The results of this research showed that most of volunteering members of fire brigade was highly satisfied with their works and thus they voluntarily did volunteer activities. It was also found that the development of the professional education program and training course about disaster prevention should be required because members of the volunteer fire brigade lacked expertise about the disaster prevention. Moreover, in order to activate and expand VFB, the establishment of the fundamental ideology about the activities of VFB, the introduction of effective selection examination system for the VFB and the creation of department fully responsible for the management of the VFBs should be necessary as well.

  • Korean Volunteer Fire Departments are the representative disaster-related civilian organizations which are based on "Firefighting Framework Act Article 37"and ordinance for complementing the lack of fire-fighting personnel and volunteer and they play a part as community safety keepers. They are operated by the National funding, but cannot be defined as the organization in governmental sources completely or pure volunteer organization in terms of its founding purpose and activities. In these special characteristics, some Volunteer Fire Departments play an important role in Civilian Volunteer Disaster Prevention by being managed effectively, but the others do not. There can be many cause-analyses about this difference. They aren't profit-making organizations and are groups which have no compulsion. So it is important that who the leader is, and what type of leadership he has. By solving this bias by considering these characteristics, in this study we make them perform the center role of community safety network through analyzing the existing status and problems of volunteer fire department education and customized training program reengineering to meet class-specific and regional level.

In order to accomplish the purpose of the research, the seven workers with volunteer experiences were asked a question, "What do volunteer activities means to them?" Data was collected through in-depth interview, recoded videotapes. In addition, the data was analyzed by a Colaizzi's content analysis. The findings showed that workers' volunteer activities were identified as 18 themes and 6 categories. The six categories consist of 'initiating an action', 'being close to people in need', 'experiencing the difficulties of the people in need', 'increase of awareness of fellowship', 'increase of stability at work', 'self-growth'. The meaning of workers' volunteer activity was defined as a process to get to know their neighbor within their social boundaries, and to gradually change their life. Additionally, the findings are also expected to help understand worker's volunteer activity, and to promote the quality of human resources in the social welfare areas.
