A Study on the Systematization of the Technology Act for Platforming the Fourth Industrial Revolution

  • Korea has the potential to lead the era of the Fourth Industrial Revolution, which succeeded in the information and communication revolution, including the establishment of an e-government. The Go match between humans and computers has led to the realization that humans are starting to live in a new era that they have never experienced before. In 2018, the Federation of Science and Technology Organizations conducted a recognition survey on "what is the most urgent thing?" in the era of the Fourth Industrial Revolution. As a result, it has been shown that the readjustment of the laws of science and technology is most urgent, so it is necessary to analyze the laws of science and technology. According to the research, more than 400 laws are diagnosed, and laws that serve as basic laws cannot lead the Fourth Industrial Revolution. The Framework Act on Science and Technology provides an emphasis on the promotion and management of R&D projects. When analyzing the regulations on 'Development of Science and Technology Innovation System', 'Basic Plan of Science and Technology', and 'Comprehensive Plan for Promotion of Local Science and Technology', there is no suggestion of the Fourth Industrial Revolution. After all, a comprehensive analysis of the current Framework Act on Science and Technology indicates that it is in effect the R&D and Management Act. The "Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee" poses the problem of defining parliamentary legislation as administrative legislation. 'In addition, if we analyze the Smart City Act, the lack of logical links with the Framework Act on Science and Technology and the Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee is a major problem. In conclusion, in order to platform the Fourth Industrial Revolution, two improvements can be put forward. First, the Framework Act on Science and Technology shall be abolished to enact the National Research and Development Administration Act, and secondly, the Framework Act on the Fourth Industrial Revolution shall be enacted to absorb the contents of the Regulations on the Establishment and Operation of the Fourth Industrial Revolution Committee.

충청북도의 지역정보화 특성 분석에 관한 연구: 텍스트마이닝 중심 (A Study on the Characteristic Analysis of Local Informatization in Chungcheongbuk-do: Focus on text mining)

  • 본 연구는 충청북도 정보화 계획수립 과정에서 지역의 특성을 반영하기 위해 텍스트마이닝의 토픽모델링, 연관분석, 감성분석을 진행하였다. 분석결과 충청북도는 상대적으로 정보격차 해소를 위해 교육분야를 중심으로 상대적으로 많은 활동을 하고 있으며, 비대면 서비스, 언택트 행정, 도시와 농촌 간 격차 해소를 위한 인프라 개선에 관심을 가지는 것으로 분석되었다. 아울러 지역 전략 산업에서 바이오와 IT 결합에 긍정적인 평가를 하고 있으며, 타지역 IT서비스 혁신사례 도입, IT 기업과 협력을 통한 스마트시티 구축, 정치적 이슈와 연관되지 않는 위기관리가 필요하다는 점을 확인하였다. 본 연구는 충청북도 정보화 추진과정에서 지역의 변화 흐름과 이슈를 구체적으로 파악하는 방안으로 활용될 수 있을 것이다.

Application of Collagenolytic Proteases from Bacillus subtilis B13 and Bacillus siamensis S6 for Tenderizing Goat Meat during Wet Aging

  • This research aimed to assess the effect of collagenolytic proteases from Bacillus subtilis B13 and Bacillus siamensis S6 for tenderizing goat meat during wet aging. Collagenolytic proteases B13 and S6 were prepared at 5 U/mL of collagenolytic activity before injecting into goat meat with 10% (v/w) of initial weight. The control sample was injected with distilled water and used as a negative control. The injected meats were placed in vacuum-sealed bags and wet aged at 4℃ for 0, 3, 5, 7, 14, and 21 days. Thereafter, total aerobic count and physicochemical quality were elucidated. Both enzyme-treated samples from B13 and S6 aged for 5 days showed an acceptable microbial quality with lower than 5.7 Log CFU/g. These conditions produced the tender meats by the reduction in shear force accounting for 30% for B13 and 26% for S6 as compared to the control. Moreover, the enzyme-treated samples showed lower values of hardness, gumminess, and chewiness, with higher springiness and trichloroacetic acid-soluble peptides than the control (p<0.05). The detrimental impact on cooking loss and lipid oxidation was not found. Enzyme-injected meat had a lower cooking loss than the control (p<0.05) with no significant difference in lipid oxidation (p>0.05). Notably, meats treated with B13 and S6 were lower in CIE L* value as compared to the control (p<0.05) with no significant impact on CIE a* and CIE b* (p>0.05). These results suggested that these two collagenolytic proteases could enhance the quality of goat meat in terms of tenderness and reduce the aging time for meat tenderization.

