  • Recently housing demands are going to be diversified, and many suggestions are driven for the housing consumer's right of choice and expectation for welfare services. These require the policy change from the clear division between houses and facilities toward more market-oriented concept capable of mixed-use development of houses with facilities. The research explores the possibilities to provide various types of mixed-use developments of houses and facilities in the level of architectural design and political implication. Major case studies focus on the elderly welfare housing with serviced residence with the comparison of similar cases in Japan. The policy implications are, first, expanding the production of elderly housing with more elderly care services, second, challenging time-sharing residence composed of serviced residence and small dwelling units, third, activating the production of small scale housing development with small public facilities. The simulation shows the merits and demerits of this concepts and the efficacy of the policy implications.

As the elderly population is increasing and young population is declined social issues around elderly care are emerged in Korea. • This study examined the specific contents of social welfare policies of the Joseon Dynasty through the analysis of Mokminsimseo, Aemin Sixjo and Jinhwang Yukjo, and identified the connection between them and today's social welfare policies. As a result, In the Care of the People, it contained the basic contents of the Elderly Welfare Act and welfare services for the elderly, and in the Freedom, it included welfare policy services related to infants and children, and the value system of welfare for the disabled through government affairs. The policy direction was confirmed, and it was found that disaster relief calls for social integration in response to social crises and disasters. This also confirmed that major areas of social welfare policy such as family safety, income security, health policy, and social integration have been emphasized through social welfare policy indicators. In addition, through the analysis of Qinhwangyukjo, it was found that it contains not only the basic ideology and values of the social security system and social insurance system in terms of visa, scale, and power, but also the details of specific policy implementation. Today's social welfare policies and social service policies, which are equipped with social welfare facilities and are implementing systematic social welfare services for each target, were able to confirm their foundation through the Qinhwangyukjo. This confirms that the emphasis on social integration and income security is prominent in the Qinhwangyukjo through the social welfare policy indicators of the current policy system.

  • The purpose of this study is to explore the lived experience of aging of the poor elderly and to identify suitable welfare policies on their behalf. For this purpose, I selected 16 participants from the criterion sampling of the impoverished elderly and conducted in-depth interviews, after which the collected data was analyzed using the phenomenological approach of Cloaizzi(1978). As a result, 27 themes, 10 clusters of themes, and 4 categories were pinpointed. The 4 categories are 'Facing death,' 'Becoming despondent in heart and mind,' 'Living a hard life,' and 'Going with the flow of life.' By integrating the meanings of these findings, the essence of the lived experience of aging of the poor elderly was to be, 'Self-sufficiency despite receiving welfare benefits from the government.' The lived experience of aging of the poor elderly was revealed as not being entirely based around dependency but rather around strongly independent and positive life attitudes. But also found were difficulties due to lack of living expenses required for survival, deep death anxieties, and life attitudes in the context of Confucian culture. Based on the study results above, I presented welfare policies for the poor elderly as outlined: implementation of social activities in order to encourage independence and positivity among the poor elderly, actualization of payment that meets at least the minimum costs of living, consolidation of psychological-emotional assistance, implementation of death-related education programs, and the compilation of a welfare policy manual for the impoverished elderly.

  • This study aims to discern the determinants influencing the perception of workability among the elderly population and delineate an appropriate retirement age within the labor market context. Employing binary logistic regression, this research utilizes data from the Korea Welfare Panel Study (2008, 2012, 2016, and 2020) provided by the Korea Institute for Health and Social Welfare. The findings indicate that key factors shaping the elderly's perception of workability encompass familial responsibilities (household and marital status) and their levels of physical and mental well-being. Econometric analysis suggests an anticipated retirement age for the elderly population ranging between 67 and 69 years. In addressing labor market demands and informing policymakers, the study proposes deliberations on extending the retirement age for individuals aged 60 to 65. This range serves as a compromise between the identified retirement age of 67 to 69 and the current average retirement age for elderly labor market participants. Bridging the disparity between the perceived workability age and the prevailing labor market baseline is crucial for achieving social consensus. Therefore, any extension of the retirement age should carefully consider both the demand and supply perspectives within the labor market. The study's contribution lies in two main aspects: firstly, presenting a retirement age framework for the labor market that integrates the workability of the elderly population, and secondly, providing evidence-based research outcomes to guide informed labor policies.
