As demands and interests in visiting rural village increases, government authorities are promoting eco and green tour village development project through plural functions of rural village. The purpose of this study is to understand infrastructure improvement direction by researching the case study of general rural villages' changing to eco and green tourism villages. As for the research method, the character of each village was verified, then the case studies of improvement by life infrastructure using the identity of villages were analyzed. Finally, it was found that infrastructure through public facilities improvement and environment improvement project was expanded and relaxative and experiential space was offered by creating tour infrastructure using the identity of villages. Also, it was shown that farming infrastructure creating project was executed to promote the income base of locals.
Since rapid industrialization of Korean society, out-of-village roads have been greatly improved, while almost all of in-village roads have not been fundamentally improved yet. Unless village roads should be improved in relatively comparison with trunk roads, it has been widely recognized that grass rooted achievement of accessibility revolution not be realized. In this regard, this study tried to develop evaluation indicators system for improvement of village roads. The evaluation indicator system on village road conditions was proposed which is sub-categorized as structural improvement of road itself, its communication serviceability and public securing level of property rights of road site. The system has 6 indicators(2 of each subcategory);good pavement ratio and over 3m wide road length ratio, ratio of household fronting under 2m wide road and connectivity of road network, ratio of registered as 'road' in land category and ratio of publicly owned road sites. In the final conclusion, village roads in rural Korea have been generally in worse condition regardless of whether prior improvement works or not, except some of recent plan-based improvement villages.

In Korea, rural village improvement has mainly been led by goverment investment. This approach, however, has its own limit since there are so many village to be improved while the budgetary sources are restricted, As an alternative, inducement of private investments to these area is considered in order to promote rural village improvement. The possibility of inducing private investments to the rural village improvement depends on the location of the village. The possibility may be highest in the sub-urban area since expected benefits from land development is usually high. One desirable approach to induce private investment to these area is the cooperative development system. Residents, private investors and governments plays its own role, independently and cooperatively, But benifits from the investment to improve rural village in general plain area are so low that it is difficult to induce the private investments to these area. In that case, indirect development system will be a proper strategy which maintaining government-led development method as usual, expanding the participation of private developers such as the construction companies. In general, rate of returns from investment to the rural sectors is lower than that to the other sectors, therefore financial support such as the long- term, low loan rate and a partial value-added tax exemption should be given to the investors to the rural village improvement projects.
This study aims at analyzing of residents'attitudes and spatial structures in the rural villages reconstructed by the Rural Village Improvement Project(type A), and suggesting the guiding directions for planning rural villages. Six rural villages located in KyungGi province were selected for case study. The Major findings can be summarized as follows : 1) The ratio of type A project(newly planned village) in the total cases of the Rural Village Improvement Project has increased since 1990, In the majority(91.2%) of the type A project, the project area is below 2 ha and density of dwelling unit is below 40 households/ha. 2) The three spatial structures of newly planned rural village, i.e., Loop pattern, Cul-de-sac pattern, and Dendritic pattern, are identified. And the barns in the newly-build houses are categorized into the five types : the vertical addition type, the horizontal addition type, the vertical- horizontal addition type, the no- barn type, and the reused -barn type. 3) In the newly planned rural villages, the level of satisfactions for the quality of house and water & sewer system is remarkably higher than in the existing rural villages. These are the positive effects caused by the Rural Village Improvement Project. 4) The majority of the villagers think the improvement of the existing rural village, instead of redevelopment or newly planned village, is most desirable, which means the improvement of houses, roads, and sanitary facilities while preserving the spatial structures of the existing village.
In this study, the current conditions of the farming and fishing village housing improvement projects that were promoted for the last five years were examined, the results of the survey conducted among the promoters of the farming and fishing village housing improvement projects with regard to their level of satisfaction were analyzed, and the outcomes of the housing improvement projects and the improvement needs were derived for utilization as basic data for preparing an improvement plan for "the farming and fishing village housing improvement projects". Below are the results of this study and the proposals based on such. In view of the reality that the recipients of the farming and fishing village housing improvement projects are limited to the rural residents who are able to repay their loans, ways of actualizing the current loan limit of 60 million won should be prepared, taking into account the actual construction cost. Moreover, as the rural residents do not live on monthly salaries, the repayment periods of their loans should be adjusted to make them payable on a quarterly or a semi-annual basis, reflecting the reality of the farming villages, where loan repayment is based on the residents' yearly income. Further, policies guaranteeing the residential rights of those belonging to the low-income bracket who are unable to repay their loans must be established at the soonest possible time. In view of the realities in the farming villages, where there are 640,000 houses that are over 31 years old, the supply of 10,000 houses as part of the housing improvement projects is grossly inadequate. Of course, it cannot be said that all the residents who are living in worn-out houses have the necessary conditions for receiving support from the housing improvement fund. Therefore, policies supporting the speedy improvement of worn-out houses and guaranteeing the residential rights of those belonging to the low-income bracket are urgently needed.
