The Honolulu Strategy is a framework document to address marine debris issue globally. The Fifth International Marine Debris Conference held in March 2011 and organized by NOAA and UNEP catalyzed the development of the Holonulu Strategy. Goals of the Strategy are to reduce the amount and impact of land-based, sea-based, and accumulated marine debris. A set of strategies for each goal were provided for education and awareness, legislation, and alternative technologies. The Strategy also lists indicators that could be used to evaluate outcomes of strategies. The adoption of the Honolulu Strategy by the international community has led the international organizations such as GPA, IMO, and CBD to strengthen their responses to the marine debris issue. UN has also set up specific actions that will be implemented until 2025 through its resolutions on marine debris. Recent global developments related to the marine debris issue might lead to a change in the character of the international marine debris management from the current soft law regime to a mandatory one. The Honolulu Strategy could provide a guideline when the Korean government formulates the Second Basic Plan for Marine Debris Management, especially with its prevention-oriented approaches, utilization of scientific policy development tools, and adoption of evaluation system using performance indicators.
As the first class Teaching Artists system is about to be brought to effect, the ability required for Teaching Artists to design educational contents, develop and manage education programs is not much different from that of a museum Educator. This system is necessary for resolving problems in existing Arts and Culture Education, such as overlapping programs and adjusting difficulty levels by age to meet the demand of educatee. It also deals with drawbacks in production-oriented curriculum originating from the preference in some subject. In addition, as progress in science and technology makes rapid changes in digital media and its subculture, increasing need for novel and interdisciplinary curriculum in the field of Arts and Culture Education puts further emphasis on the importance of this system. In this study, we focus on clarifying the significance of Educator as a professional and proposing curriculum for the system, trying to avoid restricting our discussion to current Arts Instructor Supporting Project which are merely aimed at supporting children and adolescents to grow up to enjoy culture and arts. Capacity for designing curriculum for culture and arts, the kernel of qualification for the first class Teaching Artists, requires a variety of comprehensive expertise and qualification such as doing preliminary research on contents related to animation, curating, determining potential of educational contents, organizing educational contents for appropriate educatee, understanding esthetic property and its role in education, and appreciating and enjoying cultural contents. Therefore, Teaching Artists plays roles not only in developing and running educational programs but also in supporting and cooperating with culture and arts institutions, designing and managing creative programs, combining and communicating with different social groups, and emphasizing mutual interchange in culture.
3D animation production has had a pivotal position in current animation industry and the necessity of professional management tool for 3D animation production has claimed due to its sophisticated pipeline from advance of technology and global production partnership trend. Shotgun and Ftrack are providing the most appropriate management toolset for 3D animation management among the extant management tools and the efficiency of Shotgun & Ftrack is identified compared with the traditional document oriented management style. The biggest strength of production management using Shotgun is that all of the production staff can directly participate in the communication on the tools therefore they can share the information on Shotgun & Ftrack in real time without constraint of time and location. Moreover, all the process of the production and the history of the discussion on certain production issues are systematically accrue on the tool so that the production history can be easily tracked. Finally, the production management using tools contributes collecting and analysing the production information for the production management team in studios. However, Shotgun & Ftrack has metadata based retrieval method which cost huge amount of effort by human's manual annotation and it also has the limitation of accuracy. In addition, the fact that studios has to have technical professionals first in order to institute the tools into their studios is the actual difficulty of Korean studios when they want to use management tools for their project. Thus, this paper suggests adopting the content-based retrieval system on the tools and tools' expanded technical service for the studios as the solution of the identified issues.
The crystallized CuPc and PbTe films are formed by thermal evaporation and pulsed ArF excimer laser ablation. Structural and electrical properties of thin film is observed by XRD and current-voltage(I-V) curves. From XRD analysis, both PbTe and CuPc thin films show a-axis oriented structure. For the measurement of photovoltaic effect, the transverse current-voltage curve of CuPc/Si, PbTe/Si and PbTe/CuPc/Si junctions have been analyzed in the dark and under illumination. The PbTe/CuPc/Si junction exthibits a strong photovoltaic characteristics with short circuit current($J_{sc}$) of $25.46\;mA/cm^{2}$ and open-circuit voltage($V_{oc}$) of 170 mV. Quantum efficiency and power conversion efficiency are calculated to be 15.4% and $3.46{\times}10^{-2}$, respectively. Based on the results of QE and ${\eta}$, the photocurrent process of PbTe/CuPc/Si junction can be explained as following three effective steps; photocarrier generation in the CuPc layer, carrier separation at PbTe/CuPc interface, and finally a transportation of electrons through the PbTe layer.
Alliance formation has been recognized as an important strategy for firms who seek to survive through acquisition of sustainable competitive advantages. Specifically in high-tech industries, firms may consider formation of strategic alliances in order to access valuable external knowledge. These firms tend to be situated in a dilemma that they should choose between exploration and exploitation, which are two types of strategic choices suggested by March (1991). Working out the dilemma has been extensively discussed in the area of strategy or organization learning. Recently, however, an increasing number of studies have stressed on a balance between exploration and exploitation. Regarded as 'ambidextrous organizations' (Lavie and Rosenkopf, 2006), these firms that simultaneously pursue exploration and exploitation have emerged in high-tech industries, and many studies have provided evidence of positive association between organizational ambidexterity and firm performance. In the strategic alliance research, accordingly, scholars began to pay attention to the balanced choice between exploration-and exploitation-oriented alliances. Given these backgrounds, this study examines the relationship between alliance ambidexterity and firm performance. While previous research approached alliance ambidexterity mainly from the number of alliances, our study suggests ambidexterity in terms of alliance portfolio and alliance partner. Our dataset consists of biotechnology or pharmaceutical firms in the United States, which spans time period between 1990 and 2005. We conduct panel data analysis. The results show the strong link between alliance ambidexterity and firm performance, highlighting the balance between exploration and exploitation when firms make strategic decisions.
