The Effect of External R&D on the Innovation Efficiency : An Empirical Study of Manufacturing Industries in Korea (외부 R&D가 혁신 효율성에 미치는 영향 분석 : 국내 제조 산업을 중심으로)

  • The external R&D, which includes the adoption of the external technology and knowledge in addition to the internal R&D, is one of important factors for the innovation. Especially for small and medium-sized enterprises (SMEs), the external R&D has been considered as a key factor to carry out the innovation more efficiently due to the limitations of their resources and capacities. However, most of extant studies related to external R&D have focused on analyzing the influence of external R&D on innovation outputs or outcomes. Only a few studies have explored the impact of external R&D on the innovation efficiency. This study therefore investigates whether the external R&D effects the industry's innovation efficiency and productivity. On this study, we used Korean manufacturing industry data of SMEs from 2012 to 2014 and employed a global Malmquist productivity analysis technique, which is based on the Data Envelopment Analysis (DEA), to assess the innovation efficiency and productivity. Innovation performances of external R&D group and internal R&D group are compared. Then, the sectoral patterns of both innovation efficiency and productivity are analyzed with respect to the technological intensity, which is introduced by OECD. The results show that the gap of innovation efficiency between external and internal R&D groups has gradually decreased because of the continuous improvement of the external R&D group's performance, while the external R&D group lag behind the internal R&D group. In addition, patterns of the innovation efficiency and productivity change were different depending on the technological intensity, which means that the higher the technological intensity, the greater the effect of external R&D.

  • The existing innovation policies and strategies mainly focused on the influencing factors for improvement of innovation outcome. However, these strategies were not always successful in driving innovative activities that make technology innovation disseminated. In this regard, innovation ecosystems approach has recently been coming to the force to establish a successful innovation strategy. The innovation ecosystems concept describes that innovation processes are evolved through collaborative networks of economic actors. In an innovation ecosystem, different organizations collaborate for technology development and its use. They interact for value co-creation by sharing mutual resources. The organizational networks are re-organized by dynamic changes of actors' interactions, which drive innovation mechanism of the networks. Recent studies on innovation ecosystems mostly have paid attention on developing theoretical frameworks to describe dynamics of an innovation ecosystem. There have hardly been empirical tests on the theoretical ecosystem models. In this vein, we investigated dynamics of an innovation ecosystem by analyzing structural characteristics of a collaborative network among organizations which are involved in the use of innovative technologies. Particularly, we examined the longitudinal changes of the interaction patterns among the organizations. This test was performed by an analysis of structural equivalence on the network dataset transformed from the organizational interactions. This result provides a guideline for an organization in developing an innovation strategy under a systemic perspective.

Model of Water, Energy and Waste Management for Development of Eco-Innovation Park ; A Case Study of Center for Research of Science and Technology "PUSPIPTEK," South Tangerang City, Indonesia

  • Center for Research of Science and Technology ("PUSPIPTEK") has 460 hectares land area, still maintained as a green area with more than 30% green space. There are 47 centers for research and testing technology, technology-based industries, and as well as public supporting facilities in PUSPIPTEK area. Based on the concepts developed to make this area as an ecological region, PUSPIPTEK can be seen as a model of eco-innovation. The purpose of this research is to develop a model of water, energy and waste management with eco-innovation concept. As a new approach in addressing environmental degradation and maintaining the sustainability of ecosystem, studies related to eco-innovation policy that combines the management of water, energy and waste in the region has not been done. In order to achieve the objectives of the research, a series of techniques for collecting data on PUSPIPTEK existing conditions will be carried out, which includes utilities data (water, electricity, sewage) and master plan of this area. The savings over the implementation of the concept of eco-innovation in water, energy, and waste management were calculated and analyzed using quatitative methods. The amount of cost savings and feasibility were then calculated. Eco innovation in water management among other innovations include the provision of alternative sources of water, overflow of rain water and water environments utilization, and use of gravity to replace the pumping function. Eco-innovation in energy management innovations include the use of LED and solar cell for air conditioning. Eco-innovation in waste management includes methods of composting for organic waste management. The research results: (1) The savings that can be achieved with the implementation of eco innovation in the water management is Rp. 3,032,640 daily, or Rp.1,106,913,600 annually; (2) The savings derived from the implementation of eco innovation through replacement of central AC to AC LiBr Solar Powered will be saved Rp.1,933,992,990 annually and the use of LED lights in the Public street lighting PUSPIPTEK saved Rp.163,454,433 annually; (3) Application of eco innovation in waste management will be able to raise awareness of the environment by sorting organic, inorganic and plastic waste. Composting and plastic waste obtained from the sale revenue of Rp. 44,016,000 per year; (4) Overall, implementation of the eco-innovation system in PUSPIPTEK area can saves Rp. 3,248,377,023 per year, compared to the existing system; and (5)The savings are obtained with implementation of eco-innovation is considered as income. Analysis of the feasibility of the implementation of eco-innovation in water, energy, and waste management in PUSPIPTEK give NPV at a 15% discount factor in Rp. 3,895,228,761; 23.20% of IRR and 4.48 years of PBP. Thus the model of eco-innovation in the area PUSPIPTEK is feasible to implement.

