalty program behavior, especially individual characteristic variables that, in turn, affect the consumers' purchasing behavior in various ways. Previous research on consumer decision making investigates the differential role of regulatory focus as a series of stages. Regulatory focus theory posits that people depend on the two types of regulatory focus when pursuing goals: promotion focus vs. prevention focus. The former induces tendencies to recognize a goal as a hope and ideal, as something that satisfies the need for accomplishment, and to be sensitive to the presence of a positive outcome of the match and to match the pursuit of goals. On the other hand, the latter tends to regard a goal as the responsibility or obligation to achieve the goal, has a tendency to avoid failure to meet a target, and is sensitive to the presence of the negative consequences that do not reach the target. The following propositions are suggested: 1) The effect of higher accumulation effort level on delaying point redemption speed will be relatively more pronounced for customers with prevention focus. 2) The effect of higher accumulation effort level on large redemption unit size will be relatively more pronounced for customers with prevention focus. 3) The effect of higher accumulation effort level on hedonic redemption ratio will be relatively more pronounced for customers with promotion focus. Therefore, this research provides a moderating variable that has the potential to be used as a reference for market segmentation and affects the relationship between point accumulation effort and three sides of point redemption behavior. On this basis, the direction for the future research on this issue is recommended. Future research could verify these propositions conducting a survey of customers' propensity of regulatory focus in conjunction with the history of the loyalty program of data. This would provide a more realistic effect on the usage behavior of loyalty program consumers by providing useful implications for both marketing practitioners and researchers.

In this study, the significant and enduring concentration of federal R&D spending in metro-scale clusters across the nation is treated as evidence of the operation of a distinct industrial infrastructure defined by the ability of R&D performers to attract external funding and pursue the sophisticated project work demanded. It follows, then, that the agglomerative potential of these R&D concentrations -- performers and their support infrastructures -- requires a search for economic impacts guided by a different stimulative effects attributable to federal R&D spending may be that substantial subnational economic impacts are routinely obscured and diluted by research designs that seek to discover impacts either at the level of nation-scale economic aggregates or on firms or specific industries organized spatially. Therefore, this study proceeds by seeking to link the locational clustering of federal contract R&D spending to more localized economic impacts. It tests a series of models(X-IV) designed to trace federal contract R&D spending flows to economic impacts registered at the level of metro-regional economies. By shifting the focus from funding sources to recipient types and then to sector-specific impacts, the patterns of consistent results become increasingly compelling. In general, these results indicated that federal R&D spending does indeed nurture the development of an important nation-spanning advanced industrial production and R&D infrastructure anchored primarily by two dozed or so metro-regions. However, dominated as it is by a strong defense-industrial orientation, federal contract R&D spending would appear to constitute a relatively inefficient national economic development policy, at least as registered on conventional indicators. Federal contract R&D destined for the support of nondefense/civilian(Model I), nonprofit(Model II), and educational/research(Mode III) R&D agendas is associated with substantially greater regional employment and income impacts than is R&D funding disbursed by the Department of Defense. While federal R&D support from DOD(Model I) and for-profit(Model II) and industrial performer(Model III) contract R&D agendas are associated with positive regional economic impacts, they are substantially smaller than those associated with performers operating outside the defense industrial base. Moreover, evidence that the large-business sector mediates a small business sector(Model VI) justifies closer scrutiny of the relative contribution to economic growth and development made by these two sectors, as well as of the primacy typically accorded employment change as a conventional economic performance indicator. Ultimately, those regions receiving federal R&D spending have experienced measurable employment and income gains as a result. However, whether or not those gains could be improved by changing the composition -- and therefore the primary missions -- of federal R&D spending cannot be decided by merely citing evidence of its economic impacts of the kind reported here. Rather, that decision turns on a prior public choice relating to the trade-offs deemed acceptable between conventional employment and income gains, the strength of a nation's industrial base not reflected in such indicators, and the reigning conception of what constitutes national security -- military might or a competitive civilian economy.
Proposed increases to the government's R&D budget should be discussed based on merits of meeting efficiency and effectiveness criteria. The evaluation of the national R&D budget and related programs are performed in two areas: a system of R&D budget coordination and allocation, and a system of R&D program performance. This paper mainly focuses on the operational areas of R&D budget evaluation system with a focus on their impact to efficiency and effectiveness. The core view point for a R&D budget evaluation system involves two directions: Firstly, to detail the relationships between the later stage (ex. post) activities such as, program survey, analysis, and program performance evaluation, with the budget evaluation. Secondly, to critically oversee all R&D coordination procedures with a different perspective. Budgeting is generally known as a serial process of policy making, planning and executing. It is highly desirable for the budget to be allocated to, and spent by, specific programs as planned, and that each plan be aligned with a specific policy. As such, a strong relevance between the program structure and budget code system is integral to successful execution. It should be performed using a decision making system which closely examines the link between policy and budget. It is also recommended that systematic relationships be maintained among budget coordination and allocation, performance evaluations of policy and program levels, and program survey and analysis system, and that their operational schedule should be reviewed comprehensively as a one integrated system. The National Science and Technology Council is expected to play a major and practical role as the center of policy planning and should be supported by the objective and unbiased system which covers overall process from policy making to program evaluation. Finally, increased utilization of contents, timely program survey and analysis, and accurate of activity scheduling of budget coordination and allocation, and diligent program performance evaluation all contribute towards a more efficient and effective overall evaluation system.
