Strengthening Trend of Coast Guards in Northeast Asia (동북아 해양경찰 증강 동향)

  • Recent marine territorial disputes in the East China Sea and the South China Sea have come to us as a great threat. China, which has recently established the China Coast Guard and has rapidly developed maritime security forces, is trying to overcome the various conflict countries with its power. Japan is also strengthening intensively its maritime security forces. Since Korea, China, and Japan are geographically neighboring and sharing maritime space in Northeast Asia, there is no conflict between maritime jurisdiction and territorial rights among the countries. The struggle for initiative in the ocean is fierce among the three coastal nations in Northeast Asia. therefore, Korea needs more thorough preparation and response to protect the marine sovereignty. As the superpowers of China and Japan are confronted and the United States is involved in the balance of power in strategic purposes, the East Asian sea area is a place where tension and conflict environment exist. China's illegal fishing boats are constantly invading our waters, and they even threaten the lives of our police officers. The issue of delimiting maritime boundaries between Korea and China has yet to be solved, and is underway in both countries, and there is a possibility that the exploration activities of the continental shelf resources may collide as the agreement on the continental shelf will expire between Korea and Japan. On the other hand, conflicts in the maritime jurisdictions of the three countries in Korea, China and Japan are leading to the enhancement of maritime security forces to secure deterrence rather than military confrontation. In the situation where the unresolved sovereignty and jurisdiction conflicts of Korea, China and Japan continue, and the competition for the strengthening of the maritime powers of China and Japan becomes fierce, there is a urgent need for stabilization and enhancement of the maritime forces in our country. It is necessary to establish a new long-term strategy for enhancing the maritime security force and to carry out it. It is expected that the Korean Coast Guard, which once said that it was a model for the establishment of China's Coast Guard as a powerful force for the enforcement of the maritime law, firmly establishes itself as a key force to protect our oceans with the Navy and keeps our maritime sovereignty firmly.

Directions in Promoting Independence in Operational Control (전시작전통제권 단독 행사 추진의 방향)

  • Former ministers of national defense and foreign affairs, intellectuals such as former and incumbent professors, and various NGO groups are demanding the South Korean government to stop promoting independence in operational control which is currently held by the United States Armed Forces in Korea commander. Although the Korea should exercise operational control independently in the future, orientation on the direction which should be taken under consideration in promoting this transfer should be assumed. First of all, South Korea must sufficiently examine the criticisms and dissenting opinions, and reflect them in promoting independence in operational control. From now on, the South Korean government should reflect the opinions of experts in operational control, and must promote the transfer with national consensus. Unilateral enforcement of the transfer may cause serious errors and aggravate conflicts Second, ROKA's exercise of independence in operational control should take place only after gaining restraint on North Korea's attack against the South, and the issues on nuclear weapons and weapons of mass destruction(WMD) has been resolved, and a peace regime has been reached. Furthermore, exercise of independence in wartime operational control should be promoted only if there is a guarantee that international trust and the military collaboration will be restored to a level beyond the present state. Third, the USFK and the Korean-US alliance is providing South Korea with national security, not to mention tremendous diplomatical, and economical benefits However, if the alliance between the two countries become weakened due to the exercise of the independence in operational control, we might suffer a great deal of loss. Even though reasonable justification and external independence may be gained through promoting independence in operational control, it should be promoted in a longitudinal manner because national security problems and conflicts may be intensified, and there is no actual profit in doing so. Fourth, if the Korean-US alliance becomes weakened and therefore the United States decides to discuss eastern-asia strategies, North Korea deterrence strategies, and Japanese rearmament issues with other neighboring countries, South Korea may become diplomatically isolated and a subordinate to surrounding countries, destroying the independence we have now instead of restoring it Therefore searching for means to reinforce international trust and collaboration between South Korea and the United States, and leaving ROKA’s independence in operational control as a long term objective would be a more realistic method.

United States Forces Korea's (USFK) Crisis Communication Strategies and Crisis Responses: The case of two Korean school girls' death

  • The study investigated USFK's crisis communication responding to the case of two Koran girls' death. The two girls were hit by an American tank accidently. The accident has resulted in anti-American demonstrations by a large number of South Korean. The current research attempted to see what problems USFK's crisis communication with Korean publics. Through analyzing USFK news release in Korea and Army News (ARNEWS) in America regarding the case, the study answered what crisis communication strategies USFK used and How the USFK responded to the crisis. The results showed that USFK used full apology strategy and its crisis response was immediate, but prior reputation of USFK seemed making USFK's effort fruitless.

