A Study on the International Accreditation Standard and Unit Spatial Organization of Public School in Korea (국내공립학교의 국제인증기준과 단위공간구성에 관한 연구)

  • Recently, Korea has been established and operated International Schools manifesting to improve the nation's capacity of the foreign languages skill and to cultivate internationally trained professional manpower. In order to achieve the vision of a world-class educational organization, it has to be designed for the facility standards to meet the international accreditation standards. Therefore, the main purpose of this study is to research about basic resources through comparison of facility conditions between public schools in Korea and international accredited schools. By comparing those two different plan drawings are found the following things. First, Schools which established with International Accreditation Standard are prepared detailed criteria for the facility, Furthermore information about the furnishings included, in addition to specific equipments for classes are stated to be prepared. Secondly, it is more effective when special classrooms such as music and science are equipped with various spatial elements, enough educational equipment storage, teacher's study rooms, practical training rooms and student's activity rooms to support various teaching programs and learning efficiently. Lastly, there was a clear tendency that not only hardware but also software standards for the audiovisual room and library have been more enhanced to enable multidisciplinary educational approaches with the recent education training trend.

A Study on the V&V Process of M&S for the Test and Evaluation (시험평가용 M&S에 대한 V&V 프로세스 연구)

  • When developing a weapon system, a T&E(Test and Evaluation) can be performed using M&S for the test items that cannot be evaluated in the real world. In this case, the VV&A activities are required to prove the credibility of M&S for the T&E. Recently, the use of M&S has been increasing as the R&D trends of weapon systems are becoming more advanced. Therefore, the VV&A activities are also increasing. The VV&A activities aim to verify, validate, and accredit that the simulation can represent a real system and ensure credibility regarding its purpose and intention of use. VV&A activities are divided into V&V and Accreditation. When performing VV&A in the ADD (Agency for Defense Development), the V&V activities are performed by a separate department of the ADD and the accreditation activities are performed in the DTAQ (Defense Agency for Technology and Quality). This paper proposes a V&V process for a T&E of M&S that has been performed in ADD. The process is used to verify and validate the documents and data generated during the development process according to the accreditation criteria, and provides objective data that can be used to judge whether the accreditation decision and acceptance criteria are met.

  • This paper explores and proposes the evaluation criteria of design projects in the entry-level design course. In the entry-level engineering design course the students proceeds various design projects to understand the concept of engineering design process and to develop the creativity. The evaluation criteria of design projects is very important component because the outcome of students in the engineering design course are effected from the evaluation criteria that enforces the students to focus on doing their task. According to this case study the evaluation criteria can be good solution to evaluate the design projects. By the outcome standard of ABEEK on the entry-level engineering design course the evaluation criteria was selected with the results of design projects such as design plan, report, handicrafts, objectives.

Opinions of Hospital Staffs on the Korean Hospital Standardization Program and Its Criteria for Quality Activities (병원표준화심사의 질 향상 관련 항목에 대한 평가와 개선방안)

  • Background: Korean Hospital Standardization Program(KHSP), as a hospital accreditation program initiated and promoted by Korean Hospital Association since 1981, has played a key role in the hospital quality improvement in structural aspect particularly. Recently, however, KHSP has been critisized by hospitals and health personnels in that it is unpractical to be utilized as an initiative to improve hospital quality. In particular, the section of quality assurance in KHSP, strongly influenced by old version of Hospital Accreditation of Joint Commission in U.S.A., has been required to be fundamentally revised. For design of new criteria in quality assurance section, a survey for evaluation of existing program and collection of opinions for ideal one was conducted. Methods: For a month in 1994, structured questionnaires were administered by mailing to 470 hospital staffs from 200 hospitals, participated in the survey for the 1994 KHSP in each hospital. The total number of respondents was 116. Results: Less than half of the respondents(34.5%) value positively on the impact of current KHSP in general on the quality improvement of their hospitals. Moreover, most responses indicated that KHSP should be reorganized towards more practical and applicable one. Current KHSP criteria for quality activities in hospitals were regarded as a unpractical one which should be basically renewed. For new criteria and standards, most respondents emphasized the importance of applicability of those in real situations. Conclusion: For the KHSP to be effective, new evaluation criteria for quality activities should be more practical and fully accommodated to hospital situations in reality.

