  • In this era of changing system, we may learn lesson from newly developed Uniform Electronic Transation Act(UETA) in 1999. Korea has its counterpart as the Basic Electronic Transaction Act and Electronic Signature Act made by 1999. While UETA stresses on transaction law between individuals, that of Korean stresses on the role of government in electronic transaction. Both laws have the common definitions as electronic record, electronic signature, however, UETA has its own definitions such as automated transaction, computer program, electronic agent, information, information processing system, and security procedure. Especially, transferable record in section 16 is one of the most unique concept which Korean law does not provide. Korean government is planning to introduce electronic note in the near future, which will make unprecedented reform in Korean financial industry. Since Korean law does not have such a concept as electronic note, revision of the law is expected soon. Korean law has its specialty which puts stress on cyber mall, authentication agency, and consumer protection. In U.S., the interpretation of law by court is important when they have disputes according to common law traditon. Studies on cases on disputes in U.S. is needed most for Korean application.

Past and Future Epidemiological Perspectives and Integrated Management of Rice Bakanae in Korea

  • In the past, rice bakanae was considered an endemic disease that did not cause significant losses in Korea; however, the disease has recently become a serious threat due to climate change, changes in farming practices, and the emergence of fungicide-resistant strains. Since the bakanae outbreak in 2006, its incidence has gradually decreased due to the application of effective control measures such as hot water immersion methods and seed disinfectants. However, in 2013, a marked increase in bakanae incidence was observed, causing problems for rice farmers. Therefore, in this review, we present the potential risks from climate change based on an epidemiological understanding of the pathogen, host plant, and environment, which are the key elements influencing the incidence of bakanae. In addition, disease management options to reduce the disease pressure of bakanae below the economic threshold level are investigated, with a specific focus on resistant varieties, as well as chemical, biological, cultural, and physical control methods. Lastly, as more effective countermeasures to bakanae, we propose an integrated disease management option that combines different control methods, including advanced imaging technologies such as remote sensing. In this review, we revisit and examine bakanae, a traditional seed-borne fungal disease that has not gained considerable attention in the agricultural history of Korea. Based on the understanding of the present significance and anticipated risks of the disease, the findings of this study are expected to provide useful information for the establishment of an effective response strategy to bakanae in the era of climate change.

  • As a primary technology of Industry 4.0, human-robot collaboration (HRC) requires additional measures to ensure worker safety. Previous studies on avoiding collisions between collaborative robots and workers mainly detect collisions based on sensors and cameras attached to the robot. This method requires complex algorithms to continuously track robots, people, and objects and has the disadvantage of not being able to respond quickly to changes in the work environment. The present study was conducted to implement a web-based platform that manages collaborative robots by recognizing the emotions of workers - specifically their perception of danger - in the collaborative process. To this end, we developed a web-based application that collects and stores emotion-related brain waves via a wearable device; a deep-learning model that extracts and classifies the characteristics of neutral, positive, and negative emotions; and an Internet-of-things (IoT) interface program that controls motor operation according to classified emotions. We conducted a comparative analysis of our system's performance using a public open dataset and a dataset collected through actual measurement, achieving validation accuracies of 96.8% and 70.7%, respectively.

River Basin based Region Reconstruction and it's Regulation Analysis: A Case of Gangwon Province (하천 유역권에 의한 권역구분과 권역별 규제지역 분석 - 강원도 지역을 대상으로 -)

  • Changing of industry structure and development of traffic and telecommunications requires a change of the knowledge about the space where the human beings reside. Step by step the world is being divided into specified utility blocks. Today there is a limit that only one local government can compete with another region in the world. This study provides decision support tools with the use of GIS on the regional level for regions competition. GIS establishes regions and analyzes their geographic environment data, which will help in local-government problem solving and provide framework data for similar regions to become the community. The wide-area GIS application can present an objective and rational basis for regulation of inefficient investments and excessive competition between adjacent regions. The study area is Gangwon-do. Considering specific features of Gangwon-do which preserved high-quality environment resources, river basins were taken as a basis among natural regional elements. The main object of analysis conducted were the facts relevant to environmental regulation. The Gangwon-do consists of three regions in this study: Yongdong region, North-Hangang region and South-Hangang region. The analysis of each region regulation cases showed the following: in Youngdong region the forests regulation rate is high, in North-Hangang region the military installations protection sector's rate as well as regulation rate for water resources protection is relatively high, in South-Hangang region the forest and water resources regulation rate is high. The percentage of forests and water regulation rate appeared to be rather high in Gangwon-do, which means that the value of forest and water resources there is very high.

