Legitimacy of government intervention in industrial technology policy and changes in the government roles (산업기술정책의 정부개입 정당성과 정부의 역할 변화)

  • This study reviews the issue of public interests of technologies required in industrial technology policy as well as the demand for changes in industrial technology policy as result of the migration from catch-up to post catch-up innovation system. In fact, the importance of public interests which served as the rationale for government intervention in industrial technology policy have gradually faded, which invited controversies over the legitimacy and effectiveness of government intervention in promoting specific technologies or industries. Today, the existing policy framework has to change to correspond to the post catch-up environment which requires creative technology development. In this context, the Korean government needs to reduce direct support for certain companies or technologies, but increase R&D investment in energy, environment and health and welfare to enhance public interests of technology innovation activities.

Catching-Up and National Environment: The Case of the Korean Aircraft Industry

  • Korean firms have attempted to catch up in the aircraft industry during last quarter century. Korean firms have built up their capabilities by moving from parts manufacturing through subassembly to system integration. The number of projects carried out and the intensity of technological effort undertaken by firms strongly influences market position and firm performance. However, successful catching up is not simply dependent on capability building within the firm. The national environment (Porter, 1990) in which firms are located plays a pivotal role. The Korean government has been effective in creating a favorable environ-ment in many areas, but has not been able to replicate this success in the aircraft industry. Opportunities for learning in the aircraft industry have been hampered by the small size of the Korean civilian aircraft market and the sophisticated requirements of military systems. A policy of domestic rivalry in airframe manufacture has created too many firms for such a small market. The ability of Korean firms to catch up in the aircraft industry depends on both the internal capabilities of firms as well as appropriate government policies and the involve- ment of government research institutions and universities over an extended period of time. There have been many studies about the catching up of developing countries in mass production (such as automobile, consumer electronics, and recently DRAM), but few in complex systems, such as aircraft.

An Study on the Role of Organizational Learning in the Technology Planning: An Empirical Study of Technology Planning on National R&D Program (기술기획 과정에 있어 조직학습을 통한 지식창출에 관한 연구: 국가연구개발사업 에너지R&D 과제기획에 대한 실증분석)

  • Korea has started new value creation which is the post catch-up innovation system from the catch-up innovation. Post catch-up innovation system is becoming the main R&D issue for Korea and is needed for the new concept of R&D management and planning frame. This study posed questionnaires : how to promote the knowledge creation in technology planning and what the role of organizational learning in the technology planning is. This paper suggests the relationship of success factors of knowledge creation in technology planning which is organized and operated by experts with different background. Based on the prior research on organizational learning, communications and collaborative interactions, four hypotheses that factors of knowledge creation in technology planning have positive relationship with organizational learning are extracted. This study adopts Structural Equation Modeling(SEM) to analyze the relationship between organizational learning and successful technology planning. The approach based on organizational learning and interaction will be useful for constructing the planning framework in the era of post catch-up innovation. This paper, therefore, suggests the possibility of new theoretical development and new research agenda.

  • This study not only suggests a methodology of science planning different from technology planning, but also applies the methodology to the case of astronomy and space science project. Throughout the analysis on this practice, we have provided logical tools for science project planning, and have identified a decision making process in science which has been regarded to be in a 'black box'. Therefore, this science planning technique can contribute to a more rationalized allocation of scientific resource at a project level as well as at a national level. In particular, catch-up countries in a transition to post catch-up stage such as Korea can establish a more efficient national R&D system by application of science planning concept to an emerging technology area.

Bycatch and discards of the whelk trap in the Uljin waters, East Sea (동해안 울진해역 원통형과 장구형 고둥통발의 혼획 및 투기 실태)

  • Experiment was set up to analyze bycatch and discards situation including snow crap Chionoecetes opilio of whelk trap. Four types of trap were used: drum type trap with PE net; drum type trap with PBS net; cylinder type trap with PE net; and cylinder type net with PBS net. Three funnels were attached in drum type trap and two funnels were used in cylinder type trap. A fleet of traps was consisted with one hundred traps. 25 traps of each type were set on a line in repeated sequence. Field experiments were conducted with 6 fishing operations in the Uljin waters, East Sea in July 2014. Catch of target whelks were 173,261 g and catch rate was 48.7% of total catch, while bycatch were 182,571 g, 51.3% of tatal catch. The catch rate of bycatch was 2.6% higher than that of target catch. Bycatch weight of snow crap was the highest as 142,987 g and formed about 40.2% of total catch, followed giant octopus, Enteroctopus dofleini, 31,762 g (8.9%). Bycatch rate of cylinder type trap was 2.3 times higher than that of drum type trap. Discard rate (discard/(discard+landing)) was 43.6%. Discard rate was the highest at cylinder type trap with PBS net as 63.1%, followed cylinder type trap with PE net as 47.9%, drum type trap with PE net as 33.4%, the lowest at drum type trap with PBS net as 22.1%.

