A Study on the qualification system comparison between technology traders and licensed real-estate agents from a viewpoint of transaction (거래라는 관점에서 바라 본 기술거래사와 공인중개사 자격제도 비교에 관한 연구)

  • As modern society changes toward knowledge based society, the patent policy and professional manpower need to be changed because interest and importance about patent, trademarks, intellectual property right and copyright of business secret are increasing. In order to facilitate trading of the technology developed in the private sector and to promote the business, the Act of technology transfer and commercialization promotion is prepared. In the law, the article 14 says that who have expertise on commercialization of the technology transfer can be registered as a technology trader to the Minister of Knowledge Economy. For the purpose of finding improvements of the technology trader's registration system, comparison method was studied. Technology trader compare with licensed real estate agent which is similar with it in terms of trade. There are several results from this study by followings. The unique tasks of technology traders should be specified for increasing authority of technology transfer expert. Manual criteria of post management should be prepared through registration certificate management agency which operated by charging. In addition, The announcement document should be prepared carefully for necessity of announcement and registration criteria of technology trading business. These improvements are enable to motivate trading market and impact to expand the base of technology marketing and technology transfer-commercialization.

Research on the Level Evaluation Model of the Organization Research Security (조직의 연구보안 수준평가 모형 연구)

  • Recently, the importance of research and development for technological innovation is increasing. The rapid development of research and development has a number of positive effects, but at the same time there are also negative effects that accelerate crimes of information and technology leakage. In this study, a research security level measurement model was developed that can safely protect the R&D environment conducted at the organizational level in order to prepare for the increasingly serious R&D result leakage accident. First, by analyzing and synthesizing security policies related to domestic and overseas R&D, 10 research security level evaluation items (Research Security Promotion System, Research Facility and Equipment Security, Electronic Information Security, Major Research Information Security Management, Research Note Security Management, Patent/Intellectual Property Security Management, Technology Commercialization Security Management, Internal Researcher Security Management, Authorized Third Party Researcher Security Management, External Researcher Security Management) were derived through expert interviews. Next, the research security level evaluation model was designed so that the derived research security level evaluation items can be applied to the organization's research and development environment from a multidimensional perspective. Finally, the validity of the model was verified, and the level of research security was evaluated by applying a pilot target to the organizations that actually conduct R&D. The research security level evaluation model developed in this study is expected to be useful for appropriately measuring the security level of organizations and projects that are actually conducting R&D. It is believed that it will be helpful in establishing a research security system and preparing security management measures. In addition, it is expected that stable and effective results of R&D investments can be achieved by safely carrying out R&D at the project level as well as improving the security of the organization performing R&D.

  • Recently, fake news has attracted worldwide attentions regardless of the fields. The Hyundai Research Institute estimated that the amount of fake news damage reached about 30.9 trillion won per year. The government is making efforts to develop artificial intelligence source technology to detect fake news such as holding "artificial intelligence R&D challenge" competition on the title of "searching for fake news." Fact checking services are also being provided in various private sector fields. Nevertheless, in academic fields, there are also many attempts have been conducted in detecting the fake news. Typically, there are different attempts in detecting fake news such as expert-based, collective intelligence-based, artificial intelligence-based, and semantic-based. However, the more accurate the fake news manipulation is, the more difficult it is to identify the authenticity of the news by analyzing the news itself. Furthermore, the accuracy of most fake news detection models tends to be overestimated. Therefore, in this study, we first propose a method to secure the fairness of false news detection model accuracy. Secondly, we propose a method to identify the authenticity of the news using the social data broadly generated by the reaction to the news as well as the contents of the news.

Forecasting Market trends of technologies using Bigdata (빅데이터를 이용한 기술 시장동향 예측)

  • As the need for the use of big data increases, various analysis activities using big data, including SNS data, are being carried out in individuals, companies, and countries. However, existing research on predicting technology market trends has been mainly conducted using expert-dependent or patent or literature research-based data, and objective technology prediction using big data is needed. Therefore, this study aims to present a model for predicting future technologies through decision tree analysis, visualization analysis, and percentage analysis with data from social network services (SNS). As a result of the study, percentage analysis was better able to predict positive techniques compared to other analysis results, and visualization analysis was better able to predict negative techniques compared to other analysis results. The decision tree analysis was also able to make meaningful predictions.

  • Construction program management requires more systematic management than traditional management methods due to the complexity of the project and various stakeholders. In particular, the systematization of closure phase of the process is in urgent need as there is a difference between the owner's expectations and the contractor's deliverables, resulting in delayed handovers, conflicts, frictions, and increased legal disputes. This study identified the process and activities of closure phase through domestic and international literature and case studies for the successful closure of the construction program. Further, the proposed processes and activities were verified through expert verification for appropriateness and the possibility of application to the site. By utilizing the processes and activities proposed in this study, the project aims to overcome the limits of closure phase and improve the satisfaction of the owner, as well as to enhance the global competitiveness of domestic construction companies.

