A Study on the Improvement of R&D commercialization policy system for Railroad Transportation (철도교통 분야 정책·제도적 R&D 실용화 촉진 방안 연구)

  • Recently, the Korean government has been making efforts to achieve 'creative economy' based on science and technology. As part of these efforts, it has been promoted specific policies for innovation and performance enhancement of national R&D projects. They contains commercialization of research outcomes, technology transfer, technology based startup and support small and medium-sized businesses. The railroad transportation industry is a representative in the field of SOC and has own characteristics different from other industry areas. Especially, industry and market of railroad transportation are directly related to planning and implementation of government SOC policies. So in order to promoting commercialization of railroad transportation projects, it is very important to ensure consistency between government policies and R&D projects. In this paper, we investigate barriers of successful commercialization with typical researchers in the area of railroad transportation, and suggest problems and improvements of policy-based commercialization by giving specific examples.

Impact of Intention and Technology Awareness on Transport Industry's E-service: Evidence from an Emerging Economy.

  • Purpose - Usage of E-services is critical for businesses to maximize work efficiency and gain competitive advantage. The aim of the study is to explore how awareness of technology and e-services usage in an emerging economy in Pakistan. The studies aimed to explore as to what extent these factors can potentially motivate transport employees towards e-services; who are generally not aware about technology and hence also not confident in using it also. Research design, data, and methodology - Employees from the three transport subsidiary units from a large private company in Pakistan were sampled for the study. Through using self-administered technique, the questionnaires were distributed during the month of April, 2016 to 189 employees. A total of 150 responses were taken further for analysis where the study found a positive link between awareness of technology and e-services usage. Results - This study found positive relationship between intention to use and e-service usage among the employees of three subsidiary units. The paper has reported 30 percent variance explained by the predicting variables in relation with e-services usage. Conclusions - Employees could be motivated to use e-services and latest technology through enhancing their awareness about their respective importance and viability. Accordingly, organizations can foster employees' intentions to use to enhance e-service usage.

  • Recently, as the infocomindustry is developed, the semiconductor industry as well as the optical industry such as the optical communication and the optical instrument is developed rapidly. The transmission, storage and processing of information has been reaching an limit because amounts of information increase rapidly. The more quickly the optical communication is developed, the more sharply the demand of optical elements increase. The transport and inspection process is time consuming and the error rate is high, because this process are not automated in case of an optical lens. In this paper, the pick-up system that can hold optical elements and be transferred by the ultrasonic transport system is developed. The inspection system that distinguishes between the existence and the nonexistence of a defect is connected easily to pick-up system. The pick-up system separates the optical glass lens by results of the inspection. The automation program is developed by visual c++ programming.

  • In the semiconductor and optical industry, a new transport system which can replace the conventional transport systems is required. The transport systems are driven by the magnetic field and conveyer belts. The magnetic field may damage semiconductor and the contact force may scratch the optical lens. The ultrasonic wave driven system can solve these problems. In this semiconductor and optical industry, the non-contact system is required fur reducing the damages. The ultrasonic transportation is the solution of the problem. In this paper, the ultrasonic levitation system fur levitating object are proposed. The 3D vibration profiles of the beam are measured by Laser scanning Vibrometer fur verifying the vibration characteristics of the system and the amplitudes of the beam and the levitation heights of object are measured for evaluating the performance.

  • The paper is to study and analyze the civil aviation industry of China and to present some cooperative and developing models between Korea and China in the fields of civil aviation on the basis of mutul benefit. In this study, civil aviation includes both the air transport industry and aircraft manufacturing industry. Performance Evaluation of Service-Aware Optical Transport System

  • We propose and experimentally demonstrate a service-aware optical transport system. The proposed service-aware optical transport system makes a flow based on service type and priority of traffic. The generated flow is mapped to a corresponding sub-${\lambda}$ for transport over an optical network. Using sub-${\lambda}$ provided by the centralized control plane, we could effectively provide quality-of-service guaranteed Ethernet service and best-effort service simultaneously in a single link. The committed information rate (CIR) traffic and best-effort traffic are assigned to different sub-${\lambda}s$. The bandwidth of the CIR traffic is guaranteed without being affected by violation traffic because the bandwidth is managed per each sub-${\lambda}$. The failure detection time and restoration time from a link failure is measured to be about 60 ${\mu}s$ and 22 ms, respectively, in the ring network. The measured restoration time is much smaller than the 50 ms industry requirement for real-time services. The fast restoration time allows the proposed service-aware optical transport system to offer high availability and reliability which is a requirement for transport networks.

  • Carbon Capture and Storage (CCS) technologies involve three major stages, i.e., capture, transport, and storage. The transportation stage of CCS technologies has received relatively little attention because the requirements for $CO_2$ transport differ based on the industry-related conditions, geological, and demographical characteristics of each country. In this study, we analyzed the properties of $CO_2$ transport using a pipeline. This study has important implications for ensuring the stability of a long-term CCS as well as the large cost savings, as compared to the small cost ratio as a percentage of the entire CCS system. The state of $CO_2$, network topologies, and node distribution are among the major factors that influence $CO_2$ transport via pipelines. For the analysis of the properties of $CO_2$ transport using a pipeline, the $CO_2$ pipeline connections were visualized by the simulator developed by Lee [11] based on the network topologies in $CO_2$ transport. The case of Korean CCS technologies was applied to the simulation.

