국토환경성평가지도 평가항목 구성의 적정성 검토 (Review of Compositional Evaluation Items for Environmental Conservation Value Assessment Map(ECVAM) of National Land in Korea)

  • This study review of Compositional Evaluation Items for Environmental Conservation Value Assessment Map (ECVAM) in Korea. The ECVAM is composed of legal assessment and environmental/ecological assessment items. ECVAM basically adapts an overlay method for environmental/ecological assessment items. The objective of this study is to suggest supplementary items for the ECVAM with the following process : Overlapping rates of the assessment items in the ECVAM are calculated to understand the grade distribution of the environmental conservation value assessment and to analyze the overlapping rates among the assessment items, as a result it is found that various items are overlapped each other. In order to reflect effectively each assessment item to the ECVAM, Analyzed the overlapping degree among assessment items to be applied to this map. On the concrete we gripped results to be assessed by various items, which were overlapped each other. In order to reflect effectively each assessment item to the environmental conservation value assessment map of national land, we analyzed the overlapping degree on environmental/ecological items, and investigated the grade distribution by field survey. In this study we assessed the ECVAM by 5 kinds of method. Method 1 is Grade 1 areas of each administrative district, Method 2 is Comparing overlapping areas of each assessment items Grade 1, 2 and Permission of each assessment items' duplication, Method 3 is Grade 1, 2 areas by only singular assessment items, Method 4 is Only Grade 1 areas of Method 2 and Method 5 is Only Grade 2 areas of Method 2. As results, Method 1 showed Seoul and other metropolitan cities reveal a high proportion of Grade I regions by the legal assessment items. Kangwon-Do, show a high proportion of Grade I regions by the environmental/ecological assessment item. Method 2 showed 93.4% of diameter Grade II(standard for stability), forest diameter item was accounted for 99.9% by Method 3, Method 4 showed 95.7% of forest diameter and forest density was accounted for 66.4% by Method 5. From now on, this study will contribute to reduce the complexity in the process of manufacturing ECVAM of National Land, and to raise the pliability in the process of managing and updating this map.

자연체험 및 휴양적 관점에서 농촌지역의 비오톱 가치평가 연구 - 대규모 택지개발 사업지를 대상으로 - (A Study on the Evaluation of Biotope Value of Rural Areas in terms of Nature Experience and Recreation - A Case Study of Large Residential Land Development District -)

  • This research has a significance on providing basic material of landscape ecological planning and open space planning of the future site by selecting Sinseo innovative city area, large residential land development district in rural area, by classifying biotope types and implementing recreational value assessment in the level of area. First of all, as a result of classification of biotope types in research site, total 11 biotope type groups including stream biotope and its subordinate 51 biotope types. Also, as a result of the first value assessment of classified biotopes, there are total 5 types such as vegetation-full natural river, fallow ground in I grade. In addition, it is analyzed that grade II have 18 types, III are 10, IV are 12, the least valuable V are 6. Especially, grassland biotope(GD) was classified into grade II, which is one grade raised, because it is analyzed that it has high value in terms of normal access and availability although it was assessed as grade ill in terms of natural experience quality. Lastly, as a result of the second assessment, special areas for natural experience and recreation(1a, 1b) are 15, areas for natural experience and recreation(2a, 2b, 2c) are 47. Especially, the 52th drawing mark space was grade II in the first assessment but its value grade was upgraded because of its high value in terms of use evidence, size of the area, accessibility with housing area, history and cultural character and so on.