사회적경제조직의 혁신활동 경험과 과제: 사회문제 해결형 연구개발사업을 중심으로 (Experiences of Social Economy Organizations in Innovation Processes: The Case of the Social Problem-solving R&D Programs)

  • 이 연구는 사회문제 해결형 연구개발사업에 참여했던 세 사회적경제조직의 경험을 통해 한국의 국가연구개발사업에서 성공적인 시민참여가 이루어지기 위한 조건을 논의한다. 사회문제 해결형 연구개발사업은 리빙랩과 더불어 사회적경제조직의 참여를 필수요건으로 제시함으로써 새로운 형태의 시민참여를 국가연구개발사업에 도입하였다. 사회문제 해결형 연구개발사업의 요구조건은 연구책임자가 사회적경제조직을 사업단에 초대하게 했으나, 이러한 초대는 서로에 대한 충분한 이해가 동반되지 못한 채, 갑작스럽고 우연히 이뤄졌다. 이러한 형식의 제도적 장치는 한편으로사회적경제조직의 혁신활동 경험과 과제 사회적경제조직의 연구개발사업에의 참여를 유도했지만 다른 한편으로 이들이 과학기술전문가들이 주도하는 연구개발사업에 종속적으로 참여하도록 만드는 역할을 하였다. 한편 이들에게 사회문제 해결형 연구개발사업이 요구하는 과업인 리빙랩은 늘 해오던 활동의 연장선에 있는 익숙한 것으로 인식된 반면, 연구비처리 등 복잡한 행정절차가 가장 낯설고 어려운 경험이었다. 연구개발사업에서 주체별 지향의 차이도 분명했다. 사회적경제조직은 리빙랩에 참여하는 시민들이나 자신들은 개발된 제품의 실용화에 초점을 맞추는 반면, 과학기술자들은 상대적으로 연구에 초점을 맞춘다고 인식했다. 이러한 지향의 차이는 연구개발과정에서 마찰을 빚기도 했고, 과학기술자와는 달리 사회적경제조직이 자신이 참여했던 사회문제 해결형 연구개발사업을 성공적이지 못한 사업으로 평가하는 핵심적인 이유이다. 그럼에도 불구하고 이들의 국가연구개발사업 경험은 개인에게나 조직에게나 혁신의 주체로 성장하는 데 중요한 학습기회를 제공했다.

전문대학(專門大學)의 학제(學制) 다양화(多樣化)를 통한 보건계(保健系) 학과(學科)의 계속교육과정(繼續敎育課程) 개발(開發)에 관한 연구(硏究) (Curricula Innovation Study for the Advancement of Allied Health Sciences Education through the Current Junior College System)

