이 연구는 연구장비 공동활용 정책의 꾸준한 시행에도 불구하고 저조한 공동활용의 원인이 정책집행이 현장관료 또는 정책대상자의 입장에서가 아니라 정책결정자의 시각에서 이루어져 왔다는 문제의식에서 시작하고 있다. 따라서 이 연구는 정책집행의 상향적 접근법에서 기초연구사업을 수행하는 현장 연구자들과 장비 관리자들을 대상으로 연구장비 공동활용의 현황을 분석하였다. 분석결과는 공동활용에 대한 연구 책임자들의 중요성 인식이 여전히 낮은 편이며, 실제의 공동활용 과정에서는 필요한 집행자원이 부족하며, 공동활용의 지속성을 확보하기 위한 일상적인 관리단계에서의 유인책도 충분하지 못한 것으로 나타나고 있다. 이에 따라 기초연구사업에서의 연구장비 공동활용을 증진하기 위한 정책대안을 관리단계별로 정책집행의 상향적 관점에서 유인도구와 정보도구 중심의 정책수단 도구들을 개발 논의하고자 노력하였다.

3D 프린터의 특허권이 만료됨에 따라 3D프린터 시장의 활성화와 미래 산업에 대한 밝은 전망 등을 다룬 언론의 기사들이 등장하고 있다. 3D 프린터가 일반 프린터처럼 대중화 되기 위해서는 무엇이 필요할까? 그 해답은 알기 위하여 일반인들을 대상으로 3D프린터의 활성화에 대한 온라인 설문을 실시하였다. 그 결과 일반인들은 3D프린터를 이용한 활용에 있어서 창작 출력물과 피규어를 선호하고 있으며, 출력데이터인 디지털 설계도를 직접 제작보다는 유료/무료 다운로드를 이용한 활용을 더 많이 원하는 것으로 나타났다. 일반인들의 3D프린터의 대중화와 활성화를 위하여 피규어는 영상미디어 콘텐츠들을 자주 접하는 일반인들에게 친숙한 대상이며, 더 나아가 3D프린터를 활용하고 싶다는 욕구를 갖게 하고 프린터를 구매하는 동기부여 요소를 지니고 있다고 사료된다. 피규어 콘텐츠의 디지털 설계도 보급을 위해 관련 규제와 법을 마련하고, 판매의 장인 온라인 마켓을 활성화한다면 3D 프린터의 활성화에 많은 도움이 될 것으로 사료되어진다.

자율주행자동차 활성화를 위한 법·제도 연구는 많았지만, 전략적 관점에서의 자율주행자동차의 활성화 방안에 대한 연구는 미흡하였다. 본 연구에서는 자율주행자동차의 이슈 및 해결방안에 대해 살펴보고, 이를 기반으로 전략적 관점에서의 활성화 방안에 대해 제안하고자 한다. 자율주행자동차의 이슈 및 문제 해결을 위해 안전성 강화를 기반으로 법·제도 표준에 대한 명확한 정립이 필요하며, 교통사고시 책임의 소재와 배상책임의 확보가 선행 되어야 한다. 전략적 관점에서 자율주행자동차의 활성화를 위해서는 자율주행단계에 따른 확산전략을 수립하고, 정부지원정책을 초기 활성화의 트리거로 활용하고, 세그멘테이션(segmentation), 타켓팅(targeting), 포지셔닝(positioning) 전략을 기초로 효과적인 마케팅믹스(4P Mix)전략이 실행되어야 한다.

Some problems with the definition, collection, organization, management and use of classics and some solutions for these aspects are presented in this study, in terms of the activation of classics department management. While trying to put these solutions together and to make some basic remedies, we lead to the following facts. First, the understanding on classics should be changed. The ideas that classics are very valuable, so they are only for preservation should be turned to that of making them actively used by the users. And policies as a result of positive interests should be established. Secondly, a written collection development policy statement should be maintained. All the regulations and policies on collection, organization, management and use of classics have to be expressed clearly in this document, in order for the positive and consistent activation of classics department. Thirdly, professional librarians who deal with classics are needed. In order for providing classics service efficiently, first of all, professional librarians who have professional knowledges on classics and are able to provide satisfactory services to their users are needed. And, Financial su n.0, pport for the classics department should be improved. At present, there are few financial su n.0, pports for the classics department in the common libraries. In this situation, it is very hard to activate the use of classics.

The necessity of convergence education is more emphasized based on the education policy for fostering creative men of talent. Inside universities, however, programs for training talented individuals are still at primary stage. Universities understanding the importance of convergence education and thus founding some major fields of convergence studies have experienced hosts of troubles. The paper discusses the necessary plans of supports from the government and the university to activate the convergence education in accord with the social demands. Twenty-eight professors in engineering colleges participated in the survey for reviewing the required factors for the convergence education. In addition, structured interviews were carried out with three specialists working in industry and academic area of convergence technology. The study could suggest the following activation plans based on the government supports: (1) establishing a support center of convergence education, (2) founding a major field of convergence, (3) developing curriculums and curriculum subjects, and (4) hosting related conferences and forums. Also, the study could suggest the following activation plans based on the university supports: (1) developing special programs on convergence education in accord with the industrial demands, (2) revising regulations and administrative systems more flexible for the convergence education, and (3) providing incentives to the participants in the convergence education.