농경지 내 띠형수림의 경관적 가치분석 (A Value Analysis of the Hedgerow in Cultivated Areas in point of Landscape)

  • This research regard it as most meaningful to realize the importance of the hedgerow in cultivated areas functioning as a residual landscape element in rural landscape and set improvement guidelines through landscape character and value analysis to cope with landscape malfunction. The results of summary are as follows. 1) First of all, as a result of landscape character analysis of edge stripe in cultivated land in total of 7 case areas, for example, the edge stripe in cultivated land in case area 4 and 8 maintain the width of 10m and are assessed satisfactory in terms of vegetation development condition, appearance of living species, connectivity, buffer capacity and so on. Also, as a result of structural character of correlation analysis among items, the correlation coefficient between width and appearance of living species showed 0.941, the highest. Following are connectivity and appearance of living species and width and buffer capacity respectively: 0.841 and 0.740. 2) As a result of landscape character analysis of uncultivated stripe in total of 6 case areas, it is analyzed that case area 4 maintains the widest width as almost 4.5m average width and considered valuable as I degree in vegetation development condition, filtering, and connectivity. 3) As a result of problem analysis of uncultivated stripe, for example, case 3, 9, and 10 was analyzed that the width was below 1.25m which is too small to carry out the function of buffer and habitat for living creature, so minimum standard width was set between 4~5m through comprehensive analysis of character of each case area. Based on the result above landscape character, value and problem analysis, main improvement guidelines are set in terms of width, connectivity, filtering, and vegetation development, restrictive practices and so on.

둘 이상의 용도지역 등에 걸치는 대지에 대한 용적률 적용기준 변경의 정책적 효과분석 - 강남구를 중심으로 - (An Analysis of the Policy Effect on the Change of Application Standard of Floor Area Ratio for Land Covering Two or More Zoning Area - Focused on Gangnam-gu -)

  • 국토교통부는 지난 2012년 "국토의 계획 및 이용에 관한 법률"을 개정하였으며, 이를 통해 둘 이상의 용도지역에 걸치는 대지에 대한 용적률 적용기준이 변경되었다. 본 연구는 "국토의 계획 및 이용에 관한 법률" 개정에 따른 용적률 적용기준 변경의 정책적 효과 분석에 대한 연구를 진행하였다. 둘 이상의 용도지역 등에 걸치는 대지라 함은 일반적으로 이해하고 있는 노선상업 또는 노선준주거 지역이다. 본 연구는 노선상업 또는 노선준주거 지역이 상대적으로 많이 입지해있는 서울의 강남구를 대상으로 정책효과를 검증하였다. 이를 위해 2007년부터 2017년까지 강남구에서 거래된 오피스 사례 468건이 분석에 이용되었다. 정책변경에 따른 효과를 검증한 결과 정책변경에 따른 용적률 인센티브를 받은 오피스는 그렇지 않은 오피스에 비해 19.08%의 평당 매매가격 상승이 있는 것으로 나타나 법개정에 따른 경제적 효과가 상당히 컸음을 알 수 있다. 또한 기존 정책이 둘 이상의 용도지역 등에 걸치는 대지의 소유자들의 토지이용에 대한 제약으로 작용했고 이는 곧 해당 자산이 갖고 있는 본연의 가치를 절하요인으로 작용했다고 볼 수 있다. 따라서 본 연구 결과는 정책변경이 둘 이상의 용도지역에 걸쳐있는 토지의 합리적 이용을 이끌어내 해당 자산 본연의 가치를 평가받고 있다는 실증적 근거를 제시했다는데 기여를 했다고 볼 수 있다.

백두대간 속리산 권역 및 한남금북정맥 보은군 권역에 대한 생태계 기능 산정 매트릭스 방법의 적용 (Ecosystem Service Matrix applying to Baekdu-daegan Songnisan and Hannamgeumbukjeongmaek Boeun-gun area)

  • The purpose of this study is to evaluate the applicability of Ecosystem Service Matrix method in Songnisan and Hannamgeumbukjeongmaek Boeun-gun area. The assessment was carried out with 25 land cover types by 7 ecosystem values. The research area was divided by 30m x 30m cell unit and the each cell value was classified into 5 grades. The total number of cell under the investigation was 433,910 units in Songnisan and 84,975 in Boeun-gun. Class I and II area were widely spread and Class V area is narrowly distributed inside of Class III area in Songnisan. I area, II area and separately managed zone belong to Ecological Zoning map and Environmental Conservation Value Assessment Map(Environment + Ecology) were assessed Class I in Ecosystem service matrix. In conclusion, Ecosystem Service Matrix assessment based on land cover map is a rapid assessment methodology which reflecting ecosystem functions in a larger area. If it is supported with more ecosystem functions, the more precise nature value can be calculated.

