As China is one of WTO member nations, It has an obligation to have to certainly keep a standard regarding anti-dumping systems deciding in WTO agreements. Nonetheless the Chinese anti-dumping laws is causing legal uncertainty because of insufficient details regulations about the account of dumping margins, the termination of an investigation in case of negligible imports, and sunset review And a part of regulations are disagreed with WTO anti-dumping agreement about price undertakings. Therefore, South Korea should indicate them and urge the Chinese government to revise them so that its anti-dumping Law is agreed with WTO agreement. Aside from this, if the anti-dumping investigation is initiated, South Korea government must observe how the Chinese authorities operates its anti-dumping law that do not agree with WTO agreement, and should prepare the countermeasure accordingly. The analysis of this study is concentrated on the compatibility of the WTO anti-dumping agreement with China's interpretation of the antidumping policy and public law. Also, Including our export company, government agencies, academic circles being related, and international trade advisory agencies must expand opportunity of information sharing.
Korea Astronomy and Space Science Institute (KASI), direct decendant of Korea National Astronomy Observatory, has been publishing Korean Astronomical Almanac since in 1976. The almanac contains essential data in our daily lives such as the times of sunrise, sunset, moonrise, and moonset, conversion tables between luni-solar and solar calendars, and so forth. So, we are planning to register Korean astronomical almanac data for national Standard Reference Data(SRD), which is a scientific/technical data whose the reliablity and the accuracy are authorized by scientific analysis and evalution. To be certificated as national SRD, reference data has to satisfy several criteria such as traceability, consistency, uncertainty, and so on. Based on similarity among calculation processes, we classified astronomical almanac data into three groups: Class I, II, and III. We are planning to register them for national SRD in consecutive order. In this study, we analyzed Class I data which is aimed to register in 2009, and presented the results. Firstly, we found that the traceability and the consistency can be ensured by the usage of NASA/JPL DE405 ephemeris and by the comparsion with international data, respectively. To evaluate uncertainty in Class I data, we solved the mathematical model and determined the factors influencing the calculations. As a result, we found that the atmospheric refraction is the main factor and leads to a variation of ${\pm}16$ seconds in the times of sunrise and sunset. We also briefly review the histories of astronomical almanac data and of standard reference data in Korea.
This study addresses the question of how to design the research system for national R&D programs that aim to promote creative innovation. This paper attempts to analyze the case of Creative Research Initiatives(CRI), a new national R&D program recently launched by the Ministry of Science and Technology of Korea. CRI is a strategic program intended to shift the national R&D paradigm from imitative innovation to creative innovation. The key features of the research system of the program include: a research-centered system, long-term research funding, the sunset approach, a dynamic and flexible research organization, and a centralized research system. This paper suggests theoretical rational of these key features based on the literature review on creative innovation. Based on an analysis of the results of implementing the CRI in 1997, this paper also examines how the research system design is reflected and embodied in the program implementation process. Finally, policy implications and future research directions are also discussed.

OBJECTIVES : Visibility at night can be improved by using retroreflection for short distances and phosphorescent line markings for long distances. In this study, we analyzed the characteristics of the phosphorescent line marking through a laboratory luminance test. Field performance analysis was performed through tests conducted on the road. We also examined the luminance measurement methods using the digital image obtained during the phosphorescent visibility evaluation. METHODS : In this study, the laboratory luminance test of the phosphorescent line marking was conducted using seven specimens to characterize the luminance changes according to the type of the glass beads, the thickness of the phosphorescent line marking, and the brightness and irradiation time of the light source. Phosphorescent and general line markings were made at 150 m to investigate the field luminance performance. A preliminary review of the luminance measurement methods was made using a digital image from a digital single-lens reflex (DSLR) camera. The measured luminance ratio of the general and the phosphorescent line markings was compared with the calculated luminance ratio using luminance analysis. RESULTS : Through the laboratory luminance test, it was seen that the change in luminance, which corresponds to the brightness of the light source, appears large but the influence of the thickness and irradiation time is low. The field performance test of the phosphorescent line marking conducted on the road involved measuring the luminance on the day the marking was made and 7 days after the marking was made. The luminance was found to be $190mcd/m^2$ at 30 min after sunset and approximately $10-12mcd/m^2$ 4h after sunset. The results of the luminance test were captured using a digital image for each time group. The luminance ratio of the phosphorescent line marking, when compared to that of the general line marking, showed a similar trend within a 13% maximum error. Additionally, when this luminance ratio is compared to the direct field measurement, it could be confirmed that the luminance ratio, as captured in the digital image, showed a similar tendency. CONCLUSIONS : 1) The change in luminance corresponding to the brightness of the light source is significant in comparison with that corresponding to the thickness and the irradiation time. In addition, the results of the field test for the phosphorescent line marking satisfied the phosphorescent fire protection standard. 2) We examined the validity of the luminance measurement method using a digital image and we concluded that the change in the luminance ratio shows a similar tendency in both the cases. The results can form the basis for luminance measurement methodology for the construction and maintenance of phosphorescent line markings.

