컨테이너 연안해송 활성화에 관한 연구 -부산항을 중심으로- (On Promoting the Coastal Transport of Container)

  • There has been fast progress in economy in Korea derived by a consecutive five-year plan program for economic development started in the early 1960's. In the field of transportation, rapid changes in the technological environment of transportation and communication have brought a revolution of the transport system, of which inter-modal transportation through containerisation is typical. Because of the rapidly growing traffic volumes of cargo, especially container traffic, and lack of investment into transport infrastructure in the past, both road and railway are beyond their capacity. As a result, the public-road network has suffered a serious congestion problem. For instance, in relation to the corridor between Seoul and Pusan, today, it takes about 14 hours for the journey of container trailer through Kyongbu Expressway, for which it used to take only 7 hours in 1986. For the railway, though the congestion problem is not very serious compared with the road sector, a shortage of capacity on certain main lines has emerged as a problem as railway traffic has increased. Furthermore, the further expansion of the system in near future is difficult due to burden of higher construction the cost. Unlike these two modes, coastal shipping, which has been paid relatively less attention for commodity transport in Korea, shows no constraint in this respect. In addition, it is the most cost efficient mode of transport. This work therefore aims to make a proposal for the alternative inland transportation mode, which is to promote the coastal transport of container. Three obstructing factors for the promotion of the coastal transport are investigated and some solutions for those are suggested as follows : First, it appears to be essential to provide exclusive ports for the coastal shipping, that comply with simplification, specialization and rationalization. The optimum size of berths on the exclusive ports in Pusan port is estimated as 16-20. We found that it needs periodical study and publicity on the advantages from the adoption of the coastal mode. Inducing competition in the coastal shipping market is also necessary. For the supply of the fleet in the coastal shipping, chartering of the surplus ships in the oversea shipping is found to be more desirable than new shipbuilding. Second, to solve the fragmentation of the companies which wish to participate in the coastal transport, government has to implement the subsidy policy. The encouragement of participation of the shipping lines engaging in Korea-Japan run and Korea-East South Asia run, into coastal shipping also needs to be considered cautiously. Third, simplification of the document for entry in ports is needed for rational coastal shipping management. We can use B/L (Bill of Lading) for coastal shipping as a prerequisite to get the indemnity by P & I Club. The reduction of the government controls on entering and leaving the ports also needs.

연안식생에 의한 표사이동 특성에 관한 수치해석 (Numerical Analysis for Wave Propagation and Sediment Transport with Coastal Vegetation)

  • The environmental value of coastal vegetation has been widely recognized. Coastal vegetation such as reed forests and seaweed performs several useful functions, including maintaining water quality, supporting fish (and, thus, fisheries), protecting beaches and land from wave attack, stabilizing sea beds and providing scenic value. However, studies on the physical and numerical process of wave propagation, sediment transport and bathymetric change are few and far between compared to those on the hydrodynamic roles of coastal vegetation. In general, vegetation flourishing along the coastal areas attenuates the incident waves through momentum exchange between stagnated water mass in the vegetated area and rapid mass in the un-vegetated area. This study develops a numerical model for describing the wave attenuation and sediment transport in a wave channel in a vegetation area. By comparing these results, the effects of vegetation properties, wave properties and model parameters are clarified.

  • 해안 방재 또는 연안 개발 목적으로 축조되는 해안 및 항만 구조물은 건설된 후 건설 전의 연안 토사 이동의 양상을 변화시켜 해안선 침식은 물론 해안 환경까지 영향을 미친다. 본 연구에서는 건설 후의 해안선 변화 예측을 위하여 필수적인 해안선 또는 해안 단면 자료를 이용하여 연안 표사 이동량을 예측하는 새로운 기법을 제시하고 하와이 Kailua 해빈의 단면 관측 자료와 강릉 일대 해안선 관측 자료를 이용하여 연안 표사의 이동량 양상을 규명한다.

  • 본 논문에서는 수출입컨테이너 화물의 육상운송에서 연안운송으로의 전환을 이용한 CO₂가스 및 배기가스 배출량 삭감이 제안되어진다. 먼저 국내의 CO₂가스 배출량, 배기가스 배출량, 수출입컨테이너화물의 물동량 등에 대하여 간단히 살펴본다. 또한 경인지역과 부산항사이의 수출입컨테이너화물 수송에 대하여 육상운송에서 연안운송으로의 변환에 의한 CO₂가스 및 배기가스 배출량 삭감효과에 대하여 고찰한다. 마지막으로 연안운송의 분담율 변화와 320TEU 소형컨테이너선 이용에 따른 NOx가스 배출량 변화를 고찰한다. 본 연구의 결과 육상운송에서 연안운송으로의 전환이 CO₂가스 및 배기가스 배출량 삭감에 효과적인 것을 확인하였다.

