사회복지분야의 ISO 9001/2000 인증에 관한 연구 (A Study on the Social Welfare ISO 9001/2000 Certificate)

  • This paper is case study for ISO 9001/2000 quality management system certification of social welfare. We constructed quality management system for efficient operation for service quality improvement of welfare hall which is society welfare facilities. This paper evaluated operation actual conditions of "G" welfare hall which introduce and operates quality management system according to index of evaluate for society welfare hall and present improvement plan about effect and problem.

  • 사회복지통합관리망은 정부에서 제공하는 다양한 복지급여 및 서비스를 통합적으로 제공 관리하기 위한 정보시스템으로서 사회복지 행정의 효율화에 기여하고, 나아가 사회복지 전달체계를 개선하기 위하여 구축되었다. 사회복지통합관리망은 복지행정업무를 담당하는 지자체 사회복지공무원의 업무량을 경감시키고 일하는 방식을 개선함으로써 전달체계 효율화 측면을 강조하였으며, 이에 따라 정보화 평가 또한 복지행정업무의 효율성측면과 예산, 인력 감축 규모를 통해 실질적인 효과를 찾아볼 수 있다. 따라서 본 연구는 사회복지통합관리망 구축 및 운영에 따른 경제적 측면, 공급자 측면 그리고 수요자 측면에서 정보시스템의 효과를 살펴보고, 이에 따른 사회복지통합관리망의 실질적인 성과를 제시하였다.

  • Permanent rental housing which is entirely financed by the Government is welfare housing for those who fall within the lowest income bracket. This type of housing is intended for use as rental housing on a long-term basis. At present, there are about 190,000 permanent rental housing units in Korea. The purpose of this study is to suggest the implications to improve the management and welfare service system of permanent rental housing. For this, qualitative data were collected by using the in-depth interview with staffs of community welfare center and management office of five permanent rental housing complexes and two times of advisory committee meeting with housing and social welfare experts. To analyze the data gathered in this study, the constant comparative method of data analysis was used. Conflicts between the management office and social welfare center of permanent rental housing could be classified into two aspects; personal and operational. Main reasons for the conflicts between two institutions were identified such as attitude of management office staffs, lack of cooperation, current administrative system, lack of management resources such as space and operation cost, and so on. Based on the results, some implications including institutional support and social complementary cooperation were suggested for improvement of management and welfare service system for the residents of permanent rental housing.

주민자치센터의 주거복지 전달체계 구축 연구 - 인천시를 중심으로 - (A Study for Establishing the Housing Welfare Delivery System in Incheon)

  • The purpose of this study was to establish the housing welfare delivery system in Incheon. Documentary research and content analysis methods and survey were used in this study. Data drawn from internet homepage of each community center, gu-office and city hall in Incheon. The major results of this study are as follows. 1) Related works of housing welfare are housing welfare facility management, self helf center, support service of housing life, residential environment management 2) Housing welfare delivery system consists of city, gu-office, community center order. There are many problems that the lack of experts and department of housing welfare and inconsistent works. 3) There should be optimize the related works of housing welfare in order to increase of efficiency of works and to prevent overload to public servant. 4) Housing welfare delivery system needs to co-work through collaborative network in order to realize welfare society. And each main groups have to establish their horizontal relationships.

근거이론을 이용한 산림복지서비스 이용권 제도 도입 방안 분석 (A study on the Direction of Forest Welfare Service Voucher System by Grounded Theory)

  • After Forest Service formed a forest welfare service system by life cycle in 2008, they established a variety of policy for promoting welfare of the people. In Forest welfare service plan(2013~2017) which recently the forest service department established to along with government's welfare policy, they introduce forest welfare service voucher linked to National welfare system to provide forest welfare actively to disadvantaged citizen. The purpose of this study is to setup a direction of forest voucher system, and to make strategies of forest welfare service voucher by research existing voucher system of government. A study conducts a qualitative research by use grounded theory without a quantitative research, because there is not a lot of similar cases with forest welfare service voucher. The subject of this study is experts of National Park Authority 's voucher management, forest service's Nature recreation management and relevant researcher institution. The research is conducted by interviewing the subject and by using grounded theory analysis. After processing an opening coding, categorization of opening coding, and axis coding, induce a direction of the forest welfare service voucher system.