A Study on the Verification and Improvement to Locate and Determine the Radioactive Contamination Using a Whole Body Counter (전신계측기를 이용한 원전종사자 방사성오염 위치확인과 내부방사능 측정개선에 관한 연구)

  • Whole body counters (WBCs) are used to monitor radiation workers for internal contamination of radionuclides at domestic nuclear power plants (NPPs). A WBC is a scintillation detector using sodium iodide (NaI) and provides the identification of inhaled radionuclide and the measurement of its internal radioactivity in a short time. However, it is often possible to estimate external contamination as internal contamination due to radionuclides attached to the skin of radiation workers and this leads to an excessively conservative estimation of radioactive contamination. In this study, several experiments using a WBC and the Korean humanoid phantom were performed to suggest the more systematic method of discrimination between external and internal contamination. Furthermore, a WBC geometry experiment was conducted to suggest the optimal WBC geometry in consideration of deposited areas inside the body for dominant radionuclides at NPPs. The procedure of measurement and estimation of internal radioactivity for radiation workers at NPPs was improved on the basis of experimental results. Thus, it is expected to prevent from estimating internal exposure dose conservatively owing to the application of accurate whole body counting program to NPPs.

Analysis of Blockchain Platforms from the Viewpoint of Privacy Protection (프라이버시 보호 관점에서의 블록체인 플랫폼 분석)

  • Bitcoin, which can be classified as a cryptocurrency, has attracted attention from various industries because it is an innovative digital currency and the beginning of a Blockchain system. However, as the research on Bitcoin progressed, several security vulnerabilities and possible attacks were analyzed. Among them, the security problem caused by the transparency of the Blockchain database prevents the Blockchain system from being applied to various fields. This vulnerability is further classified as the weak anonymity of participating nodes and privacy problem due to disclosure of transaction details. In recent years, several countermeasures have been developed against these vulnerabilities. In this paper, we first describe the main features of the public and private Blockchain, and explain privacy, unlinkability and anonymity. And, three public Blockchain platforms, Dash, Zcash and Monero which are derived from Bitcoin, and Hyperledger Fabric which is a private Blockchain platform, are examined. And we analyze the operating principles of the protocols applied on each platform. In addition, we classify the applied technologies into anonymity and privacy protection in detail, analyze the advantages and disadvantages, and compare the features and relative performance of the platforms based on the computational speed of the applied cryptographic mechanisms.

Assessment of Applicability of Portable HPGe Detector with In Situ Object Counting System based on Performance Evaluation of Thyroid Radiobioassays

  • Background: Different cases exist in the measurement of thyroid radiobioassays owing to the individual characteristics of the subjects, especially the potential variation in the counting efficiency. An In situ Object Counting System (ISOCS) was developed to perform an efficiency calibration based on the Monte Carlo calculation, as an alternative to conventional calibration methods. The purpose of this study is to evaluate the applicability of ISOCS to thyroid radiobioassays by comparison with a conventional thyroid monitoring system. Materials and Methods: The efficiency calibration of a portable high-purity germanium (HPGe) detector was performed using ISOCS software. In contrast, the conventional efficiency calibration, which needed a radioactive material, was applied to a scintillator-based thyroid monitor. Four radioiodine samples that contained $^{125}I$ and $^{131}I$ in both aqueous solution and gel forms were measured to evaluate radioactivity in the thyroid. ANSI/HPS N13.30 performance criteria, which included the relative bias, relative precision, and root-mean-squared error, were applied to evaluate the performance of the measurement system. Results and Discussion: The portable HPGe detector could measure both radioiodines with ISOCS but the thyroid monitor could not measure $^{125}I$ because of the limited energy resolution of the NaI(Tl) scintillator. The $^{131}I$ results from both detectors agreed to within 5% with the certified results. Moreover, the $^{125}I$ results from the portable HPGe detector agreed to within 10% with the certified results. All measurement results complied with the ANSI/HPS N13.30 performance criteria. Conclusion: The results of the intercomparison program indicated the feasibility of applying ISOCS software to direct thyroid radiobioassays. The portable HPGe detector with ISOCS software can provide the convenience of efficiency calibration and higher energy resolution for identifying photopeaks, compared with a conventional thyroid monitor with a NaI(Tl) scintillator. The application of ISOCS software in a radiation emergency can improve the response in terms of internal contamination monitoring.