  • College level educational training system for the allied health manpower in the country is one of the oldest junior college education programs, and has been developed at very steady phase. Since the school years of the programs limited for 2 to 3 years by the education related law, qualification of the manpower is insufficient to meet the rapidly changing needs in the field of allied health and medicine. The system is comparable with that of developed countries where 4-year baccalaureate degree programs are basically required to be an allied health personnel. Thus, education and training background of allied health program graduates of the country confronts the barriers in competition and cooperation with the graduates of foreign countries at equal basis. Beside, junior college graduates can hardly find the way through advanced courses at 4-year colleges in their specialties except a few programs such as environmental sicience or courses in hygiene. It has long been sought to develop the education and training programs for junior college graduates. Some of them are already materilized and some show remarkable progress while some need to tackle. Wide opening of the opportunity to enroll extensive education program for the junior college graduates of allied health science majors in 4-year colleges with eventual grant of bachelor's degree for those who successfully completed the programs should soon be substantiated. The study was focused to emphasize the necessity of the extensive education and training for the junior college graduate allied health manpower, and to show possibility of the education program development in connection with the 4-year degree granting education programs. The outcome of the study can be summarized as followings. 1. A total number of graduates from eight allied health sciences related programs of junior colleges by the year of 1995 are 109,320. 2. According to the survey report analysed through questionnaires, 99.7% of respondents including administrative deans and professors of junior colleges agreed with the establishment of extensive education and training programs in junior colleges. 53.9% of administrative deans, 52.9% of professors and 47.6% of the graduates expected that it is possible to learn more about their majors, and to earn bachelor's degree through the extensive education programs. Other opinions include that the programs can provide supplementary opportunities to fortify in the area of basic life science, and development of research and technology. 3. It was also found through the survey that 91.2% of the deans, 87.8% of the professors and 68.2% of the graduates responded that the most appropriate organizations to open the extensive education and training programs for allied health manpower are junior colleges where allied health personnel are taught and trained. The majority of the respondents agreed that the acceptable number of credits offered for the previous 2-year junior college graduates are $50\sim60$, and those for the current 3-year graduates are $20\sim30$ units. 4. It was strongly suggested through the survey that baccalaureate degree should be granted for those who successfully completed the extensive courses. The suggestion was claimed by 94.1% of the deans, 89.4% of the professors and 83.4% of the graduates. 5. The model curricula for the extensive education and training programs for the allied health manpower are designed for the purpose of broad capability in practice, enrichment of knowledge and promotion of proficiency for the self access in the major areas. 6. To meet the universal standards of allied health education and training program, it is recommended that opening of the curricula for the extensive, and as well as intensive, courses within junior colleges(continuation education institute) should be materialized. The special baccalaureate degree programs within junior colleges are also recommended to accommodate the junior college graduates and to grant the degree fellowing successful completion of the courses. As a part of the education revolution in progress, the school years at junior college level should be flexible depending upon the nature of course and trend of the universe. For instance, the school years for the allied health manpower should be extended to two to four years from current two to three years.

Research on the Critical Factors Affecting Taiwan Secondary School Teachers' Initial Acquisition of Formal Teaching Position

  • This research treated the secondary school teachers as the research scale and the research targets included the following: secondary school (employ unit), center of teacher education, and qualified teachers. In terms of these three groups of people, the topics of exploration focused on the perception of suitable teachers, perception of evaluation standard during the process of teacher examination and the relationship among teacher examination systems. The research was managed by two phases: the first phase referred to literature reorganization, expert interview, the qualities and conditions of suitable teachers, important evaluation standard during the process of teacher examination and teacher examination system used; the second phase included questionnaire survey, employ school acquisition, the perception of centers of teacher education and qualified teachers toward the suitability condition and examination evaluation standard in the first phase and teacher examination system used. This research found out that as to the perception of suitable teachers, through data collection, there were six factors reorganized. The levels of their importance were as follows: education devotion, teaching capacity, class management, capacity to guide special students, capacity to communicate with the parents and the will to undertake administrative works. Noticeably, employee unit and centers of teacher education apparently valued class management more, compared with trained teachers; as to evaluation standard of examination, the analytical result found out that the perception of three groups were different in terms of the views toward educational works, written examination data, candidate's age, club experience at school and capacity to use multimedia support teaching materials. This research further proposed six suggestions for centers of teacher education and trained teachers: (l) employ schools considerably valued educational devotion; (2) trained teachers tended to neglect the importance of class management; (3) employee unit considerably cared about the new teachers' competence to use multimedia support teaching materials; however, trained teachers did not have the same view; (4) employee unit considerably cared about new teachers' views toward educational works as well as the candidates' ages; (5) generally speaking, trained teachers neglected the importance of club experience at school; (6) the data revealed that written examination data was not relatively important in terms of teacher examination.