토지적성평가 평가방법 개선방안 연구 : 거리측정 및 임계치 설정방안을 중심으로 (A Study on the Improvement of Measuring Methods in Land Suitability Assessment: Focused on the Distance Measurement and Threshold Definition)

  • 본 연구에서는 토지적성평가 평가결과의 정확성을 향상시킬 수 있는 방안을 제시하였다. 이를 위해 지표값 측정 및 임계치 설정을 중심으로 현 제도에서 적용하고 있는 평가방법과 이를 개선할 수 있는 방안을 검토하고, 사례지역을 대상으로 두 가지 방법을 적용함으로써 기존의 방법에 비해 지니는 효과를 파악하였다. 구체적인 분석과정은 1) 공간적 입지특성에 대한 거리측정시 저항을 고려한 분석, 2) 보전적성값 산정시 물리적 특성지표에 적용되는 귀속도 함수의 임계치 설정에 따른 평가결과를 측정하였다. 평가결과 첫째, 저항을 고려한 측정방법이 단순한 직선거리에 의한 방법에 비해 하천이나 임야 등 접근성이 떨어지는 지역적 특성을 보다 잘 반영하고 있는 것으로 나타났다. 둘째, 대상지역의 최고값을 최대임계치로 설정하는 현재의 방법이 지표의 측정값 분포를 고려한 임계치 설정 때보다 상대적으로 평가절하된 점수값을 도출할 수 있음을 예측할 수 있었다. 마지막으로 인공위성영상자료를 평가결과에 중첩시켜 보았을 때 본 연구의 방법에 의한 적성등급이 현황과 보다 잘 부합하는 것으로 나타났다. 본 연구에서 제시한 평가방법은 토지적성평가 결과의 정확성을 향상시켜 준다는 점에서 의의가 크다. 더불어 그간 제도의 시행과정에서 나타난 문제점--평가단위의 문제, 평가절차상의 문제, 기초자료 정비의 문제 등--이 보완된다면 국토 및 도시정책 수립시 이를 효과적으로 지원할 수 있는 공간의사결정지원체계(SDSS)로서도 활용될 수 있을 것이다.

생태네트워크 구축을 위한 해안습지 기능평가 연구 - 충남 서해안을 대상으로 - (A Study on Function Assessment of Coastal Wetlands for Ecological Network Establishment -Focused on the Westcoast of Chungnam Province -)

  • This study was surveyed from January to september, 2007 in order to evaluate the function of coastal wetland as a ecological axis in korea peninsula. Assessment was done by RAM (Rapid Assessment Method). RAM is consisted of total 8 contents and divided into high, moderate, low. The preservation grade of RAM is divided into 4 grades; absolute preservation, preservation, improvement and improvement or restoration. Throughout survey on total 14 wetlands of marine, estuary wetland and back marsh which are distributed in west coast in chung-nam province, their function was assessed. As result, total all the 14 wetlands were judged as preservation grade by assessment of 8 functional contents. The function of wetlands assessed as preservation grade showed high in water quality protection and improvement. Also, showed high in vegetation diversity, wildlife habitat and aesthetic recreation. Meanwhile, showed low in ground water recharge, Shoreline/Stream Bank Protection, Flood/Stormwater storage and Flood flow alteration. Of wetlands evaluated as preservation grade, Dae-ho, Sinduri, Bu-Nam lake, Sowhang dune and keum river estuary were assessed as absolute preservative area owing to habitation of international protection species and endangered species. These wetlands are essential to be managed continuously as a area having high ecological value. Farther, this wetlands will be done as a axis of ecological network related to land ecosystem.

