Why is the Environmental Management necessary for Telecommunication Operators? (통신사업자에게 환경경영이 왜 필요한가?)

  • Concerns on environmental issues and global warming are increasing worldwide. Environmental regulations such as Tokyo Protocol, RoHS, WEEE are also getting harder and harder and used as trade barriers. Different from other manufacturing industries, information and communication industry is basically environment friendly-low emission of harmful materials and little consumption of energy. But information and communication industry can contribute to world environment by recycle articles in disuse and properly process discarded trash. Furthermore, by using more renewable energy, it can reduce the $CO_2$ emission, one of the major the green house gas.

A Model for Measuring Standardization Level of Information and Communication Technology (정보통신 표준화 지수측정 모형 개발 연구)

  • The standard issue in the information and telecommunication industry is increasingly important with the rapid development of technology. This paper proposes an index model which can measure the degree of standardization in the Korean information and telecommunication field. We first classified ICT sector into 14 sub-sectors. Then for each sub-sector, we considered a set of important determinants to measure the level of standardization, and constructed a linear equation using this set of determinants. Finally we estimated the relative degree of importance of each determinant using the AHP methodology. The proposed model found that overall level of standardization in the Korean ICT industry is relatively low, and ‘IMT-2000 technology’ and ‘computer network technology’ among 14 sub-sectors are highly standardized sub-sectors. The validity of the proposed model was also partially proved using two different methods, holistic and historical approach.

  • Recently process industries from oil and gas procedures and mining companies to manufactures of chemicals, foods, and beverages has been exploring the USN (Ubiquitous Sensor Networks) technology to improve safety of production processes. However, to apply the USN technology in the large-scale plant industry, reliability and security issues are not fully addressed yet, and the absence of the industrial sensor networking standard causes a compatibility problem with legacy equipment and systems. Although this situation, process industry such as energy plants are looking for the secure wireless plant solution to provide detailed, accurate safety monitoring from previously hard-reach, unaccordable area. In this paper, SPSF (Smart Plant Safety Framework based on Reliable-Secure USN) is suggested to fulfill the requirements of high-risk industrial environments for highly secure, reliable data collection and plant monitoring that is resistant to interference. The SPSF consists of three main layers: 1) Smart Safety Sensing Layer, 2) Smart Safety Network Layers, 3) Plant Network System Layer.

  • In recent, the rapid convergence of telecommunication and broadcasting has been considered as one of the hot issues in the IT industry. This convergence will provide telecom operators with both opportunities and threatens. This is because that telecom operators can enter the broadcasting industry, whereas broadcasters will also have a chance to provide telecom services. This work aims to discuss the business strategy for telecom operators to provide a TV VOD service, one of the convergence services between telecommunication and broadcasting, through the high-speed internet which is so much served in Korea. It seems that this service will achieve two business goals, namely "to minimise an additional investment" and "to find out a new benefit source", by fully utilising a current high-speed internet infrastructure. Finally, this paper mainly contains the market overview of in telecom and broadcasting service, the definition of TV VOD service and the necessity for this service, a market forecasting and the provision strategy of major telecom operators, and key success factors and a benefit model.

An exploratory study on the core spectrum for mobile telecommunication (이동통신 주파수 핵심 우량대역에 관한 탐색 연구)

  • The characteristics of the spectrum, which are necessary for mobile telecommunication services, may determine the advantage of operators' competition for mobile services. We have a focus on the possibility that there would be the core spectrum within the frequencies. We define the core spectrum of frequencies in terms of 4 criteria (global source/roaming, cost-effectiveness, the experience of utilization and the possibility of use). They are based on the aspects of applicative and economic effectiveness by not technological and but market conditions. We have explored the current core spectrum by using the stepwise selection from these criteria. Our result indicates that the core spectrum may be movable with the development of technology and the flow of time. The results of this paper could be practically used as the reasonable justifications of the policies for not only the competition management but also the alignment about the frequencies for mobile telecommunication.

  • Steganography is hiding messages in cover materials like image, audio, etc. The previous studies are limited in the shifting problem of the histogram and capacity. This paper proposes a new technology which overcomes these two problems. Our new technology uses two colors as a pair and chooses either changing to its partner or remaining as they are according as each hiding bit. As a result, we show that the result of this technology shows that the hiding capacity is higher than other methods.

Estimating the Consumer Surplus of the Mobile Telecommunication Services (국내 이동통신 서비스의 소비자 잉여 추정)

  • The mobile telecommunication service industry plays major role of the realization to the perfect information society in the 21st century and has a great influence in society and culture. The government has enticed the mobile company to keep up to make the mobile service fee low. In this situation, this paper estimates consumer surplus and price elasticity with on-line survey data from the consumer of mobile service. The total estimated consumer surplus of the market is reached to 6.43trillion won. The consumer surplus from SKT is estimated to 4.98trillion won and 1.66trillion won and 0.67trillion won was made by KTF and LGT respectively. The result also shows that consumer surplus is expected to be increased by the increase of the mobile service demand and the sales.

  • Recently, mobile wireless data traffic has been dramatically increased due to not only the popularization of digital convergence devices including smart phone, Net-book, and Tablet PC, but also the vitalization of wireless Internet related eco-systems such as AppStore. In addition, it is expected that a tremendous increase in mobile data is caused by the release of unlimited mobile data plans (flat-fee). In order to deal with such mobile data traffic explosion, it is necessary that network operators should make efforts to offload wireless data traffic. This paper reviews the condition of mobile wireless data traffic in domestic and international telecommunication industry and looks for various action plans to overcome the difficulty of network operators.

  • A new revenue recognition standard was adopted in 2018. The purpose of this paper is to analyse how K-IFRS 1115 'Revenue from Contracts with Customers' affects the revenue recognition of the telecommunication firms and to suggest a regulatory policy for the telecommunications industry. It shows identifying performance obligations for bundles, determining the transaction price and allocating the transaction price to the performance obligation and how to account for it using case study. The most important change in the telecommunication companies's revenue is to allocate the transaction price to two performance obligations: telecom services and mobile handset sales. As a result, sales revenue are expected to drop en masse. This study provides important implications for the regulatory accounting policy of the telecommunications industry.