중등교사가 인식하는 유능한 교사의 자질 (The Qualities of an Effective Teacher Recognized by Secondary Teachers)

  • This study examined the qualities of an effective teacher needed to accomplish educational reform successfully and prepare for a rapidly changing knowledge-based society. To achieve the purpose of the study, the following specific questions were looked into; (1) knowledge, skills, attitude of an effective teacher. (2) a proposal for staff development programs to improve the effectiveness of teachers. (3) a proposal to support teachers' efforts to improve their effectiveness. (4) the factors inhibiting the improvement of teachers' effectiveness. In this study, 'in-depth interview' was used for data collection because the study deals with the "subjective consciousness" of teachers, and qualitative research methods are useful to such a case. The research was done on teachers from secondary schools in Pusan City. According to the teachers interviewed, an effective teacher needed in the new age has such knowledge, skills, and attitude as; (1) knowledge in their major, general culture and common sense, psychology of educational counselling, social science, and knowledge and information related to curriculum. (2) effective instruction skills, skills to guide student behavior, skills related to administrative clerical work, using the computers, extra curriculum activities, educational evaluation, using teaching materials, developing educational programs, and good communication skills. (3) attitude relevant to willingness to understand and converse with students at their cognitive level, positive expectations and concern toward students, democratic problem solving, continuous self-study and development, thoroughgoing mission and professionalism, will for educational reform and innovation, neat appearance and refined language, and successful interpersonal relationships. The teachers also said that the current staff development system, as a program to provide necessary qualities for teachers, has improved in the last 3 years through diverse curriculum and systematic programs. However, due to the problematic promotion system, the staff development program has turned into just a 'point collecting' game from the role of in-service training program; teachers take training courses as the means just collecting points for promotion purpose. Factors inhibiting the improvement of teachers are (1) overload of formal paperwork over emphasizing outcome, (2) mannerism of teachers not perceiving their lack of professionalism, (3) the general attitude in the teaching profession resisting change and reform, (4) supervisory activities lacking rigid regulation, (5) research just as the means of point-collection only for promotion, and (6) staff development programs lacking efficiency. These factors, interacting each other, inhibited the improvement of teachers.

6시그마 개념을 도입한 건설공사의 성과향상에 관한 탐색적 연구 (Exploratory Study on the method to improve performance in construction process by applying Six-Sigma Principle)

  • 최근 건설공사의 효율화 및 생산성 향상을 위한 다각적인 노력이 시도되고 있으며 이의 일환으로 린건설 및 JIT등의 혁신적인 프로세스 개선기법 등이 도입되고 입다. 하지만, 일회적이고 장기성을 갖는 건설산업의 특수성을 고려하였을 때 건설공사의 효율화에 대한 개념 및 활용대상이 개개인의 시각에 따라 다양해 질 수밖에 없으며 세부작업단위의 효율화에 대한 목표 및 개선수준의 설정도 구체성이 미흡하여 그동안 연구되었던 효율화 기법의 성과가 가시화되지 못하고 있는 실정이다. 건설공사의 효율화를 쥐해서는 세부단위작업별로 달성목표를 정량화하여 프로세스 개선활동을 펼칠 수 있는 여건을 마련하는 것이 무엇보다 중요하다. 본 연구에서는 이와 같은 목표아래 최근 제조업분야에서 전개되고 있는 전사적인 경영혁신기법인 6시그마 활동을 건설공사 효율화개념에 접목시킴으로서 건설공사 프로세스 개선 및 생산성향상에 대한 합리적 방안을 모색하고자 한다. 이를 위하여 본 논문에서는 기존의 프로세스 개선기법들을 비교 고찰하고 6시그마 개념 적용의 당위성과 건설공사의 6시그마 적용을 위한 기본 추진전략을 제시한다. 아울러, 표준적인 세부단위작업 사례분석을 통해 6시그마 개념을 적용하여 기존의 프로세스를 개선해 봄으로써, 건설자원 등의 버퍼(buffer) 관리 등에 있어서 개선목표 설정을 시그마 개념에 기반하여 제시하고 이러한 시그마 수준의 향상에 따라 건설공사의 성과가 향상될 수 있음을 시뮬레이션을 통하여 검증하고자 한다.