  • Seismic design provisions in Korea has developed based on seismic provisions in United States (e.g., ATC 3-06). Current seismic design provisions in U .S. is moving toward adopting enhanced concept for design. Federal Emergence Management Agency (FEMA) Provides the NEHRP recommended Provisions for the Development of Seismic Regulations for New Buildings which can be used as a source document for use by any interested members of the building community. Current seismic design provisions in U .S. generally use a uni-level force. These provisions can not be satisfied if the limit state design is concerned. Limit state can be defined as a state causing undesirable performance o( a structure (e .g., serviceability, ultimate, buckling, etc.). Even if there are provision for controlling drift by two levels, it is still difficult to satisfy limit states using uni-level force. Architectural Institute of Japan (AIJ) uses a hi-level forces Int seismic loadings which can satisfy serviceability and ultimate limit state. However, the seismic parameters used in AIJ guideline are basically determined by subjective manner of code committee member and professions. These parameters need to be determined based on target quantities (target reliability, target energy dissipation, target displacement, target stress level, etc.). This study develops the method to determine the sesmic design parameters based on a certain taget level. Reliability is used as a target level and load factors in ANSI/ASCE 7-88 are selected as design parameters to be determined.

Sea Lines of Communication Security and Piracy (해상교통로(SLOC) 안보와 해적: 소말리아 해적퇴치작전 경험을 중심으로)

  • This thesis analyzes Somali piracy as a non-traditional threat to the Sea Lines of Communication (SLOC) and international countermeasures to the piracy. In an era of globally interdependent economies, the protection of sea lines and freedom of navigation are prerequisites for the development of states. Since the post-Cold War began in the early 1990s, ocean piracy has emerged as a significant threat to international trade. For instance, in the Malacca Strait which carries 30 percent of the world's trade volume, losses from failed shipping, insurance, plus other subsequent damages were enormous. Until the mid-2000s, navies and coast guards from Malaysia, Indonesia, Singapore, together with the International Maritime Organization (IMO), conducted anti-piracy operations in the Strait of Malacca. The combined efforts of these three maritime states, through information sharing and with reinforced assets including warships and patrol aircrafts, have successfully made a dent to lower incidents of piracy. Likewise, the United Nations' authorization of multinational forces to operate in Somali waters has pushed interdiction efforts including patrol and escort flotilla support. This along with self-reinforced security measures has successfully helped lower piracy from 75 incidents in 2012 to 15 in 2013. As illustrated, Somali piracy is a direct security threat to the international community and the SLOC which calls for global peacekeeping as a countermeasure. Reconstructing the economy and society to support public safety and stability should be the priority solution. Emphasis should be placed on restoring public peace and jurisdiction for control of piracy as a primary countermeasure.

A Comparison of Time History Analysis to UBC-88 Requirements in a Low Seismic Zone (약진지역에 있어서의 시간이력 해석과 UBC 규준 해석의 비교)

  • The Uniform Building Code (UBC) is the most widely used requirements for earthquake resistant design in the United States. In this paper, a mid-rise steel building is analyzed by applying 12 sets of actual strong-motion earthquake data that have been scaled to acne 2B levels. The simply extrapolated ground motion displacements are used for the dynamic loads. The results of dynamic analyses for a 10-story steel building are compared with the static and dynamic analysis requirements of UBC-88. It was found that computed lateral fortes using UBC-88 static procedure differed by about 60 percent depending on whether the natural period was computed using the UBC empirical method or the UBC recommended Rayleigh's method. The lateral fortes computed from the UBC response spectra were more than 10 times greater than those computed by UBC static procedures. The lateral forces obtained from both linear and nonlinear analyses using 1989 Loma Prieta ground mot ions compared very well with UBC response spectra results.

  • This study presents the direction of the Republic of Korea Army in the future by examining the Manned and Unmanned Teaming(MUMT) Systems of the Military Advanced Countries of the United States, Israel, and France. In this study, the current status of the U.S. Ground Forces' 'Squad-X' program, the Israeli Ground Forces' Digital Army Program (DAP), and the French Army's Scorpion program were examined. Next, it was followed by a discussion of The Combat concept, a way of fighting in the future battlefield, with the development trend of a complex Combat system with various weapon systems supporting it. Finally, based on this, the direction of the development of MUMT system, which the Republic of Korea Army should engage in in the future, was presented as a conclusion. Since such MUMT system of advanced military forces are being developed in a secret manner, continuous longitudinal research needs be conducted.

