A Discussion on Container Loss Accidents and Responses During Ship Voyage (선박 운항 중 컨테이너 해상유실 사고 및 대응에 관한 고찰)

  • In 2021, the Joint Group of Experts on the Scientific Aspects of Marine Environmental Protection (GESAMP), a U.N. advisory research institute, cited container loss as one of six sources of marine litters in shipping. The sinking of the X-P ress Pearl in May 2021 caused a catastrophic environmental pollution accident in which the loaded containers were moved to the shore, and the plastic pellets were loaded inside covered the coast of Sri Lanka. With this history, the International Maritime Organization (IMO) will discuss prevention and follow-up measures for container loss during ship voyages, as an agenda at the 8th Sub Committee on Carriage of Cargoes and Containers meeting in September 2022. To establish Korea's response direction at the IMO meeting, this study identified major causes of container loss accidents, and considered the response through analysis based on the accident investigation report and related professional data. As a result, it was found that the major cause of container loss during voyages was the enlargement of container ships, bad weather, and poor loading of containers. In particular, the need to prepare countermeasures for the deterioration of the operational safety of large container ships due to bad weather was identified. Additionally, integrated monitoring of the implementation of international conventions is required, for the safe sea transportation of container cargo. In particular, in terms of preservation of the marine environment, it is necessary to supplement the system for the recovery of lost containers. Finally, it was found that it is necessary to establish systems that can complement each other in the shipbuilding and shipping industries, in terms of shipbuilding as well as ship operation, to fundamentally prevent container loss accidents at sea. It is judged that it is difficult to resolve the various factors of container loss at sea during voyages, by responding from an individual perspective.

A Review for Development Strategy of Gyeongin Port (경인항의 발전 전략에 대한 소고)

  • As competition in domestic and overseas ports intensify, new and small domestic ports are realizing certain limitations to independently secure competitiveness. This study collected data over 60 months with five modifications for container and general cargo volume around Gyeongin Port. Short-period (12 months) cargo volume was forecasted, which revealed the need for a middle-to-long-term development plan. First, the hinterland logistics complex of Gyeongin Port is expected to contribute to the coastal maritime facility through the quasi-public system for fishery product transportation and passenger services. It proposes to achieve this by opening channels to and from China for precision machinery, home network systems, LEDs, and machine industry items. second, specializing the ultra-light cargo transport route, and connecting the coastal island areas of the 5 West Sea Islands to Ara Waterway (Integrated Fishery Product Center of the 5 West Sea Islands). Third, on the basis of organic cooperation of government? local government ? port, the incentive and pre-circular support system would be required, and lastly, it shall carry out the adjustment of functions in nearby ports and specialization strategy simultaneously through the integrated operation of the ports in the capital areas.

Assessing Greenhouse and Noxious Gas Emissions from Stevedoring Work at the Port of Incheon (인천항 육상하역 작업에 따른 온실가스 및 유해가스 발생 추정)

  • This study estimates greenhouse and noxious gas emissions caused by cargo-handling equipment at the Port of Incheon in 2013 by applying the NONROAD Model (U.S. EPA). The port emitted 838.4 tons of NOx and 82,747 tons of CO2. The estimates are 2.4 times higher for NOx and 1.3 times higher for CO2 than those of the Port of Los Angeles. Emissions from general cargo-handling equipment are five times more than those from container cargo-handling equipment. Among the three ports comprising the Port of Incheon, the emissions at the North Port, which handles raw materials for industry are relatively higher than those at the other ports. Compared to the study conducted by Chang et al. (2013, 2014), this study finds that CO2 and NOx emissions per cargo-handling equipment are 10 times higher than the corresponding amounts per ship.