Development of the Guidelines on the VTS English Competency Test

  • The purpose of this paper is to suggest the development of the Guidelines on VTS English language competency test, according to IALA Guideline 1132 - VTS Voice Communications and Phraseology. As the foundation for improving VTSOs' communication capabilities throughout their career lifecycle in terms of training, accreditation, and revalidation, a development of a VTS-specific language testing system with explicit language testing evaluation criteria becomes more critical. With the aim of facilitating the discussion, a range of suggestions to be considered in the development of Guidelines on the VTS English competency test are made

A Study on Working Time and Psychological Difficulties of National and Public Daycare Center Teachers in the Operation Process of an Accreditation System (평가인증 운영과정에서 국공립 어린이집 보육교사의 직무수행 시간과 심리적 어려움에 관한 연구)

  • The purpose of this study is to reveal working time and psychological difficulties of national and public daycare center teachers in the operation process of an accreditation system and seek ways of resolving them. For this purpose, a survey was conducted on 413 teachers in 291 national and public daycare centers in Seoul, Gyeonggi, and Incheon, and in-depth interviews were conducted with 7 nursery teachers. It showed that in the operation process of an accreditation system, teachers had been performing heavy tasks of 11 hours daily, and they were experiencing psychological difficulties with the conflict 'between interactions with infants and other duties', 'between free exploration and safety health', and 'between our story and external criteria'. Based on the findings, the following changes of recognition for nursery teachers were required. First, there is a need for the change of recognition concerned with the child-care of high quality, rather than performing evaluation index. Second, there is a need for the change of recognition concerned with overall optimization rather than sectional optimization. This study is significant in that it suggested the basic direction for the operation process of an accreditation system, by exploring the psychological difficulties of nursery teachers.

A Study On The Current State And Argument Over the Accreditation of Engineering Education In Japan (일본의 기술자교육인정평가의 실제와 문제점에 관한 연구)

  • This study was conducted to get the significant implications for the accreditation of engineering education in Korea from the case of Japan. We researched the terminology of 'accreditation', the outline, the current progress, and argument over the accreditation of engineering education in Japan. We suggested the seven implications for ABEEK. First, ABEEK has to use the engineering societies more in assessing the programs. Second, ABEEK should be flexible to meet the original goals. Third, ABEEK can use the observer system to train the examiners. Fourth, ABEEK needs to provide the real benefits to the students and accredited programs to encourage them to finish the accredited course. Fifth, the programs need to organize the committes in the direction that every faculty member can share the assessment results and execute the real course improvement. Sixth, ABEEK should permit the programs to use the curricular courses to check the achievement of program outcomes. And seventh, ABEEK needs to have meta-evaluation to exercise the reasonable authority.

  • Professional communication skills in writing and speaking with multiple and complex audiences are required to engineers in society of modern technology. In this paper, we proposed the effective assessment system for the Program Outcomes on the communication skill competence(PO7), which is one of the 12 program outcomes stipulated by ABEEK (Accreditation Board for Engineering Education of Korea). To ensure logical connectivity of the assessment system, we carefully selected the performance criteria by defining the core concept of "written communication" and "verbal communication". Based on the selected performance criteria, the whole process of creating assessment tools and rubrics was explained in detail. It can be expected that the assessment for the Program Outcomes on the communication skill competence would be more systematic by using the proposed assessment system.

  • Engineering education accreditation addresses evaluation for program outcomes according to educational objectives and assessment process, which students are expected to obtain by the time of graduation in order to train international competitive engineers with continuous quality improvement in engineering programs. This paper shows a case study of a program outcomes assessment system including performance criteria, evaluation process, document system and continuous quality improvement process and an achievement evaluation by the assessment system for program outcomes in Information Security Program of Hoseo university.

  • The industrial accidents in the construction business have decreased on the basis of the accreditation of KOSHA 18001, one of the occupational health and safety management system. However, the interest and investment into the KOSHA 18001 has grown down because of the worsened construction business so that the construction companies that maintain the system as a mere formality has begun to be displayed. In this regard, this study performed the interview with the internal and external review board as well as the question investigation from the persons concerned in order to apprehend the current problems in the KOSHA 18001. First of all, the internal reviewers in the KOSHA are lack in the comparison with the number of new and renew accreditation. Secondly, many persons concerned with the KOSHA has required the quantitative criteria for the accreditation. Consequently, the manpower supplement associated with the external reviewers, the grading evaluation would be strong solutions to improve the effectiveness of KOSHA 18001.
