일본 도시민 대상 설문조사 자료를 이용한 도농교류 행태 및 의식에 관한 한일 인식차이 비교 (Difference in Behavior and Recognition about Urban Rural Exchange of Urban Residents between Korea and Japan)

  • In the midst of growing demand for rural life of urban dwellers, this study tried to investigate the difference in behavior and recognition about urban rural exchange between Korea and Japan. For this, this study utilized 2,000 total samples of the survey conducted by MLIT in Japan, because Japan has experienced a low birth rate and aging population earlier and actively promoting urban rural exchange program than South Korea. The result of the analysis is as follows. First, the needs for rural life of urban dwellers are similar both in Japan and South Korea. However, Japanese prioritize future efforts to current efforts. Second, urban dwellers' activities in rural areas were classified into three categories; field trips and hands-on activities, cruise and circulating activities, and leisure activities. Third, similarly three types of visit or intercourse of urban dwellers into rural areas were classified; repeatedly visit the same place as 'iterative type', visit a new place as 'new pioneer type', and not yet determined as 'undefined type'. Variables such as age of household, income, number of inmate, and number of children were analyzed linked to these three types of visit or intercourse in a Discriminant analysis. As a result, only 'age of household', however, turned out to be the crucial factor which influence decisively distinguishing characteristics of these three types of visit into rural areas.

Revitalization of Rural Community in Less Favored Area Through Rural-Urban Exchange - Focusing on Satoyama Management Activity -

  • In less favored areas, it is getting more difficult to manage Satoyama according to aging of rural residents and depopulation. Some support of urban residents are necessary for management of Satoyama. In this paper, the role of Satoyama management activities was clarified through the analysis of the feature of activities for managing Satoyama. The questionnaire and interview surveys were done in order to clarify the actual conditions for management of Satoyama and activities of urban residents who are participating in NPO in Hyogo Prefecture. The results of analysis are as follows. (1)The form of rural-urban exchange in Satoyama is different in each Satoyama. (2)The urban residents are contributing to the region very much on both sides of the manager and the visitor in Satoyama. (3)Many urban residents visit Satoyama for the purpose of enjoying the variety of nature and culture programs in rural area. (4)There are some urban residents who participate in activities for managing Satoyama even if Satoyama is far from their residence. So it is important for rural residents to arrange the condition that they can visit rural area without difficulty.

2015 농림어업총조사 지역조사 자료를 이용한 농업공동체 현황과 지역별 입지계수(Location Quotient: LQ) 분석 (Analysis of the Status of Agricultural Communities and Location Quotient (LQ) using Regional Survey Data in 2015 Census of Agriculture, Forestry, and Fisheries)

  • Rural areas have been faced with various problems such as aging and population decline, and in these circumstances, the activation of local communities is suggested as a solution. Agricultural producer organizations are a powerful means of maintaining rural society. The purpose of this study is to understand the characteristics of agricultural community activities by region by comparing the status of organization and activities and analyzing Location Quotient(LQ) based on the regional survey data in the 2015 census of agriculture, forestry, and fisheries. As the results of the analysis, it was found that 38.35% of villages participated in economic organizations and 32.22% of villages were having urban-rural exchange activities. The crop clubs were actively operated in the Gyeongsangbuk province, and other economic organizations were organized in Jeju, Haenam-gun, and Dangjin-si more than other regions. And the urban-rural exchange activities were found in Chungcheongnam province mainly. The results of detailed LQ analysis by organization and activity showed that specialized regions for each community or activity were different. These results could be used for regional planning or the establishment of strategies for community activation.

일본의 산촌유학을 통한 도농교류의 실태 및 국내적용 가능성 모색 (Urban-Rural Exchange through Rural-studying Programs in Japan and its Possibility of Application in Korea)

  • 최근 도시와 농촌의 현실을 감안하여 서로 상생할 수 있는 하나의 대안으로 산촌유학이 새롭게 부상하고 있다. 본 연구의 목적은 농촌의 인적 물적 자원을 이용한 일본의 산촌유학 사례를 통하여 도농교류실태에 대하여 살펴보고, 시사점을 도출하여 국내 적용 가능성을 알아보는 것이다. 일본의 산촌유학 교육프로그램에는 전체가족이 참여하는 프로그램이 활발하고, 지자체와 마을 그리고 지역학교와의 연계가 잘되어 있다. 현재 산촌유학 프로그램이 우리나라에도 소개되어 실행되는 곳이 있으나 성공하고 있는 사례는 소수에 불과하다. 산촌유학의 성공가능성을 높이기 위해서 는 산촌유학학교간의 네트워크를 구축할 필요가 있고, 귀농을 유도하는 기본적인 인프라 구축과 지원제도 확립에 힘써야 한다. 또한 농가에 대한 하드웨어적인 지원과 도농교류에 대한 인식의 전환이 필요하다. 정부 및 지자체의 역할로는 산촌유학제도의 법제화, 지자체 지원 조례 제정, 지역민에 대한 지속적인 교육 등을 들 수 있다.