Managing Resistance and Change: Paradox in IS Implementation (저항과 변화의 관리: IS 도입의 패러독스)

  • As information systems are implemented in business organizations, users and other stakeholders are known to resist changes incurred by information systems being implemented. For successful implementation, it is critical to manage changes overcoming resistance. Through literature review and expert panel, this study derives four underlying dimensions of resistance (anxiety, suspicion, imposition and self-centeredness) and five categories of change management activities (vision, leadership, communications, education and training, and organizational culture). A Survey was designed to measure the relationship between these dimensions and activities, and administered among information systems consultants. It is found that activities related to vision and leadership is underpinning other change management activities. Anxiety and imposition can be mitigated by education and training while suspicion is to be overcome by communications and self-centeredness by activities related to cultural changes. Implications are discussed and further researches are suggested.

An Exploratory Study of EVMS Environment Factors and their Impact on Cost Performance for Construction and Environmental Projects

  • A high-performing Earned Value Management System (EVMS) can influence project success and help stakeholders meet project objectives. Although EVMS processes are well-supported by technical guidelines and standards, project managers often face challenges related to the project culture, team, resources, and business practices that make up the project environment within which an EVMS is being used. A comprehensive literature review revealed a lack of a data-driven and consistent assessment frameworks that can gauge the environment surrounding EVMS implementation. This paper will discuss the EVMS environment of construction and environmental projects, and examine its impact on cost performance. The authors used a multi-method approach to identify 27 environment factors that make up the EVMS environment, assessing them on 18 construction and environmental projects worth over $2 billion of total cost. Research methods employed include: (1) a literature review of more than 300 references; (2) a survey of 294 respondents; and (3) remote research charrettes with more than 60 participating expert practitioners. Culture (one of the identified environment categories) was found to be relatively more important in terms of its impact on the EVMS environment, followed by people, practices, and resources. These exploratory results show statistically significant differences in cost performance between completed projects with either a good or poor environment, for the sample projects. Key environment factors are outlined, and guidance is provided to practitioners around how to set up an effective EVMS environment in a construction or environmental project to inform decision-making and support achieving the project cost objectives successfully.

A Study on the Humanities-based Preliminary University Model : Focused on the P University (인문학 기반 예비대학 모델 연구: P 대학 사례를 중심으로)

  • This study aims to design a humanities model for preliminary universities using an online platform to develop and expand humanities thinking of preliminary university students. P University Expert Focus Group Interview and student surveys are conducted, and based on the analysis results, a preliminary university model suitable for the humanities field is proposed. Expert FGI suggested the necessity of human resources education to build an online platform-based preliminary university model and improve humanities capabilities. As a result of the student survey, it was found that a majority of the respondents had high interest in humanities and recognized the need for a humanities preliminary university. This study proposes a humanities-based preliminary university model that enables interactive communication in virtual space using the cross-platform Photo Server. The implication of this study is that it contributes to strengthening the humanities capabilities of preliminary university students by presenting an online platform preliminary university model that can respond to changes in the external environment. Since this study has a limitation in that it does not present examples of preliminary universities, it is necessary to verify the educational effect of platform-based ppreliminary university management in the future.

A Framework for Identifying and Analyzing IT Project Risk Factors (IT프로젝트 위험 요인 식별 및 분석 프레임워크 연구)

  • Analyzing and finding the risk factors in information technology (IT) projects have been discussed because risk management is an important issue in IT project management. This study obtained the risk factor checklists with priorities, analyzed the causal relationship of risk factors, and determined their influences on IT project management. However, only few studies systematically classified IT project risk factors in terms of risk exposure. These studies considered both the probability of occurrence and the degree of risk simultaneously. The present study determined 53 IT project risk factors on the basis of literature and expert group discussions. Additionally, this study presented clustering analysis based on the data of 140 project managers. The IT project risk factor classification framework was divided into four areas (HIHF, HILF, LIHF, and LILF). The present results can be used to help IT project managers establish effective risk management strategies and reduce IT project failures. This study also provides academic implication because it considers both the probability of occurrence and the degree of influence of risk factors.

  • It is important to reduce construction duration in private sales and lease business for management of cash now in the owner's aspect. However, because the concept of standard duration hasn't been established in the domestic construction industry, it is difficult to present the standard of duration estimate. To solve this problem, this paper (1) grasped the effecting elements considered in the duration estimate through referring the existing literature related to the schedule management, (2) accomplished a comprehensive research on actual duration based on office buildings through the questionnaire survey and the expert interview, (3) presented the collected research data analyzed by effecting elements as standard duration, (4) compared standard duration with actual duration of countries advanced in construction projects as well as analyzed them, and then (5) raised the necessity of duration reduction in the domestic construction industry.
