도시 주거 취약층을 위한 친환경 조립형 흙블록 건축재 개발 - 인도네시아 주민 공동체의 참여적 접근 사례 - (Eco-Friendly Interlocking Stabilized Soil Blocks for Urban Housing-Vulnerable Communities : A Community-Participatory Approach in Indonesia)

  • 개발도상국에서 슬럼의 팽창은 만성적인 주거 문제로 남아 있다. 이러한 주거 문제를 해결하는 데 있어서 정부의 역량이 부족하므로 주거 취약층의 자조적인 접근은 아주 오래전부터 불가피하면서도 그 중요성이 꾸준히 증가하였다. 하지만 비용 대비 양질의 확보와 기후변화 완화 및 적응을 위한 노력은 주거 취약층의 자조 주택 접근에서 해결해야만 하는 대표적인 과제이다. 이 연구는 인도네시아 주거 취약층을 대상으로 비용 절감과 기후변화 대응을 고려한 건축재로써 주변에서 쉽게 찾을 수 있는 토속적인 재료와 공법을 활용한 친환경 조립형 흙블록의 제작 개발과 교육훈련을 목적으로 한 건축 실험에 바탕을 두고 있다. 현지의 건축 NGO와의 협업을 통해서, 도시 개발로 강제이주를 당한 40가구의 공동체가 직접 친환경 흙블록의 제작 개발과 교육훈련의 과정에 참여하는 공동제작 워크숍 형태이다. 흙 성질 조사분석, 배합 설계, 압축 강도 시험, 경제성 분석 등의 과정을 통해서, 이 연구는 조립형 흙블록이 기존의 벽돌이나 시멘트 블록의 좋은 대안이 될 수 있음을 조명하고 있다. 향후 본격적으로 자조 주택 건축재로 적용되는 경우, 가구나 공동체 규모에서 건축재 생산 및 시공 시에 발생하는 온실가스를 줄이는 환경적 효과가 예상되며, 건축 비용 및 물류 비용이 절감되고 커뮤니티 비즈니스화하는 경우에 부가 소득이 창출되는 사회경제적 효과가 있을 것으로 예상된다. 이러한 접근을 통해서 주거 취약층의 자조 주택 건립을 촉진하고 정부 주거개선 프로그램과의 연계를 통해서 인도네시아의 주거 문제 해결에 기여할 수 있을 것으로 기대된다.

  • 본 연구는 자연생태관 조성계획지인 강원도 평창군 용평면 노동리 노동계곡을 대상으로 식생조사를 실시하여 자연생태관 조성에 필요한 기초자료를 제공하고자 수행되었다. 노동계곡의 조사구에서 출현한 관속식물은 총 56과 121속 152종 24변종 2품종이며, 본 조사에서 감소추세종으로 관중과 도깨비부채가, 한국특산종으로 노랑무늬붓꽃이 출현하였다. 식물군락은 자연군락인 신갈나무-당단풍군락과 인공군락인 일본잎갈나무군락, 잣나무군락으로 구분되었으며, 신갈나무-당단풍군락은 다시 소나무아군락, 고로쇠나무아군락으로 구분되었다. 한국특산종으로 구분된 노랑무의붓꽃은 고로쇠나무아군락에 분포하였으며, 자연생태관을 조성할 때 이 군락에 대한 보존 관리방안을 마련해야 할 것으로 판단된다.

농촌의 사회적 경제 조직, 실태와 과제 (The Social Economy Organizations in Rural South Korea - Trends and Challenges -)

  • Our main concerns in this paper are with the several kinds of social economy organization in rural South Korea, in where social exclusion is likely to be prevalent over time. Approximately, there are 2,500~3,000 social economy organizations which have been set up from 1990s. Most of their operational social aims are either to offer jobs or to provide social services for the vulnerable social groups in rural communities. They have several normative principles as a social economy organization. But the two principles were less supported than the others; 1) the community's initiative and participation, and 2) sharing surplus with community. The social economy organizations are involved in various types of business. The greatest number of social economy organizations are doing businesses in agriculture and agro-industry. On average, their value of asset is worth of 300 million wons. They are indebted for 130 million wons, averagely. Their average surplus is 110 million wons. Most of them are small businesses. It is enough to say that the social economy is at an early stage in rural South Korea. The social economy is confronted with some challenges, as follows. Firstly, the social economy organizers should be based on the needs of community in both setting up a new social economy organization and managing businesses. Secondly, networking and cooperation between social economy organizations should be expanded and strengthened. Thirdly, the sound governance with public sector should be built.