여성 독거노인의 건강, 경제상태, 사회적 관계의 지역적 차이에 관한 연구 - 도시, 농촌, 어촌, 도서지역의 비교 - (Differences in Health, Economic Status, and Social Relations of Female Elderly Living Alone - A Comparative Analysis of Residental Areas including Urban, Rural, Fishing, and Island Communities in Chungcheong Province -)

  • This study investigates the differences among residental areas in the health, standard of living, and social relationships of female elderly living alone. The total of 501 subjects(185 from rural areas, 159 from fishing communities, 77 from the islands, and 80 from urban areas) were questioned from May to July, 2006. The research area was confined to Chungcheong Province. The female elderly living alone of this study were an average of seventy-three years old, had a low cost of living, and received little formal school education. Over sixty percent(60.3) of them lived on less than thirty dollars a month which was the recognized Korean poverty level in 2006. The female elderly living alone were evaluated as being in good health, but they themselves perceived their health as being poor. Observed by residential areas, the subjects in urban areas were lower in ADL, and both the urban dwellers and the islanders appeared to be higher in their satisfaction with medical services as compared to those in rural areas and fishing communities. The fishing villagers showed the lowest standard of living for female elderly living alone. The analysis of social relationships as seen in the different residental areas revealed that the female elderly living alone g in urban areas tended to be receiving social supports rather than providing for others, and subjects living in fishing areas and the islands proved to be relatively higher in the exchange of social supports. In relation to offspring, the female elderly living alone in urban areas had a lower frequency of meeting with their children and also a lesser degree of intimacy with them because they lived at a distance. On the other hand, subjects living in rural areas and fishing communities had a higher frequency of meeting with their children and a greater degree of intimacy with them even if they lived at a distance. The study also showed that the female elderly living alone in the islands had a higher frequency of once meeting per three week with their offspring and a higher degree of intimacy with them because they all live in the same islands. In conclusion, the subject living in urban areas appeared to be isolated from their offspring as compared to the other seniors in the study. The female elderly living alone in urban areas suffered from an insufficient network of relatives and neighbors, and they experienced a poor quality of relationships to their offspring. Almost all of the lone seniors in the study had a low score in social activities; however, the female elderly living alone in urban areas revealed a higher level of participation in volunteer activities, group activities, and educational activities. Nevertheless, the lone seniors living in urban areas were not satisfied with their participation in social activities. The subjects living in rural in fishing communities and the islands showed more participation in money-making activities. This study suggests that the policies for female elderly living alone should reflect the differences of regional characteristics.

Citizens Organization and Participation to the Process of the Regional Planning and Design

  • This paper deals with "Citizens Organization" and "Citizen Participation" to the process of the regional planning and design not only in urban areas but also in rural residential areas with regard to the range of topics, such as its planning, partnership, environmental study, exchange, training of talented persons and NPO. Even though many attempts on this issue have been developed in various part of Japan, I examine in this essay especially the case of citizens in Hyogo Prefecture. As regards a case in urban areas the various movements set after Great Hanshin and Awaji Earthquake are introduced. As a case in rural residential areas with abundant nature, the activities of "Tamba-no-Mori"in Tamba District and a concept for "the Idyllic Landscape Museum" in North Harima district are introduced.

공동체 활동을 기반으로 한 스마트빌리지 기술개발 수요분석 (Demand Analysis of Technology Development for Smart Village based on Community Activities)

  • In this study, demands of smart technology development were analyzed for rural village communities. Questionnaire items were derived by grasping the current status of information and communication technology. 49 villages in 8 regions were selected and surveys and statistical analysis were conducted. The main results of the study are as follows. First, 92% of community leaders use smartphones, search for information (38%), communicate with the Internet (36%) using smartphones, use KakaoTalk (31%), and Facebook (24%). Second, in the rural and urban exchange activities, promote support information service (51%) and promote method suggestion service (48.5%) showed that the demand for services in promote field was high. It is linked to the creation of economic opportunities. Third, in the income and production activities, demand for distribution services technology (39.3%) was high in the field of production and distribution, and cold chains that help maintain freshness until food, such as meat, fish, and vegetables are delivered to consumers when agricultural products are distributed. The constant temperature control system needs to be actively introduced. Fourth, autonomy activities showed the highest demand for air conditioning and control systems (34.2%) of community building, and the lowest demand for electronic voting (9.4%) and videoconferencing (9.4%) services. Lastly, in the general activity area of the community, the demand for technology of emergency services (37.1%) and health self-diagnosis service (35.4%), which are technologies in the welfare sector, ranked first and second respectively.