Estimating Transportation-Related Greenhouse Gas Emissions in the Port of Busan, S. Korea

  • The port of Busan is the fifth busiest container port in the world in terms of total mass of 20-foot equivalent units transported. Yet no attempts have been made to estimate the greenhouse gas (GHG) emissions from the port of Busan by accounting for all port-related activities of the various transportation modes. With these challenges in mind, this study estimates the first activity-based GHG emissions inventory in the port of Busan, which consists of four transportation modes: marine vessels, cargo-handling equipment, heavy-duty trucks, and railroad locomotives. The estimation results based on the most recent and complete port-related activity data are as follows. First, the average annual transportation GHG emission in the port of Busan during the analysis period from 2000 to 2007 was 802 Gg $CO_2$-eq, with a lower value of 773 Gg $CO_2$-eq and an upper value of 813 Gg $CO_2$-eq. Second, the increase in the transportation-related GHG emissions in the port of Busan during the analysis period can be systematically explained by the amount of cargo handled ($R^2$=0.98). Third, about 64% of total GHG emissions in the port of Busan were from marine vessels because more than 40% of all maritime containerized trade flows in the port were transshipment traffic. Fourth, approximately 22% of the total GHG emissions in the port of Busan were from on-road or railroad vehicles, which transport cargo to and from the port of Busan. Finally, the remaining 14% of total GHG emissions were from the cargo handling equipment, such as cranes, yard tractors, and reach stackers.

The Data Envelopment Analysis of Container Terminals to Transshipment Cargo (환적화물의 컨테이너 터미널 효율성 분석)

  • This paper focuses measuring the efficiency of container yards on container terminals in Busan (Gasungdae, Shinsundae, Gamman, New Gamman, Uam, Gamchon, PNC) and Gwangyang(GICT, KEC, Dongbu, KIT) using Data Envelopment Analysis(DEA) approach. Container terminals in Busan and Gwangyang play an important role in the region's economic development. The results show that Shinsundae was an efficient DMU during the period of 2007 to 2009, while Gamman, New Gamman and PNC were efficient terminals in 2009. The very inefficient terminals were shown to be GICT, KEC, Dongbu and KIT. GICT(2009), KEC(2009), Dongbu(2008-2009), KIT(2009) on Gwangyang Port were found to be relatively the inefficient terminals in terms of the returns to scale. This study also finds that the efficiency of Shinsundae terminal was so high as to be abel to keep its efficiency in spite of the additional increase of the inputs from 2007 to 2009. Gamman terminal was in the decreasing returns to scale in 2009, while the other terminals were in the increasing returns to scale. It means that we are able to improve the efficiency of the Gamman terminal with increasing returns to scale through enlarging the scale.

A Study on the Establishment of the Technology Road Map for Container Ports in Korea - Focusing on the Logistics and the Handling Equipment in Ports - (국내 컨테이너 항만기술 로드맵 수립 연구 - 항만물류 및 장비기술을 중심으로 -)

  • Since Emma Maersk, which is a container vessel capable of holding a freight capacity of 11,000 TEU, was launched early last year, the appearance of the ULCS (Ultra Large Container Ship) will be expected in 5 years. That requires the high productivity, the high technology, the automation, and the high efficiency in port operations. GTO (Global Terminal Operator) and port equipment companies are striving for the prior occupation of the port market and the development of the port technology. Within the country, however, there has been few systematic, analytic, and detailed technology road map, and the effective execution of the development policy for the port technology and the activation of port industries has not been achieved. In this study, we deduces the development subject of the domestic port technology and analyzes the priority of them. In conclusion, we establishes the macro technology road map and the product-related road map for container ports in Korea.

A Study on the Revitalization of Yangsan ICD (양산 ICD 활성화 방안에 관한 연구)

  • Yangsan ICD (Inland Container Depot) has played an important role for Busan Port and Korea's port & logistics industries, increasing international logistics competitiveness and containers' transportation competitiveness in Busan region dealing with 1330 thousand TEU in 2005, since its opening in March 2000. However, it is necessary to seek new measures to revitalize Yangsan ICD, since its cargo volume decreased rapidly owing to the opening of Busan New Port and hinterland in 2006. This study constructed an evaluation model using AHP (Analytic Hierarchy Process) and conducted a survey targeting local businesses and persons concerned in Yangsan ICD to seek measures for revitalization. The results suggest that Yangsan ICD needs to switch functions to logistics centers (terminal facilities, logistics warehouse) for revitalization considering its advantage of facility location. Moreover, by extending the utilization period and securing building-to-land ratio, existing and new businesses' stable activity should be guaranteed. Furthermore, utilizing facilities such as the railway station in ICD, an active railway revitalization policy may increase cargo volume. Yangsan ICD should perform its role as an inland logistics depot through the revitalization of railway freight transportation in the national logistics system focusing on road freight transportation.

