A Study on the Institutional Limitations of Chemical Exposure Control for Cleaning Workers - Focusing on the Exclusion of Preparation and Submission of Material Safety Data Sheets (청소노동자 화학물질 노출 관리의 제도적 한계 고찰 - 물질안전보건자료 작성·제출 제외 조항을 중심으로)

  • Objectives: This study intends to review the impact on cleaning workers and suggest directions for improvement by reviewing the legal and institutional ways in which Article 86 Nos. 7 and 16 of the Enforcement Decree of the Occupational Safety and Health Act work on the maintenance and promotion of cleaning workers' health. Methods: The following laws and systems were reviewed and considered: First, the occupational safety and health legislation obligated or required to be applied to protect the health of cleaning workers; Second, the status of control of chemicals or mixtures used at cleaning sites through the Consumer Chemicals Product and Biocide Safety Control Act; Third, Control of consumer products according to foreign material safety data sheet related laws. Results: Legal and institutional measures necessary to protect the health of cleaning workers include the legal control of harmful substances to be controlled, work environment monitoring, and special health examinations. The application of the Consumer Chemicals Product and Biocide Safety Control Act does not satisfy the legal and practical level of health maintenance and promotion required by the Occupational Safety and Health Act, and the communication of chemical information is insufficient. Overseas, there are restrictions on the use of consumer products in the workplace without material safety data sheets. Conclusions: It is necessary to improve the system to ensure the health of workers handling consumer chemical products. The remaining laws and regulations exempted from the obligation to prepare material safety data sheets should be additionally reviewed.

A Study on the Performance of Industrial Accident Prevention in Safety Management Institution -Focus on Comparison with Self-Managed Safety Workplace- (안전관리전문기관의 산업재해예방 성과에 관한 연구 -자체수행 안전관리사업장과 비교 중심-)

  • This study compared, analyzed, and verified the accident rate and accident fatality rate (per 10,000 workers) of workplaces that perform safety management on behalf of a safety management institutions designated and registered in accordance with the OSHAct and workplaces that perform safety management. According to the research results, the significance was confirmed that the group with a low accident rate was the workplaces that self-appointed safety managers, workplaces with self-appointed safety managers in size with less than 300 employees, and workplaces in the industrial accident insurance industry in the manufacturing and transportation, warehouse, and telecommunications industries. The groups with a low accidental death rate were workplaces with less than 300 employees, workplaces where safety management was performed on behalf of safety management institutions, and workplaces with selfappointment for other medical businesses. In this study, it was confirmed that the accident rate in the safety management agency's workplaces was higher than that of its own appointed workplaces, and that there were some differences in the accident fatality rate depending on the size and industry. Therefore, since the current safety management agency system cannot ensure the effect of preventing accidental deaths, there is a need for comprehensive improvement of the agency system and improvement of the system to strengthen expertise in preventing industrial accidents.

  • Learning Organization is a learning based community to make the most important value in the era of Knowledge Economy, Creation. That's why people share, facilitate personal, individual's knowledge & experience systems each other and make good thoughts & ideas in the organization. This study measures the building practices having conducted the F team in Samsung electronics using DLOQ that indicates the activate degree of Learning Organization and the quantitative degrees of Learning Organization through comparing the cross-evaluation between the already measured companies in addition to analyzing the F team's success factors. Learning Organization requires sustainable and continuous activity, not completes by changing many factors with human resources. The study will have the achievement if we measure the successful activity through global companies built a Learning Organization and facilitate the improvement activity sustainably.

Prediction of Service Life of a Respirator Cartridge for Organic Solvent by Using Yoon and Nelson's Adsorption Model (Yoon과 Nelson의 흡착모델을 이용한 방독마스크 정화통의 수명예측(I))