한국 전통시장 여성근로자 건강증진 프로그램 모형개발: 지역사회 참여형 연구틀 기반 (Intervention Model Development of Health Promotion for Women Workers in Traditional Marketplaces: Using Community based Participatory Action Research)

  • Purpose: The purpose of this study was to describe the intervention model development of health promotion for women workers working in the traditional marketplace, using community capacity building framework. Methods: Need assessment of the target population, work-related environment investigation, social network group building, and setting health management in the marketplace were performed. Then the interventions including cardiovascular health, musculoskeletal health, and psychological health were conducted. The results were evaluated using NCEP-ATP III(National Cholesterol Education Program's Adult Treatment Panel III), OWAS, and CES-D. Results: It was found that the intervention program for the vulnerable group in marketplace was appropriate, promoting the improvement of metabolic syndrome and the reduction of pain complaints. Therefore, the intervention framework for health promotion of women workers in the marketplace was developed. Work-related environment assessment also was included in the framework development. Several community capacity building strategies, including developing community resources and promoting partnership, making small social network group, and promoting program participation. Conclusion: It is suggested that occupational health nurses and professionals consider the appropriateness of intervention framework development after identifying the needs of women workers' work-related environmental problems.

일부지역 장애인구강진료센터 이용 만족도에 미치는 요인 (Factors affecting the satisfaction of persons with disabilities at community oral care centers)

  • Background: To identify the factors that affect the current status and satisfaction of people with disabilities at community oral care centers. Methods: A structured self-administered survey, including five questions on facility environment, five on usage procedure, four on medical skill, four on care cost, three on friendliness, and three on satisfaction, was administered to 218 residents of the G-disabled community care center. It comprised a Likert 5-point scale (strongly agree, 5 points; agree, 4 points; moderate, 3 points; disagree, 2 points; not at all, 1 point). The reliability of the measurement tool was 0.932 for Cronbach's α. Results: The evaluation of community oral care centers for the disabled showed that the environment was hygienic (4.42±0.73), reservation system was well maintained (4.18±0.95), and the dentist-in-charge was satisfied with the treatment (4.37±0.62). The participants agreed that the details were sufficiently explained (4.29±0.71). However, in terms of medical expenses, the score of "have fully heard the explanation of medical expenses and reductions" was 3.88±0.92. The factors affecting satisfaction were sex, final educational background in the facility environment, usage procedure, and medical skill. Conclusion: To increase the satisfaction of people with disabilities at community oral care centers, it is necessary to establish a facility environment and service according to the patients' need and increase the reduction or exemption benefits between different treatment cost categories. Oral health management policies for the disabled should be developed based on these factors, so that the oral care of vulnerable groups in blind spots can be maintained.

도시 저속득층 지역의 모자 영양 및 섭식에 관한 생태학적 연구 -I. 임산부의 인체 계측, 식이 섭취 및 혈청 지질/지방산 조성 - (Ecological Studies of Maternal-Infant Nutrition and Feeding in Urban Low Income Areas)

  • This study was aimed at evaluating the lipid status of 122 pregnant women, who were attending peripheral community clinics in low-income areas and were vulnerable in terms of public health, by anthropometric measurements, estimating dietary intakes and analyzing serum lipids content and fatty acids composition. Regarding the skinfold thickness, it has increased more significantly in suprailliac than in triceps, biceps, subscapular, which means body fat has been accumulated in central parts more than in distal parts of the pregnants. It is found that intakes of energy, protein, lipid and carbohydrate are desirable while calcium, zinc and copper are low and sodium is excessive. Regarding dietary fat intake, the energy $\%$ of fat was within the same range as RDA(20%) for adults, but energy $\%$ intake from each fatty acid was usually low, especially energy % of monoun-saturated fatty acid intake was below RDA for adult women. And intake ratio of $\omega$6$\omega$3 fatty acids was desirable. Accordingly, it is thought that dietary fat intake was balanced in quality. Serum lipids concentrations were increased with the length of pregnancy and were higher as compared with non-pregnant women. Polyunsaturated fatty acids, especially $\omega$6 fatty acids, have gradually decreased with the length of pregnancy. Serum lipids content and fatty acids composition were not greatly influenced by dietary fat but serum free fatty acid level was negatively related to energy, carbohydrate, fatty acids and cholesterol intake. On the basis of the above results, it can be predicted that lipid metabolism for mother and fetus is changed by pregnant status and multilateral research on maternal nutrition in terms of areas and income levels will have to be made. 한국 보건진료원 제도의 시작 (Beginnings of the Community Health Practitioner (CHP) System in Republic of Korea)

  • Purpose: This research was done do identify and analyze the beginnings of the community health practitioner system in the Republic of Korea (ROK) around 1980. Method: Primary sources were collected and analyzed, mainly newspapers around 1980, the act for health service for rural areas, and other relative publications. Results: The government of the ROK was trying to solve the problem of doctorless villages and regarded the introduction of primary health care (PHC) services using registered nurses (RNs) to be an economic solution to this problem. The Korean Nurses' Association presented 'a plan for community health service' to the government party and medical association in 1976. In this plan, RNs would provide primary care at the sub-county (myun) level, and hospital would provide secondary care. The Korean Public Health Development Research Center was awarded the project 'RNs and nurse aids as CHP for primary care service and their training'. In 1977, 25 RNs began to work as PHC in 3 areas, and interim findings showed that RNs were very capable of doing PHC. The Ministry of Health and Welfare announced long term plans for health and welfare administration including a tertiary health care delivery system. RNs after training were posted to rural areas with no medical services to do medical treatment for mild cases. The Act for health services for rural areas was enacted on December 31, 1980. Enforcement Ordinance and Enforcement Regulations were enacted in 1981. In 1981, 257 CHP were selected, trained, and deployed. In 1983, the president of the ROK announced continuation of the CHP system for residents of medically vulnerable areas. The number of CHP increased from 257 in 1981 to 2038 in 1989.