A Study on the Transportation Characteristics according to Beam Shape of Optical Lens Transport System using Ultrasonic Wave (초음파를 이용한 광소자 이송시스템의 빔형상에 따른 이송특성에 관한 연구)

  • The object transport system is used in many industry field such as the conveyor belt, which transports huge goods in container harbor, the magnetic levitation system, and the indexing system which transports precision components such as semiconductor and optical components. In conventional transport system, the magnetic field may damage semiconductor and the contact force may scratch on the optical lens. So ultrasonic wave transport system has been proposed to replace the previous transport system. In this paper, the good transport condition of optical lens is obtained according to the flexural beam shapes. The working frequency and transport speed are measured and the vibration characteristics of the flexural beams are investigated by Laser Scanning Vibrometer.

Multilateral Approach to forming Air Logistics Hub on North East Asia Region (동북아 항공물류허브을 구축하기 위한 다자적 접근방안)

  • The Northeast Asian air cargo market has expanded tremendously as a result of the opening up of the Chinese market. The importance of the Asia-Pacific region in the global air transport has also increased. The exchange of human and material resources, services, and information in Northeast Asia, which is expected to increase in the near future, requires that the airlines operating within this region adopt a more liberalized approach. This paper introduced alternatives which can be applied to the Northeast Asian airlines industry so as to bring about the integration of regional air transport: First, this paper found a need for individual Northeast Asian nations to alter their policies towards the airlines industry. Second, each country should further liberalize their respective domestic air transport. Third, there is a need for freer air service agreements to be signed between the nations of Northeast Asia. Fourth, the strategic alliances between the airlines operating in Northeast Asia should be further strengthened. Fifth, this liberalization process should be carried out in an incremental manner, beginning with more competitive airports and routes, or with less-in-demand routes. Sixth, there is a need for a shuttle system to be put into place between the main airports in China, Korea, and Japan. Seventh, these three nations jointly develop aviation safety and security systems that are in accordance with international standards. Eighth, the liberalization process of the aviation industry should be undertaken in conjunction with other related fields. Ninth, organizations linking together civil aviation organization in the Asia-Pacific area should be formed, as should each government linking together. By doing so, these countries will be able to establish regular venues through which to exchange opinions on the integration and liberalization of the air cargo market so as to induce the gradual liberalization of the actual market. The liberalization of the air transport in Northeast Asia will prove to be a daunting task in the short term. However, if the Chinese airlines continue to exhibit continuous growth and Japanese airlines are able to complete their move towards a low-cost structure, this process could be completed earlier than expected. Over the last twenty five years the air transport has undergone tremendous changes. The most important factor behind these changes has been the increased liberalization of the market. As a result, rates have decreased while demand has increased. This has resulted in turning the air transport industry, which was long perceived as an industry in decline, into a high-growth industry. The only method of increasing regional exchanges in the air transport is to pursue further liberalization. The country which implements this liberalization process at the earliest date may very well emerge as a leading force within the air transport industry.

Policy Suggestions for Korea Aviation Industry's Fair Competition (항공운송산업의 공정경쟁에 대한 이해와 정책적 제언)

  • Fair Competition policy in aviation field has been discussed since open skies policy began in 1970s. This issue has been also the main topic in the ICAO's Worldwide Air Transport Conference, the Air Transport Symposium, etc. ICAO defines competition as the existent or potential rivalry between two or more operators, carriers or groups, striving for advantages in the same market based on different prices, qualities and services. In a broader sense, the definition includes more various meanings; reasonable, fair, effective, and unrestricted competitions. Nowadays, competition laws and regulations to air transportation have been applied more frequently and the issues varies from antitrust immunity, mergers and alliances, abuse of dominant positions, capacity dumping and predatory pricing, sales and marketing, to airport charges and fees, state aid and loan guarantees. Now, the competition among the airlines or nations in aviation industry is changing to cooperation level. A lot of airlines try to survive by various cooperation methods. Therefore the policy of Korean aviation industry should be developed, taking so-called "the viewpoint of national aviation industry ecosystem" into consideration and Korean government should prepare a policy of fair competition to cope with it. First, in the process of open skies policy with neighboring countries such as China, Japan and the Middle East, it is necessary to apply the fair competition act and prepare laws and regulations to implement it. Second, the standards of effective ownership and control of air transportation business should be reviewed. Third, in preparation for aviation agreements and liberalization, the Korean aviation industry needs to study and review competition and cooperation issues through the analysis of strict aviation market structure for airlines and airport operations. Fourth, it is necessary to create a fair air transportation environment for the development of air transportation and competitiveness through preemptive policies such as the approval of mergers, acquisitions, JV and the ripple effects analysis.
