A Study on the Effects That SMEs' Response to Non-Tariff Barriers Exerts on Export Performance: Focusing on Technical Barriers to Trade

  • Purpose - This study analyzes the effects that the response to the technical barriers to trade (TBT), which are used by various countries as means to restrict imports, exerts on exports at a time when protectionism is emerging in the face of a global economic downturn. TBT has been widely used in developed countries for the safety and protection of their people. Recently, the use of TBT as a tool of protectionism has increased considerably in developing countries as well. Therefore, this study analyzes the South Korean SMEs' response and export performance. Design/methodology - To analyze SMEs' response to TBT and their export performance, this study conducted empirical analysis through statistical analysis. To this end, the research established a theory based on previous research and designed its hypothesis and research model. To verify the hypothesis and research model, factor analysis addressing validity and reliability was performed using SPSS 25 and AMOS 26, and the structural equation model was analyzed. Findings - This study found the causal relationship between the independent variable, the mediating variable, and the dependent variable adopted against the theoretical background to have little or no effect, in contrast with previous studies. In a break from previous studies, all hypotheses were rejected for innovation strategic competencies, one of the sub-factors of the independent variable, which is believed to be a result of the lack of practical research related to TBT. Originality/value - Previous studies performed analysis using trade statistics or macro data. A number of such studies analyzed the relationship between technical regulation and trade volume. This study differs from previous studies in some respects, because it analyzed the export performance of companies by establishing a hypothesis and implementing a research model with the factors analyzed in previous studies. In addition, a new attempt has been made by classifying the TBT response factors into technology competencies, human resource competencies, and innovation strategic competencies, and utilizing technology innovation and the export support system as mediating effects.

A Study on the Effects of Core Competencies of the University-Industry Cooperation on Technology Transfer & Education Performances (산학협력단 핵심역량이 기술이전과 교육성과에 미치는 영향에 관한 연구)

  • This Study's topic is to study on the effects of core competencies as such as leadership, strategic competences' influence towards the university-industry cooperation on technology transfer and education performances. First, the existing studies and literatures have been reviewed. Second, the nationwide surveys were conducted. In results, the leadership competence did not have any impact on the operation performances. Strategic competence did not have any impact on the technology transfer, but it influenced the education performance. Human resource competence also did not have any influence on the managing performances, but it has been analyzed that the R&D competence had an influence over the technology transfer part of the managing performance. The University-Industry Cooperations create an opportunity and secures competencies for the enterprise, it also enhances the R&D competency of University and provides supports in nurturing the human resources. Especially, the strategic competency amongst the independent variables has influenced the education performance.

A Study on Competency-Based Curriculum Design in Library and Information Science (문헌정보학 전공역량 기반 교육과정 설계 연구)

  • This study aims to identify the core competencies required in the field of Library and Information Science (LIS) and to propose curriculum design strategies based on these competencies. The expansion and increasing demand for librarian certification pathways have led to the weakening of professional expertise and growing uncertainty in the job market. In response, this research collected competency-related data from the websites of 16 four-year LIS programs at universities across the country and qualitative data through in-depth interviews with professors from related academic fields and public library managers. The analysis identified five core competencies in LIS: information management and processing, information technology and data utilization, library management and collaboration, user services and communication, and cultural and community understanding. Based on these competencies, the study suggests curriculum design strategies across institutional, practical, and educational dimensions. This research serves as a foundational resource for improving LIS curricula and certification systems and is expected to facilitate collaborative discussions between educators and practitioners in the field.

A Goodness of Fit and Validity Study of the Korean Radiological Technologists' Core Job Com petency Model (방사선사 핵심 직무역량 모델의 적합성 및 타당성 검증)

  • Radiological Technologists deals with the life of a person which means professional competency is essential for the job. Nevertheless, there have been no studies in Korea that identified the job competence of radiologists. In order to define the core job competencies of Korean radiologists and to present the factor models, 147 questionnaires on job competency of radiology were analyzed using 'PASW Statistics Version 18.0' and 'AMOS Version 18.0'. The valid model consisted of five core job competencies ('Patient management', 'Health and safety', 'Operation of equipment', 'Procedures and management') and 17 sub - competencies. As a result of the factor analysis, the RMSEA value was 0.1 and the CFI, and TLI values were close to 0.9 in the measurement model of the five core job competencies. The validity analysis showed that the mean variance extraction was 0.5 or more and the conceptual reliability value was 0.7 or more, And there was a high correlation between subordinate competencies included in each subordinate competencies. The results of this study are expected to provide specific information necessary for the training and management of human resources centered on competence by clearly showing the job competence required for radiologists in Korea's health environment.

A Study on the Relative Weights of the Components of Core Competence Based Learning Outcomes in STEAM (Science, Technology, Engineering Art, Mathematics) (융합인재교육에서 핵심역량 기반 학습성과 구성요소의 상대적 가중치 연구)

  • The purpose of this study is to provide basic data that can be used in a reasonable assessment of the learning outcomes of STEAM. It presented a learning outcome evaluation method, relative weights of key competencies standard that a learner should cultivate. For this study, a pairwise comparison questionnaire about the key competencies was conducted on the STEAM professionals, and AHP was applied to analyze the priority of main factors of key competencies. The results of this study are as follows. First, the importance of capabilities of convergence accomplishment and capabilities of convergent cognition, in the first layer of key competencies, were 39.4% and 36.8%, respectively. In the education evaluation of the STEAM, capabilities of convergence accomplishment and capabilities of convergent cognition showed similar level of importance, and were considered more important factor than capabilities of convergence attitude (23.8%). Second, the relative importance of capabilities of problem solving (20.0%) was highest in the second layer of key competencies, and followed by capabilities of creative thinking (18.3%), responsibility (15.3%), and understanding convergence knowledge (11.0%). Third, it will be a foundation of a competency evaluation, which reasonably evaluates, based on the relative weights, whether to accomplish educational objectives of the STEAM program In addition, this results is expected to become a guide to develop an education program that can improve the teaching and learning process and raise the learning outcome, as well as an education evaluation of the STEAM.