This paper has the purpose of suggesting a development-method on the fashion products that would secure the competitiveness in the global markets through creating supersensitive practical products on the basis of developing originative fashion-goods being made of jacquard that is fine quality of couture. This paper has collected data through the cases of the developed nations in fashion, precedent studies and all the related literature on the subject. The results of this researching are as following: The first, it is expected that the necessity of developing new fashion products would be appealed toward the prestige group of consumers who are seeking for the fine quality and super-sensitivity in female fashion in Korea, and it is the current situation that the products made of jacquard are gradually expanding not only in the area of apparel, fashion goods and interior but also another areas. The current situation of the global market suggests the necessary strategy of survival, that is, the development of supersensitive materials and creative products which would be able to keep the high quality and lower the selling price through cost reduction. The second, the suggestion of the direction in developing the products of the female fashion made of jacquard has two points - the development of the texture that would realize a unique form and the development of the material that would be able to realize planar pattern and three dimensional pattern which are woven with thin and light materials with various solidity and delicacy through various techniques of mixing and three dimensional expression. The third, the expected ripple effect and utilization generated from the development of fashion products are as followings: As material characteristics of jacquard, It needs the specialization of various techniques and specialized production system in using jacquard, and the specialized technique and system would make it possible to produce not only the higher value-added products through expressing affluent colors and delicate design but also competitive products through cutting the process and cost, eventually, it would lead to the expansion of the jacquard market of super-sensitive prestige. Therefore, it is remarkable that various development of products toward the global market and the prestige female fashion market can suggest the vision that make the national fashion industry develop into the higher value-added knowledge industry integrating technology and culture.
This study is on improving the general engineering education for enhancing the quality of engineers at a local engineering school in which the students are not highly qualified for engineering education. Based on the analysis on the current engineering education by asking questions to professors, students and alumni of Hongik College of Science and Engineering, we have set the basic educational philosophy as educating practical engineers and have decided the goals of basic engineering education as changing to student oriented education, enhancing the field adaptation capability, improving the problem solving ability and introducing engineering design courses. For achieving the foregoing goals, we have changed several basic engineering courses. Mathematics, science courses, computer related courses, English, communication skill related courses are strengthened, but general college education courses are reduced. We also have encouraged students to participate the classes actively and study efficiently, think logically and creatively. For the operational details, we have tried to impose less courses to freshmen and sophomores, to impose the prerequisite courses, to activate summer and winter schools. Finally, we have tried to find the ways to support continuous improvement on the basic engineering education.
Fault breccia, produced by fracturing and comminution of host rock during fault activity, is a common component within fault cores. Fault breccia may display a preferred orientationin accordance with the sense of motion on the fault. Here we use a numerical analysis technique to study the effects of the distribution and content of breccia in fault core on the elastic moduli. The analytical models are grouped into those in which breccias display a preferred orientation within fault core and those in which breccias are randomly oriented. The breccia compositions considered here are granite and shale, and the breccia contents are 10 wt%, 20 wt%, and 30 wt%. Our results show that for all the cases considered, differences in the deformation moduli fall within the range 0.1%~1.1% and differences in the elastic moduli fall within the range 0.02~0.4 MPa. Thus, the distribution and content of fault breccia have almost no effect on the elastic moduli.
In general, transmission electron microscopy (TEM) is usually used in the investigation of polymer microstructure. Microtoming, solution casting, staining and carbon replica method are frequently introduced to the study of the polymer morphology with TEM, however the sample preparation procedure of those techniques is very difficult, and it takes a long time. The purpose of this study is to develop a new sample preparation technique which is suitable for the investigation of the various shapes and species of polyolefin microstructure by scanning electron microscopy (SEM). By modifying the conventional chemical etching method, we developed a new chemical etching technique and sample preparation procedure that are suitable for SEM study of polymer microstructure. In this study the permanganate etching method is introduced and the optimum etching condition are determined by simply adjusting the etchant formulation, concentration and etching time. This technique has shown good reproducibility and it's morphological results agree well with other works on various types of microstructures such as spherulite characterization of isotatic polypropylene $(\alpha/\beta)$, polyethylene and poly-propylene copolymer characterization, and the study of lamellar growth pattern of unsheared or oriented materials. This technique has also been applied to the industrial fields for characterization of the polyolefin film, automobile products and the others.
In the current information-based society, information and communication technology(ICT) is very important for an individual, a society, and a nation. Especially, for a nation, ICT-related industries are forming an important part of a nation's economy. Also, unlike other industries, ICT-related industries do not require various infrastructures, and have an advantage of being developed with a few talented persons in a short period of time. In this sense, identification and education of gifted children in IT become an essential task of a nation's future. In the past, selection of the gifted children was based on paper tests. However, paper tests incurred various side effects such as private education. Since 2013, observation-recommendation system instead of paper tests has been fully adopted. The purpose of this paper is to analyze the validity of observation-recommendation admission system of the gifted children in IT. For this research purpose, the gifted children in gifted science education center attached in a university at Seoul become the focus of the samples. Their entrance score ranking and graduation record raking are compared for analysis of validity of admission system. After statistical analysis, there is a meaningful correlation between entrance score ranking and graduation record ranking for the gifted children in IT. It means that the higher entrance score ranking, the higher graduation record ranking. The analysis results are expected to be valuable baseline data for deciding usefulness of observation-recommendation admission system.
