Since the development of Smart technology and the advent of various Smart media, a learning environment for individual learners and the school has been changing. In the stream of changing learning environments, in 2011, the government announced SMART education strategies, introducing the term officially, "SMART education." With the governments' efforts to develop and implement SMART education in school, many policies has been enacted and many research has been conducted and increased gradually. However, as policies of SMART education have initiated in situation where there is no clear understanding in regard of SMART education, many researchers and teachers confused of SMART education and its identity and attributes, even though it has been 6 years since the concept was introduced. Unfortunately, SMART education has been implemented as one type of instructional methodology as utilizing Smart technology. Thus, in this research, we tried to build theoretical foundation of SMART education through analyzing former research on SMART education to define the attributes of SMART education. To examine how SMART education has been implemented in terms of its attributes, also, we analyzed research that conducted instructional design and implementation on SMART education in actual learning environments. As the results of former research analysis, the attributes of SMART education include Information and Communication Technology, open learning environment, self-directed learning, customized learning, and social learning. In majority of research, SMART education focused on utilizing Smart technology and media in teaching and learning environments but self-directed, and customized learning were less adapted in SMART learning environments. In the following research, how to improve educational benefits of SMART education through adapting original attributes of SMART education need to be examined.

The purpose of this study is to develop the Korean New Deal policy in the post-corona era, and furthermore, to provide basic data to discover and present a desirable future educational facility environment-related agenda that will help the successful realization of the policy. In order to achieve the above research purpose, we explored the new paradigm shift for the education new deal in the post-COVID-19 era and the future educational facility environment through Korean and overseas related policies, reports, and source books. And a Delphi survey was conducted on panels of experts in the front-line education field, academia, and industry. As a result, 5 areas were derived as key domains of the educational facility environment in the post-COVID-19 era, and a total of 33 agendas [8 in green, 9 in smart, 9 in spatial innovation, 4 in school facilities complexation, and 3 in others (safety)] were derived. The study findings confirmed that the demand for the smart area and spatial innovation area as the educational facility environment agenda in the post-COVID-19 era was relatively high compared to the green area or school facilities complexation area. Therefore, when establishing educational facility policies in the future, it is necessary to establish customized policies that reflect the demands and needs for the smart area and spatial innovation area, whereas it is necessary to focus more on establishing policies that improve awareness and interest about the green area and school facilities complexation area.
In this paper, an exploratory analysis study was conducted on establishing a strategy to utilize living labs to enhance the innovation of the energy sector. Through the previous research literature, it was possible to confirm the concept, essential components, innovation characteristics of living labs, and types of innovation issues in the energy sector as the theoretical background. Based on this, the case studies of energy living lab (8 overseas, 1 domestic) were analyzed focusing on the possibility of utilizing living lab as an approach to innovation issues in the energy sector, establishing a customized strategy for essential components of living lab and enhancing innovation. It was confirmed that the establishment of a customized strategy for the essential components of the living lab could be a driving force in enhancing innovation, and the Living Lab is effectively used as an approach method for innovation issues(demand management, supply technology, enhance R&D acceptance and promote commercialization, technology policies) in the energy sector. As a result of the case studies, the driving force of each living lab was derived from the viewpoint of contributing to innovation, and strategies for using the living labs for each energy innovation problem were established. This study is an exploratory and descriptive analytical study of the utilization strategy and value of the living lab model as an approach to innovation issues in the energy field, which can provide a living lab strategy framework that has not been tried in the past and enables living lab activation and network formation. It can also be considered to have academic, practical, and policy implications in that it can also contribute.
The purpose of this study is to examine problems and status quo of the smart media addiction prevention system and to develop convergence policies to improve those systems. Based on the literature review, notable results are as following; Since current facilities including Internet Addiction Prevention Center, Korea Youth Counselling and Welfare Institute, and I Will Center, tend to focus on restricting use of smart media, efforts from various ministries have not worked properly. Therefore, there needs to be more specified and customized services based on regions and ages. Following the precedent set by advanced countries, this study suggest alternative policies to help solving the problem including recommending responsible use of social media through education rather than regulations only, encouraging family participation and intervention, expanding harmful environment block system, and establishing a partnership between local government and private organizations under central government's control. Since smart media addiction is emerging concern, further researches will be needed for developing the Korean standard for prevention policy.

We are based on the results of this study, the policy measures for improving the efficiency of supply & demand policy of public cremation facilities in six metropolitan cities in the whole nation could be suggested as follows. First, when the utilization rate of public cremation facilities by citizents out of the jurisdiction area was lower, the overall demand for cremation was high. Therefore, the supply & demand policy of public cremation facilities should be carried forward by preferentially focusing on Busan Metropolitan City(4.1%) and Daegu Metropolitan City(17.9%) with low utilization rate by citizens out of the jurisdiction area. Second, the utilization variance of public cremation facilities in the whole six metropolitan cities in the whole nation, was insignificant(1.4%). Therefore, for the efficiency of supply & demand policy of cremation facilities in those six metropolitan cities, the customized-policies considering the characteristics of each metropolitan city should be carried forward in priority. Third, on the basis of 2018, the population size of those six metropolitan cities in the whole nation is from minimum 1.15million to maximum 3.39million as a large city, and relatively, they are facing many difficulties in the expansion for supply & demand of cremation facilities. Therefore, for the smooth construction of cremation facilities, it would be necessary to enforce policies that could disperse the demand for cremation through the joint construction of cremation facilities with other local governments close to each metropolitan city.