A study of factors influencing sunscreen use among Koreans: application of the Health Belief Model (HBM) (한국인의 자외선차단제 사용에 영향을 미치는 요인 연구 : 건강신념모델(HBM)의 적용)

  • This study evaluated the attitudes of the Korean population towards sunscreen use through the Health Belief Model (HBM) construct and investigated the psychological factors that influence sunscreen use. For this purpose, an online survey was conducted from 1 November 2023 to 1 January 2024, and a total of 303 participants were collected. The collected data were analysed using SPSS v. 25.0 programme using Cronbach's 𝛼, frequency analysis, descriptive statistics, correlation analysis, independent samples t-test, one way ANOVA, Scheffe's test, and multiple regression analysis. The results of the study showed that the mean score of sunscreen use was 3.26±1.384 out of 5, and there was a significant correlation between the variables of the health belief model and sunscreen use (p<.01). Gender, age, and skin colour were also associated with each variable, with women, the elderly, and those with lighter skin tending to be more proactive in sun protection. Multiple regression analyses revealed that self-efficacy (𝛽=.629, p<.001) and perceived vulnerability (𝛽=.139, p<.001), sub-factors of the Health Belief Model, had a statistically significant positive effect on sunscreen use, while perceived barriers (𝛽=-.261, p<.001) had a statistically significant negative effect on sunscreen use. These results may have important theoretical implications for the development and implementation of educational programmes to promote sunscreen use by providing insight into the psychosocial factors that influence sun protection.

On-Site Diagnosis of Fire Blight with Antibody-Based Diagnostic Strips (항혈청 기반 진단 스트립을 이용한 과수 화상병 현장진단)

  • Recently fire blight occurred in the Republic of Korea and eradication program for the disease has been executed since then. Specificity and detection sensitivity of the 2 antibody-based diagnostic strips to Korean isolates of Erwinia amylovora (Ea) and their application for on-site diagnosis were evaluated in this study. Ea AgriStrip, a commercial diagnostic kit, and EB strip, developed in this study, reacted positively to the all tested Korean Ea strains and also to most of Erwinia pyrifoliae (Ep) strains causing black shoot blight. They reacted negatively to all Pusedomonas syringae pv. syringae (Pss) strains that cause shoot blight on apple. Detection sensitivity was similar between the 2 strips. For on-site diagnosis, the two strips reacted positively only to the extractions of the fire-blighted samples on all fire blight occurred orchards except one orchard at which on-site diagnosis was carried out at winter time. In addition, they reacted positively to the black-shoot blighted extractions from the black shoot blight occurred apple orchard. These results suggest that both EB strip and Ea AgriStrip would be useful for on-site diagnosis of fire blight in Korea.

Determination of Proper Application Timing and Frequency for Management of Tomato Leaf Mold Disease by Commercially Available Microbial Preparations (미생물제제 이용 토마토 잎곰팡이병 방제시기 및 살포회수 결정)

  • In order to develop a environmentally friendly control protocol for managing tomato leaf mold disease in the field, we employed bacteria- and fungi-based commercially available microbial preparations. The field experiment was conducted from April to July in 2010. Average incidence rates tomato leaf mold caused by Fulvia fulva were 13.1% at the two plastic houses located in Jangsung, Jeonnam area. Initially 11 microbial preparations were tested for antifungal activity against F. fulva in vitro. Among them, 7 selected preparations showed to be inhibited the mycelial growth of the fungal pathogen over 50%. Four microbes suppressed disease incidence as much 50% under greenhouse condition. Eventually in the field two microbial products including Bacillus subtilis GB-0365 and B. subtilis KB-401 respectively were showed control value up to 71.8% for four times sprays from 20 days to 70 days after transplanting. Furthermore, the control value of three times spray program demonstrated 79.3%. Efficacy of the three and four spray programs was more effective than that of non-spray control treatment. Our results indicated that adjustment of application method of commercially available microbial preparation could be used to control a target plant disease as an effective and efficient crop protection system for organic farming.