대전시가 추진하고 있는 전지훈련 팀 유치를 통한 지역경제 활성화 방안을 살펴보고자 관련 자료를 분석한 결과 대전시는 타 시도에 비해 훈련시설이 부족하였고, 기온, 바람, 강수량의 기후 조건도 타 시도에 비해 특별히 유리하지는 않았다. 그러므로 전지훈련 팀을 유치하기 위해서는 지역 내 전지훈련 팀의 유치를 전담할 수 있는 전담팀을 설치하고 학교, 실업 및 연맹 간 협력체계를 구축해야 하며, 전지훈련 팀의 경기력을 향상시켜 줄 수 있는 최첨단 의료 및 경기력 향상 서비스를 제공해 주어야 한다.

Although many years passed since 'The Legislative bill on the support of voluntary activities of enterprises for disaster reduction'(hereinafter referred to as 'enterprise disaster reduction act') has been first enacted in 2007, BCMS is still not activated in our society. In contrast, after 911 Terror, importance of BCM is getting magnified and standardization research & institutionalization i s a lso proceeding i all over world. Lately, Disaster preventing activities is urgently needed like the sinking of 'Sewol ferry'. So the purpose of this paper is proposed for establishment of 'BCMS' and activation of the certificate system for Best-Run Business by analyzing the problem of 'enterprise disaster reduction act' and weak of activation as following. First, propel changing the policy of self-regulated participation to mandatory about the certificate system for Best-Run Business from public entity to government ministry and it is able to activate by propelling demo business of the certificate system for Best-Run Business. Second, public entity that has been given the certificate system for Best-Run Business by affiliating with Disaster Management Assessment of government management can be exempted from Disaster Management Assessment or those entity can arrange for connectivity acquisition method of 'Excellent rate'. Third, to publicize the activation of the law mentioned above, makes public entity r ecognizable by incorporating 'BCMS' into National safety management plan and establishment of National critical infrastructures security plan. Fourth, it should be reviewed to improving the related act regarding to inclusion of public organizations as well as private enterprises.

This study aims to analyze the elements to enhance and activate the quality of life by establishment of family-friendly environment through face-to-face interviews in family-friendly certified firms in UIsan. As a result, its activation is possible when each party of companies- employees-government tries to change, and its main elements and outcomes are as follows. First, 'management philosophy of the company representative' showed to directly affect development of flat organization culture and system activation, with respect to the companies. Second for employees, 'value changes to prioritize work-life balance' demonstrated to affect the utilizations and establishment of family-friendly systems within the organization as the critical element. Lastly, it is considered for government to be able to activate this if 'delivery system with professionality' is secured to help 'legalization of policy,' company productivity, and work-life balance of employees. On the other hand, further studies on the elements to be able to activate family-friendly certifications and analysis on its justification are required by expanding the number of companied in Ulsan.

본 연구는 공간 빅데이터 서비스 활성화를 위한 정책과제 도출을 목적으로 수행하였다. 이를 위해 관련 선행연구를 검토하고, 국내 외 공간 빅데이터 관련 추진체계 및 정책현황을 분석하였다. 그 결과 미래 공간정보 융 복합 대응정책 미흡, 개인정보 보호 및 서비스 활성화 제도적 기반 미흡, 관련 기술 정책 마련 미흡, 공간 빅데이터 구축 활용을 위한 추진체계 미흡, 공공정보의 품질저하와 공유체계 미흡 등의 문제점이 도출되었다. 다음으로 도출된 문제점을 해결하기 위해 정책 추진방향을 설정하고, 공간 빅데이터 추진체계 마련, 관련 법 제도 개선, 공간 빅데이터 관련 기술 개발, 공간 빅데이터 지원 사업 추진, 공공DB 융 복합 공유체계 마련 총 5가지의 정책과제를 제시하였다.

This paper introduces urban air mobility (UAM) and the definition and types of vertiports required for UAM operations. It also examines domestic policy trends related to UAM and identifies UAM routes in Seoul currently planned by the government. To do so, we reviewed prior research on vertiports, analyzed new regulations from the European Aviation Safety Agency, and studied domestic vertiport specifications and deployment plans for UAM operations based on the size of the S-A1 airframe being developed by Hyundai, and applied them to Samsung Station, the core area of the demonstration routes. Next, using the 'Travel Time Savings Ratio', a method for evaluating transportation economics, we compared and analyzed the time taken by passenger vehicles and the time saved by using UAMs to derive a highly economical demonstration route. As a result, the Samsung Station↔Cheongnyangri Station section was found to be the most efficient. These findings are expected to be utilized for adjusting the distribution of UAMs when operating the demonstration route in the future.
