문화재청은 문화재수리의 부실방지 및 품질확보를 위하여 상주감리와 비상주감리 제도를 운영하고 있다. 최근 문화재 수리의 감리강화를 위하여 책임감리제도를 도입하였으나, 문화재감리의 운영상 문제점이 발생하여 감리업무의 개선이 필요하게 되었다. 따라서 본 연구는 문화재의 상주감리, 비상주감리업무 개선과 책임감리의 업무를 개발하였다. 첫째, 문화재 상주감리업무지침서의 불합리한 부문과 문제점을 도출하여, 개선방안을 제안하였다. 둘째, 문화재 비상주감리 업무지침서의 불합리한 부문과 문제점을 도출하여, 비상주 감리업무지침서 개선방안을 제안하였다. 셋째, 문화재 책임감리업무를 수행하기 위한 개발방향 및 감리업무를 제안하였다.

건축감리는 시공과정을 관리·감독하여 고품질의 결과물 창출을 지원하는 주요 업무단계로 정의할 수 있다. 이와 같은 감리업무의 성공적 수행을 위해서는 불확실한 현장여건에서 발생하는 다양한 정보의 수집이 전제되어야 하나, 현행 감리업무는 보고서 등 문서자료를 중심으로 운영되어 정보 수집에 한계가 존재한다. 실제 최근 국내에서 발생한 공동주택 붕괴 사고의 원인 중 하나로 감리업무 수행을 위한 정보 소통의 한계가 지적된 바 있다. 이에 본 연구는 건축감리 업무의 효율성 제고를 위해 활용할 수 있는 디지털 기술의 종류를 분석하고, 이에 대한 우선적용 순위를 제시하였다. 우선 적용 순위는 다양한 이해관계자를 대상으로 설문조사를 통해 수집된 데이터를 계층적의사결정기법을 통해 정량적으로 평가하였다. 본 연구의 결과는 향후 건축감리 업무를 대상으로 디지털 기술 적용방향을 검토하기 위한 로드맵 수립의 기초자료로서 활용이 가능할 것으로 예상된다.

Current supervision systems have been changed by the demands of social, physical and institutional environment, and have a role of preventing safety accident and in improving the construct ability through the analysis of issues in quality, time, construction, safety, and environmental management. The public sector "Construction Technology Management Act", a general and private sector "Building Act" and "Certified Architects Act", the residential building "Housing Act" are dealt with supervision systems, respectively, but private small building construction is excluded from the discussion of the main targets because of their relatively small scale and the lack of social interests, Thus, this study focused on the small buildings for improving the non-resident supervision systems. Survey results revealed that the non-resident supervisor needs to be selected not by clients but by officers in order to obtain its publicity. Based on the proper selection and execution of the supervision system suggested in this study, the potential effects can be summarized as 1) recovering of publicity, 2) correcting abnormal practice, and 3) realizing design intention for increasing the public value of buildings. In addition, findings in this study will be effective to amend current non-resident supervision systems for improving the quality of buildings and communities as well as for adopting the environmental-friendly energy-efficient smart building technologies.

The purpose of this study is to suggest a supervisory way to improve the efficiency of Building Supervision using Deep Learning, especially object detecting technology. Since the establishment of the Building Supervision system in Korea, it has been changed and improved many times systematically, but it is hard to find any improvement in terms of implementing methods. Therefore, the Supervision is until now the area where a lot of money, time and manpower are needed. This might give a room for superficial, formal and documentary supervision that could lead to faulty construction. This study suggests a way of Building Supervision which is more automatic and effective so that it can lead to save the time, effort and money. And the way is to detect the hoop-bars of a column and count the number of it automatically. For this study, we made a hoop-bar detecting network by transfor learnning of YOLOv2 network through MATLAB. Among many training experiments, relatively most accurate network was selected, and this network was able to detect rebar placement in building site pictures with the accuracy of 92.85% for similar images to those used in trainings, and 90% or more for new images at specific distance. It was also able to count the number of hoop-bars. The result showed the possibility of automatic Building Supervision and its efficiency improvement.

본 연구에서는 해외 건설공사 감리 체계를 조사·분석하여 국내 감리 업무 개선 방안을 마련하기 위한 연구를 진행하였다. 연구결과 발주청의 역할 및 책임을 강화하기 위해 관련 규정 및 매뉴얼을 마련하고, 감리자의 업무 경감 및 발주청의 업무 분담을 통해 감리 업무를 효율화 하며, 감리업무 평가 체계 수립을 통한 피드백 체계를 조성하는 방안 마련이 필요한 것으로 분석되었다. 이를 통해 국내 감리업무 개선이 가능할 것으로 판단된다.

