The accident rate is higher in the small workplace than the large workplace. It is desirable to focus on the small workplace for the disaster prevention activities. The disaster prevention activities for the small workplace are achieved through the private consignment agencies' technical guidance. but it has exposed many demand of the private consignment agencies' experts and its effectiveness has been strengthened. The purpose of this study, it is to provide the system improvement plan that the problem can be solved and to present a plan to improve the effectiveness of the proposed system. It is to listen to the opinions of experts and the direction of the study was set up.
The Act on Distribution and Price Stabilization of Agricultural and Fisheries Product, which specifies rules and regulations on the trading system of fishery products wholesales markets, has been revised several times, mainly in order to improve the trading system. However, there is still a huge gap between the reality and law when it comes to the trading system of the fishery products wholesale market. This study aims to analyze the problems of the trading system of the fishery products wholesale market and to suggest ways to make improvement. The main problem facing the trading system of the fishery products wholesale market is sales on consignment by intermediate wholesalers, and this paper suggests two alternatives to solve the problem. First, intermediate wholesaler can be converted to market wholesalers, but it also entails other problems. The market wholesaler system has never been successfully adopted in the agricultural and fishery products wholesale market, and it is not clear which system is better between the wholesale market corporation and the market wholesaler system. Second, sales on consignment by intermediate wholesalers can be adopted with a positive view toward it. Negotiation transaction can be carried out for sales on consignment as a transaction method under the current Act on Distribution and Price Stabilization of Agricultural and Fisheries Products. However, since the act cannot provide a solution for listing, it is necessary to introduce Japan's negotiated transaction in advance system as a negotiation transaction method.
Purpose: The study proposes extended application of reviewing and developing international quality assurance system for useful and practical quality stabilization of foreign military product. There are several problems with quality assurance activities for foreign military products. To improve theses problems, this study researches measures and effects of entrustment of quality assurance activities to suppliers group abroad by utilizing the system. Methods: In order to carry out the research, consignment system for international quality assurance activity of advanced country has been analysed through this study. By applying the consignment system to the case of foreign military product, the possibility and effects of consignment is researched. Results: Through this study the procedure and substance of the international quality assurance system is verified. The quality assurance activities were consigned to suppliers group by utilizing the system, thus application basis for international quality assurace activities is established. Conclusion: Defense Import through The Quality Assurance System of trade countries using the International Quality Assurance System suggests the solution to endemic problems. The Introduction Military Product with the Quality Assurance System of Korean Government improves the competitiveness of defense export.
This paper presented a management model for continuous development and co-prosperity between freight car transportation companies and consigned car owners, which are the subjects of the consignment system. A structural equation-based questionnaire was created to measure the variables necessary for establishing a management model, such as business owners' perceptions of each other and their needs for improvement, by analyzing the internal and external environment of the freight transport market and conducting surveys of freight companies and consigned vehicle owners. As a result of the analysis, it was confirmed that the rationality of the consignment system did not have a significant effect on financial performance or the level of transportation service, while the external environment and compensation system of the transportation business had a significant impact on financial performance and level of transportation service. In addition, the rationality of the consignment system does not affect the improvement of the relationship between project entities, but it does affect the level of trust. It was confirmed that the external environment and compensation system of the transport business have an effect on both relationship improvement and trust level improvement. It was found that the level of trust affects financial performance, and relationship improvement does not affect both financial performance and transportation service level. It is necessary to manage the consignment system based on the confirmed analysis results in order for the domestic freight company and the consigned vehicle owner to coexist and develop each other in the truck transportation market.