A Study on Open Innovation and Innovation Performance: Focusing on Manufacturing Industry in South Korea (개방형 혁신과 혁신 성과에 관한 연구: 한국의 제조업을 중심으로)

  • Recently, it is difficult for a firm to survive and maintain sustainable competitive advantage through internal R&D only, because changes in the environment are very fast and complex. Accordingly, the paradigm of open innovation is gradually emphasized, and the ratio of external R&D has been increasing in various industries. This study analyzed open innovation through Korean Innovation Survey (KIS) data from Science and Technology Policy Institute (STEPI). We confirmed the ratio of open innovation based on firms of the manufacturing industry in South Korea, and examined the relationship between open innovation and innovation performance. This study suggests that open innovation is not a new paradigm that did not exist in the past. While the use of government support programs positively influence innovation performance, the use of external R&D doesn't influence innovation performance due to the difficulties associated with managing it. The results of this study will be used to establish the strategic direction and support the decision making when firms conduct innovation activities in the future.

The Effect of Technical Innovation Competence of Small and Medium-sized Manufacturing Companies on Corporate Performance: Focusing on the Mediating Effect of Entrepreneurship (중소 제조기업의 기술혁신역량이 기업성과에 미치는 영향: 기업가정신의 매개효과를 중심으로)

  • In this study, in order to confirm the relationship between technical innovation competence and corporate performance, the effect of technical innovation competence of small and medium-sized manufacturing companies on corporate performance was identified, and entrepreneurship, which plays a role as a driving force in triggering technical innovation competence, was analyzed to determine whether there is a mediating effect between them. To conduct the research, first, the research model was established by examining previous studies on technical innovation competence, entrepreneurship, and corporate performance. Second, an on-line and offline survey was conducted for employees in companies after constructing a questionnaire that can verify the hypothesis suitable for the research model. Third, the hypothesis was verified by performing validity and reliability analysis, correlation analysis, and regression analysis using a statistical program. Results of this study, first, it was found that R&D competence and technology innovation system, which are elements of technical innovation competence, had a significant effect on financial performance, and technology innovation system and technology accumulation capacity, had a significant effect on non-financial performance. Second, it was analyzed that entrepreneurship has a mediating effect in both R&D capability, technological innovation system and technology accumulation capability, which are elements of technical innovation capability, and financial and non-financial performance, elements of corporate performance.

An exploratory study on the characteristics of technology innovation persistence of Korean firms (한국 기업의 기술혁신 지속 특성에 대한 탐색적 연구)