정부지원 농.산촌마을 체험프로그램 분류기준 및 특성분석 (Analysis on the Classification standards and Characteristics of Experience Program in Government Support Rural.Mountain Villages)

  • Recently, plans to revitalize rural areas in addition to farming are actively having been groped since given agricultural conditions destituted. One of the plan is the 'Rural Tourism' which to sell to urbanites by merchandising rural and pleasant characteristics possessed by rural areas. As a part of the rural-urban exchange, analyzed the features of the experience programs operated by each village by selecting 152 rural-mountain villages where is supporting and presented results by synthesizing above conclusion. The results acquired through such research are as following. Currently, villages operate mainly with the experience program related to general agricultural life styles by synthesizing special features of experience programs with high frequency in operations as the present status of the rural-mountain villages and showed negative trends dependant to the existing natural resources and easy in operations. Moreover, the operation of the experience which are expected to publicize the village and create large incomes were insufficient, analyzed not to be stimulate purchasing activities by lack of connections among experience programs and only simple staged experiences are mainly operated due to low operation frequency of experience programs which can be operated with special interests or professional characteristics.

농촌관광마을 방문객의 공익적 기능 인식 평가 - 경기도 양수리, 주록리, 신론리 방문객을 대상으로 - (The Evaluation of the Green Tourists' Cognition of Function for Public Benefits - The Survey of Visitors' Cognition in Yangsuri and Jurokri, Sinnonri -)

  • This study used the functions for public benefits as a standard for evaluating Green Tourism. By referring to the existing literature, the "function of building emotion", the "function of providing a natural environment", the "function of preserving traditional cultures", and the "function of maintaining the local community" have been selected as the measuring variables. Detailed sub-variables of each function were prepared to examine and analyze the recognition of these are the part of Green Tourists. The Green Tourists of Yangsuri in Yangpyeong, Sinnonri in Yangpyeong, and Jurokri in Yeoju participated in the survey for which 13 variables were used as measurement. The results are as follows: First, Green Tourists recognize farm villages as places for rest and relaxation and they laid great importance on the function of providing access to the natural environment. Secondly, out of the 13 measurement variables, "beautiful scenery in farm village", "making a contribution to village income", and "trust in agricultural products" greatly influenced the overall evaluation of Green Tourism. Thirdly, regarding the relationship between the functions for public benefits and Green Tourism, it was found that "facilities and activities for experiencing farming", "facilities for rest", and "beautiful scenery in farm villages" are closely related to building the emotion experienced in these villages, and that "cultivating environmentally-friendly agricultural products" and "beautiful scenery in farm village" are closely related to the function of providing access to the natural environment.

한국농촌지도사업(韓國農村指導事業)의 변동(變動) (Changes in Agricultural Extension Services in Korea)