Recently, the occurrences of droughts have been increased because of global warming and climate change. Water resources that mostly rely on groundwater are particularly vulnerable to the impact of precipitation variation, one of the major elements of climate change, are very sensitive to changes in the seasonal distribution as well as the average annual change in the viewpoint of agricultural activity. In this study, the status of drought for the present and future on Jeju Island which entirely rely on groundwater using SPI and PDSI were analyzed considering regional distribution of crops in terms of land use and fluctuation of water demand. The results showed that the precipitation distribution in Jeju Island is changed in intensity as well as seasonal variation of extreme events and the amount increase of precipitation during the dry season in the spring and fall indicated that agricultural water demand and supply policies would be considered by regional characteristics, especially the western region with largest market garden crops. Regarding the simulated future drought, the drought would be mitigated in the SPI method because of considering total rainfall only excluding intensity variation, while more intensified in the PDSI because it considers the evapotranspiration as well as rainfall as time passed. Moreover, the drought in the northern and western regions is getting worse than in the southern region so that the establishment of regional customized policies for water supply in Jeju Island is needed.
In the midst of the rapid changes in the digital media environment, this study try to examine the challenges of the public service broadcasting(PSB) news as a representative public sphere in a democratic society, and sought realistic alternatives through a case study of the BBC, one of the most successful digital policies of PSB in the world. The study found that the BBC's 'Digital First' strategy pursued a fundamental change in news formats, thereby simultaneously innovating on content. It was also interesting to see that the news consumers' needs for social media and video content were selectively analyzed and approached with a strategy of choice and focus. Finally, the production of customized digital content by analyzing news viewing behavior by each age group also suggests a lot to Korean PSB. I hope that the cases of this study will be reflected in the digital policies of Korean PSB.
The negative impact of climate change on the agricultural sector is rapidly increasing, and it is urgent to prepare policies at the government level to mitigate it. In the case of Rwanda's agricultural sector, which lacks the government's budget and farmers' capital, efficient and effective policy implementation is of paramount importance. To this end, rather than establishing related policies in the public sector from the top down, it is necessary to establish a bottom-up customized policy that is reflected in policy establishment by identifying the characteristics and behaviors of farmers who actually participate in adaptation activities. In this study, the effects of farmers' characteristics and farmers' perception status/adaptation status to climate change on the selection of adaptation methods for climate change were analyzed. 357 rice farmers randomly selected from Eastern Rwanda were surveyed to explore the information related to farmers' perception to climate change and adaptation methods as well as basic information of the farm. Research shows that the probability of selecting a variety of adaptation methods rather than not responding to climate change increases the younger the age, the higher the education level, and the easier access to climate information and credit. As a policy proposals, it is judged that public support such as strengthening agricultural technology support services, including more detailed guidance for elderly and low-educated farmers, and improving access to farm loan services by agricultural financial institutions is needed. In addition, it is necessary to adjust the planting time and cultivation method, provide timely information related to climate change, and provide crop variety improvement services to farmers.
Using youth panel data, this study attempted to diagnose the effect of residential characteristics (housing type and housing type) and various household background variables on the implementation of youth NEET (Not in Employment, Education or Training), and to suggest appropriate policy directions. As a result of the analysis, it was found that young individuals residing in unfavorable living conditions such as those who rent on a monthly basis or live in multi-household, villa, or officetel settings, had a higher likelihood of transitioning to NEET. Those who received financial support from their parents were more likely to transition to NEET. Therefore, comprehensive youth NEET support policies such as customized housing and job policies according to the characteristics of NEET should be established. In particular, even though they have reached adulthood, it is shown that the likelihood of becoming NEET is very high for youth who live together with their parents without being economically independent or who receive financial assistance from their parents. In order to mitigate and prevent these young people from NEET transition, transitioning from school to the labor market should be facilitated with policy support.
Background: The Korean government has established Health Plan and reinforced tobacco control policies step by step according to Framework Convention on Tobacco Control (FCTC). This study aims to investigate yearly smoking and secondhand smoking (SHS) exposure rates adjusted by demographic and socioeconomic factors. Methods: Multiple logistic regression analysis was conducted about the smoking experience, current smoking, and exposure to SHS at home, at work, and in public places using data from the 6th to 8th Korea National Health and Nutrition Examination Survey (2015-2020). Results: Comparing 2015 with other years, smoking experience rates significantly decreased from 2015 to 2018 in men and significantly increased from 2018 to 2020 in women. Compared to 2015, current smoking rates significantly decreased only in 2020 for men and significantly increased in 2018 and 2019 for women. The rate of exposure to SHS at home significantly decreased until 2018. Rates of exposure to SHS in the workplace and public places were significant all year. Conclusion: There were a slowly decreasing trend in men and an increasing trend in women at current smoking rates. It was found that there were significant decreasing trends at exposure to SHS. There is a need to set policies that reduce current smoking rates and especially to set a customized program to lower women's smoking rates.
