A Study on the Alternative Establishment Method and Evaluation of Offshore Wind Farms - Focusing on Overseas Cases - (해상풍력발전단지 대안설정 방법 및 평가에 관한 연구 - 해외 사례를 중심으로 -)

  • Recently, many offshore wind farm project plans and environmental impact assessments have been conducted in Korea. However, despite having different characteristics from onshore wind farm, there is a lack of alternative setting and evaluation methods suitable for this. Accordingly, this study attempted to derive implications for the alternative setting and evaluation method suitable for the domestic situation through overseas guideline and case analysis. Through the result of the analysis, it was possible to examine the process of the alternative setting and evaluation method for offshore wind farm, and through this, detailed considerations and methodology were found. Even overseas, the methodology for alternative setting and evaluation has not yet been clear, and the methodology used for onshore wind farm has been improved and developed. In Korea, it is necessary to prepare a system for setting and evaluating alternatives to such offshore wind farm projects, and research in various fields is required to carry out them reasonably and efficiently. For the successful promotion of domestic offshore wind farm projects, it is thought that continuous efforts to increase environmental and social acceptance are necessary along with the promotion of related research reflecting the implications derived from overseas cases.

Comparison of results between modified-Angoff and bookmark methods for estimating cut score of the Korean medical licensing examination

  • Purpose: The purpose of this study was to apply alternative standard setting methods for the Korean Medical Licensing Examination (KMLE), a criterion-referenced written examination, and to compare them to the conventional cut score used on the KMLE. Methods: The process and results of criterion-referenced standard settings (i.e., the modified-Angoff and bookmark methods) were evaluated. The ratio of passing and failing examinees determined using these alternative standard setting methods was compared to the results of the conventional criteria. Additionally, the external, internal and procedural evaluation of these methods were reviewed. Results: The modified-Angoff method yielded the highest cut score, followed sequentially by the conventional method and the bookmark method. The classification agreement between the modified-Angoff and bookmark methods was 0.720 measured by Cohen's ${\kappa}$ coefficient. The intra-panelist classification consistency of modified-Angoff method was higher than bookmark method. However, the inter-panelist classification consistency was vice versa. The standard setting panelists' survey results showed that the procedures of both methods were satisfactory, but panelists had more confidence in the results of the modified-Angoff method. Conclusion: The modified-Angoff method showed results that were more similar to those of the conventional method. Both new methods showed very high concordance with the conventional method, as well as with each other. The modified-Angoff method was considered feasible for adoption on the KMLE. The standard setting panelists responded positively to the modified-Angoff method in terms of its practical applicability, despite certain advantages of the bookmark method.

A Kth Shortest Path Algorithm with the Link-Based Label Setting Approach and Its Application for An Alternative Routes Selection (링크표지확정 다수경로탐색 알고리즘과 대안경로선정을 위한 활용)

  • Given a Path represented by a sequence of link numbers in a transportation network, the reasonable path is defined as a path that any link is appeared multiple times in it. Application of the link labelmethod(LLM) to the shortest path algorithms(SPA) enables to model the reasonable path choice behavior in urban networks. This study aims at expanding the LLM to a Kth shortest path algorithms(KPSA), which adopts the node label setting method. The small-scaled network test demonstrated that the proposed algorithm works correctly and the revised Sioux fall network test showed that the path choice behaviors are reasonably reflected. In the large-scaled network based on the South Korea peninsula, drivers' route diversion perceptions are included as cost terms in total cost. The algorithm may be applied as an alternative route information tools for the deployment of ATIS.

A Permeation Characteristics Study of Water- or Oil-soluble Substances through Condition Setting for the In Vitro Skin Absorption Method (피부흡수 대체시험법의 조건설정을 통한 수용성, 지용성 물질의 투과 특성 연구)

  • Objectives: The purpose of this study was to compare permeation characteristics in three skin types using oil-soluble benzoic acid and water-soluble caffeine after method condition optimization based on OECD guideline 428. Methods: A Franz diffusion cell, a reliable alternative method for skin permeation, was used. One-milliliter samples were taken and immediately replaced with fresh solution in the receptor chamber at regular time intervals (1, 2, 4, 7, 10 and 24 hr). The amount of test substances was measured by LC-MS/MS. Results: The permeation rate increased dose-dependently, and the permeation orders were $KeraSkin^{TM}$ > hairless mouse full skin > human cadaver epidermis for skin types, and benzoic acid solution > caffeine solution > benzoic acid cream > caffeine cream for type of test materials. Conclusion: According to the definitions of Marzulli, benzoic acid and caffeine would be classified as 'fast' and 'moderate' compared with the permeation of other chemical species. The setting conditions and permeation characteristics performed in this study are expected to contribute to future permeation studies.

