A Legislative Device for the University's Safety Management System in Terms of Crisis Management Perspective (위기관리관점에서 대학의 안전관리 법제 방안)

  • This research will mainly focus on security issues in a university campus and delve into the risk factors and its characteristics due to the extreme polarization growth, and ultimately conduct research on legislative issues regarding safety & security management. A university campus is a miniature of the society, concentrated with human resources, material resources and knowledge information resources. It is also a region in which various underlying risk factors threaten these resources. However, due to the insensibility of danger and carefree indolence, these risk factors have been ignoring, leaving university campus amidst a "dead zone." Currently, a systematic and synthetic measures not only for safety inside the laboratory but also for the new type of crimes such as cyber crimes and motiveless crime due to extreme polarization, stress, uneasiness about the future, increase of mental illnesses, and drug abuse are urgently required. Therefore, I would like to introduce a legislative program in a crisis management perspective that can prevent universities from danger and protect the resources which would ultimately create a new security system.

  • Mobile network is used by many users worldwide for diverse services, including phone-call, messaging and data transfer over the Internet. However, this network may experience massive damage if it is exposed to cyber-attacks or denial-of-service attacks via wireless communication interference. Because the mobile network is also used as an emergency network in cases of disaster, evaluation or verification for security and safety is necessary as an important nation-wide asset. However, it is not easy to analyze the mobile core network because it's built and serviced by private service providers, exclusively operated, and there is even no separate network for testing. Thus, in this paper, a virtual mobile network is built using OpenAirInterface, which is implemented based on 3GPP standards and provided as an open source software, and the structure and protocols of the core network are analyzed. In particular, the S1AP protocol messages captured on S1-MME, the interface between the base station eNodeB and the mobility manager MME, are analyzed to identify potential security threats by evaluating the effect of the messages sent from the user terminal UE to the mobile core network.

  • In this study, a new methodology by using the X-ray CT scan is proposed for estimating void ratio of sandy soil. The general problems in high resolution X-ray CT scan such as beam hardening and ring artifact had been successfully settled up using thin metal plate filter and some calibration process. In order to calculate the void ratio of sand from its CT image, the procedures and algorithm for CT image processing are developed. CT scan tests for Joomunjin sand are carried out to verify its applicability to void ratio testing.

  • SCADA(Supervisory Control And Data Acquisition) systems are widely used for control and monitoring of critical infrastructures including electricity, gas and transportation. Any compromise in the security of SCADA systems could result in massive chaos and disaster at a national level if a malicious attacker takes the control of the system. Therefore, sound countermeasures must be provided when the SCADA systems are being developed as well as when they are being operated. Unlike general information processing system, SCADA systems have different service responses, communication protocols and network architectures and therefore a different approach should be applied to each SCADA systems that takes into consideration of each system's security characteristics and architectures. In addition, legal basis should be established to ensure the nationwide management of the systems security. This paper examines the vulnerabilites of SCADA systems and proposes action plans to protect the systems against cyber attacks.

Enhanced ACGAN based on Progressive Step Training and Weight Transfer

  • Among the generative models in Artificial Intelligence (AI), especially Generative Adversarial Network (GAN) has been successful in various applications such as image processing, density estimation, and style transfer. While the GAN models including Conditional GAN (CGAN), CycleGAN, BigGAN, have been extended and improved, researchers face challenges in real-world applications in specific domains such as disaster simulation, healthcare, and urban planning due to data scarcity and unstable learning causing Image distortion. This paper proposes a new progressive learning methodology called Progressive Step Training (PST) based on the Auxiliary Classifier GAN (ACGAN) that discriminates class labels, leveraging the progressive learning approach of the Progressive Growing of GAN (PGGAN). The PST model achieves 70.82% faster stabilization, 51.3% lower standard deviation, stable convergence of loss values in the later high resolution stages, and a 94.6% faster loss reduction compared to conventional methods.

A study on the Perception of Safety care Practices of Prospective Pre-service Early Childhood Teachers (예비유아교사의 안전돌봄 실천행위 인식 연구)

  • This study targeted 125 prospective early childhood teachers at G University in G Metropolitan City to investigate their perceptions of safety care practices. The collected data were analyzed using One-way ANOVA and Scheffe's post hoc test. As a result of the study, there was a statistically significant difference in the overall awareness of safe care practices of prospective early childhood teachers according to grade. Statistically significant differences were found in the sub-factors 'Life Safety', 'Traffic Safety', 'Violence and Personal Safety', 'Drugs and Cyber Addiction', and 'Disaster Safety'. On the other hand, there was no statistically significant difference in 'occupational safety' and 'first aid'. Through these results, Through these results, we aim to increase safety competency by measuring safety care practices, expand practical training opportunities for prospective early childhood teachers, develop various media, and above all, improve class operation and content related to safety in early childhood teacher training courses. Based on this, we aim to provide basic data to develop a pre-service early childhood teacher education program.