Colorectal Cancer Treatment and Survival: the Experience of Major Public Hospitals in South Australia over three Decades

  • Background: Registry data from four major public hospitals indicate trends in clinical care and survival from colorectal cancer over three decades, from 1980 to 2010. Materials and Methods: Kaplan-Meier productlimit estimates and Cox proportional hazards models were used to investigate disease-specific survival and multiple logistic regression analyses to explore first-round treatment trends. Results: Five-year survivals increased from 48% for 1980-1986 to 63% for 2005-2010 diagnoses. Survival increases applied to each ACPS stage (Australian Clinico-Pathological Stage), and particularly stage C (an increase from 38% to 68%). Risk of death from colorectal cancer halved (hazards ratio: 0.50 (0.45, 0.56)) over the study period after adjusting for age, sex, stage, differentiation, primary sub-site, health administrative region, and measures of socioeconomic status and geographic remoteness. Decreases in stage were not observed. Survivals did not vary by sex or place of residence, suggesting reasonable equity in service access and outcomes. Of staged cases, 91% were treated surgically with lower surgical rates for older ages and more advanced stage. Proportions of surgical cases having adjuvant therapy during primary courses of treatment increased for all stages and were highest for stage C (an increase from 5% in 1980-1986 to 63% for 2005-2010). Radiotherapy was more common for rectal than colonic cases. Proportions of rectal cases receiving radiotherapy increased, particularly for stage C where the increase was from 8% in 1980-1986 to 60% in 2005-2010. The percentage of stage C colorectal cases less than 70 years of age having systemic therapy as part of their first treatment round increased from 3% in 1980-1986 to 81% by 1995-2010. Based on survey data on uptake of adjuvant therapy among those offered this care, it is likely that all these younger patients were offered systemic treatment. Conclusions: We conclude that pronounced increases in survivals from colorectal cancer have occurred at major public hospitals in South Australia due to increases in stage-specific survivals. Use of adjuvant therapies has increased and the patterns of change accord with clinical guideline recommendations. Reasons for sub-optimal use of radiotherapy for rectal cases warrant further investigation, including the potential for limited rural access to impede uptake of treatments at metropolitan-based radiotherapy centres.

원격진료의 지역적 차별성과 정보격차에 관한 연구 (A Study on the Regional Differences of Telemedicine and Digital Divide)

  • 원격진료는 정보통신기기를 활용해 의료정보를 주고받는 의료 혁신으로 인식되고 있지만, 사실상 오프라인의 여건에 따라 그 적용이 다양하게 나타난다. 예를 들어, 우리나라에서는 원격진료 시행의 기초 단위인 각 시군의 행정권에 따라 같은 의료권에 내에서도 원격진료는 차별적이다. 이에 본 연구에서는 강원도 원격진료 사례를 통해 원격진료의 지역적 차별성의 원인을 알아보았다. 더 나아가 이러한 차별성은 정보격차와 연관성이 있어 원격진료로 인해 유발되는 정보격차의 문제에 대해서도 고찰하였다. 본 연구의 주요 결과는 다음과 같다. 첫째, 원격진료의 도입과 더불어 행정 인력의 증원, 실질적인 행정 책임자에 대한 경제적 보상, 원격진료 기기에 대한 교육 등이 제대로 마련되지 않아 이를 수용할 수 있는 지역만이 원격진료를 활용하고 있는 것으로 나타났다. 둘째, 원격진료의 차별적 활용은 지역의료의 최고 결정자라 할 수 있는 시장 혹은 군수, 그리고 보건소장의 관심 여부와 연결된다고 할 수 있다. 셋째, 공중보건의는 원격진료의 실질적인 수행자 역할을 하고 있지만, 원격진료에 실시에 반대하고 있는 의사회와의 관계, 실질적인 지역의료 여건의 개선 미비 등으로 원격진료에 대해 회의적 입장인 것으로 드러났다. 넷째, 원격진료 활용의 지역적 차별성으로 인해 나타나는 정보격차는 아직까지 가시적인 것은 아닐뿐더러, 다른 차원의 격차(의료격차, 지역격차 등)로 전이되지 않았다고 판단되나, 앞으로 원격진료를 기반으로 하는 다양한 서비스가 이루어질 것을 예상한다면 이에 대한 적절한 대책이 필요할 것으로 보인다.