  • In this study, we tried a study on a direction of the field of oriental medicine on accepting complementary alternative medicine by analyzing the related thesis, journals and papers on the complementary alternative medicine published in the field of oriental medicine. As the result of analyzing the present study of the field of oriental medicine on the complementary alternative medicine, there have been 22 studies on the complementary alternative medicine. Thesis, papers were mainly experimental papers about the bee venom therapy, energy therapy, fasting therapy, and colon therapy, and the journals were actively studied in order of clinical paper, experimental paper, and reference paper about the bee venom therapy, energy therapy, and reflexolgy. The acceptance of complementary alternative medicine by the field of oriental medicine through a scientific relation should be conducted more systemically by setting the main academy taking charge of the study on common characteristics of the complementary alternative medicines on the classification of NCCAM as well as the related academies taking charge of the study on the unique characteristic of each complementary alternative medicine. First, additional studies are needed to make the most of characteristics of each complementary alternative medicine through the main academy and the related academies, and for the next, additional studies are necessary to complement the research trend on each complementary alternative medicine through the main academy and related academies.

A Case Study on the Children's Play Behaviors and Outdoor's Environment of Child Care Center in Seoul (실외놀이터 환경과 아동의 놀이행동에 관한 사례연구;서울지역 어린이집을 중심으로)

  • The purpose of this study was to analyze the relationship between outdoor play environments and child's play behaviors. The data were collected by this study include field measurement survey, and non-participatory observation from 8 child care centers in Seoul. The field measurement survey were conducted from February 20 to March 20, 2005, whereas non-participatory behavior observation were conducted from June 15 to July 10, 2005. The major results showed the following. 1)Most of child care centers were too small, did not use the adequate surfacing to play various activities, and were made of play equipment setting. 2)Child's play behavior focused on functional play activity and construction play activity. 3)The relationship between outdoor play environments and child's play behaviors showed that small outside play environment with monotonous construction of play setting produced functional play behaviors on children. However, in some cases, despite the small and monotonous play area, diverse play behaviors were observed. These playgrounds at least differed from others in that they provided the place where multi purpose play was possible. This finding shows that multi purpose play areas can be an alternative in small playground environment.

Comparative Study of Truck Traffic System Management for Reducing Air Pollution Impact - Forcusing on Sihwa National Industrail Complex, Siheung City - (교통체계개선에 의한 화물교통 대기오염영향 저감방안 - 시흥시 시화국가산업단지를 중심으로 -)

  • The factor of air pollution in a large industrial city is not only manufactories but also, activities related to trucks. Sihwa National Industrial Complex is located in Siheung City; due to the industries, more diverse activities related to trucks occur in Siheung City than other cities. In particular, the new residential area in Siheung City is close to the industrial complex; so, the damage of this residential area is expected that it would be more serious and vulnerable than other areas. The aim of this study is to analyze influence of the air pollution by a truck in Siheung City. ISCST3 Model and Arc View program were used for this study and Siheung City was divided into 1,000 meter by 1,000 meter grid to analyze. Furthermore, this study suggested two reduction controls of air pollution in Siheung City, and analyzed the results from these reduction managements. The results of the present condition showed that residences located in north of Sihwa Industrial Complex are influenced by air pollution material. Furthermore, air pollution by trucks has affected on the residents which is near the road in Siheung City. Therefore, this study suggested two reduction controls by the Traffic System Management. The first alternative plan is setting the truck traffic limitation zone in the road that is located in south of resident areas and many trucks traffic. Next, the second alternative plan is setting freight truck way on the most traffic road to enter the industrial complex. The reduction effect of the first alternative is good on the residential area. And, the second alternate about freight truck way is divided passenger cars into trucks. Therefore, there are increase of average speed and decrease of average concentration, and spatial reduction effects found in wide areas.