골프장의 경기성 및 운영관리 향상을 위한 평가항목 개발 (Development of Evaluation Items for Play Ability & Operation Management in Golf Course)

  • The purpose of this study is to discovered assessment items for improving athletic efficiency and management of golf courses. Through this, the study intended to provide basic data for creating competitive golf courses and management. Important assessment items were selected by inducing preliminary assessment items and conducting a preliminary survey and a main survey for specialists through a theoretical study. For the survey results studied, reliability and average value for importance were calculated using SPSS/PC Window Release 12.0. As assessment of importance by assessment area, in athletic efficiency assessment, course management level was the highest, followed by fairness of games and operation of games. In management assessment, importance of service level, information management, facility management, management of game assistants, etc. were high. As assessment of importance by assessment item, it was found that 'variety of golf shot' and 'the length of a course' were important in course layout. Also 'start interval among teams' and 'disturbance of play' were assessed as important items in game operation, while 'fair reservation' and 'rounding rotation time' were important in fairness of games. In addition, in information management, 'kind service of golf course staffs' and 'prompt reservation and notification' were found to be important assessment items. In facility management, all assessment indexes were over 4.0, which means all of them are important for quality of golf course and competitiveness. In membership service, 'appropriate price of goods for sale' and 'service for members' were relatively important assessment items. Further, in management of game assistants, 'qualifications and skillfulness of game assistants' was assessed as a very important index. Although the current study only selected important items to assess excellent golf courses, it is necessary to apply the study results to the actual sites and verify them for golf course both at domestic and abroad.

도상경계와 지상경계에 대한 비교 분석 (A Comparative Analysis on Parcel Boundaries between the Map and Ground)

  • 인류는 토지와 역사를 같이하고 있으며 토지의 관리를 통치의 수단으로 시작하여 과세의 목적과 소유권의 개념으로 발전하였다. 또한 지형의 용도 및 소유권에 따라 토지에 경계선을 그어 필지로 구획하고 나아가 가변적인 지표상의 경계를 고정적으로 공시하기 위하여 토지를 지적공부에 등록하는 제도로 발전 시켜왔다. 오늘날과 같이 산업사회로의 발달로 토지의 가치가 높이 평가되면서 국민들은 토지에 대한 정확하고 다양한 정보제공을 요구하고 있다. 그러나 우리나라는 토지조사사업으로 작성된 지적도를 현재까지 사용하고 있으며 토지이동에 따른 경계의 변동, 지적도면의 지질(紙質)의 변질과 신축이 심한 상태이다. 이러한 원인은 지적도의 경계선과 지상경계선의 불일치로 토지분쟁을 유발하여 대국민관계에 불신을 초래하고 있지만 아직까지 정확한 해결방안을 찾지 못하고 있는 실정이다. 본 연구에서는 현행 지적공부의 문제점인 경계불부합을 효율적으로 정리할 수 있는 방안으로 TS측량방법을 이용하여 경계점간 거 리의 변화를 비교 분석하였으며, 도시지 역과 농촌지 역에 관계없이 도면상의 문제점을 해결하는 것보다 지상경계위주의 좌표로 등록할 수 있는 새로운 측량방법으로 정리하는 것이 효율적임을 알 수 있었다.

지적재조사와 감정평가의 효과적 적용 방안 (Effective Application Methods of Cadastral Resurvey and Appraisal)

  • 본 연구는 지적재조사업을 원활하게 추진하기 위하여 조정금을 산정하는데 있어서 감정평가를 적용할 필요성을 제시하고자 한다. 본 연구 내용을 요약하면 다음과 같다. 첫째, 조정금의 추정이 증가할 것으로 판단되는 현재의 시점에서 현실성을 반영하지 못하는 범위에 대해 고려할 수 있는 효과적인 방법을 제시하는 것이다. 둘째는 개별적 토지의 조정금 산정에서 발생하는 불확실성을 개별 토지에서 발생되는 문제점으로 제기되고 있다. 토지의 진정한 가치에 대한 보상가격과 조정금의 조정 때문에 차이가 발생할 수 있다. 셋째, 다양한 토지의 경우와 조정금 산정방법의 평가방법에 대한 접근방법의 차이로 인해 다양한 평가기법의 적용이 요구되고 있으며, 개별적 가치의 평가에서 전문적인 감정평가사에 의한 조정금 산정의 조정이 제시되고 있다.