  • 사회복지기관은 일반기업 또는 공기업 등과는 다른 목적으로 사업을 영위하는 관계로 ESG 실천항목 도출과 모형구축은 다양하고 종합적인 사회복지학적 측면의 연구를 통해 이루어져야 한다. 지금까지 국내 복지기관에서 활용할 수 있는 연구가 아직은 많지 않고 마땅한 ESG 경영활용 지표가 없는 관계로 천안시복지재단의 전략도출과 경영전략 체계수립으로 성과를 최대로 발휘하도록 하여 그 모형을 다른 복지기관에 전파하고 교육 및 훈련을 통해 선도적인 재단으로 거듭나는 것을 목적으로 추진되었다. 재단과 일선 복지기관들이 ESG 경영에 대한 이해와 기관 이미지 및 사업성과에 긍정적 영향을 미치는 실천모형 구축방안에 초점을 두고 재단의 실증분석, 중대성 이슈 분석을 통해 이슈식별과 핵심이슈를 선정하였다. 이를 바탕으로 사회복지기관의 적합한 전략도출과 전략체계수립 후 성과관리 방안을 구축하여 추진체계를 살펴보았다. 환경적·사회적 책임, 투명경영 측면, 안전관리체계 구축, 응급상황 및 예방분야, 이용자(고객)만족체계 구축, 반부패 예방과 청렴 윤리 모니터링 및 평가, 책임감 있는 공급망, 지역사회 참여 및 발전을 위해 지역사회 공헌 프로그램 실행 등 현재 우수하게 추진하는 분야와 앞으로 추진해야 할 항목을 세심하게 도출하였다. 본 연구는 천안시복지재단의 고찰을 통해 ESG경영 정착을 위해 경주하고 있는 노력을 구체적으로 제시하고자 하였다. 따라서 ESG 측정지표를 개발하기 위한 천안시복재재단의 체계적인 개발과정을 유사한 노력을 기울이는 타 기관 및 관련 연구자들이 참고하여 ESG경영을 발전시켜 나가는데 유용한 자료가 될 것으로 사료된다.

An Analysis on the Importance and Performance of Personal Information Protection for the Elderly Welfare Center Employees

  • The purpose of this study is to present effective basic data for business management through analysis of importance and performance of personal information protection of the elderly welfare center workers. For this purpose, the questionnaire on the protection of personal information was reconstructed based on the diagnostic level of the personal information security management level of the public institution and the questionnaire was conducted on 105 employees of the elderly welfare center in Chungbuk area. Based on the responses to the importance and the degree of performance of the personal information protection of the elderly welfare center employees, technical statistics and corresponding sample T-tests were conducted and the importance-performance analysis (IPA) was used. Followings are the results of this study: First, there is a statistically significant difference between the importance and the implementation of the management system for the protection of personal information of the workers in the elderly welfare center, establishment and implementation of protection measures, establishment and implementation of infringement measures. Second, IPA analysis on the protection of personal information of the workers in the elderly welfare center shows that the establishment and implementation of protection measures are the areas to maintain good performance. Third, in IPA analysis of the sub-factors of the personal information protection of the workers in the welfare center of the elderly, in the construction and management of the management system, in performing the role of the personal information protection officer and establishing and implementing protection measures, The factors of prevention of information disclosure and exposure and the safe use and management of personal information processing system were analyzed as areas requiring intensive improvement. This study is meaningful as a basic research that can raise the awareness of the personal information protection of the workers in the elderly welfare center and induce the improvement of the related work.

건강가정지원센터의 조직과 운영방안 (A Study on the Organizational System and Management Strategies of Healthy Families Center)

  • This study was conducted to develop and propose a model for an organizational system and management strategies for Healthy Families Centers. As baseline research, the organization of comparable institutions such as the Social Welfare Center, Women's Development Center, Elderly Welfare Center, Child Welfare Center, and Childcare Information Center was analyzed. Based on the results of baseline research and the draft version of Healthy Families Act, this study proposed a management model for Healthy Families Centers. This proposed model suggests the city, county, and district level centers to be organized with three divisions: 1. family counseling team, 2. family education team, and 3. family life team. Concrete assignments for the teams are also proposed. Finally, a networking system for more effective management of the healthy families centers was also proposed.

영구임대주택 관리업무 및 운영실태에 대한 관리자와 입주민의 의식비교 (A Comparative Study of Perception on Management Services Between Management Staffs and Residents of Permanent Rental Housing from the Perspective of Welfare)

  • In recent, the concept of management is emphasizing the aspects of social welfare, especially in permanent rental housing that most of the residents are very low income households. Although the quality of service for the residents of permanent rental housing was improved comparatively, it still needs to continually change in response to the needs of residents. To figure out the better way of supporting the service for the residents of permanent rental housing, this study examined the role and function of management office and compared perception on management services between management staffs and residents of permanent rental housing. Based on the in-depth interview with 5 managers of permanent rental housing, two types of survey questionnaire (residents/staffs of management office) were developed for the research purpose. A sample of 89 management office staffs and 111 residents were used for the data analysis. Most of the respondents recognized the need of a cooperation system among management office, social welfare center, and residents for providing better management system and welfare service.