This paper analyzed the overall status of the domestic freight transportation business, established SWOT analysis and strategy through existing literature research and designed an AHP model to derive priorities for each strategy. The SWOT analysis analyzed the management model of the consignment borrowers belonging to a transportation company that did not handle the supplies with the lowest satisfaction with the consignment system. The AHP model was designed by establishing a SWOT strategy through SWOT analysis. As a result of the analysis of the upper class, priorities were derived in the order of WO strategy, SO strategy, ST strategy, and WT strategy. As a result of comprehensive priorities for the development strategy of the domestic freight transportation business, WO strategy's "Improvement of cooperative relations between transportation companies and consignment owners through fair consignment contracts" was first, SO strategy's "Public promotion of the necessity of consignment systems based on high economic feasibility and reliability" was second, and ST strategy's "Proposal of policies to strengthen financial performance through the introduction of freight transport platforms" was fourth, followed by WT strategy's "Improvement of satisfaction with transport services through the introduction of freight transport platforms" and SO strategy's "Expansion of safe freight systems" in sixth, respectively.
Purpose - The purpose of this study is to examine legal problems in managing special customs clearance companies that were not covered in previous studies, and seek legal solutions. Design/methodology/approach - This study tries to analyze and the Administrative Rules related to special customs clearance and suggest alternatives since the management of the special customs clearance system is mainly carried out through Administrative Rules. Findings - The definition of a consignment carrier under the Customs Act does not reflect the reality, and the subject of registration does not coincide with the Customs Act and Administrative Rules. Article 2 of the Customs Act, the definition of consignments and the subject of registration of consignment forwarders should include international logistics forwarders who "arrange logistics of import and export cargo". In the E-commerce Administrative Rules revised in July 2023, the registration of e-commerce companies subject to special customs clearance, the registration of companies with preferential customs clearance and notification of changes, and the provision of preferential customs clearance can be seen as new legislation beyond the mandate of the Customs Act. Research implications or Originality - It it time to allow recipients and agents to submit customs clearance lists to protects the rights of goods recipients.

Purpose - The purpose of this study was to compare and contrast the applicability and effectiveness of both teukyakmeip contracts of Korea and consignment contracts of the United State to demonstrate the effectiveness and practicability of teukyakmeip in Korea. These are popular contract agreements between large retailers and their suppliers and vendors. In recent years, teukyakmeip was critically examined and scrutinized by the politicians, the media, and the public of Korea. Consequently, this paper focusesheavily on identifying and analyzing different types of contract agreements between large retailers and their suppliers that currently exist in Korea and compares and contrasts those analyzed contract agreements with teukyakmeip. The article also comparesand contrasts teukyakmeip with the consignment agreements of the United States to identify similarities and differences. Research design, data, and methodology - This study is a descriptive study and has used personal interviews to collect and analyze the data. This study also fits the definition of the case study wherein it is entirely focused on investigating a real-life event: analyzing and examining contract agreements in the distribution industry. Both randomly selected management and vendor representatives from the three major department stores, Lotte, Hyundai, and Shinsegae, in Korea were interviewed between July and September 2013. The analysis of the consignment agreement was conducted based on existing secondary data. Results - Although the evidence of the abuse of teukyakmeip and consignment by large retailers from both countries clearly exists, the findings suggestthat both contract agreements would remain as the most relevant and effective legal contracts between large retailers and their suppliers. Based on the comparisonanalysis of teukyakmeip and consignment, both contracts indicated that suppliers are fully responsible for inventory and inventory management. If sales person is necessary for promoting special product, then suppliers are responsible for providing a sales person and their wages under both contracts. However, American department stores, those located outside urban area, tend to use their own employees to perform special product and sales promotion. The retailersare fully responsible for any interior or floor design or redesign of the retail store to accommodate the products from vendors under consignment; however, both suppliers and retailers share the cost of designing and redesigning the interior to accommodate vendors'products under teukyakmeip. Suppliers are responsible for pricing and supplying the quantity of the products under both agreements. Both contracts allow special sales commission as long as vendors agreed. Vendors use this special commissionto introduce their new products or apply market penetration strategy. Conclusions -The findings of this study showed the changing pattern of contract agreements between large retailers and their suppliers from both countries. Furthermore, this study evidently generated policy implications of teukyakmeip which recently became the major social issue in Korea and attracted many policymakers to gain political points by criticizing the teukyakmeip system and the large retailers. The findings of the study would be valuable to policy makers in making appropriate decisions and to large retailers and vendors in making beneficial agreements. The major implication of this study is that teukyakmeip and consignment agreements include very similar or almost identical characteristics, and they are popular among department stores and suppliers. The issue of abolishing teukyakmeip in Korea needs to be examined cautiously because teukyakmeip is the best one available at the moment, and the study suggests that no one benefits from abolishing this system.
