Analysis of the Valuation Model for the state-of-the-art ICT Technology (첨단 ICT 기술에 대한 가치평가 모델 분석)

  • Nowadays, cutting-edge information communication technology is the genuine core technology of the fourth Industrial Revolution and is still making great progress rapidly among various technology fields. The biggest issue in ICT fields is the machine learning based Artificial Intelligence applications using big data in cloud computing environment on the basis of wireless network, and also the technology fields of autonomous control applications such as Autonomous Car or Mobile Robot. Since value of the high-tech ICT technology depends on the surrounded environmental factors and is very flexible, the precise technology valuation method is urgently needed in order to get successful technology transfer, transaction and commercialization. In this research, we analyze the characteristics of the high-tech ICT technology and the main factors in technology transfer or commercialization process, and propose the precise technology valuation method that reflects the characteristics of the ICT technology through phased analysis of the existing technology valuationmodel.

  • Recently, the Korean government has been making efforts to achieve 'creative economy' based on science and technology. As part of these efforts, it has been promoted specific policies for innovation and performance enhancement of national R&D projects. They contains commercialization of research outcomes, technology transfer, technology based startup and support small and medium-sized businesses. The railroad transportation industry is a representative in the field of SOC and has own characteristics different from other industry areas. Especially, industry and market of railroad transportation are directly related to planning and implementation of government SOC policies. So in order to promoting commercialization of railroad transportation projects, it is very important to ensure consistency between government policies and R&D projects. In this paper, we investigate barriers of successful commercialization with typical researchers in the area of railroad transportation, and suggest problems and improvements of policy-based commercialization by giving specific examples.

Data-Driven Technology Portfolio Analysis for Commercialization of Public R&D Outcomes: Case Study of Big Data and Artificial Intelligence Fields (공공연구성과 실용화를 위한 데이터 기반의 기술 포트폴리오 분석: 빅데이터 및 인공지능 분야를 중심으로)

  • Since small and medium-sized enterprises fell short of the securement of technological competitiveness in the field of big data and artificial intelligence (AI) field-core technologies of the Fourth Industrial Revolution, it is important to strengthen the competitiveness of the overall industry through technology commercialization. In this study, we aimed to propose a priority related to technology transfer and commercialization for practical use of public research results. We utilized public research performance information, improving missing values of 6T classification by deep learning model with an ensemble method. Then, we conducted topic modeling to derive the converging fields of big data and AI. We classified the technology fields into four different segments in the technology portfolio based on technology activity and technology efficiency, estimating the potential of technology commercialization for those fields. We proposed a priority of technology commercialization for 10 detailed technology fields that require long-term investment. Through systematic analysis, active utilization of technology, and efficient technology transfer and commercialization can be promoted.

Exploratory Study on the Phenomenon of Technology Transfer in Livestock Industry Based on the Grounded Theory Approach: Backward Linkage Industries in Livestock Industry (근거이론 접근법을 이용한 축산업분야 기술이전현상에 관한 탐색연구: 후방연관산업을 중심으로)

  • The competition between countries became internationalized in the market. However, a situation in which globalization is concerned is important to domestic corporates. Corporate strategy to survive in the domestic market are also juggling the limit of survival. Technology transfer and commercialization at this point has important implications now. The same applies to the national level. Public-to-private technology transfer has been more important, in order to overcome the international competitions. Although various studies have been made to promote technology transfer, in the livestock sector rarely attempted. Taking into account that few previous research and theory development has been achieved, the paper explored the technology transfer phenomenon in the sector employing the grounded theory approach by Strauss & Corbin(1998). Corporates that licensed in technologies through the Foundation of Agri. Tech. Commercialization & Transfer, were targeted as informants or interviewees. Finally, eight informants were selected sequentially utilizing theoretical sampling technique to the saturation point. As the result of open coding and axial coding of the interview data using NVivo10 by QSR International, 77 concepts, 20 sub-categories, and 7 categories were derived while paradigm model was established. Through selective coding, 'the factors affecting technology transfer in livestock sector' was identified as core category. The story line about the core category was developed based on four main categories. Finally, it is expected that the concepts, categories, and the relationship between them can be an important basis for further research.

R&D Strategy Development for Nanotechnology Areas based on Efficiency Comparisons (효율성 비교를 통한 나노기술 분야별 R&D 전략 수립)

  • In this paper, we compared the efficiencies of national R&D investments between NT (Nanotechnology) areas in terms of papers, patents, and commercializations, and found ways to improve the efficiencies of national R&D investments for each NT area. This is in response to huge R&D investments government has made recently in NT areas. Here, we collected data on investments, papers, patents, and commercializations for the R&D projects in NT areas through National Science & Technology Information Service. Based on the data, we analyzed the investment and performances (papers, patents, and commercializations) for each NT area, calculated the efficiency for each NT area, and compared the efficiencies between NT areas. Next, using cluster analysis, we identified several NT areas with similar characteristics in terms of paper efficiency, patent efficiency and commercialization efficiency. Finally, we derived implications for the efficiency enhancement for each grouping. The cluster analysis showed that there could be two groups, one being low in terms of technological outcome (papers and patents) efficiencies and high in terms of commercialization efficiencies, while the other being high in terms of technological outcome (papers and patents) efficiencies and low in terms of commercialization efficiencies. Therefore, the strategy for one group calls for support for technology transfer or technology introduction from other R&D performers and grant of guidance for improving R&D performers' commercialization ability to other R&D performers while the strategy for the other group calls for R&D support for transfer of technology to other R&D performers, activation of technology transfer and support for commercialization of R&D performers.