This paper aims to analyze the performance of Construction Supervision System that contributed to domestic construction projects in public area with respect to reduction of shoddy constructions and improvement of the quality of construction results. Thus research suggested qualitative and quantitative criteria for assessing outcomes and analyzed the performance of Construction Supervision System based on the result of survey questionnaires.

최근 건축물이 사용성, 효율성, 규모 측면에서 다양하게 변화함에 따라 건설공사의 품질은 더욱 중요하게 인식되고 있다. 1962년에 도입된 감리제도는 공공부문에서는 발주자의 위임을 받은 공사감리자에 의해 공사단계에서 확인 또는 지시로 목표품질을 확보하고자 정부는 1994년에 건설기술관리법 개정을 통해 책임감리제도를 도입하였고, 민간부문 중 공동주택의 부실공사를 방지하고자 주택건설촉진법을 개정하여 공사감리제도를 강화하는 등 공사관리의 효율성과 품질의 향상을 가져왔다. 도심기능의 재정비를 위한 차원에서 재개발 사업의 한가지 유형으로 고층화된 주상복합건물이 도입되면서 여러 형태적 사회적 요구에 따른 제도적 변화가 지속되어 왔다. 정부는 주택시장 안정을 위해 300세대 이상의 주택을 건설하는 경우 해당 주상복합건물에 대해 주택법을 적용하도록 관련 법령을 개정하였다. 그러나 이러한 관련법령의 개정사항은 건축법에 의한 감리대상 건축물 중 일부에 한정되어 왔다. 따라서 현행 감리관련 법령 및 제도는 고층화 추세에 따라 다양하고 복잡한 주상복합건물의 공사진행 과정을 효과적으로 감리하기에는 미흡하다고 할 수 있다. 이에 본 연구는 기존 감리제도에 관한 연구와 공사참여자 및 입주자의 설문조사를 바탕으로 주상복합건물의 감리제도의 개선방안을 제안하고 그에 따른 기대효과를 제시하였다.

Domestic electrical construction inspection system was introduced into building site in 1963 by registered architects' law, meanwhile, inspector appointed by ministry of owners lake charge of Government managing building site. Afterwards several systems has been adopted to heal some problems each of them has revealed. These times Government granted authority for inspection on surveillancer, furthermore, formulate a supervising system which articulate the responsibilities of supervision and put it in effect as of 1st, January, 1994. This supervision system gets rid of factors causing faulty work to a considerable extent. However, as it is still in early stage, the system has various problems to overcome, For example, actual state of handling modifications of design in accordance with supervision system in field shows a difference between process provided by law and field process. Thus this study inquire and analyze actual condition of supervision system, at the same time, problems occuring in modifications of design under supervision, and then propose a way to improve it

Construction projects that should be under the construction supervision regulation were decreased in 2008 and new supervision projects in 2010 were significantly reduced by 60% comparing to the ones as of 2009. On the contrast, the volume of world construction projects including Middle·South Asia and Africa is forecasting to be increased by 46% in 2018. However, although the needs of oversea expansion of domestic construction supervision firms are appeared more and more, their preparations to the strategically important areas in the world are insufficient. Thus, this paper aims to suggest directions of strategics and plans for domestic construction supervision industry to expand the market to the world through questionnaire surveys and expert investigation.

건축법에 의한 감리제도가 1963년 도입된 이후 건축물은 용도, 성능 및 규모 등의 측면에서 더욱 다양해지고 복잡해졌다. 공공부문에서는 1994년에 건설기술관리법 개정을 통해 책임감리제도를 도입하였고, 민간부문 중 공동주택의 부실 공사를 방지하고자 주택건설촉진법을 개정하여 공사감리제도를 강화하는 등 공사관리의 효율성과 품질의 향상을 가져왔다. 또한 최근에는 주상복합건축물과 다중이용건축물이 도입되면서 여러 형태적${\cdot}$사회적 요구에 따른 제도적 변화가 지속되어 왔다. 정부가 주택시장 안정을 위해 300세대 이상의 주택을 건설하는 경우 해당 주상복합건축물에 대해 주택 건설촉진법에 의해 적용받도록 법령을 개정하였다. 그러나 이러한 개정사항은 감리대상 건축물 중 일부에 한정되어 있어 공사를 효율적으로 감리하기에는 미흡하며, 독립적인 감리업무를 수행하는데 여러가지 어려움이 있다. 이에 본 연구는 분양건축물을 중심으로 감리제도의 현행 문제점을 검토하고 그에 따른 개선방안을 제시하고자 한다.