국제안전도시 구축 및 활성화 방안에 관한 연구 -강원도 삼척시를 중심으로- (A Study on the Establishment and Revitalization Measures of International Safe Community -Based on Samcheok in Gangwondo-)

  • 본 연구에서는 WHO 국제안전도시 개요 및 특성에 대해 알아보고 안전도시 공인인증을 준비하고 있는 강원도 삼척시를 대상으로 안전도시 구축을 위한 활동을 분석하였다. 이를 바탕으로 지역안전도 향상을 위한 국제안전도시 구축 및 발전방향을 제시하였으며 그 세부적인 내용은 다음과 같다. 첫째, 안전도시 구축을 위해 지역 내의 취약계층과 사고유형에 대한 대책 및 프로그램을 개발하여 지속적으로 운영해야 한다. 둘째, 지역자치단체와 지역 내 속해 있는 유관기관 및 주민조직과의 통합네트워크 구축을 통해 지속적이고 체계적인 활동이 이루어져야 한다. 셋째, 지역안전도 향상을 위한 시 도 조례를 제정하는 등 공공정책을 마련하여 체계적으로 운영할 수 있도록 해야 한다. 마지막으로 국제적인 네트워크의 다양한 활동을 통해 교육 및 홍보활동과 다양한 정보를 습득해야 한다.

유라시아 이니셔티브와 환동해권 전략 (Eurasia Initiative and East Sea Rim Maritime Community)

  • In September 2013, President Park Geun-hye announced her controversial "Look North" policy, of which the most salient aspect is the "Eurasia Initiative". This comprises various proposals designed to overcome existing constraints by developing new markets and creating new economic partners in continental areas from which South Korea has been alienated since the end of World War II, and this dovetails nicely with China's One Belt, One Road Initiative. The concepts of the "Silk Road Rail Express (SRX)" and the "East Sea Rim Maritime Community (ESRMC)" have also been discussed. SRX is at present a purely symbolic railroad project intended to encourage individual, cultural, trade and diplomatic exchanges. ESRMC is a model for establishing an ad hoc community to promote regional economic cooperation around the East Sea. President Park's Eurasia Initiative will provide South Korean investment for the Northeast to complement Russian plans, like the "Northern Energy Road" being built by Gazprom, and Chinese plans, like the Chang-Ji-Tu Development Plan for the North Korean port of Rajin. China's trade, as well as its energy and food supplies, pass through the Strait of Malacca and the Indian Ocean, and are thus vulnerable to interdiction by India or the US. China is therefore trying to reduce its exposure geopolitical risk by establishing a network of corridors between the Belt and the Road to provide alternative paths. The "China-Pakistan Economic Corridor" and the "China-Myanmar Economic Corridor" provide such connections, and South Korea hopes that SRX and ESRMC can become part of a "China-South Korea Economic Corridor". This concept could do much to revitalize the underdeveloped northern provinces of China and Russia's Far East, not to mention North Korea. By linking up the Trans-Siberian Railway, the Trans-China Railway, the Trans-Mongolian Railway and the Trans-Korean Railway all these Asian countries will be connected to one another, and ultimately to Europe. An interim connection between China and South Korea using a rail-ferry has also been proposed.

농어촌 의료취약지역에서의 고혈압관리 실태와 보건진료전담공무원의 역할 (Hypertension Management Status in Vulnerable Rural Areas and the Role of Community Health Practitioners)

  • Purpose: This study was a descriptive study to investigate correlations between self-care behaviors and quality of hypertension management by hypertensive patients being cared by community health practitioners. Method: Participants were 583 people who were prescribed antihypertensive medications at a health clinic located in South Chungcheong Province. The survey was done from June 1 to July 30, 2018. A self-report questionnaire was administered, and data analysis was performed using descriptive statistics and Pearson correlation coefficients with the SPSS 24.0 program. Results: The rate of awareness, treatment, and control of hypertension were 97.9%, 99.1% and 92.8%, respectively. The number of hypertensive self-care behaviors was 1.82 (${\pm}0.36$) out of 3 points. The quality of hypertension management was 3.22 (${\pm}0.46$) out of 4 points. There was a moderate correlation between hypertensive self-care behaviors and quality of hypertension management (r=.340, p<.001). Conclusions: Results of this study confirm that the quality of hypertension management by community health practitioners is related to self-care behaviors of hypertensive patients. Therefore, it is necessary to improve the quality of hypertension management by health care specialists for self-management of hypertension patients. In addition, a systematic program to improve the quality of hypertension management by community health practitioner is needed.