  • This thesis aims to contribute to upgrading its position to the biggest 8 ports in Korea by suggesting activating schemes of Kunsan Port in rapidly changing shipping environments. The research methodologies such as literature survey, O/D analysis are adopted in the study. The following several conclusions can be suggested. Firstly, in port logistics system the dredging in navigational channels and in Kumgang Dam and the incentive schemes for the shipping companies and the international freight forwarders are required. Secondly cargo inducement schemes should be introduced to induce container cargoes originated in Junbook Do Province and adjacent area etc. Thirdly the development of new shipping routes and strengthening the coastal routes among domestic sea ports. Fouthly establishing supply chain management system with adjacent Chinese Provinces such as Shandong.

ENVIROMENTAL CONDITION DURING AIR SHIPMENT OF HORTICULTURAL PRODUCTS FROM OKINAWA TO TOKYO

  • Air shipment affords the quickest possible delivery of horticultural products. The price of air shipped horticultural products are relatively high as most of these products are perishable. Usually the temperature in the cargo compartment is not controlled during flight. Thus, special attention should be paid to procooling prior to shipment. The environmental condition during transportation of horticultural products is an essential parameter for maintaining the quality of perishable products. Commonly horticultural products were loaded by ULD(Unit Load Devices) as a container or pallet in the aircraft (except for small aircraft) . Therefore, inside temperature of the container and cargo compartment came into question. Scarce literature on the relationship between environmental condition and quality changes of horticultural products during air shipment can be found. By the stand point of keeping fresh quality, investigations on the actual condition of air shipments were carried out to improve the technique during the distribution process of fresh horticultural products. Temperature, humidity, atmospheric pressure, carbon dioxide, ethylene, impacts, and changes in quality during the air shipment of snapbeans, okras and chrysanthemums were measured. Temperature was measured by recording thermometers, relative humidity by recording hygrometers, atmospheric pressure by a strain -guage type pressure sensor, carbon dioxide by testing tubes, ethylene by sampling bags and a gaschromatograph, impacts and vibrations by impact recorders and a 3D accelerometer. Relationships between environmental conditions and quality changes during air shipments were clarified. It was expected from investigations into actual shipments that the ventilation and insulation properties of air freight containers were related to the quality of agricultural products. Aircraft can no directly load and unload trucks into them. The transshipment is inclined to cause shocks and vibrations, and to invite damages within a short time.

Dynamics of Global Liner Shipping Network and Strategy of Korean Ports (국제 컨테이너 선대 운항네트워크 변화와 우리항만의 전략)

  • The role and ratio of national vessels in the global container shipping market have reduced significantly due to the bankruptcy of Hanjin Shipping in early 2017. All import-export companies, as well as container ports in Korea, are facing a crisis. The Trump's tariff and trade battles have had a negative impact on the increase in the North American cargo. However, Chinese and Japanese container shipping companies, which merged with domestic container shipping companies, and mega carriers such as Maersk and CMA CGM have benefited from the decline in shipping supplies due to the collapse of Hanjin Shipping, the world's 10th largest container carrier in Korea. The import/export freight trade in Korea is witnessing the increasing stronghold of foreign carriers. This scenario is expected to weaken Korea's negotiation powers with overseas shipping companies in domestic ports, such as Busan and Kwangyang, thereby making it more challenging to attract shipping carriers. This study compares the global container-shipping network in 2007 and 2017 by combining the network topology of the social network analysis and the economics of the liner shipping connectivity index (LSCI) and the container port connectivity index (CPCI) analysis. The findings of this study are that the role of the ports across the world can be identified, and CPCI has a high correlation with the centrality index and freight volume data. These findings can contribute toward the utilization of the meaning of the necessary centrality index without an additional centrality analysis. This study can be applied not only to the call strategy of container carriers but also to the alliance and development strategy of Korean ports.