Ieodo Issue and the evolution of People's Liberation Army Navy Strategy (이어도 쟁점과 중국 해군전략의 변화)

  • Ieodo is a submerged rock within a Korea's Exclusive Economic Zone(EEZ) in the East China Sea with its most shallow part about 4.6m below the sea level which has no specific rights for the EEZ delimitation. The United Nations Convention on the Law of the Sea (UNCLOS) stipulates that any coastal state has the rights to claim an EEZ that stretches up to 200 nautical miles from its shore, except where there is an overlap with a neighboring country's claims. Korea claims that Ieodo is within its EEZ as it sits on the Korean side of the equidistant line and the reef is located on the Korea section of the continental shelf. China does not recognize Korea's application of the equidistance principle and insists that Ieodo lies on its continental shelf. According to UNCLOS, Ieodo is located in international waters, rather than one country's EEZ as the two countries have failed to reach a final agreement over the delimitation of the maritime border. This study seeks to understand the evolution of the People's Liberation Army Navy(PLAN) strategy as main obstacles for the EEZ delimitation between Korea and China. PLAN's Strategy evolves from "coastal defense" to "offshore defence", since the late 1980s from a "coastal defence" strategy to an "offshore defence" strategy which would extend the perimeter of defence to between 200 nm and 400 nm from the coast. China's economic power has increased It's dependence on open trade routes for energy supplies and for its own imports and exports. China want secure Sea Lane. PLAN's "offshore defence" strategy combines the concept of active defence with the deployment of its military forces beyond its borders. China's navy try to forward base its units and to achieve an ocean going capability. China's navy expects to have a 'Blue Water' capability by 2050. China insists that coastal states do have a right under UNCLOS to regulate the activities of foreign military forces in their EEZs. China protests several times against US military forces operating within It's EEZ. The U.S. position is that EEZs should be consistent with customary international law of the sea, as reflected in UNCLOS. U.S. has a national interest in the preservation of freedom of navigation as recognized in customary international law of the sea and reflected in UNCLOS. U.S. insists that coastal states under UNCLOS do not have the right to regulate foreign military activities in their EEZs. To be consistent with its demand that the U.S. cease performing military operations in china's EEZ, China would not be able to undertake any military operations in the waters of South Korea's EEZ. As such, to preserve its own security interests, China prefers a status quo policy and used strategic ambiguity on the Ieodo issue. PLAN's strategy of coastal defence has been transformed into offensive defence, Korea's EEZ can be a serious limitation to PLAN's operational plan of activities. Considering China'a view of EEZs, China do not want make EEZ delimitation agreement between Korea and China. China argues that the overlapping areas between EEZs should be handled through negotiations and neither side can take unilateral actions before an agreement is reached. China would prefer Ieodo sea zone as a international waters, rather than one country's EEZ.

US Navy's Current Status and Prospects in Trump's Era (트럼프 시대 미국 해군력 현황과 전망)

  • The Mahan's seapower theory has been the basis of US Navy to date as it can enjoy the supremacy status in all of the seas of the world. His theory is very straightforward. A nation can be a great country in the world just through the use of maritime commerce that could be protected by a strong and powerful navy. Mahan's theory on seapower was substantiated in the Spanish-American War with respect to how important the naval power is. The best thing to make US a great nation was to make sure that flow of international trade is smooth, and the unhindered trade could be made possible only by the destruction of enemy's fleet that may obstruct the SLOCs. That's why Mahan insisted that a strong navy was needed and a decisive battle by the navy's fleet at sea should be encouraged as a way of ensuring the safety of the SLOCs. The newly-arrived Trump administration seems to be in line with the Mahan's theory seapower in its policy on naval forces structure. It is expected that US will continue to support the Pivot to Asia policy that has been adopted by the previous administration through an increase in its naval fleet forces. The number of US navy ships will be 355 in 2030, rendering it much more powerful navy than before. The catch phrase "3rd Fleet Forward" proposed by the president Trump indicates that two carrier strike groups will be present in the Asia Pacific region, being able to make the confrontation between US and China more tense than before. The presence of the US naval forces in the area may function as some sort of pressure against China that Trump insisted had been responsible for the closure of 60,000 factories and the loss of 3,000,000 jobs in the United States.

  • Future war needs a lot of changes for military organization. Specially, concept of the "Speed" is raised importantly after Iraq war of U.S. Armed Forces. So, He is a lot of studying supply chain for logistical support speed improvement. Korea Marine Corps has made an efforts to improve supply chain. However it is real that is putting various techniques by prescription rather than fundamental change. These simplicity prescriptions are not only systematic but also insufficient for Marine Corps' survival. In addition, Korea marine corps in actuality is depending on many members in marine and navy in feed chain. Thus it is not establishing even tactical, decision-making plan of operation for support ability cultivation. Therefore, in this study, with Sense and Response concept that is United States Marine Corps' support strategy, presented theoretical background and basis frame that serve that Korea Marine Corps's supply chain changes to perception reaction formation.
