The Conservation Value of Coral Communities in Moonseom Ecosystem Protected Area (문섬 등 주변해역 생태계보호구역 내 산호군락지의 보전가치)

  • The Korean government has been trying to conserve a marine ecosystem that has been shifting due to climate change. As part of this effort, the government designated seventy-seven marine species that have been disappearing and deserve to be protected as endangered managing them specially. To generate basic data to guide policy for these endangered species, their value must be measured. OOf the species declared endangered, coral is particularly threatened by climate change, and its management is important. Accordingly, understanding the potential value of reefs, can be an effective way of proving the benefits of continuous management to decision makers and the general public alike. To this end, we have applied the contingent valuation method (CVM), an economic technique of for valuing a environmental and non-market goods such as a coral reef. A national face-to-face survey of 1,000 randomly selected households was conducted in order to determine the public's willingness to pay (WTP) for conserving coral reefs. A one-and-one-half-bound (OOHB) model was adopted to interpret WTP responses, and a spike model was employed to deal with zero WTP responses. The results show that the conservation value of a coral reef can be estimated at 3,016 won per household per year, statistically significant at the 1 % level. Expanding values to the national population gives an annual value of 58.9 billion won. We can conclude that the public is willing to pay a significant amount to conserve coral reefs.

The Role of Local Government in Building Regional Innovation System (지역혁신체제 구축과 지방정부의 과제)

  • This paper aims to identify the role of local governments in building regional innovation system. The central government has recently decided to support the promotion of innovation capacities of local innovators and innovation networks among thor The central government forces local governments to establish the council for regional innovation in order to implement these goals. Meanwhile, there is no consensus about the way in which the council for regional innovations constitute and operate. I think it is the time for us to talk about this seriously. It is widely conceived that local governments in Korea have still been hierarchical. Thus, they would be difficult to make the decision effectively on regional innovation and development initiatives. In this context, I suggest that the regional innovation promoting agency needs to take authorities to secure transparency and autonomy in planning, implementing, evaluating regional innovation initiatives. The local government no! ed to play a central role in establishing the agency. However, the local government should not try to intervene and control its operations.

A Study on the Changes in Regulatory Policy against Large-scale Retail Stores in Japan (일본의 대규모 소매점포 규제 정책 변화에 관한 연구)

  • Purpose - This study aims to investigate the process of political changes in Japan, which has introduced regulatory policies for large-scale retail stores since the 1930s, as well as the examples, and suggests improvement schemes for our policies in Korea, which imposes restrictions on business hours and forced holidays in accordance with the current Distribution Industry Development Act. Research design, data, and methodology - After examining the political change processes related to large-scale retail stores in japan, this study analyzes individually regulated cases based on the ordinances enacted by each local government. Through case analysis in Japan, this study makes political suggestions that may be helpful for our country substantially. Results - Since there is an obvious possibility that our economic restrictions on business hours and mandatory holidays do not coincide with WTO GATS, it is necessary for large-scale distributors to introduce new social and environmental regulations similar to Japan, rather than imposing controls to restrict free competition and also introduce a policy to induce cooperation with small businesses for the advancement of the distribution industry. Thus, it is desirable to take measures on noise, waste, traffic, and parking for the preservation of the living environment in the surroundings when building new large-scale retail stores. It is also important to establish measures to improve the welfare of neighborhood residents and consumers, create a pleasant urban environment, and make it mandatory to make presentations at public hearings among residents. Furthermore, it should be mandatory to establish regional contribution plans when a retail store is established, and take measures to solve various civil complaints or problems that may occur after entering the market. Moreover, it is desirable for large-scale retail stores that entered the market to induce cooperation in performing various activities in the area with a strong sense that they are all members of the local economy. Conclusions - If introducing social regulations like in Japan, there is probably an advantage that the conflicts seen when large-scale retail stores enter the market are absorbed by adjusting the persons concerned within the established institution in order to establish a field to solve such conflicts systematically. In contrast, there are still concerns regarding chaotic operation without any active attempts to have a conversation with large-scale retail stores and local small merchants due to a sharp conflict among the persons concerned, and if it is a briefing session without any decision of the restrictions on their opening itself, there may be doubts with regard to their effectiveness. Moreover, if the de facto opening is restricted by the introduction of such a briefing session procedure, the choice of whether to protect the existing rights of large-scale retail stores might become problematic. However, such problems could be minimized in a way by forming a separate consultative group for all persons concerned including residents, local governments, professionals, civic organizations, small merchants, and massive retail store-related persons.