A Study on the Characteristics of Future Schools for Students with Future Convergent STEAM Talents (미래 융합형 과학기술인재(STEAM)를 위한 미래학교 특성 탐색)

  • The purpose of this research is to derive competencies necessary for students with future convergent STEAM talents, and to explore ideal student images, teaching-learning strategies, evaluation methods, and teachers' competencies and their training methods for future schools developing students' competencies. In order to figure out the features of the future schools, 25 experts from related fields, including in-service teachers, administrators, and college students in science and technology, participated in a future workshop. According to the results, students with future convergent science and technology talents are expected to have flexible thinking and creative thinking competencies to solve problems in innovative ways rather than traditional ways. In other words, it takes the power to accept and accommodate unexpected situations and solve problems appropriately in those situations. To cultivate such competencies, therefore, future schools should also be flexible and proactive. Rigid schools delivering knowledge-based information make it impossible to cultivate flexible and creative talents. Future schools should change into leaner-centered project-based classes so that students can naturally cope with various situations and solve large and small problems, and prepare assessment systems that can provide feedback based on the student's performances rather than achievement standards.

K-TIHM: Korean Technology Integration Hierarchy Model for Teaching and Learning in STEAM Education

  • The core competencies for the 21st century are creativity, critical thinking, collaboration, and communication. In recent classes where ICT (information, communication, and technology) is grafted, a lot of efforts are also being made to increase such competencies. According to a research work, ICT is most often used as a communication channel between teachers and students or as an online collaboration tool among students. However, ICT has only played a role as a guideline for instruction, but not included in the curriculum until now. The research on methods how to integrate technology into teaching and learning is in full swing due to the development of technology and the advent of Covid-19. In this paper, we propose a technology integration hierarchy model, namely K-TIHM that can be combined with STEAM education. Since only learning environments have been proposed in the existing research for technology-based STEAM education, our model proposes a series of technology integration hierarchy that can be applied by school age along with STEAM. Also, we analyze the differences in among the Korea's ICT education operation guidelines, the Korea's Software education guidelines, and ours. The proposed model can help developing the primary and secondary school curriculum integrated with technology.

  • SMEs in Korea have increased their investment in R&D as they have recognized the importance of technology development. However, Korean SMEs have been lacking in technological competencies and commercialization capabilities. Also, SMEs often have difficulties in technology planning and preliminary research in R&D process. Under this background, this paper analyses the effects of SMEs' technology planning competency on the success of their commercialization, as their low technological competencies are due to the low capabilities of technology planning. The result shows that SMEs' cooperation partnership and market orientation are significant determinants to the success of their technology commercialization. The study used logistic regression analysis model.

A Study on the Basic Mathematical Competency Levels of Freshmen Students in Radiology Department (방사선과 신입생의 기초 수리능력 수준에 대한 연구)

  • The era of the Fourth Industrial Revolution is increasingly demanding mathematical competencies for virtual reality (VR), artificial intelligence (AI) and the like. In this context, this study intended to identify the basic mathematical competency levels of university freshman students in radiology department and to provide basic data thereon. For this, the diagnostic assessment of basic learning competencies for the domain of mathematics was conducted from June 17, 2019 to June 28, 2019 among 78 freshman students of radiology department at S university and D university. As a result, the university students' overall basic mathematical competency levels were diagnosed to be excellent. However, their levels in the sectors of the geometry and vector and the probability and statistics were diagnosed to be moderate, with the mean scores of 2.61 points and 2.64 points, respectively, which were found to be lower than those of the other sections. As for basic mathematical competency levels according to genders, the levels of male students and female students were diagnosed to be excellent, with the mean scores of 17.48 points and 16.29 points, respectively, showing no statistically significant difference (p>0.05). Given the small number of subjects and regional restriction, there might be some limitations in the generalization of the findings of the present study to all university freshman students and all departments. The above results suggest that it is necessary to implement various programs such as student level-based special lectures for enhancing basic mathematical competencies relating to major in order to improve the basic mathematical competencies of freshman students in radiology department, and that it is necessary to increase the students' mathematical competencies by offering major math courses in the curriculum and applying teaching-learning methods matching students' levels.

Students' Satisfaction of IS Interdisciplinary Majors : A Case Study (IS 분야 연계전공의 교육만족도 : 사례연구요)

  • As technology rapidly develops, the demand for manpower by new industries is increasing. In order to respond to the changing demands of the workforce, universities are actively introducing interdisciplinary majors, which is a program formed by two or more departments cooperating to develop new majors. Although the importance of the interdisciplinary major is increasing, universities have difficulties managing them due to non-flexible educational systems. The purpose of this study is to present an effective management direction for interdisciplinary majors based on the results of a survey on student satisfaction with interdisciplinary majors. Also, we analyzed the required level and possessed level of the IS practitioners' competencies, and developed specific educational directions for training IS talents. The results showed that there was a significant difference in satisfaction with the curriculum development and curriculum evaluation of existing subjects provided by existing departments and new subjects established of interdisciplinary majors, specifically the satisfaction of new subjects is higher than existing subjects. In the IS field, there was a high demand for education in the following areas, in order: information security, information technology strategy planning, information technology operation, information technology development, information technology management, information technology sales, and core competencies. Based on the results of the analysis, the satisfaction of students and the cultivation of the talents that the interdisciplinary major aims to develop can be improved.