Efficiency and competitive power in agribusiness management has became important issue due to the rapid changes in farming environment under new WTO agreement. To increase competitive power, small-sized petty farm should be restructured to be specialized large-scaled farming system. Trust farming corporation(TFC) has been introduced to increase farm productivity and competitive power through large scale farming system and refined management skills. Eventually, TFCs are expected to revitalize rural economy. TFCs are increasing in numbers, but they are unsatisfactory in quality often with insolvent operations. The typical problems with TFCs are internal conflicts among members, lack of management abilities and incentives, inefficiency in machinery use, and insolvent operations. The self effort by members and legal-institutional assistance can alleviate the negative factors against the rational for cooperative management and sustain TFCs. This study identifies the management problems of TFCs. To provide the methods for increasing management efficiency, improving rational management skills, and hence to help revitalizing the rural economy with competitive power, 20 TFCs in Nonsan County is surveyed. The major findings are as follows; 1) According to the survey result of 20 trust farming corporations, investments on the accumulation of knowledges and information, accounting management, machinery management are required due to the present lack of management/accounting ability. There also exist problems associated with revenue sources, labor uses, and public recognition. To increase management efficiency under current situation, corporations should import active business plans with expanding farming execution and off-farm season business. 2) Based on the result of corporations' business analysis, more than 50% of the corporations were not able to provide profit dividends to the members. It suggests that trust farming corporations need appropriate and stable revenue sources to sustain business. It is also required that corporations should reduce their excessive expenditure on fixed assets. 3) Theoretical amounts of consignment fees for tillage operation, planting, and harvesting were found to be 338,874 won, 216,596 won, and 332,318 won, respectively. Although actual levels of fee are 110%~120% of these theoretical levels of consignment fee, corporations' expected fee levels could not be acheived because of competency of consignment market.

Recently ICT, new technologies such as IoT, Cloud, and Artificial Intelligence are changing the information society explosively. But personal information leakage incidents of consignee's company are increasing more and more because of the expansion of consignment business and the latest threats such as Ransomware and APT. Therefore, in order to strengthen the security of consignee's company, this study derived the checklists through the analysis of the status such as the feature of consignment and the security standard management system and precedent research. It also analyzed laws related to consignment. Finally we found out the relative importance of checklists after it was applied to proposed AHP(Analytic Hierarchy Process) Model. Relative importance was ranked as establishment of an internal administration plan, privacy cryptography, life cycle, access authority management and so on. The purpose of this study is to reduce the risk of leakage of customer information and improve the level of personal information protection management of the consignee by deriving the check items required in handling personal information of consignee and demonstrating the model. If the inspection activities are performed considering the relative importance of the checklist items, the effectiveness of the input time and cost will be enhanced.
In this study, the differences of institutional development processes of fishery products wholesale markets were compared between Korea and Japan in order to suggest improvement direction of trading system in Korea. The wholesale markets have shrunk while wholesale and distribution has been becoming larger in size in both countries. A summary of differences in the wholesale market trading systems between Korea and Japan is as follows: first, middle wholesalers play pivotal roles in wholesale transaction in Korea, and wholesale corporations take such roles in Japan. Second, most wholesale corporations take charge of listing in Korea whereas such corporations are in charge of buying in Japan. Third, Korea has high proportion of auction for transactions, in contrast to Japan with high proportion of relative transactions. Forth, Korea maintains more sales within the wholesale markers and has more small and medium customers than Japan. Finally, Korea investigates inside causes to find solutions for the decreased competitive power of the wholesale market, whereas Japan copes with the problem by searching for outside customers. To seek solutions for the decreased competitiveness of Korean fishery products wholesale markets, middle wholesalers' consignment should be limitedly allowed, and improvement direction of wholesale corporations should be investigated in the future study.