  • Purpose - Due to highly elevated levels of competition, many companies today have to face the problem of decreasing profits even when their actual sales volume is increasing. This is a common phenomenon that is seen occurring among companies that focus heavily on quantitative growth rather than qualitative growth. These two aspects of growth should be well balanced for a company to create a sustainable business model. For supply chain management (SCM) planners, the optimized, quantified flow of resources used to be of major interest for decades. However, this trend is rapidly changing so that managers can put the appropriate balance between sales volume and sales quality, which can be evaluated from the profit margin. Profit optimization is a methodology for companies to use to achieve solutions focused more on profitability than sales volume. In this study, we attempt to provide executional insight for companies considering implementation of the profit optimization system to enhance their business profitability. Research design, data, and methodology - In this study, we present a comprehensive explanation of the subject of profit optimization, including the fundamental concepts, the most common profit optimization logic algorithm -linear programming -the business functional scope of the profit optimization system, major key success factors for implementing the profit optimization system at a business organization, and weekly level detailed business processes to actively manage effective system performance in achieving the goals of the system. Additionally, for the purpose of providing more realistic and practical information, we carefully investigate a profit optimization system implementation case study project fulfilled for company S. The project duration was about eight months, with four full-time system development consultants deployed for the period. To guarantee the project's success, the organization adopted a proven system implementation methodology, supply chain management (SCM) six-sigma. SCM six-sigma was originally developed by a group of talented consultants within Samsung SDS through focused efforts and investment in synthesizing SCM and six-sigma to improve and innovate their SCM operations across the entire Samsung Organization. Results - Profit optimization can enable a company to create sales and production plans focused on more profitable products and customers, resulting in sustainable growth. In this study, we explain the concept of profit optimization and prerequisites for successful implementation of the system. Furthermore, the efficient way of system security administration, one of the hottest topics today, is also addressed. Conclusion - This case study can benefit numerous companies that are eagerly searching for ways to break-through current profitability levels. We cannot guarantee that the decision to deploy the profit optimization system will bring success, but we can guarantee that with the help of our study, companies trying to implement profit optimization systems can minimize various possible risks across various system implementation phases. The actual system implementation case of the profit optimization project at company S introduced here can provide valuable lessons for both business organizations and research communities.

A Priority Analysis of the Infrastructure for the Logistics Industry in Gwangyang Port (광양항 물류산업 인프라 우선순위 분석)

  • Gwangyang port has aimed to establish and expand infrastructure since 2004 as a way of logistics industry development plan for activation of port and increase in traffic. However, it faces many changes due to reduced development of Gwangyang port, slowdown of traffic, and decrease in terminal operators. The need for review of plan and direction regarding infra is on the rise at this point for the purpose of ensuring the stable growth foothold of Gwangyang port and attaining independence of Port. This report focuses on the software infrastructure improvement alternative rather than hardware infrastructure. To analyze the priority of this alternative, AHP technique was applied as a research methodology. In this study, as a measure for decision-making, profitability, ease, urgency, and prospects have been selected, and alternatively, buildup of global networking, training of logistics professionals, operation of environment-friendly & low cost port, and development of specialized logistics companies have been selected. Survey has been conducted toward shipping companies which use Gwangyang port, port operators, hinterland logistics companies and consignor' logistics professionals. As a result of survey, the priorities of measuring range were shipping companies, port operators, consignor, and hinterland logistics companies. Meanwhile, the priorities of measuring elements were profitability, prospects, urgency and then ease. The priorities of alternatives were found to be a buildup of global networking, operation of environment-friendly & low cost port, development of specialized logistics companies and training of logistics professionals.