  • A respirator is useful to protect a worker from the harmful gases and vapors in the workplace, and the evaluation of respirator cartridge service life is important for the worker's health and safety. The performance of cartridge is effected by several factors such as concentration of gas and vapor, humidity, temperature, adsorbents and cartridge packing density. Adsorption model was applied to both sampling tube and respirator cartridge to predict the service life for organic vapors. The variables of the adsorption model were measured from the experiment with the sampling tube, and it was used to predict the service life of respirator cartridge. In the experiment, we used carbon tetrachloride as a organic vapor and activated carbon take out respirator cartridge as activated carbon. As a result, it was possible to predict the service life of respirator cartridge and predicted service life was quite correct. Breakthrough time decreased with increase of CCl4 concentration. In case of sampling tube, adsorbed amount of CCl4 was larger than respirator cartridge due to linear velocity. Also, rate constant of sampling tube was larger than respirator cartridge, because of, effect of flow rate, packing density. In the prediction of service life of respirator cartridge by using sampling tube, the time required for 50% contaminant breakthrough(${\tau}$) is more effective than the rate constant(k').

  • Objectives: Epichlorohydrin is a material that has been predicted to have high volatility and strong toxicity and is used normally in working area. Therefore, the hazardous and dangerous level and the foreign management system about epichlorohydrin should be invested at home and abroad and through hazard assessment for occupational environment measurement and exposure status of industrial workers in domestic working area. Methods: To assess risk and to suggest Development and Adoption to prevent health damage of workers owing to the epichlorohydrin exposure, the hazardousness and dangerousness of epichlorohydrin and its practical examples and regulation level for domestic and abroad health impairment are researched on the base of various references. Results: The epichlorohydrin caused skin and mucus membrane irritation, respiratory paralysis, kidney and live damage under the influence of acute toxicity and in animal study, it was confirmed as a doubtful carcinogenic substance to trigger reducement of sperm number and reproduction ability, abnormal spermatogenesis, mutagen, increase of forestomach epithelium and occurrence of papilloma and so on, as well as it induced stimulus asthma and allergic contact dermatitis for exposure workers. Conclusions: Epichlorohydrin was found to occur allergic contact dermatitis, carcinogenesis doubt and reproduction toxicity and was verified as a material which would be established reinforcement of management level to care health of handlers, such as denotement dangerousness of skin absorption.

Applications and Concerns of Generative AI: ChatGPT in the Field of Occupational Health (산업보건분야에서의 생성형 AI: ChatGPT 활용과 우려)

  • As advances in artificial intelligence (AI) increasingly approach areas once relegated to the realm of science fiction, there is growing public interest in using these technologies for practical everyday tasks in both the home and the workplace. This paper explores the applications of and implications for of using ChatGPT, a conversational AI model based on GPT-3.5 and GPT-4.0, in the field of occupational health and safety. After gaining over one million users within five days of its launch, ChatGPT has shown promise in addressing issues ranging from emergency response to chemical exposure to recommending personal protective equipment. However, despite its potential usefulness, the integration of AI into scientific work and professional settings raises several concerns. These concerns include the ethical dimensions of recognizing AI as a co-author in academic publications, the limitations and biases inherent in the data used to train these models, legal responsibilities in professional contexts, and potential shifts in employment following technological advances. This paper aims to provide a comprehensive overview of these issues and to contribute to the ongoing dialogue on the responsible use of AI in occupational health and safety.

Effects of Management Support for Health and Safety on Workers' Safety Perception (안전보건에 대한 경영진의 지지가 근로자 안전인식에 미치는 영향)

  • The purpose of this study is to investigate effects of management support for health and safety on workers' safety perception. Since the 1990s, Korea's national competitiveness has been rising rapidly, but efforts to prevent and cope with industrial accidents are still insufficient. Particularly there is a big movement to strengthen corporate responsibility for serious accidents in the 2020s. In this study structural equation model(SEM) was constructed and quantitatively analyzed in order to know how management's support affects the organization, system, and communication related to safety and health in the company, and ultimately how it has an effect on workers' safety perception. 4,169 questionnaires conducted by the Institute for Occupational Safety and Health were used as observation variables, and 5 hypotheses were established and were verified in SEM. As management support increases, organization & institution for a safe workplace, communication related with safety and health within the company become more active. Finally management support has a positive effect on workers' safety perception. The results of this study imply that management needs to increase awareness of the importance of safety and health before all measures such as organizations, institutions, and communication related to safety and health.