  • Micro LED, which is emerging as a next generation display, is difficult to commercialize due to various technical problems to date. In particular, transfer technology that transfers small LED to a display substrate in micro units is a key technology that can bring commercialization and is an important variable. The core of transfer technology is to move the LED quickly and accurately to the desired location. Therefore, it is necessary to pay attention on the transfer technology which is the most important task of Micro LED, and we analyzed and summarized the transfer technology using Elastomer Stamp which is one of the advanced transfer technologies.

  • Purpose: This paper developed the framework for extracting strategies of research and business development (R&BD) based on the data envelopment analysis(DEA). Methods: DEA has been widely utilized in evaluating R&D efficiency. Even though, technology transfer and commercialization has been regarded as the important factors for practical R&D efficiency evaluation, most research have evaluated R&D efficiency by just using the DEA outputs such as the number of patents and papers. The technology transfer, commercialization and relations among costs and generated technology and commercialization are needed to be considered for more practical R&D efficiency evaluation. Thus, this research addressed a method on how to incorporate the commercialization factors into the R&DB efficiency evaluation, and improve the efficiency strategically in terms of R&D and B&D. To achieve this, this research utilized a two-stage network DEA model for R&BD efficiency evaluation. Results: The proposed framework was applied to the 15 public research institutes and the 34 universities for validation. R&BD efficiency for the 15 public research institutes and the 34 universities was evaluated, and the differentiated improvement strategies for the inefficient DMUs to improve their efficient were proposed. Conclusion: The R&BD efficiency would be effectively analyzed based on two-stage network DEA. It would be utilized for the effective strategy planning for cultivating R&BD.

A Study on the Direction of Reform in Licensing Policy of Government R&D Outputs to Promote Academic Technology Transfer (대학의 기술이전 촉진을 위한 국가 연구개발사업의 기술료제도 개선방안)

  • The Korean government has tried to increase the total national R&D investment and, to streamline acts and regulations concerning national R&D activities. Korea's total R&D expenditure in the field of S&T for the year 2006 amounted to about 27.3 trillion won including government R&D of 8.9trillion won. The Korean government enacted several pieces of legislation concerning S&T: the "Technology Transfer Promotion Act (1999)" ; the "Framework Act on Science and Technology (2000)", and the "Presidential Regulation for Managing the Government R&D Programs (2001)." With these efforts the capacity of Korea S&T has made great strides recently. But for years Korea has run a severe deficit of technology trade. The Korea's balance ratio of technology trade is 0.36 (export/import). It means that Korean industry excessively depends on foreign resource in introducing new technologies. The Korean government has put a lot of effort into promoting the commercialization of technologies developed in universities. The public technology transfer policy of the government has improved the infrastructure of technology transfer and commercialization. However, the government has realized that these policies have not been as effective as they were anticipated. In spite of these various efforts, the technologies obtained from the government R&D Programs have not been transferred to the Korean industry properly. Only 13.6% of technologies developed in universities for the year 2005 were transferred to industry. The academic royalty revenues for the year was 0.15% of their total R&D expenditure It shows only a twentieth of the percentage of royalty revenues for the American universities. The reasons of poor commercialization of academic technologies are intermingled with imperfection of technology transfer system, lack of licensing experience, immaturity of socio-economic circumstance and inadequacy of legal system and government policy. In this study we analyzed the problems of legal system and policy in licensing of government R&D outputs and suggested proper alternatives.

기술이전에서의 위험분산: 사후적 옵션(ex-post option) 계약

  • The minimum royalty should have two objectives. One is to guarantee the minimum license payment and the other is to screen the eligible licensee to prevent the licensee`s strategic behavior. In the licensing contract for public-to-private technology transfer, the latter plays more important role than the former in viewpoint of the successful technology transfer and commercialization. However, the minimum royalty falls into a dilemma to increasing the risk on the part of licensee in case of failure in technology transfer and commercialization. In our study, ex-post option contract will be suggested as a risk sharing mechanism to overcome above dilemma. The ex-post option contract means the contract which the licensee has the option whether to go or not at the time of manufacturing stage. To proof the usefulness of ex-post option contract, it is shown in the study that expected utility of a licensor and a licensee can increase with a certain constraint, which depends on degree of uncertainty and licensee`s risk aversion, after introducing the ex-post option contract. In spite of this constraint, the usefulness of ex-post option contract may be highly appreciated because its constraint is quite normal case in the real world.