A study of the development of the public libraries in the "Chun-Buk" province in Korea (전북지역 공공도서관의 발전책에 관한 연구)

  • A Library is the fundamental character of culture in a country and it is also a barometer of culture in its community. Every cultural reality, however, can hardly come to fruition in a short time and so, it will be effected through a long time and tradition. This study aims at catching up how the above-mentioned public libraries have an influence on culture of its community people. For this purpose, the actual conditions of the public libraries have been investigated and analyzed and as a result of it, the problems have been reilluminated from the nation-wide point of view. And in the new changes, developing improvement measures have been tried to find. How to study was on the basis of the actual materials of the on the-spot survey, the interviews with the working officials and the response by way of questionnaire. Summing up the investigated and analyzed contents are as followings. In the above mentioned province, therefore, number of the public libraries are very limited compared with number of the people. And so, it is very essential to increase the public libraries in the province. In terms of the actual conditions, the public libraries lags far behind the other provinces in Korea from this library field. The present chronic conditions are the budgetary deficit, the collections insufficient to the legal minimal standards, the lack of professional librarians ignorance of the people and library managements by unprofessionals, etc.. This hinders the progress of the public libraries and to seculate them from the people. The improvements and the solutions to the above-mentioned problems are as follows. 1. To recruit the personnel sufficient to the legal standards and to reorganize the offices and to turn upward the highest class of librarian's position above the 4th class. 2. To secure collections sufficient to the legal standards and to strang then the extension services. 3. To organize the council composed of the chief librarians of the public libraries including the working chiefs in the province and to develop the works-in-hand of the libraries from the level of decision-making. 4. To organize the librarian training group and to study the working problems and to seek the qualified improvement of librarians. 5. The management of the public libraries in the province are, at present, der the Ministry of Education and the local government takes the financial power. So both should be shortly unified. 6. To do regularly the course of how to use library materials for the community people and to seek the inducement measures for the people through the various cultural events. 7. The public libraries organize the mutual cooperation networks and to seek the system automatized plans of free use of library materials and every library works. 8. To enlarge book mobile system actively and to infiltrate into the daily living of people deeply. Finally, what the present writer would like to speak to the chief librarians of the public libraries the human aspects of librarians should not be ignored no mater how excellent a library organization may be. In addition to this, the present writter is sure that the far-reached future of our library organization will depend on the librarians.

  • Simulation is used to reduce a risk involved in the new project and decision-making in an organization and to save cost and time by forecasting different situations. The objectives of this research are to acknowledge the need of simulation through the real life sample and to encourage the use of the simulation method in the future consulting project by continuously making the necessary improvements. This research analyzed the effectiveness of the simulation based on the sample use of simulation method in 1994 and 1997 for the BPR project of certification issuance process at the Supreme Court. In order to evaluate the value of the proposed simulation model, we examined the gap, which existed between the simulation result and the operational data collected by visiting the actual sites where AROS (Automated Registry Office System: automation system developed by LG-EDS Systems) is being utilized. We also identified the causes for the existing gap. According to the analysis result, (1) the gap came from the status change of thinking that the concentration of certification issuance request has eased after the computerization, (2) the gap existed in the operational process because they failed to consider the situational factors of each registry office in the simulation model, and (3) lastly the gap came from the difficulty of formulating the mathematical model for predicting the complex and diverse behavior pattern of individuals requesting the certification issuance. In order to narrow the existing gaps, we made a proposal to improve the certification issuance process where software of certification issuance vending machine was upgraded in order to help the people to use the service conveniently, more part time workers were hared when there was a overload of certification issuance request, and the quality of the certification Issuance vending machine is improved, In this research, we examined an efficient way of resource allocation based on the simulation conducted in 1994 and 1997. By reflecting changes since the simulation of 1994 and allocating the clerk and machine based on the predicted results of the simulation, we maximized the efficiency of the certification issuance process. In conclusion, this research examined the future usability of simulation method based on the analysis result and identified the key issues to consider when using the simulation method in the future consulting project.

A Review on E-Governance Research Trend and Analysis - An Empirical Analysis of Academic Papers in Korea - (e-거버넌스 연구의 경향 분석: 국내 학술논문을 중심으로)

  • Since the 1990s, the notion of governance has been introduced as an alternative way of understanding the new trend of public administration. Then, it was followed by the emergence of the concept, e-governance (electronic governance) with the development of information and communication technologies. E-governance means an approach to understanding how to manage state affairs. It emphasizes the notion of governance where various actors (government-market-civil society, etc.) adjust and cooperate through mutual collaborative network, not a unilateral decision-making form of government, in order to solve common problems. It also carries the notion of 'electronic' in the sense that it operates on the basis of utilizing information and communication technology (ICT). This study systematically attempts to analyze research trends and methodologies of e-governance in major Korean journals and proceedings in the field of public administration and policy studies over the last 15 years. Some of the findings are worth noting: first, e-governance studies in Korea are in large measure concentrated on the government-centered perspective. Also, past studies tend to focus on problem-solving by suggesting policy alternatives. Past studies, thus, seem to pay relatively less attention to explanation of the phenomena through rigorous analysis. Under the circumstances, this review is expected to shed light on some of conceptual or methodological issues related e-governance studies, thus, to provide significant implications for future research of e-governance.