This study is to apply Hedonic Price Method in analyzing residents' preferences for three types of urban green space (UGS, rivers, urban parks, and forests) near the apartment complexes in Seoul. Based on hedonic price function estimation results, residents in Seoul preferred for the urban amenity that was provided by the view and accessibility (in terms of both within 10 minutes and distance) of rivers and urban parks near the apartment complexes, but not forests. The annual benefits calculated using the shadow prices are about 550~600 thousand won for the urban park views and about 800 thousand won for the accessibility, which is 2-3 times higher than river views and accessibility. On the other hand, forest views and accessibility did not have significant effects on apartment prices, except the view of Bukhan mountain for the residents of Gangbuk area. Based on the empirical results, Seoul residents' preferences for urban parks would have important implications for the urban park sunset program that will be initiated from July 2020.
This paper intends to analyse some legal issues on "Zeroing" which is based on the article 2.4.2 under the WTO Anti-dumping Agreement. "Zeroing" stands for a specific methodology in calculating a general dumping margin for a product in question under which negative individual dumping margins are treated as zero (thus "zeroed") before aggregating all individual dumping margins. The article 2.4.2 of the Anti-dumping Agreement regulates three types of calculating methodology on dumping margin as first symmetrical method(average-to-average: A-A), second symmetrical method(individual-to-individual: I-I) and asymmetrical method(average-to-individual: A-I). However, this article does not have any provisions about the "Zeroing" practice. In their anti-dumping practices, the EC and the United-States calculated dumping margin based on the "Zeroing", but this methodology has been disputed in the Dispute Settlement Body(DSB) of the WTO. This paper analysed their legal problems with some WTO cases in particular concerning EC-Bed Linen, U.S.-Softwood Lumber Zeroing, U.S.-Zeroing(EC) and U.S.-Sunset Review(Japan) cases. On the basis of theses analysis, we can therefore ask some questions as follows; To begin with, although the article 2.4.2 of the WTO Anti-dumping Agreement does not clearly refer to the "Zeroing", how do some developing countries, as the U.S.A and the E.U. calculate dumping margin as the "Zeroing"? Secondly, what is the relationship between the symmetrical method and asymmetrical method to the dumping margin? And if we adopt the zeroing method, what is the different rate to anti-dumping margin? Thirdly, although the Panel decided that the zeroing methodology of dumping margin used by th U.S.A in administrative review between the U.S.A and the E.U, why does the Appellate Body made the decision that the american methodology is incompatible with the WTO Anti-dumping Agreement? Lastly, what will be affected the upper decision taken by the Appellate Body to the DDA negotiation of anti-dumping matters? Even though the WTO Appellate made a decision that the zeroing method is incompatible with the principles of the WTO law, this methodology contains a lot of problems. Some members of the WTO as the U.S.A and the E.U did not officially declare this methodology to abandon, and the debate concerned is arguing. Therefore this paper tried to present the adequate solution in order to promote the zeroing methodology in the international anti-dumping system and practices.