  • With the growing importance of technology innovation as a key factor for firms' competitive advantage, 'innovation persistence' became also an important research subject. 'Innovation Persistence' is a concept that indicates whether or not firms' innovation activity or performance continues. However, the data used for innovation studies are carried out as cross-sectional surveys in most countries. For this reason, studies dealing with longitudinal aspect of innovation persistence are rare. In particular, there is almost no research on innovation persistence using Korean innovation survey data. This study reviews the concepts and characteristics of innovation persistence based on extant literature, and perform an empirical analysis on the status and features of Korean firms' technology innovation persistence. Based on the data of the Korean Innovation Survey (KIS) conducted every other year from 2012 to 2018, panel data on 3,379 firms which observed multiple times are constructed. As a result, only part of the firms with persistent innovation were observed (for innovation performance 10~12%, for innovation activity 15~17%), and it was found that the persistence of non-innovation was remarkable(about 52~57%). And it was confirmed that the persistence of innovation activities is stronger than that of innovation performance. Besides, some features by sub-types of innovation appeared. Product innovation showed higher persistence than process innovation, and internal R&D also showed higher persistence than joint/external R&D. As a result of additional logit analysis to identify factors, it was found that radical or gradual product innovation is the most influential factor in persisting innovation in the next period. Since the sample selection bias due to a limitations of raw data might exist in the panel data constructed in this study, it should be noted that faulty generalization of the results are not allowed. Nevertheless, this is the first study to examine the technology innovation persistence targeting Korean firms and is expected to be a starting point for follow-up studies. It is anticipated that advanced research results will be drawn through the establishment of official panel data and improved methodologies.

Towards Effective Regional Innovation Systems in Korea (효율적인 지역혁신체제 구축전략)

  • Nowadays the role of region has been increased, as knowledge, science and technology become important in economic development. This paper argues that a system approach is needed to enhance regional S&T capabilities. Under the this approach, we can identify a concept of regional innovation systems as sub-systems of a national innovation system. This paper investigates Korean regional innovation systems based on R&D budget of regional governments. According to this paper, Korean regional governments' R&D investment is very insufficient. There were no co-relationship between regional governments' fiscal autonomy from the central government and their R&D investment. This paper argues that such a poor investment will restrict the future development of Korean regional innovation systems. Therefore, this paper suggests some strategic options for the development of regional innovation systems as follows. First, regional governments should increase their R&D budget. Second, their R&D efforts should be related with their specific industrial sectors. Third, they should target not only to create new promising industrial sectors but also to enhance technological capabilities of existing sectors. Fourth, their target group should be small and medium-sized enterprises. Finally, regional governments should adopt small and incremental approach to improve their innovation systems.

Prioritizing Telecommunications Service Policies in South Korea: An Innovation System Approach

  • Although the telecommunications service industry has become a basic infrastructure component of the information and communication technology (ICT) industry, it is now losing its reputation as a cash cow due to achieving a saturation of service subscribers, especially in South Korea. With the exception of improving network speeds, network operators are experiencing difficulties in creating new innovations. Therefore, new innovations for the telecommunications service industry should be identified in conjunction with government policies for industry promotion. To examine the innovative capabilities of a specific industry, innovation system theories were used as a framework for research. However, existing innovation systems are limited with regard to explaining the openness of relationships and user participation which are general properties of the ICT industry. Moreover, as sources of innovative activity, additional values such as financial support and collaboration are more appropriate. This study presents a new innovation system based on innovation values. We analyze the telecommunications service industry and prioritize the importance of telecommunication policies within South Korea. An in-depth interview with experts based on the innovation system framework is conducted first. Next, innovation factors derived from the interview are applied within an analytic hierarchy process (AHP), leading to a prioritization of innovation factors for the telecommunications service industry.

The Role and Function of Intermediaries in Driving the Success of Open Innovation (개방형 혁신의 성공을 이끄는 혁신중개자의 역할과 기능)

  • SMEs are being forced to continuously innovate their technologies for survival due to changes in the external industrial environment. In order to innovate technology or discover technology cooperation partners of SMEs, it is necessary to actively introduce open innovation, centering on industry-academia-research. However, SMEs need to use open innovation brokers due to their lack of access to external resources and difficulty in independent promotion, and accordingly, the role of open innovation brokers is important. Until now, performance factors and influencing factors have been studied mainly by technology providers in the field of technology transfer, and research on mediators is very insufficient. This study analyzes the role and function of technology transfer intermediaries to explore the role of open innovation intermediaries and how they differ from existing technology transfer intermediaries. This role of open innovation intermediaries is of practical significance in that it deals with the role of intermediaries based on the results of government support projects, and it is of academic significance to serve as the basis for future research on open innovation intermediaries.