A Study on the development of leadership training program for first-line nurse managers (일선 간호관리자를 위한 리더십 훈련 프로그램 개발)

  • The health care environment becomes more competitive every day. It has fallen to nurse managers - from vice presidents of patient care to nurse managers and their assistants - to recruit and develop a workforce that successfully meets the needs of both patients and the organization. This means employees who demonstrate advanced critical thinking skills, creative problem solving, and sound decision making skills combined with clinical skills and patient advocacy. The environment which nurse managers create and the way they relate to their workforce, are pivotal to organizational viability. Especially leadership of first -line nurse managers contributes to the success of their organizations. First-line nurse managers are deserved to be one of the most administrative supervisors through the middle stratum in a hospital organization as being a manager in the field service if assessed from the overall aspects of hospital, as being an interim managers in the nursing department as well as being a supreme supervisor in a unit in terms of an organizational structure in the hospital. Similarly, as a compete leader, the first-line nurse managers have not only a professional which is qualified to perform a role of appropriate coordination with medical staff and key personnel but also hold an important key position a being responsible for performing his or her given role. The first-line nurse manager is expected to manage human and fiscal resources in ways not required before. While an identified need for well-prepared first-line nurse manager continues to plague the profession, first-line nurse managers often have difficulty providing the leadership required. The need leadership training to function effectively in their positions. But we hardly find a useful leadership training program for first-line nurse managers, therefore the purpose of this study was to developed the leadership training program for them. The steps of leadership program development were below: 1st step, 2 studies were done before develop a leadership program. One was done to ask to first-line nurse managers what they want to learn through leadership training, the other one was to ask the staff nurses what their opinions are for their first-line nurse managers leadership. 2nd step was searching other leadership programs contents. The results of this study were below: The total amount of hours is 24. Leadership training program contents are : Future of nursing profession (210min), understanding basic factor's of leadership and leadership theories(310 min), self understanding as first- line nurse managers(320 min), basic principle and practice of interpersonal relationship(210 min), assertiveness training, conflict management (180min), and group study(210min). This is challenging time to be a leader, especially in nursing. As nurse managers look toward the new millennium, it seems as through the same struggles are ahead that are behind. So nurse managers need to embrace change with a positive attitude. They need to demonstrate risk taking and support it in their staffs. All these things are possible that after they participate the leadership training program.

A case study on the conditions of direct transport for the preferential tariff treatment through Korea-EU FTA(Free Trade Agrement) (한.EU FTA하에서 협정관세적용을 위한 직접운송 요건의 충족여부에 관한 사례연구)

  • FTA(Free Trade Agreement) of South Korea and European Union(EU) took effect from July 1, 2011. Korea signed a contract FTA with the European Union by first among Asian country, and Korea EU FTA is evaluated that it is wide, comprehensive and high level FTA. Therefore, Korea EU FTA will become FTA that dimension is high, and FTA fermentation with the European Union may activate the Korean economy through extension of export. By the way, in Korea EU FTA, the stipulations on import and export clearance system is different compared with other FTA. Therefore, exporter and importers should compare thoroughly on essential factor of origin standard and preferential tariff which is set in FTA Agreement. In this study, I analyzed 'conditions of direct transport' that is prescribed in article 13 of Korea EU FTA. Particular, I analyzed recently example of appeal for review that decision is made in the Korea Customs Service(KCS). Laying stress on counter measure of business, conclusion in this study is as following. First, companies must understand correctly a single consignment and a single transport document under Korea EU FTA. Second, companies must not analyze wrong 'conditions of direct transport'. Third, when simplicity transshipment or temporary custody is consisted, companies must secure documentary evidence as soon as possible. Fourth, in case goods pass third country, companies must understand uprightly 'a single consignment'. Finally, companies should keep in mind to truth that European Union and EFTA are different FTA.