Analysis of the Priority Decision for Establishment Criteria of Environmental Sculptures in Urban Areas (대도시 옥의 환경조형물의 설치기준에 대한 우선순위 분석)

  • This research focused on the priotity decision for establishment sriteria on the effects which environmental sculptures in urban area. The analysis performed in this study used the AHP(Analytic Hierarchy Process) that is recognized as a useful decision-making tool to select and evaluate alternatives through pairwise comparison in the context of hierarchical decision structure. The results obtained from the analysis drawn by collecting the professional opinions of 5 experts for environmental sculptures are as follows: 1. The orders of establish criteria priorities on environmental sculptures were harmony of environment> symbol> public> function. The harmony of environment was the most important priority because it showed the highest weight of criteria. 2. The alternative priorities of environmental sculptures were the meaning of work>setting place> social contribution> physical quality .The meaning of work showed the highest change in the weight of alternative. 3.The sensitivity analysis of environmental sculptures demonstrated that the rate of change in the alternative priorities of the public was stabilized although the criteria importance varied, while the harmony of environment, the symbol intimated and function of priorities has their rates of weight changed if the criteria priorities were high.

The Effect of Behavior Based Safety Program on Safe Behaviors of Bus Drivers and Passengers: A Field Case Study (행동기반 안전관리(Behavior Based Safety: BBS) 프로그램이 버스 기사 및 승객의 안전행동에 미치는 효과 검증: 현장 사례 연구)

  • This study examined the effect of Behavior Based Safety(BBS) program on safe behaviors of bus drivers and passengers. Four male bus drivers working at a H transportation company situated in Seoul participated in this study. BBS program consisted of education, prompts, and self-monitoring with goal setting. Dependent variables were the percentage of two safe driving behaviors of bus drivers (departure after stopping for 3 seconds, announcement for holding bus handles) and the percentage of one safe behavior of passengers getting on the busses those drivers drove (holding bus handles). A primary observer and two trained assistant observers measured two safe behaviors of the bus drivers with behavior checklists by riding on the busses and the passengers' safe behavior was observed by CCTV installed on each bus. An ABC multiple baseline design across participants was adopted. After baseline(A), education and prompts(B) and self-monitoring with goal setting(C) were introduced sequentially to each participant. The results showed that BBS program was effective to increase both bus drivers' and passengers' safe behaviors. Especially self-monitoring with goal setting was more effective in improving safe behaviors of bus drivers than education/prompts. These results suggest that education/prompts and self-monitoring with goal setting would be an alternative treatment technique to improve safety for lone workers such as bus drivers.

Geopolymer concrete with high strength, workability and setting time using recycled steel wires and basalt powder

  • Geopolymer concrete production is interesting as it is an alternative to portland cement concrete. However, workability, setting time and strength expectations limit the sustainable application of geopolymer concrete in practice. This study aims to improve the production of geopolymer concrete to mitigate these drawbacks. The improvement in the workability and setting time were achieved with the additional use of NaOH solution whereas an increase in the strength was gained with the addition of recycled steel fibers from waste tires. In addition, the use of 25% basalt powder instead of fly ash and the addition of recycled steel fibers from waste tires improved its environmental feature. The samples with steel fiber ratios ranging between 0.5% and 5% and basalt powder of 25%, 50% and 75% were tested under both compressive and flexure forces. The compressive and flexural capacities were significantly enhanced by utilizing recycled steel fibers from waste tires. However, decreases in these capacities were detected as the basalt powder ratio increased. In general, as the waste wire ratio increased, the compressive strength gradually increased. While the compressive strength of the reference sample was 26 MPa, when the wire ratio was 5%, the compressive strength increased up to 53 MPa. With the addition of 75% basalt powder, the compressive strength decreases by 60%, but when the 3% wire ratio is reached, the compressive strength is obtained as in the reference sample. In the sample group to which 25% basalt powder was added, the flexural strength increased by 97% when the waste wire addition rate was 5%. In addition, while the energy absorption capacity was 0.66 kN in the reference sample, it increased to 12.33 kN with the addition of 5% wire. The production phase revealed that basalt powder and waste steel wire had a significant impact on the workability and setting time. Furthermore, SEM analyses were performed.