A Study on Analysis of Component and the States of Measurement of Airborne Organic Solvents in Korea (우리나라의 공기중 유기용제 측정실태 및 성분분석에 관한 연구)

  • This study was performed to investigate components of organic solvents and present statues of environmental measurements with official records of working environmental measurements of 4,181 workplaces in 3,280 workshops used airborne organic solvents. 1. The mean working hour of 4,181 workplace producing airborne organic solvents in 3,280 workshops was 437±28.7min, but the mean sampling time for measurement of airborne organic solvents was identified to be 254±28.8min. In 73.0% of 4,181 samples the sampling frequencys were Full-period, single sample measurement. 2. The total 54 components of organic solvents were measured in total airborne samples of 4,181 workplace in 3,280 workshops in both of first and second half-year. These were divided into 38 components, Group 1 substances (5 components), Group 2 substances (31 components) and Group 3 substances (2 components), regulated by the Industrial Safety and Health Law, and other 16 components without legal duty of working environment measurement. The most common component in each half-year was Toluene (84.8%, 88.2%), which was followed by Xylene (464.4%, 51.7%), Methyl ethyl ketone (31.1%, 34.4%), n-Hexane (22.7%, 27.8%) and Benzene (20.4%, 21.5%) in frequency. Of legal duty free components, Ethyl benzen, Trimethyl benzene and Pentane were frequently detected. In conclusion, these results show that the present legal classification system of organic solvents needs to revise. Also these results suggest that it must be necessary to analyze the component of airborne organic solvents mixture and to evaluate their effects on workers' health for the effective management of working environment in workshops treating with organic solvents.

Job Satisfaction, Work Performance, Work Satisfaction, Perceived Needs and Self-Evaluation of Knowledge and Skills of Nutrition Teachers in Gyeonggi Area (경기 일부지역 영양교사의 직무만족도, 업무수행도와 만족도, 업무수행을 위한 지식.기술의 요구도 및 자기평가)

  • The purpose of the study was to examine job satisfaction, work performance, work satisfaction, perceived needs and self-evaluation of knowledge and skills of nutrition teachers. Survey questionnaire was administered to 106 nutrition teachers in schools of Gyeonggi area. Subjects were categorized into high- or low-job satisfaction group, and study variables were examined by job satisfaction group. Overall job satisfaction was high, with a mean score of 14.9 out of 20. High-job satisfaction group had more favorable perception regarding human relations and workplace atmosphere compared to the counterparts (p < 0.001). Work performance, examined by 12 items, was not significantly different between the two groups. However, satisfaction regarding specific work of nutrition teachers was significantly different by job satisfaction (p < 0.001). High-job satisfaction group responded that they had more knowledge and skills in areas such as food purchase management, food sanitation and safety management, equipment and facility management, nutrition education, nutrition counseling (p < 0.01), and general management & marketing (p < 0.05). High-job satisfaction group also indicated that nutrition teachers need to have more knowledge and skills than the counterparts, regarding food purchase management (p < 0.001), nutrition education (p < 0.01), nutrition counseling, general management and marketing, and teaching practices (p < 0.05). In addition, study results showed significant positive correlations among study variables. This study suggested that job satisfaction of nutrition teachers might be increased by having favorable human relations and workplace atmosphere, increasing satisfaction with specific work of nutrition teachers, and by increasing the knowledge and skills required for the work of nutrition teachers.

The Influence of Health Outcomes on Work Compensations for Elderly Workers (장년근로자의 건강수준이 근로보상에 미치는 효과분석)

  • We examine the effects of the self-reported subjective and the objective health indexes on work compensations. The compensations consist of monetary factors, such as wages, and non-monetary factors reflecting job risks such as the workplace accidence. The wages and workplace injuries are clearly affected by gender and age differences as the subjective and objective health factors of elderly workers are combined with physical and systematic work environments. Mental health problems such as work depression are more serious especially for high income elderly groups. The elderly workers experienced with physical problems and chronic illnesses are led to the decrease in wages and the increase in safety accident risks at work sharply. Therefore, we need to provide supporting services, retirement planning designed by companies, supported by the government enhanced risk working conditions and the weakness on protecting jobs.