PURPOSES : This study was conducted to derive the optimum mixing ratio of phosphorescent pigment for the development of phosphorescent line marking. METHODS: In this study, we utilized a literature review and case study methodology, to describe the domestic and foreign state of practice for the production and mixing of phosphorescent pigment for use in line marking. The optimal mixing ratio was derived by comparing the reduction in luminance over time for the various phosphorescent pigment mixing ratios identified in the literature. In addition, performance and construction characteristics were analyzed using field testing techniques. RESULTS : The results were as follows: 1) the results of the luminance performance standards tests showed that all of the phosphorescence test specimens satisfied the phosphorescent fire protection standard. As the phosphorescent pigment mixing ratio increased, the luminance value increased, 2) the luminance reduction rate was minimum at the mixing ratio of 50%. However, when compared to a mixing ratio 40%, a small difference was recorded, the luminance reduction rate from the mixing ratio of 40% is judged as being converged. Therefore, in view of the economic efficiency, it was determined that the optimal mixing ratio was 40%, 3) as a result of construction on the field, a mixing ratio of 40% was found to have a higher luminance value than the general line marking for up to three hours after sunset, 4) it was found that the phosphorescent line markings without glass beads spraying had a higher luminance value than the phosphorescent line markings with glass beads spraying. CONCLUSIONS : Through the results of the basic experiments of the line markings obtained by blending a phosphorescent pigment, the results could be applied to play an important role in the development of phosphorescent line marking paint technology and in establishing application planning for on-site construction characteristics.
Daylight saving time aims at spending effective daylight in summer season. Korea had enforced daylight saving time twelve times from 1948 to 1988. Since 1988, it is not executed, but it is recently discussed the resumption of DST. In this paper, we investigate the trend of DST in other countries, review the history of DST in Korea, and suggest the optimal DST duration in terms of astronomical aspects (times of sunrise and sunset). We find that the starting day of DST in Korea is apt for the second Sunday in Mayor the second Sunday in April according to the time of sunrise or to the difference between Korean standard meridian and observer's, respectively. We also discuss time friction that might be caused by time difference between DST and Korea Standard Time (KST).

This study analyzes the characteristics of the urban landscape changes as a result of the introduction of private parks among the long-term uncollected urban planning facilities and enables the analysis of the characteristics of the urban landscape changes as a result of the introduction of private parks, and applied to the private park projects. The DSM with its building was established for the quantitative landscape analysis to examine the view ratio using the stacked visible analysis. The analysis showed that Jikdong Park had a high frequency of view from downtown to green due to its location, and that the development project of a private park on park and town boundaries significantly lowered the view ratio. This implies a large degree of damage to the landscape by development projects provided protection of the view as a natural landscape is of value. Chudong Park also saw its view ratio of views from downtown to the hills green area of Chudong Park was much lower than that of Jikdong Park. And it was confirmed that the ratio of view changes due to development projects was small compared to that of Jikdong Park. In other words, although Jikdong Park and Chu-dong Park were developed in a similar scale in terms of the ratio of views, they were subject to significant damage due to their location characteristics. It is also meaningful to note that the degree of change in the landscape resulting from development projects that could not be found in the assessment or review of the existing Landscape Impact. As private parks are introduced in the urban green belt, apartment development is being pushed for at the edge of the green belt. This study is meaningful in that it is derived based on the calculation that the survey results are derived based on the changes in the views on green areas that urban residents may experience as the private park project is carried out, and it should be introduced based on the calculation of the private parks.

Recently parks and green spaces contribute not only as a place of leisure but also for environmental welfare, social education, new jobs and $CO_2$ Emissions Reduction. Parks and green spaces are understood as urban infrastructures like roads and rivers. They are also included in social infrastructures like education, culture, and welfare facilities. These changes are applied to policies for parks and green spaces, many governments and local authorities make investments on them. The modification of policies for parks and green spaces in England is a good example about this trend From this view point, this study now deals with the changing process of policies, results, and evaluation. Some implications have been deducted. The first is the inducement in participation in policies and implementation of practices through policy papers. They are more practical than written laws which are composed of abstract sentences and generalizations. Secondly, the status of parks and green spaces is highly raised with the establishment of CABE Space and so on. This organization controls many different policies and programs related to parks and green spaces. Third is the funding for the improvement of parks and green spaces. Fourth, are the short-term measures, such as funding and management, and the long-term measures such as pursuing building of partnership and training. Fifth, the government strives to establish its partnership with the local authorities and communities through a spectrum of support in terms of information, monitoring, and developing good practices among networks. Finally, parks and green spaces are being addressed from multiple directions through the participation of numerous agents like voluntary groups, development companies, communities and so on. Recently, in Korea, the influences of the Sunset Law for Park Site, Landscape Architecture Law, Urban Forest Law, and other related ordinances have encouraged the review on the policies on parks and green spaces needed. However, there are not many studies about them. Owing to these reasons, the cases of England will he helpful.