  • Coastal cargo shipping is regarded as environmentally friendly and less costly compared to other transport modes: therefore, many developed countries endeavor to activate coastal cargo shipping. In Korea, a couple of policies are suggested for coastal cargo shipping; however, shippers' aspects seem to be neglected or not analyzed. In this regard, this study aims to identify barriers in the coastal cargo shipping, in respect to shippers' aspects. To find out the reasons shippers hesitate to use coastal cargo shipping, we made a questionnaire and surveyed. We found out some meaningful points in this study as the followings. First, the proportion of using the coastal cargo shipping is very low. Second, the shippers give weights on time and costs factor, and their preference for punctuality and stability of the transportation services is extremely high. Third, the shippers believe that improvement of the services of the coastal cargo shipping is very important in national logistics system although most do not use currently. They also believe that the success of coastal cargo shipping lies in whether it can transport the huge amount of cargos with lowest costs. Finally, the most important factor, when they choose the transport mode, is the punctuality and stability of the transportation services.

RORO선을 이용한 수출입컨테이너화물의 연안운송에 의한 온실가스 배출량 삭감에 관한 연구 (Study on the reduction of green house effect gas emission by RORO ship coastal transport of import-export container cargo)

  • 본 논문에서는 RORO선을 이용한 연안운송에 따른 CO₂가스 배출량과 NOx가스 배출량의 삭감 효과에 대하여 고찰한다. 먼저 국내 CO₂가스 배출량과 수출입 컨테이너화물의 물동량에 대하여 고찰한다. 다음에 RORO선의 특성, CO₂가스 배출량 기준과 NOx가스 배출량 기준에 대하여 고찰한다. 또한 경인지역과 부산항 사이의 수출입 컨테이너 화물의 운송에 있어서 도로운송을 연안운송으로 전환한 경우의 CO₂가스 배출량과 NOx가스 배출량 삭감 효과에 대하여 계산한다. 마지막으로 RORO선의 적재율과 연안운송 분담율 변화에 따른 CO₂가스 배출량과 NOx가스 배출량 변화에 대하여 조사한다. 본 논문의 결과를 통하여 수출입컨테이너 화물의 운송을 도로운송으로부터 RORO선을 이용한 연안운송으로 전환하는 것이 CO₂가스 배출량 삭감에는 효과적이나 NOx가스 배출량 삭감에는 큰 효과가 없는 것을 확인하였다.

  • Recently, since one of the most important societal problems facing us today is the growing incidence of the contamination of coastal sea from variety of sources, several distinct numerical improvements have been made and applying the transport models to flow-dominated transport area. Application of Eulerian numerical models to the solution of sharp-front problems often results in oscillations, phase errors, peak depression, and/or numerical dispersion, unless very fine temporal and spatial steps are adopted. 해안지역에서의 용존성 물질의 이송확산 거동 수치모의 (Numerical Simulation of Solute Transport in Coastal Areas)

  • 본 연구에서는 파랑과 흐름이 공존하고 있는 해안지역에 이용이 가능한 물에 용해된 물질의 정확한 이동을 예측하기 위한 수심적분형 수치모의 기법을 제시한다. 대상 영역에 일반적으로 발생하는 파랑의 전파와 변형 과정 및 쇄파와 흐름의 발달 과정에 대한 모의가 가능한 boussinesq equation 흐름모형과 동일한 과정을 거쳐 유도된 수심적분형 물질수송모형을 지배방정식으로 이용한다. 지배방정식은 approximate riemann solver를 이용하는 유한체적법을 이용하여 해석한다. 제시된 수치모형을 이용하여 해일발생에 의한 흐름양상을 계측한 실험을 재현하였으며, 해당 수역에 가상의 물질의 이송과 확산에 대한 수치모의를 수행하고 그 결과를 분석하였다.

  • When we want to reproduce transport of sediment in the fields in a laboratory, we have to establish a similitude law. A similitude law is necessary when sediment transport of field is reproduced in a laboratory. When we apply our knowledge about sediment transport obtained in the laboratory to predict sediment transport in the field, we can apply Froudian law to a fluid motion that becomes agitation agency and transporting flow of sediment movement.