This study, with reference to data on economic conditions in Shandong Province, China, looked into trade and investment activities in Korea and major cities of Shandong - Qingdao, Yantai, Weihai and Jinan - and investigated claim cases between the two countries by type. In addition, we investigated the matter empirically by conducting a survey administered to 300 Korean companies investing in Shandong Province and, based on the data, tested hypotheses for inferential analysis. The findings are as follows: i) while hypotheses in which the size of a firm, represented by import and export volume, has a positive relation with the frequency of trade claim filings (H1) and with the financial value of the trade claims (H2) were quoted, company size proved to have a significantly negative relation with the time required to obtain a claim decision, which rejects the third hypothesis (H3) in which the relation was thought to be positive: ii) while products, as represented by the type of business, showed a clearly significant difference with the frequency of trade claim filings (H4) and with methods of preventing and responding to claims (H6), they did not show a significant link to the type of trade claim (H5). This study is a theoretical and empirical overview of Korean companies based in Shandong Province of China, and can be used to address the practical needs of the Korean companies looking to start business in Shandong Province.
This study aims to investigate the impact of hotel marketing agility on employee job crafting and service innovative behavior in the context of the uncertainties faced by the Korean hotel industry amidst a rapidly changing business environment. In the post-COVID era, hotel companies need to quickly detect market trends and respond flexibly to secure a competitive advantage and promote sustainable growth. Given the high proportion of face-to-face services in the hotel industry, marketing agility is emerging as a core competency to effectively cope with changing customer demands and market dynamics. However, an organization's agile marketing capabilities only take on true meaning when frontline employees voluntarily redesign their jobs and lead service process innovations. In this regard, job crafting, which refers to employees' active redefinition and modification of their job boundaries, can serve as a link between organizational agility and individual innovative behavior. By empirically analyzing the structural relationship between marketing agility, job crafting, and service innovative behavior in the hotel context, this study applies the concept of agility to the field of human resource management and provides new insights into the antecedents and outcomes of job crafting. The results show that hotel responsiveness has a significant positive impact on all three dimensions of job crafting. In the case of speed and flexibility, they had a significant positive effect on task and relational crafting, but the effect of speed on cognitive crafting was not significant. The implications of the study suggest that hotels' rapid decision-making and execution may actually constrain employees' cognitive crafting activities, such as reflecting on and reinterpreting the meaning and identity of their work. Furthermore, it is expected to provide meaningful insights for hotel managers facing environmental upheavals to seek practical measures to enhance agility and innovativeness.
Using the theory of attribution, this study investigates the determinants if controllability and explores underlying dimensions of online information credibility, and then investigates if the credibility of online information influences the users' intention to use the online information for evaluating or judging the involved products. Moreover, as a research attempt to investigate the impacts of online information credibility, this study examines whether the main effect of perceived online information credibility on the intention of using online information to make a decision of purchase is mediated by both perceived risk and perceived usefulness. A total of 287 survey forms were collected from online consumers. We examined reliability by exploring internal consistency of the multiple item scales in the overall sample. Convergent and discriminant validity were also examined for evidence of construct validity. Then, PLS technique was employed to test the research model. As a result of analyzing data from a dataset of 287 responses via PLS technique, it is found that (1) both sources (controllability and stability) of perceived credibility are significantly associated with both perceived risk and perceived usefulness, and (2) perceived risk as well as perceived usefulness partially mediate the link between the two sources of credibility and intention to use. The findings of this study also suggest that the two dimensions of online information credibility influence information recipient's intention to use. Moreover, the online information including descriptions about controllability and stability can trigger potential consumers to perceive risk about consumption of the informed products and services. Therefore, providing online information with highly described controllability and stability can increase not only the credibility of the online information itself, but also the intention to use the online information through perceived risk and usefulness.
The transit fare resulted from the renovation of public transit system in Seoul is basically determined based on the distance-based fare policy (DFP). In DFP, the total fare a passenger has to pay for is calculated by the basic-transfer-premium fare decision rule. The fixed amount of the basic fare is first imposed when a passenger get on a mode and it lasts within the basic travel distance. The transfer fare is additionally imposed when a passenger switches from one mode to another and the fare of the latter mode is higher than the former. The premium fare is also another and the fare of the latter begins to exceed the basic travel distance and increases at the proportion of the premium fare distance. The purpose of this study is to propose an algorithm for finding K number of paths, paths that are sequentially sorted based on total amount of transit fare, under DFP of the idstance-based fare policy. For this purpose, the link mode expansion technique is proposed in order to save notations associated with the travel modes. Thus the existing K shortest path algorithms adaptable for uni-modal network analysis are applicable to the analysis for inter-modal transportation networks. An optimality condition for finding the K shortest fare routes is derived and a corresponding algorithms is developed. The case studies demonstrate that the proposed algorithm may play an important role to provide diverse public transit information considering fare, travel distance, travel time, and number of transfer.

The compressed mode is used to perform inter-frequency and inter-system handover in WCDMA. The instantaneous transmit power is increased in the compressed frame in order to keep the QoS(Quality of Service) unaffected by the reduced processing gain. Furthermore, since the inner loop power control is not active during the transmission gap and the effect of interleaving is decreased, a higher Eb/No target is required, which directly affects the system performance. Due to the impact on performance, the compressed mode should be activated by the RNC(Radio Network Controller) only when there is real need to execute an inter-frequency or inter-system handover. However, 3GPP does not define the method that decides the compressed mode activation. In order to reduce performance degradation, there is need the decision method. In this paper, we consider a combined cell structure in which some neighbor cells have a frequency the same as serving cell and the others have a different frequency or system. Under consideration, we analyze the effect of the compressed mode on the WCDMA forward link performance. In order to avoid performance degradation, we propose an UE(User Equipment) measurement method that can restrict the activation area of the compressed mode of UE that does not need it and evaluate its performance by simulations. Analytical results show that the use of the compressed mode affects the performance degradation. And simulation results show that proposed method leads to better performance.