  • 1994년 가을 한국을 방문하였을 때 놀란 것 온 도시 근교에 숲과 같이 세워진 고층 아파트 단지와 그 수요의 배경이 된 서울, 수원을 비롯한 수도권의 인구 집중이었다. 이러한 인구 집중을 가져온 것은 바로 제2차, 3차 산업의 발달이었다. 그 이후 6년만인 2000년 3월에 다시 농촌과 농촌지도사업의 변화 동향을 살펴보기 위하여 농가 방문, 도 농업기술원 및 시 ${\cdot}$ 군농업 기술센터를 방문하면서 더욱 진전된 아파트군과 도시 근교의 비닐 하우스 단지였으며, 이는 한국이 지속적인 경제 발전을 하고 있다는 한 증거였다. 한국은 1997년에 내습한 통화위기로 IMF의 구제 금융을 받게 되었고, 이로 인하여 한국 경제는 IMF의 관리하에 있었으나 1년만에 회복의 기미를 보이기 시작하였으며, 1999에는 GDP 성장률이 10.7%에 달하였다. 한국 정부는 이 시기에 구조개혁을 단행하여 금융, 기업, 노동, 공공의 각 부분에 개혁을 단행하였다. 특히 정부로서는 정부 조직을 개편하여 지방화, 행정 조직 인원의 삭감, 농업 예산의 축소하는 방향으로 나아갔고 공기업을 민영화하여 농업 단체의 통합, 각종 규제를 철폐하였다. 중앙 정부의 권력이 지방으로 많이 이양되어 시장, 군수 등의 권한이 크게 늘어났다. 농촌지도사업도 IMF 관리하의 정부 조직 개편 및 규제 완화의 대상이 되었다. 지금까지 중앙 정부 소속이었던 농촌지도 사업이 지방화의 영향으로 시 ${\cdot}$ 군으로 이관되었다. 이것에 동반하여 농촌지도소 수의 축소(64%), 지도 직원의 감원(24%), 사업 예산의 감소 등으로 나타났다. 이러한 개편 과정에서 농촌지도사업의 기본적인 방향을 정하는 것은 중앙의 농촌진흥청이 맡고 인사와 기술 개발, 지원은 도농업기술원, 사업운영 책임은 시 ${\cdot}$ 군에서 맡는 체제로 개편되었다. 시 ${\cdot}$ 군 단계의 농촌지도사업은 담당 기구가 농촌지도소에서 농업기술센터로 그 명칭이 변경되었고, 설치권자가 군수로 되었으며, 그 기능에 기술 개발 업무가 더해졌으며, 농촌지도사 및 생활지도사의 수가 크게 감소되었다. 최근에 한국의 농촌 및 농촌지도사업을 관찰한 결과, 이러한 중앙, 도 시 군의 지도 기능 분담이 그렇게 잘 인식되어 있는 것만은 아닌 면도 있는 것으로 보였다. 이러한 구조 개선을 계기로 해서 농촌의 현실을 반영한 실효성 있는 농촌진흥에 기여할 수 있는 농촌지도사업으로 재출발한다는 의의를 살릴 수 있도록 농촌진흥청은 농업기술센터의 동태를 철저하게 살피고 이와 관련한 도농업기술원의 대응을 파악하여 이를 기초로 기능을 발휘하도록 만들어야 할 것이다. 국가에서 이관된 현지의 농촌지도 거점인 농업기술센터에 관하여 농촌지도소가 개칭되어 농업기술센터가 되었고 조직적인 면에서도 기술개발과가 설치되었다. 이는 현지에서의 기술 개발이 가능하게 된 점과 현지에서 원하는 과제를 신속하게 대응하여 도와 국가의 시험연구 과제로 삼을 수 있게 된 것은 시험 연구 사업에서 크게 평가받을 만한 발전이라 할 것이다. 그러나, 농촌지도 직원이 다른 행정 업무도 겸무하여 될 경우 영농 환경을 좋게 하는 직접적인 행정에 관한 업무에서는 겸무하므로서 농가도 편리해지고, 보급지도의 효과도 촉진되는 경우가 있으나 검사, 취체 업무는 반드시 피해야 할 일이다. 동일인이 이것을 담당하게 되면 농가에게 안심감을 잃어버리고 보급 효과는 기대할 수 없게 될 것이다. 한국의 농촌지도사업의 보급 내용은 농업자재의 절약, 첨단농업기술의 개발, 이를 기반으로 수출농업의 촉진과 생산성 향상, 시장에 강한 농업의 구축 등에 힘을 쏟고 있는 것으로 보였다. 그러나 이러한 농업의 추구는 약탈농업을 추구하는 등 지속적 농업이 되지 않을 가능성이 높아지게 된다. 앞으로 지속적인 농업에 관하여 보다 더 많은 관심을 기울여야 할 것이다. 선진농가들은 기술이나 경영 혁신을 위하여 연구 개발을 위한 정보의 수집과 연구회의 필요성을 크게 강조하고 있었다. 그러나 이러한 선진 농가 이외에 소규모의 농업소득이 낮은 농가도 있었다. 이러한 농가에게는 농업경영에 대한 방향 설정과 추진 방법에 대한 적절한 상담 상대가 없는 것으로 보였다. 이러한 농가들에 대한 시의적절한 정보의 전달, 자력으로 기술과 경영 방책을 만들어내는 힘을 길러주는 지도가 필요하다. 이를 위한 방책으로 그룹의 육성과 가입 촉진이 유효할 것이다. 따라서 한국에 있어서 농촌지도 방법은 크게 두 가지 대상을 의식하여 대 선진농가의 경우에 는 상담 기능, 대 소규모 농가의 청우에는 전달 ${\cdot}$ 교육 기능의 발휘에 있을 것이다. 상담 기능은 정보의 제공과 과도하지 않은 방책을 선택 할 수 있도록 지도 조언하는 것이, 전달 ${\cdot}$ 교육 기능은 과제해결 과정을 체득하게 하는 것이다. 이를 위하여 인터넷의 활용 방법, e-메일에 의한 정보교환 시스템화 등의 연구가 진행되고 있다. 인원의 감소나 겸무화의 진행에 따라 이러한 업무의 수행이 쉬운 것은 아니라고 생각되고, 일 대 일의 지도는 어려울 것이나 집단 지도로는 가능한 측면도 있을 것으로 사료된다.
