In order to reach this life-saving procedure, campaigns for raising money is most important thing. Then, pediatric hematologists / oncologists try to organize study group, named Taiwan Pediatric Qncology Goupp(TPOG), to make treatment protocols for childhood cancers. Its primary purpose is to increase the cure rate to prove the earlier the diagnosis and treatment, the better the prognosis. The second step is to provide full support of medical expenses and further to give help for emergent need to living. Through the varieties of active exercises of cancer children or families, foundation provides opportunities for them to share the experience during the different periods of diseases. The third step is to extend the scope of training activities for many kinds of personnel who devote to the care for cancer children. On the other hand, it promotes the cooperation or communication with international organizations and sets up recreation playing ground in the communities. The aim is to provide a comprehensive and integrated care for cancer children during their education, breeding and even accomplishment period. Besides the financial support of medical care, it provides social services to give psychological support for children and their families, to strengthen doctor-patients or doctor-families relationship. The foundation provides the mourning religious activities to cherish the memory of their children who passed away and to comfort their sadness. Since the childhood cancer is curable, its treatment should be active, comprehensive and it needs to provide to all cancer children without exception. Indeed, the work of CCFROC should be changed according to the environment and different time period. But, it needs the full support from the society. We hope the scope and content of the work will be more extended and its achievement will be better than now in the future.

  • To improve current transportation service, a new Seoul Metropolitan Transportation Administration (Seoul MTA), backed by Korean central government, is on the way of being established. This paper tries to answer questions such as 'What is the best type of organizational formation of the upcoming institute to deliver better, seamless transportation service?' and 'What is the most suitable scope of work of the upcoming institute to achieve the goal?' A group decision making process, a kind of AHP (Analytic Hierarchy Process) was adopted to measure the experts' preferences of alternatives in quantitative scale measurement. To evaluate the alternatives, five evaluation criteria were selected. Among them, it is revealed that 'Improvement of the transportation service' and 'Political & Administrative power to make it happen' are the two most important evaluation criteria over what types or operating costs of the administrations are. When the five evaluation criteria are applied onto the group of alternatives, it yields that a stand-alone organization, which should be independent from upper-level government body, should have an integrated and sole authority on the area-wide transportation system management.

  • The development and management of epidemiology intelligence service (EIS) officer with more specialized competence to cope with and prepare for health threats, including pandemic of emerging and re-emerging infectious diseases, is a high priority policy issue in Korea. First of all, we need to establish the training goal of EIS officer. It is necessary to establish manpower training and management system with at least three tiers including quantitative and qualitative targets. Second, at least 50% of all EIS officer must secure a physician and secure expertise and competence for epidemic. Third, for the ultimate purpose of EIS officer, the establishment of a public health expert should expand the scope of epidemiologist's work to health and medical care, occupational environment, and various disasters. Fourth, it is essential to expand the epidemiologist training and education program to the level of advanced countries. Especially, the training course should be expanded at least twice of current times. Fifth, it is necessary to independently install and operate the 'EIS Officer Training Center' as a mid- and long-term goal. Stewardship and governance are secured with the organization, personnel, etc. that can fully manage the planning, management, and evaluation of the EIS system. In the future, it will be necessary to establish a systematic and phased operational base of education and training programs for EIS officer, and establish a sustainable implementation system for strategy development. In addition, it is urgent to revise the guidelines for training public health professionals and strengthening competencies, and for establishing professional educational institutions.

  • This study examined the opinions of dentists on dental hygienists' practice and attempted to use it as the basis for the revision and modification of the legal system associated with dental hygienists. The subjects of this study were a total 15 dentists, including two from Gyeonggi, two from Gangwon, two from Gyeongsang, two from Jeolla, two from Chungcheong, and two from Seoul, who were surveyed face-to-face. This study revealed that from the perspective of dentists, the most important job of dental hygienists was scaling, and the most difficult job was patient counseling and response. From the perspective of dentists, there is a difference between what the dental hygienists actually perform and what is legal, and there is a high need for change. The inclusion of dental hygienists in the category of medical personnel should be accomplished to cover the practice of dental care support, and dentists opinionated that it is appropriate for dental hygienists to be included in the category of medical personnel because they directly perform oral health-related procedures. A careful review of the dental hygienists' scope of work should be performed to ensure that revisions to the law are made in accordance with the dental hygienists' actual practice. Further, it is necessary to revise the Medical Law and include dental hygienists among the medical personnel and simultaneously revise the scope of work of dental hygienists to reflect the actual dental practice.

  • This study empirically analyzes the relationship between market structure and R&D activities. Especially, the outcome of R&D activities could be imitated or plagiarized by nearby competitors before it is protected legally through patenting, it would work as a club good and its market structure need to be defined at the geographic level of city, county or ward rather than the whole nation. According to the regression results of this study using Survey on Technology Statistics of Small- and Medium-Sized Firms, individual firms' R&D investment is more active when market structure of area(city, county, or ward)-industry(two-digit industry) is monopolistic or oligopolistic rather than competitive. However, as the variable representing market structure is redefined over a geographic scope of 16 metropolitan areas or provinces, 6 regions, or the whole nation, the relationship between market structure and R&D activities seems to become weak. Moreover, when the R&D expenditure is divided by its source, more active R&D spending in a less competitive market is observed as long as it is procured by internal fund of the firm in question.

  • The application of the BIM for the KEPCO' new headquarters in Naju involved alternative approaches and accompanied many trials-and-errors as the project adopted new targets and purposes that were not used in Korea before. In particular, for a large BIM-based project, clearly defining the BIM-including the objective, scope and the outcome-is critical for a project owner. For a successful implementation, project owners should improve the utilization of the BIM. Against this background, this research examines the case of the BIM application for the KEPCO' new headquarters in Naju, identifies its effects and problems, and proposes how to improve application of the BIM for public projects. The improvement in the BIM application can be divided into several stages: project order, design development, construction, and post-construction maintenance. In the initial stage, it is important to fully discuss the project planning among participants, and clarify the goal, scope, expected outcomes and role of the BIM. In the design stage, the level of detail (LOD) for the 3D model should be defined in consideration of information use in the stages of estimation and construction. In the construction stage, the scope of project that is managed based on the processing and use of the BIM data should be clearly given and understood. After construction is complete, measures should be sought to use the BIM for maintenance, and corresponding requirements and outcomes should be provided. The analysis is expected to provide basic data for successful implementation of BIM-based public projects, by assisting project owners and involved parties in enhancing work in different stages of a project.

  • Mobility in the mobile agent language is an important issue. The scope range of the agent which can move is closely related with the work which the agent can do for users. The location concept proposed in this paper can make an activity scope of agent various by defining and classifying the destination of mobile agent as a logical and physical location. We designed and implemented a java class that describes creation, deletion, and execution of agent and a service system of agent that executes the described program on the computer which is linked to network to assist the location concept. The location concept will advance the mobility of agent and this agent is expected to provide much better service for users.