This study aims to suggest the improvement strategy of law-system for rural landscape planning. The results are as follows. First, for the establishment of the rural and fishing village landscape planning, it is necessary to change the concept of the scene into Landscape to watch from Landscape to feel from now on. Second, it is necessary to establish a rural and fishing village landscape planning of the local unit to manage the rural and fishing village landscape systematically. This study is a base research for the restoration of village landscape of the Namhan-Sansung. The Namhan-Sansung has been recognized as a top destination for dining places. However, there have been increasing concerns about the village landscape and its rich historic and cultural heritages transformed into dining places. The village landscape of Namhan-Sansung should be reconstructed as a setting for education and loaming of Korean history and culture forgotten for a long time. The landscape also should be a space where resolute resistance and spirit of Korean people and a futuristic village space where environment friendly community environment harmonizes with daily lives. Restoration efforts of village landscape of the Namhan-Sansung can get to start from exploring the prototype of the village. In order to restore the prototype, it is important to review potential elements and setbacks. Based on the prototype of the Namhan-Sansung village, transitions of village landscape were reviewed and directions of restoration were proposed. Also, an improvement plan was proposed after reviewing problems in system and planning.
In this study, the village development promotion system was reorganized for Gimhae-si, and improvement plans and post-operation management plans were prepared through expert surveys. Through the Village Development Project, the landscape and environment of the village were improved, and the village and residents were positively changed. The Village Development Project laid the foundation for regional revitalization, giving the next generation hope for the sustainable development of the village. While maintaining the framework of the existing Rural Development Projects guidelines through case analysis of other regions, we operate educational programs for each stage by reflecting regional characteristics, and utilize and communicate with intermediate support organizations, systematically operate, and actively intervene by Eup·Myeon administration. In addition, as a follow-up management program, various follow-up management programs were being operated, such as support for capacity building such as consulting, as well as facility maintenance and support for village managers. As a result of the expert survey to review the adequacy of the improvement plan, the improvement plan derived from the overall average of 4.28 points and the standard deviation of 0 to 0.94 points for the process is judged to be appropriate. In particular, the item of 'self-reliance stage follow-up management' was very important as all experts responded with 5 points. By establishing the village development performance goals, we tried to check whether the qualitative/quantitative goals were achieved by year, and to secure quantified status data in response to changes such as resetting performance goals or adding new performance indicators. In this study, in order to improve the capacity to achieve regional development in response to the rural agreement, we prepared our own sustainable village development promotion system, governance establishment, and follow-up management plan. In addition, it is expected to be used as a reference material for the selection of new districts and the follow-up management of completed districts by establishing the village development goals.
This study aims to examine the type of residents' participation in village making including the case of "Making Happiness Village" -in the Jeollanam-do province and "Village Making" -in Haenam-gun. The study examines the potential and effects of these projects, draws conclusions and suggests the future direction of village making projects. The results of this study are summarized below. "Making Happiness Village" should be evaluated in detail as it has contributed to the successful and development of traditional Korean residential culture, and has helped to activate and develop agricultural and fishing villages through the improvement of the residential environment and attraction of urban people into the rural area. It also showed the possibility of a project to be settled as a representative of Namdo satisfying the demand for sustainable development. In order to enhance the integrity of a village making project, its master plan must be established and utilized by considering the current status and characteristics of a village, improving its physical environment and seeking a method for economic activation. Policy and economic support from central government and local governments are also required for such a project. The residents' autonomous organization,necessary for unifying the residents' capacity, must organize their own group, such as "Residents' Conference for Village Making (tentative name)" to integrate the existing organizations (women's association, youth group, etc) and establish a conference system to discuss and solve the current issues of the village.