Strategy and Task of Government-Funded Research Institution for Post Catch-Up Innovation : Based on case of KRICT(Korea Research Institute of Chemical Technology) (탈추격 혁신을 위한 정부출연연구기관의 노력과 과제: 한국화학연구원을 중심으로)

  • This study analyzes the government-funded research institutions as players which derive inner transition based on technology, policy and market environment changes. In this study, the main case is KRICT(Korea Research Institute of Chemical Technology) which tries to make post catch-up innovation in the organization. This institution has attempted to overcome the limitation such as change of technology paradigm and PBS(Project Based System) since 2000's. Responding to the needs of technology convergence and innovation by the paradigm change, KRICT has reformed organization and R&D management system prospectively. And this institution sets the goal like development of natural friendly technologies, small and medium-sized business support, and providing countermeasures of social problems. This case shows possibility of continuous innovation. There are some structural limitation like budget restriction, multiple organization structure, and biased quantitative assessment, but endogenous efforts of government -funded institutions make the new paradigm of post catch-up innovation.

Divergence of knowledge production strategies for emerging technologies between late industrialized countries: Focusing on quantum technology

  • Traditional wisdom on how late industrialized countries follow the technology trajectories of preceding economies is in need of reformation as these countries have attained industrial leadership in a growing number of fields. However, current understandings about these countries' development of their emerging technologies have yet to investigate the divergence of idiosyncratic technology trajectories. The aim of this paper was to explore how their knowledge production strategies in emerging technology sectors are diverging. Specifically, this research examines the changing patterns of knowledge production in quantum technology in South Korea and China by developing a knowledge portfolio and knowledge strategic diagram. According to the knowledge portfolio, the relative literature position differs. In the knowledge strategic diagram, there are diverging patterns in the emerging keywords sector. This paper contributes to the literature by demonstrating the diverging strategies of late industrialized countries in their transition from catch-up to post-catch-up paradigms and provides policy implications for countries developing an idiosyncratic trajectory in emerging technology sectors.

Study on the Anchovy Boat Seine-IV An Experiment to Mechanize the Hauling Operation of Bag Net (기선권현 강의 연구 -IV)

  • In fishing with the anchovy boat seine, it is required to haul up the bag net without injuring anchovy body. Not to injure anchovy body, the bag net is operated with 30 to 34 crews in the traditional method. With a view point of decreasing crews, the authors tried to operate the bag net with side drum winch and derrick boom. Side drum winch was installed beside the engine casing and it was operated by the main engine through the belt, pulley and bevel gear. The derrick boom, 7 meters long, was installed above the working deck which is located in the stern of the common boat seiner. Three single blocks are attached to the boom, each 2 meters apart from the top. A hook was attached to the free end of the block line for hooking up the bolch line which attached inside the bag net especially prepared for the purpose. The hauling end of the block line was induced to the side drum winch for hauling up the bag net. By using this mechanism, the bag net was hauled up with peeling the bag net just like in the traditional method. So the following results are found. (1) No injury of anchovy body was found in the process of hauling up. (2) The bag net can be operated by mere 14 crews. (3) Duration, spent in hauling up the bag net, was almost the same when the catch are a little amount, and less duration was needed by the experimented method than the traditional one when the catch are a large amount. the bag net. A Study on the International Comparison of Basic Research Capacity Index (기초연구지수의 국제비교)

  • This paper presents an econometric model for measuring basic research capacity index(BRCI) of each OECD countries and analyses the gap in terms of time lag measured and forecasted in connection with factor analysis and BRCI progress function. Based on the analysis, gross domestic expenditure on R&D(GERD), total R&D personnel higher education expenditure on R&D(HERD) and number of science and technical papers based on SCI are more effective than other factors to BRCI. Also, BRCI progress function shows that 29 years is needed for Korea to catch up the level of German's BRCI of year 1998. But, it's impossible for Korea to catch up US and Japan. Therefore, with restricted scientific resources, Korea's own strategy for strengthening basic research capacity is going to be more important in 21st century.