Characteristics of Unconfined Compressive Strength of Dredged Clay Mixed with Friendly Soil Hardening Agent (준설토와 친토양 경화재 혼합지반의 일축강도특성)

  • In the construction on low strength and high compressible soft ground, the many problems have been occurred in recent construction project. therefore, the soil improvement have been developed to obtain high strength in relatively short period of curing time. Based on the laboratory tests using undisturbed marine clay, the effect of improvement on soft ground was estimated. Deep mixing method by cement have been virtually used for decades to improve the mechanical properties of soft ground. However, previous researches set the focus on the short term strength the about 10% of cement treated clay. In this paper, cement and Natural Soil Stabilizer (NSS) were used as the stabilizing agent to obtain trafficability and mechanical strength of the soft clay. Based on the several laboratory tests, optimum condition was proposed to ensure the mechanical strength and compressibility as the foundation soil using cement and NSS mixed soil. Finally, research data was proposed about the applicability of NSS as the stabilizing agent to soft clay to increase the mechanical strength of soil.

  • This study was conducted to extract the student-centered experiential safety education activities in order to establish safety-experience-education-facilities based on "School safety education 7 standards" announced by the Ministry of Education in 2015. For this purpose, we established the concept of safety-experience-education-facilities, and conducted surveys twice targeting experts of each 7 fields based on the learned results of 758 sessions through "School safety education 7 standards". First, through the surveys, it was organized by 150 sessions out of 758 education class that extracted from safety-education-program sessions on experts, conducted a second expert survey for the validation of selected educational programs in Delphi format, the result of 5 sessions of the program is deleted, and 145 sessions was surveyed to be maintained. It was ascertained that 145 sessions of education program, 21 sessions of life safety area, 22 sessions of traffic safety area, 18 sessions of violence and personal safety area, 5 sessions of drugs and cyber addiction area, 36 sessions of disaster safety area, 10 sessions of occupation safety area, 33 sessions of first-aid area, is the experiential safety education activities that have to be applied to the safety-experience-education-facilities.

Performance Estimation of Hexagonal Rockfall Protection Net by Numerical Analysis (수치해석을 이용한 육각 낙석방지망의 성능 평가)

  • It has been generally recognized that the conventional rockfall protection nets have several problems to actual field application in the aspect of shock absorption, lack of pullout bearing capacities, and net damages. Because of the recognition, authors have tried to develop a new rockfall protection system consisted of shock absorption parts and hexagonal net configuration. In the previous research by the authors, the performance of the newly developed rockfall protection system has been investigated through the laboratory tests and the full-scale testing. In this study, subsequently, numerical analysis program is organized to make a confirmation of the structural stability and performance. For the correct design procedure of the hexagonal net system, it is essential to understand the various mechanical behavior of the entire system. It is also important to be reproduced the systematic characteristics of the system acquired by laboratory and full-scale testing by numerical analysis in order to carry out the numerical experiment to understand various mechanical behavior of the system. As a conclusion, the hexagonal net has better performance in mechanical and physical behavior compared with that of the rectangular net. Furthermore, due to the hexagonal net shows a good performance in aspect of the load distribution, it gives a good alternative in long-term management of the rockfall protection net.

  • As the post-cold war era and globalization go on, national security problems which were not traditional national security problems such as terrorism, crime, environmental disasters, economic crises, cyber-terrorism, diseases, and energy problems threat humanity and nations and demands changes. Also, with the change, the concept of "big government" has emerged as the role of nation expanded. The modern society sees every country change from small government to big government in order to realize the establishment of welfare state. A comprehensive interpretation of security is needed in order to comprehensive protection of citizens beyond outside invasion such as crime, new disaster, terrorism. In Korea, incidents such as Cheonan-Ham, Yeonpeyong-Do, foot-and-mouth disease, Ddos terrorism, pirates hostages, mad cow disease, AI are happening and the humanitarian support for North Korea and the summit of South and North Korea are at a standstill. Also, National emergency management system, comprehensive emergency management center, countrol tower, national security system, cooperation with citizens, establishment of legal and institutional system are needed. The importance of this research is on the reestablishment of new national security and emergency management system according to the comparison between the national security and counter-terrorism system of Korea and that of the United States which is a leading country in this field. Also, the establishment of national emergency management act is needed as a statute for effective function as currently various laws and administrative organizations are dispersed.
